Construction SequenceSpring/Summer/Fall 2015:

The north end of North Union Street will be reconstructed from the Main Street intersection to the railroad crossing. During the first construction phase, traffic will be moved to the east side of North Union while construction takes place on the west side portion of the street. There will be no on-street parking during this phase. Off-street parking locations are identified at www.walkableolean.com. Traffic will shift to the finished west side while construction is completed on the east side. Roundabouts will be constructed at Main Street, Wayne Street and the Olean Center Mall entrance.

Utility work will also be done in the south section of North Union Street during 2015.

Spring/Summer/Fall 2016:

The south end of the street will be reconstructed from the railroad crossing to the E. State Street/W. State Street intersection. Traffic will be moved to the middle of the road while lighting, utilities, and streetscape amenities are installed. There will be no on-street parking during this phase. Traffic will then be shifted to the completed section so the median can be finished. Roundabout construction will also take place at Sullivan Street and State Street.

Traveler Advisory Updates

A Traveler Advisory Update will be emailed weekly and posted on the Walkable Olean website, Facebook page and City of Olean website to detail the construction taking place along North Union Street.

The Traveler Advisory Update includes a map of the anticipated work zone area, a description of the type of work to be done, parking restrictions, road/driveway closures, a description of anticipated impact on traffic as well as any other information that will assist the public during this construction period.

Project OverviewThe North Union Complete Street Transformation Project is a road infrastructure improvement project that will be constructed between 2014 and 2016. The project will replace water lines, storm sewers, and lighting infrastructure, as well as transform downtown North Union Street with multi-modal safety improvements and streetscape investments. This is an $8.8 million project, funded with a $6.5 million federal TIGER (Transportation Investment Generating Economic Recovery) grant, $1.2 million City capital funds, and $1.1 million State and private funds.

The transformation of North Union Street to a “Complete Street” will improve safety for all users and create a vibrant place that encourages economic investment. Enhancements to the business district such as traffic calming, landscaping, street furniture, lighting and signage will contribute to a more attractive and comfortable environment for visitors, and will support the retention and expansion of local retail businesses. The project will also calm the traffic, reduce accidents, and restore pedestrian safety and ambiance.
