Introduction
ID Kore™ Sync-Port is a multi-tired data Records Management & Synchronization Platform designed for Government and Federally Regulated Agencies seeking technology methods to provide ID and Verification services using secure encrypted exchanges. Sync-Port uses the latest Technologies to Capture, Review, Verify and Authenticate Citizenry Information while maintaining core demographic data. Here are some of the basic functions of Sync-Port…
Biometric EngineSync-Port includes a robust biometric engine that handles fingerprint, facial and signature verification. The three main elements governments use to identify citizens. The Bio-Engine works as a standalone solution and includes APIs for connectivity with external biometric systems
Records Management Engine
Sync-Port has a robust records management system supports census capturing and daily maintenance of demographic records. It also includes capabilities to scan and process documents needed to authenticate citizens for specific public sector services.
Credential EngineSync-Port empowers Federal and Local Governments to be connected and have the ability to synchronize the credentials of all citizens, eliminating Fraud, identifying criminals faster and running an Efficient Government.

Connecting Local Governments
Most Local Government Offices do not have a proper Records Management System to maintain Citizen information efficiently. Sync-Port includes a Decentralized Server/Client platform enabling local governments to easily maintain records on a world-class level. These are some of the services that Sync-Port will support.
Birth Records Management
LGA’s will have at their disposal a fully-functional records management system that will issue Birth and Death Certificates to the parents of New-Born Infants. This system will offer an extension to Hospitals and Birthing Centers to ensure highest level of accuracy with the issuance of these records
LGA’s can issue Automated Building, Zoning and Land Use Permits more efficiently that can be tracked and updated by local officials working in their offices.
Permits Management
Local Tax Payments
LGA’s can better manage and assess taxes to citizens using the automated Bill Payment Manager. All connected citizens can view tax schedules and make payments at local offices or via the Sync-Port Mobile app.
We guarantee that Sync-Port will help improve Local Government Services by at least 80%. Most of the processes and documents being used will be replaced by offline electronic systems that will help civil servants work more efficiently.
The ROI section will further explain how LGAs can benefit financially using this platform.

Connecting Federal Agencies
Federally Regulated Agencies running Sync-Port now have at their disposal a platform that can truly identify citizen data across multiple platforms. Let’s Explore…
Sample Multi-Tiered Database Layout
In most developing countries, systems and data works independently. However we are proposing an Exchange the links systems and data synchronously with compromising the security and integrity of personal records. The scenario below is a Case Study for the Nigerian Government.

The Nigerian Immigration Service empowers the Nigerian Embassies to issue passports. After issuing these the NIS can extend their services to Qualified Operators for the purposes of Passport ID Verifications.
The Nigerian ID Management Commission was setup to issue National ID Cards to citizens. After distribution of these cards to citizens, the commission can plug-into Synch-Port to add additional layers of verification for Banks and other Operators
The Independent National Electoral Commission issues Voter ID Cards. INEC can potentially connect to Sync-Port for the purposes of verifying identifies of valid/invalid voters.
The Nigerian Federal Road Safety Commission oversees the issuance of State Driver’s Licenses. When connected to ID Kore, this commission can also connect to Sync-Port as a way for Public, Private and Police to verify individuals.

Federal Oversight Administration
The scenario below is a Case Study for the Nigerian Government.1. When deployed Sync-Port will work as a decentralized data verification and ID Management
platform.2. All Federally Regulated Agencies and Commissions will Authorize the Local Government
Agencies, Private Entities and Law Enforcement to Query Records based on the access-levels they grant.
3. Queries will be cross-matched the end-user will display two prompts:User VerifiedUser Unverified
4. The Host Agency will receive Query Reports of all requests made and list a detailed summary of the Requestor including Name, Department, Location, Date and Time Stamp.
Host Servers for the Sync-Port technology will reside in Abuja at each of the above named agencies and Commissions.
The 774 Local Government Areas of Nigeria, each will run a thin-client version of Sync-Port that will handle Records Management and connect to Federal Agencies and Commissions

The Validation API Scheme represents industries that can be billed on a transactional or monthly basis for using the ID Kore™ Sync Port API. The Agency can give temporary validation access to these companies for a fee.
The Records Management Scheme empowers the 774 Local Government Offices to charge Public, Private and Individuals for validation requests such as Birth Records on a transactional or bulk rate fee.
