Subject: Teacher Awards Gala May 18, 2017

The Sacramento Unified Education Foundation is all set for the May 18 Teachers Appreciation Gala

from 6 to 9 p.m. at Memorial Auditorium. What is the Teachers Appreciation Gala? In a few words,

it’s a “student’s choice awards” and foundation fundraiser. The students tell us how a teacher

inspires them, and if they can make a compelling story in 50 words or less, their nominee will be

selected as 1 of 7 honorees. The community can also “tag”/nominate teachers to be recognized by

purchasing a ticket for that teacher to the gala.

The event sponsors include Intel, Schools Financial Credit Union, Western Health, Lozano Smith,

Moroch Public Relations and Clear Channel. More sponsors are in the works. The keynote speaker

for the event is Doug Luffborough, who is a motivational speaker. You can watch a clip of Dr.

Luffborough delivering a graduation speech at a commencement ceremony featuring former

This week was the launch of a social media campaign, with the help of student leaders, to “TAG”

teachers for recognition at the event. Students can now start the process of nominating teachers via

Bond Underwriter Selection For Measures Q and R

April 27, 2017

Interview Process On April 18, 2017, nine firms submitted underwriting proposals for the District’s upcoming issuance of $122 million of Measures Q and R General Obligation Bonds. All nine firms participated in a formal interview at the District Office on April 24, 2017. The table below identifies the firms that were interviewed.

The interview panel consisted of Gerardo Castillo, Amari Watkins and Cathy Allen. Capitol PFG, the District’s Municipal Advisor, was present and provided the interview panel with materials to assist in interview process, including criteria for selecting members of the bond underwriting pool. The table below presents the criteria utilized to select members of the underwriting pool.

Underwriting Pool Of the nine firms interviewed, four were selected to be in the District’s bond underwriting pool: Citigroup, Goldman Sachs, Raymond James and Stifel Nicolaus & Co. These four firms are well qualified and may be utilized by the District to underwrite bonds and other forms of District debt as appropriate.

The process reaffirmed the selection of Citigroup and Stifel Nicolaus who were in the last pool, and Goldman Sachs and Raymond James who were previously not in the District’s pool of underwriters.

Underwriter for 2017 General Obligation Bonds For the upcoming sale of $122 million of Measures Q and R General Obligation Bonds, the interview panel selected Citigroup Global Markets (“Citigroup”) as the bond underwriter. Citigroup offered a unique approach for lowering borrowing costs through the use of an anchor order and also demonstrated key strengths, which will result in minimizing borrowing costs. The table below summarizes Citigroup’s key strengths.

 

Discussion of Citigroup’s Approach Citigroup’s approach brings several key strengths that will minimize borrowing costs to the District taxpayers. Most importantly, Citibank operates six branches in the District and is willing to support the District by investing $20 million in the District’s bonds. The investment is referred to an “anchor order” and is available to support low to moderate income communities.

Citigroup will maximize the value of the anchor order by placing it in maturities with the least amount of interest from investors, which will produce the best overall interest rate for the District. As a result, there will be fewer bonds for investors to digest. This increases the demand/supply ratio and can help the District realize lower interest rates on the entire transaction. The anchor order should reduce borrowing costs by over $1 million.

Additionally, Citigroup brings a strong approach to bond underwriting. Citigroup is one of the few banks with a full service underwriting desk in California. Bankers have direct daily interaction with the desk as well as retail and institutional sales professionals.

Citigroup will maximize the District’s Fitch “AAA” rating by reducing interest rates using their unique investor database. The adjacent chart shows Citigroup’s success utilizing this strategy to maximize the pricing benefit of the Fitch “AAA” rating and on average has priced these bonds lower in yield than competing underwriters.

 Conclusion

Staff is looking forward to working with its pool of bond underwriters, and is pleased to have the opportunity to work again with Citigroup. For the 2017 bond sale, Citigroup is bringing the District a new and creative approach whereby Citibank will leverage its local banking deposits by reinvesting in the community through its purchase of up to $20 million of bonds at the best available price. This strategy is extremely important as there are a number of adverse factors circulating in the capital markets, including geopolitical concerns and federal income tax proposals that may cause interest rates to increase. With the selection of Citigroup, the District is on schedule to complete the bond sale on May 11.

Subject: Center for American Progress Report

The Center for American Progress, a progressive ‘think tank’ in Washington D.C. is writing a

report on socio-economic integration in schools that will likely land some national media attention.

As part of their analysis, they relied on a national finance dataset produced by the U.S. Department

of Education, and using a set of data analytics, concluded that our district has a high level of

economic segregation. They are asking districts for comment by May 2, prior to release of the report.

Alex Barrios sent them the following statement:

“Parents in Sacramento City Unified have choices about where to send their kids to school because

we are an open enrollment district. If parents want to send their kids to another school within the

district, we offer them that option.”
