Capability Statement – Projects & Services Division

PT Bluevisions Management (blueVisions) is pleased to submit the attached capability Statement for its Projects & Services division. Please be informed as follows:

1. blueVisions is an International Consultancy specialising in management, projects and contracts management with a strong track record of delivering major infrastructure projects and is focused on increasing certainty of outcomes and reducing risks on client’s project(s) and investment(s).

2. It’s training arm, the Institute of Management, is internationally accredited to provide training in the specialist areas that we consult in, including management and leadership, project management, human resource management, business administration and soft skills.

3. For any PMC role, we will bring the key personnel from our existing operations in Australia for the duration of the project, supplemented by our network of engineers and project managers who live and have local experience locally.

The use of a SharePoint central gathering repository for all document sharing, combined with blueVisions’ advanced data management systems offer unparalleled project forecasting, monitoring and control. No competing rival offers these advanced metrics management tools at this level of cost implementation.

The key benefit that SharePoint provides as an online, web based tool is that it allows all project stakeholders and personnel to log-in from anywhere, at any time, and view project data, access blueVisions software tools, work on tasks or interact in project communications. This is truly an asset in today’s diverse working environment.

The use of blueVisions’ Shared Services Group is a key asset in driving project costs down. Instead of assigning full time staff to every project need, blueVisions utilises free man hours internally to accomplish activities based on a lower hourly rate than the typical project consultant brings when assigned directly. This flexibility allows for instant staffing in urgent need times when demand ramps up quickly and there is not time for a standard employment interview process. All members of the Shared Services Group are experts in their field and are available due to gaps between projects.

The company employs only as many project management staff as are vitally necessary at each stage of its projects. This philosophy of lean project staffing ensures that budgetary goals are stringently adhered to. Our services are relied on by many of the tier 1 contractors, and leading federal, state and local government agencies. blueVisions can be employed to assist as follows:

During the tender stage. Including the construction methodology, tender

programmes, presentations including 4D and risk assessments including

Monte Carlo;

During the delivery stage. Including establishing the system and protocols,

programming, resource optimisation, cost and cashflow control, monitoring

and reporting and assistance with claims.

Project Controls Services

Establishing the Project Monitoring & Controls (PMC) System - which will

ensure that all planning and controls, as well changes to the planning, are

managed in an agreed and consistent manner. The output is a coherent

and solid system (Structure, Process and Systems) that will also define

requirements, structures, responsibilities, systems and specific

measurement and reporting;

Planning Services – establishing the design and construction methodology

and translating this into the master programme, detailed programmes for

each discipline, and short term target programmes;

Resource Planning – estimating resource requirements, integrating into the

schedule, and optimising to suit the available resources;

Risk Assessment – employ Monte Carlo techniques to assess risks to both

time and cost, and assist in the development of risk management strategies

and the allocation of contingencies;

Cost and Cashflow Control & EVPM – specifically for large infrastructure

projects where a substantial component of the direct costs are time based

(machinery and labour). Costs can be integrated into the master

programme with forecast costs and cash flow regularly analysed.

blueVisions does not undertake the initial estimate, but is able to undertake

the cost control function, utilising either yours or our own system, earned

value analysis and measurements are then provided;

Document Control – blueVisions can offer the document control function to

projects as part of its complete Project Planning & Controls services. The

benefit to you is the integration of all documents combined with change

control, which may impact the project programme and costs;

Monitoring, Control, Forecasting – undertake regular status of the works:

assessing progress, forecasting completion, developing recovery strategies

and options where delays have occurred, overlaying any corrective actions

or agreed changes to programme, and reporting to agreed formats; and

Extension of Time Claims – preparing and submitting extension of time

claims and assessing and reporting on extension of time claims received.

To address the critical issues surrounding management of the key elements, blueVisions employs a quality management system that is 3rd party accredited to ISO 9000:2001 by Davis Langdon. The principles can be summarised as follows:

blueVisions’ Contract Services provides expertise in Expert Witness Testimony of time and cost related construction claims, Contractual Advice, Management of Contractual Claims, Independent Verification / Certification, Contract Documentation, and Litigation Support for Counsel.

Our specialist team has provided expert contractual review and advisory services on projects of varying size and nature, such as major infrastructure, rail, road, oil and gas, marine, power, commercial and mixed use / retail building projects, to help clients identify and manage project risks/opportunities, and understand their contractual rights, obligations, and liabilities in all forms of construction contracts to avoid construction disputes.

Expert contract and dispute resolution services ensuring our clients have the stronger stance in their contractual relationships. blueVisions senior staff are recognised experts in this area and are often called on to be expert witnesses to the courts, and provide litigation support services on construction related disputes.

Our Experience

blueVisions’ construction claims experts have over 100 years of combined experience on expert witness appointments exceeding a total value of $1Bn (Aus). They have prepared, appraised and defended claims for delay, disruption, prolongation, acceleration and variations for disputed extension of time and cost (additional expense, damages and loss) claims on large and complex building and infrastructure projects for Government agencies, and some of the country’s top contractors and owners. We are often called upon to quickly ascertain a contractual position for a client.

