Resolution #012-16 Approval of Proclamation, Read Across America Date: February 8, 2016 To: Board of Education From: Superintendent Recommendation: It is the administration’s recommendation that the Board of Education, in cooperation with the Cherry Creek Education Association, approve the following proclamation: WHEREAS, the citizens of the Cherry Creek School District stand firmly committed to promoting reading as the catalyst for our students’ future academic success, their preparation for future jobs, and their ability to compete in a global economy; and WHEREAS, the Cherry Creek Board of Education has provided significant leadership in the area of community involvement in the education of our youth, grounded in the principle that educational investment is key to a community’s well-being and long-term quality of life; and WHEREAS, “NEA’s Read Across America” is a national celebration of Dr. Seuss’ birthday on March 2, and promotes reading and adult involvement in the education of our community’s students; and THEREFORE, BE IT RESOLVED, that in observance of “NEA’s Read Across America,” the Cherry Creek Board of Education and the Cherry Creek Education Association call on the citizens of the Cherry Creek School District to assure that every child is in a safe place reading together with a caring adult on the evening of March 2, 2016. Board Meetings Date: February 8, 2016 To: Board of Education From: Superintendent and General Legal Counsel Recommendation: It is the administration’s recommendation that the Board of Education approve revisions to Policy BEAA, Electronic Participation in School Board Meetings. Pertinent Facts: The Colorado Association of School Boards (CASB) developed this model policy after the passage of C.R.S. § 22-32-108, which requires boards to adopt a policy if they wish to permit electronic participation in board meetings. While electronic participation in board meetings is generally discouraged, if a board member is unable to attend in person having them attend electronically is preferable to not attending at all. Alternatives Considered: No alternatives were considered as these policy revisions are required by law and consistent with CASB model policy. HCB/SSM/ch

Student Performance Improvement and IKA-R, Parent/Guardian Requests for Exemption

Date: February 8, 2016 To: Board of Education From: Superintendent and General Legal Counsel Recommendation: It is the administration’s recommendation that the Board of Education approve revisions to Policy IKA, Assessment and Evaluations for Student Performance Improvement and IKA-R, Parent/Guardian Requests for Exemption Pertinent Facts: Policy IKA is recommended to be revised to comply with requirements of C.R.S. § 22-7-1006.3 and § 22-7-1006.5 which was passed during the 2015 legislative session. In particular, sections were added to Policy IKA to address pencil and paper testing options and to allow parent requests for exemption from state assessments. Language was also added to address parental access to assessment results and distribution of an assessment calendar. Regulation IKA-R outlines District practice for handling exemption requests. Pertinent Facts: This Exhibit to JKD reiterates the statutory standards for suspension, expulsion, and denial of admission. However, there were statutory references in the Exhibit which either had been repealed and/or needed to be updated. Additionally, legal references were added at the end of the Exhibit. in the Schade, AJI Fence, Ltd., Playground Equipment Installation, Eaglecrest Child Development, Extended Child Services

Date: February 8, 2016 To: Board of Education From: Superintendent and Associate Superintendent of Educational Operations Recommendation: It is the administration’s recommendation that the Board of Education approve the negotiated bids from three companies, Southwest Greens of Colorado, Made in the Schade, and AJI Fence, Ltd., to supply and install playground equipment for Eaglecrest Extended Child Services preschool for a total cost of $22,242.56. Pertinent Facts: The current playground at Eaglecrest High School for preschool children does not meet compliance requirements for Department of Human Services, Division of Early Care and Learning. Therefore, the old equipment was removed, leaving the children with nothing in the area and no climbing equipment to enhance their gross motor skills. The negotiated bids include removal of all previous fall surfaces and necessary replacement of padding, turf and sandbox (Southwest Greens of Colorado), installation of fencing (AJI Fence, Ltd.), and climbing equipment approved by Cherry Creek School District and Division of Early Care and Learning (Made in the Schade). The funds for these expenditures will come from Extended Child Services proceeds. Alternatives Considered: Southwest Greens of Colorado, Made in the Schade, and AJI Fence, Ltd., were the only vendors considered as the products they supply are compatible with the Cherry Creek School District maintenance department to repair, manage and assist with any issues that arise. Districtwide Date: February 8, 2016 To: Board of Education From: Superintendent and Associate Superintendent of Educational Operations Recommendation: It is the administration’s recommendation that the Board of Education approve the purchase and installation from ASI Signage Innovation of vinyl lettering and numbering on Cherry Creek School District buildings in the amount of $53,392. Pertinent Facts: The Cherry Creek Standard Response Protocol Committee, consisting of local law enforcement, fire officials, and district leadership, recommends installation of numbering and lettering for all exterior doors to buildings. Installation of numbering and lettering doors will identify specific locations at a building for First Responders, which allows them access to enter a building during an emergency or critical incident, and will help school or building staff identify a door to report an incident location more accurately. The purchase will come from the General Fund and is within the planned budget. Alternatives Considered: Consideration was given to the use of plastic or metal lettering but it was felt that this type was not as durable as the vinyl as well as the fewer colors and styles available. ASI Signage Innovation is a sole source vendor who has installed lettering previously in district buildings. HCB/SAS/REC/gem

