I. CALLTO ORDER

The meeting was called to order at 9:30AM, 25 November 2019, Monday, by DSG Edgardo H.Pangilinan, BAC Chairperson. He declared a quorum as Dir. Jose Marmoi F. Salonga, BACSecretariat, noted that the following Members were in attendance:

Chan, [r., Secretary, arrived late at 10:25AM.

H. BIDS AND AWARDS COMMITTEE

Pre-Bid Conference (Supply and Delivery of Multimedia Projectors)COA, Philippine Institute of Certified Public Accountants (PICPA) and PhilippineChamber of Commerce and Industry (PCCI) were invited to observe but norepresentatives came.There were four (4) prospective bidders who attended the Pre-Bid Conference:

o Pantronics International Corporation• Represented by Ms. Lara Gonzales

o Avesco Marketing Corporation• Represented by Mr. Romeo Tepace

o Audio 4 Design N' Technology Corporation• Represented by Mr. Kevin Villanda

o Mateo Computer Center• Represented by Ms. Maria [esusa Santos

Dir. Salonga reminded the bidders of the eligibility documents, technical and financialcomponents required, including the forms, based on the Bidding Documents and 2016IRR of RA 9184, and that the deadline of the submission is at 9:00AM, and the opening ofbids is at 9:30AM, on 09 December 2019, Monday.

o Dir. Salonga also reminded the prospective bidders of Resolution No. 03-2018issued by the GPPB on 09 March 2018 on the conduct of the Pre-Bid Conference,particularly on the matter of encouraging the bidders to actively participate in theproceedings.

o Upon inquiry from the representative of Pantronics International Corporation,Dir. Salonga said that there is no office on Fridays, and that bidders may alreadysubmit on Thursday, 05 December 2019 or earlier.

o Upon inquiry from the representative of Avesco Marketing Corporation, Dir.Salonga gave a detailed explanation on the marking of bids.

o Upon inquiry from the representative of Mateo Computer Center, Dir. Salongasaid that the Bidding Documents are also available from the HRep website.

Engr. Cortez of the Engineering Service presented the TOR to the BAC and the bidders:o The representative from Audio 4 Design N' Technology Corporation raised the

following queries to which the TWG and the proponents responded to:• On the responsibility of the supplier, Engr. Cortez clarified that only

supply and delivery will be part of the contract• On the HDMI cables, Engr. Cortez clarified that the required HDMI

cables should already be moulded or tailored.o Upon inquiry from the representative of Matco Computer Center, the proponents

said that the wall plates may be combined or separate as long as the requiredequipment to install the wall plate is included.

Dir. Salonga also reminded the bidders that all questions shall be put in writing on orbefore 28 November 2019, Thursday, and the BAC shall reply on 02 December 2019, atleast seven (7) days before the opening of bids.Dir. Salonga also reminded the bidders that the schedule of payment at the CashieringService is from 8:00AM until 3:00PM only, Monday to Thursday, and the BAC Secretariatis open for queries from 8:00AM until 7:00PM.Pursuant to Resolution No. 03-2018 issued by the GPPB on 09 March 2018 on the conductof the Pre-Bid Conference, the Minutes of today's proceedings, once approved, shall beposted in the HRep website.