Our experts of the Contract Services are highly experienced and sought after for independent and comprehensive analysis of the most complex delay and disruption claims, utilising the most sophisticated methods of forensic schedule analysis to satisfy level of proof requirements.

Our experts perform delay analysis and work on preparing expert reports almost on a daily basis for arbitration, litigation, and adjudication hearings and tribunals. Our expert witness reports clearly and fully identify and articulate the assumptions of fact, analysis of causation and effect, and reasoning underlying the opinions put forward by our experts.

3. BLUEVISIONS BENCHMARK CIVIL & UTILITIES PROJECTS blueVisions provided project services to some of the biggest and most complex civil and utilities projects, some of which are listed below.

POWER Project Name: Waddamana Lindisfarne 200kv Transmission line Client: John Holland

Project entailed the construction of 200 km new transmission line over rugged terrain in the north of Tasmania. blueVisions where commissioned to provide specialised planning services which was successfully achieved and approved by the client.

Project Name: Zone Substations Client: Ausgrid

Ausgrid had undertaken a massive capital program of upgrading the power capacity servicing Sydney which included developing a ring of zone substations circling the Sydney CBD, a new tunnel system which transmits the high voltage cables to the new zone substations. blueVisions were commissioned to provide specialised planning services for many of these zone substations over 7 years.

Project Name: Beaconsfield West Transmission Zone Substation

Client: Brookfield

Project involved demolition of the existing building and redevelopment of Beaconsfield West 330/132kv Substation from its existing arrangement to a larger and higher capacity substation. blueVisions’ assisted Brookfield in preparing a detailed design and construction programme for their tender submission.

TRANSPORT Project Name: Ballina Bypass Alliance Client: Leighton Contractors

Leighton Contractors was awarded by RTA to establish the Ballina Bypass Alliance team for providing a four lane bypass of the town of Ballina to the West, from Bruxner Highway to Ross Lane Interchange, a total of 12.5 km road. North of NSW of which included construction of bridges over Emigrant Creek at three locations and structures to cater for flooding over the floodplain.

Project Name: North West T-Way Client: Leighton Contractors

Leighton Contractors together with Maunsell, were awarded the RTA contract to design and construct the North West T-way project consisting of 21 kms of bus only roads, 3 kms bus only lanes, 30 bus stations, 7 bridges and 3 underpasses.

Project Name: Intermodal Logistic Centre Client: Sydney Ports Corporation

Sydney Port’s Intermodal Logistic Centre is situated on 60 hectare land in Industrial area of Enfield and connected by dedicated freight rail corridor to Port Botany. The Projects objective is to move 40 per cent of container traffic by rail. It will be part of Sydney’s existing intermodal container facilities and will service approximately 25 per cent of Sydney’s total intermodal demand.

This project will reduce the time container trucks spend on the road and to make the freight logistic more reliable, cost efficient and sustainable.

blueVisions provided planning and control services to this project and many other projects with the client over the years.

Project Name: Windsor Rd Upgrade NSW Client: John Holland, Macmahon

The Windsor Road Upgrade was a $420M program of works to Windsor and Old Windsor Roads to upgrade the existing road from two to four lanes between Parramatta and McGraths Hill in NSW. blueVisions Project Managed 9.6 km of roads and bridges on Windsor Rd from concept design to final hand over.

5. METHODOLOGY.

5.1. Background

blueVisions is an international project services organisation involved in the identify, select, define, execute and operate phases of projects in the Construction, Hydrocarbons, Minerals and Metals, Power and Infrastructure industries.

The services provided cover a range of activities: Detailed & Maintenance Engineering, Project Management Services, Procurement & Contracts, Logistics, Quality Control, Construction Management, Safety, Commissioning, Operations and Maintenance.

Characterising all of blueVisions’ activities is a strong focus on the use of its standard systems in conjunction with an approach based on deep relationships with clients and joint venture partners. The systems described in this section form the basis for the application of these tools at all levels within blueVisions. Although project delivery systems are interrelated and co-dependent, it is recognised that the skills and processes required to operate these tools will vary according to the context.

It is important that Project Managers are aware of the functionality of these project delivery system tools and are able to work with skilled operators to obtain the outcome required for the effective management of their projects. This guideline will attempt to provide the background information required for the Project Managers to be able to effectively use the blueVisions business systems to run their projects.

5.2. Project Management Process

The Project Management Process provides a common framework for project execution which is intended to be applied to all project activities throughout the organisation. This is a risk-based process for developing (and supporting) a Project Execution Plan that is suited to the needs of the project. They key determinants are:

Scope of Services.

PM Process aligns with the Project Delivery sections of blueVisions’ Integrated Management System and. as appropriate, references the procedures, guidelines and forms contained within IMS. Whilst the Project Management Process is consistent with and references IMS, it is not intended to override or replace IMS. It is still essential that IMS is referred to and complied with as appropriate.