CHERRY CREEK SCHOOL DISTRICT Resolution #021-16 Approval and Ratification of Purchase, Northwest Evaluation

Association, MAP Licenses, Districtwide Date: February 8, 2016 To: Board of Education From: Superintendent and Assistant Superintendent of Performance Improvement Recommendation: It is the administration’s recommendation that the Board of Education approve a license purchase with Northwest Evaluation Association (NWEA) in the amount of $39,020 for the administration of the Measures of Academic Progress (MAP) interim benchmark assessment system for selected elementary, middle, high school students for the 2015-16 school year. Pertinent Facts: NWEA has long been a leader in producing adaptive computer-administered tests. The MAP can be given to students up to three times each year (four times in year-round schools), providing benchmark assessment data related to achievement of the Colorado model content standards. The MAP adapts to a student’s success during the test administration, automatically providing easier or more difficult test items, and thus provides more accurate and reliable test results for each student than traditional computer-based or paper/pencil tests. Student results on MAP are provided immediately at the conclusion of the test, allowing teachers to use the timely, valid MAP test results to evaluate and modify their instruction for students. For the 2015-16 school year, the MAP assessment will be used to monitor the growth of our Gifted and Talented students and also establish baseline measures for students enrolled in year-round schools whose school year begins outside of the ACT Aspire interim assessment testing window. In addition, some Title I schools continue to monitor growth of their students using the MAP. Funds are available within the 2015-16 Fiscal Year Office of Assessment and Evaluation Budget for this license renewal. The license renewal term is for July 1, 2015 through June 30, 2016. Alternatives Considered: The continuation of MAP for specific purposes was recommended by the Comprehensive Assessment Task Force in this transition year to the ACT Aspire. A final recommendation regarding the use of MAP for these specified purposes in will be made as the results from the ACT Aspire are analyzed. HCB/JAS/NSA/cjd

From: Superintendent and Assistant Superintendent of Educational Support Services Recommendation: It is the administration’s recommendation that the Board of Education approve the qualified low bid of Central Mechanical, Inc. as the contractor for the Dry Creek Elementary School heating, ventilation, air conditioning, and electrical renovation project for a cost of $977,310. Pertinent Facts: The mechanical equipment has deteriorated at Dry Creek Elementary School due to age. The current multi-zone units do not provide adequate cooling and need to be replaced with energy efficient units. Replacement of the 1996 building boilers will lower maintenance costs and provide energy efficiency. The electrical renovation includes installation of exterior parking lot LED retrofits that will increase the lighting quality and reduce energy usage. The 2012 Bond Fund will be used for this expenditure and the project is within the planned budget. Alternatives Considered: Bid proposals were received from Braconier Plumbing & Heating Company, Inc.; Central Mechanical, Inc.; Cobb Mechanical Contractors; and Mechanical Technologies Group, Inc. Polton Elementary School Date: February 8, 2016

From: Superintendent and Assistant Superintendent of Educational Support Services Recommendation: It is the administration’s recommendation that the Board of Education approve the qualified low bid of D & D Roofing, Inc. to supply materials and labor for the Polton Elementary School roof replacement project for a cost of $393,004. Pertinent Facts: The District evaluates all facility roofs on a yearly basis and repairs them when possible. Roofs are expected to last approximately fifteen (15) years, depending on weather and deterioration caused by ultraviolet rays. The current roofs on this building are twenty-five plus (25+) years old and replacement is necessary. The 2012 Bond Fund will be used for this expenditure and it is within the planned budget. Alternatives Considered: Bid proposals were requested from Alpine Roofing Company, Inc.; Arapahoe Roofing and Sheet Metal, Inc.; B&M Roofing of Colorado, Inc.; D&D Roofing, Inc.; Superior Roofing, Inc.; and Turner Morris, Inc. Pertinent Facts: The existing door hardware is not ADA-compliant. Additionally, the hardware does not meet District standards and requires replacement due to age and condition. The 2012 Bond Fund will be used for this expenditure and it is within the planned budget. Alternatives Considered:

Bid proposals were requested from BSM Commercial Doors & Hardware, LLC; Colorado Doorways, Inc.; Jaco Door, LLC; McKinney Door & Hardware, Inc.; and Metro Door Specialist, Inc. McKinney Door & Hardware, Inc. submitted the qualified low bid.

Recommendation:

It is the administration’s recommendation that the Board of Education approve M.A. Meyer Construction, Inc. as the contractor for the Cherry Creek High School backstop and retaining wall improvement project for the cost of $32,000.

Pertinent Facts:

The existing retaining wall is deteriorating and creating voids in the bleacher area resulting in safety hazards. Additionally, the backstop fencing is curling in the field of play causing a potential safety hazard to players. The 2012 Bond Fund will be used for this purchase and the expenditure is within the planned budget.

Alternatives Considered:

A bid proposal was submitted by M.A. Meyer Construction, Inc. for this improvement project. M.A. Meyer Construction, Inc. has previously completed similar projects for the District. HCB/SLG/cae

Recommendation:

It is the administration’s recommendation that the Board of Education approve DHM Design Corporation as the landscape architect to design the construction improvements for the Title IX-compliant girls’ softball fields at Cherry Creek High School/Village Greens Park and at Overland High School/Utah Park for the cost of $56,200.

Pertinent Facts:

Two (2) additional softball fields are needed: one (1) at Cherry Creek High School and one (1) at Overland High School, to make these schools Title IX-compliant. The 2012 Bond Fund will be used for this expenditure and it is within the planned budget.

Alternatives Considered:

A bid proposal was solicited from DHM Design Corporation and they submitted a qualified bid. DHM Design Corporation was selected for continuity and consistency with previous Title IX-compliant softball fields designed for the Cherry Creek School District. HCB/SLG/cae

Recommendation:

It is the administration’s recommendation that the Board of Education approve and ratify the qualified low bid of Central Mechanical, Inc. as the contractor for the Cherry Hills Village Elementary School heating water boiler installation project for a cost of $53,550.

Pertinent Facts:

The current heating water boilers were installed during the 2000 renovation project. They have deteriorated due to age and use; cast iron sections have cracked and are leaking, both units are costly to maintain and both units will no longer pass inspections. The new boilers are high-efficiency condensing boilers which will reduce energy usage. This project will be funded from the Maintenance General Fund and it is within the planned budget.

Alternatives Considered:

Bid proposals were solicited from Braconier Plumbing & Heating Company, Inc.; Central Mechanical, Inc.; and Mechanical Technologies Group, Inc. (MTech). Central Mechanical, Inc. submitted the qualified low bid. HCB/SLG/cae

Recommendation: It is the administration’s recommendation that the Board of Education approve the purchase of supplemental web filtering hardware from LightSpeed Systems in the amount of $28,202. Pertinent Facts: On August 12, 2013, the Board of Education approved Resolution #162-13 for the purchase of districtwide web filtering capabilities from LightSpeed Systems. LightSpeed Systems provides Child Internet Protection Act (CIPA)-compliant web filtering based on comprehensive education-specific policies allowing staff and students to access appropriate sites and tools on the internet. Since 2013, the District’s internet consumption has continued to grow. The supplemental equipment is needed to cope with increased internet traffic and to continue to provide safe internet experiences for students and staff. The 2012 Bond Fund will be used for this expenditure, and the project is within the planned budget. Alternatives Considered: The alternative of not purchasing this additional equipment web filtering solution was considered and rejected as the supplemental equipment is necessary to provide reliable web filtering on the increased internet traffic. The additional equipment ensures compliance with the Child Internet Protection Act (CIPA) and that protection measures are in place for all Cherry Creek School District owned devices. HCB/JRK/cah