The majority of the blueVisions’ Project Management Process content is useful guidance on project delivery best practice. Application of this guidance will be at the discretion of each project manager. It is not intended that the content be slavishly followed in a 'cook book' approach. It will continue to be expected that project personnel will apply best judgement regarding the extent of application of project management systems, depending on specific project circumstances.

Mandatory elements have been kept to a minimum and are clearly designated as such. The process has been designed to be scalable as a function of project size and risk. The larger, more complex projects would be expected to employ more of the Management Process elements than the smaller, more routine projects.

In other words, all projects are expected to be performed in accordance with the blueVisions’ Project Management Process, but much of the process is intended to provide guidance and serve as an aide. The requirements that are mandatory and auditable have been kept to a minimum.

Each project is required to have a Project Management Plan (PMP) and the requirements specific to the project will be captured in the PMP, including all mandatory blueVisions’ Project Management Process requirements. It is the PMP that is then auditable. The blueVisions’ Project Management Process is based on a phased / toll gated project life cycle model, consistent with the staged project delivery process.

The Shared Services Group (“SSG”) supports the core project leadership. This is an internal program designed to implement the full sophistication and technology of the blueVisions’ Project Management System into the early stages of project initiation through to the final stages, at cost effective rates.

The methodology that supports this is the blueVisions philosophy of maintaining strict control over Client billable hours at each critical initial stage, while still allowing flexible capacity to comfortably shoulder unforeseen burdens that arise.

8. DESIGN INTEGRITY & SYSTEMS

8.1. Safe and Sustainable Engineering for Asset Lifecycle (SEAL)

A key element of the execution strategy is to deliver a design that can be detailed such that it is safer to build, safer to operate, safer to decommission I dispose of and provides an appropriate sustainable solution.

The blueVisions SEAL model and underlying principals will be utilised to deliver this objective and reference shall be made to the SEAL documentation in IMS for this.

The SEAL model is comprised of the three distinct and interrelated processes; Technical Integrity (TI), Safety in Design (SID) and Sustainable Design (SD).

Technical Integrity

Technical Integrity (TI) refers to activities undertaken during project design that ensure the design conforms to customer requirements and the relevant internal and statutory design codes and requirements. Conformance with these requirements typically results in operational and technical parameters that provide a reasonable or minimum acceptable level of safety.

A key task centred element of this is the checking and approval processes and the Peer reviews, design reviews and audit activities of the project.

Safety in Design

Safety in Design (SID) is the set of activities defined under an overarching process that include the integration of hazard identification and risk assessment methods early on in the design development. This creates opportunities to eliminate or minimise asset lifecycle risks through design efforts and ultimately deliver safer design solutions. Safe design should also incorporate human factors and consider human error and ergonomic principles.

The actual approach to managing the hazards and risks will vary from situation to situation but, in general, attempts should be made to eliminate or minimise the source of hazard rather than place too high a reliance on control and mitigating measures. This is termed inherent safety.

Key elements of the safety in design process will include the range of safety studies and design activities listed (e.g. HAZID, HAZOP, fire and explosion analysis, as well as the associated activities of the other disciplines such as safety system design, electrical fault current calculations and hazardous area design issues). The documentation of safety in design principals and philosophies to be applied for each discipline shall form part of the disciplines "design philosophy' documents which will also act to inform individual engineers and designers of the safety in design controls they are to implement.

SEAL principles are aligned with the following key contributors for achieving a safe design.

Persons with Control - Engineers, designers and decision makers have a broad awareness of the hazards and risks early on and are able to promote health and safety at the source. This creates significant opportunities to provide an inherently safer design particular during early stages of design.

Asset Lifecycle - Design efforts consider every stage in the lifecycle from conception through to disposal, i.e. Design, Manufacture, Construction / Installation, Commissioning, Operation (normal, abnormal and emergency), Maintenance, Future Modifications, Decommissioning / Abandonment and Disposal. Consultation with individuals or groups involved in the lifecycle of the product is essential e.g. procurement, construction, operations etc

Early Hazard Awareness and Systematic Approach to Risk Management - Hazard identification and risk assessment processes are applied early on and active throughout the project. Planning of detailed safety studies, assessments and design reviews to provide timely and balanced input into the design. Risk registers are considered to be a significant design driver and design goals used to inform hazard management strategies.

Informed Decision Making -Decisions are open, transparent and soundly based. Decision basis for design decisions that may have an impact on safety are appropriate. Safety goals used to discriminate between competing concepts and inform decisions.

Design Knowledge, Capability and Communication - Competent engineering and design staff work to unambiguous procedures with effective cross discipline coordination.

Sustainable Design

During the design phase of a project, decisions are made that affect the sustainability of the client’s business and the natural environment. It is essential that design decisions consider the full lifecycle of the asset and designers and engineers have an adequate understanding of the asset lifecycle hazards and risks (environment and community) relating to their design efforts. As such environmental risks will be considered in risk activities and design execution.
