FOREWARD & ACKNOWLEDGEMENTSINTRODUCTION

This Plan for Snow Removal is a multi-agency effort coordinated through Community Board 14’s District Service Cabinet.

The purpose of the plan is to insure a swift, orderly and quality snow removal operation for BK-14 and the residents and businesses of Flatbush and Midwood.

The Mayor’s Office of Emergency Services and the Department of Sanitation are the lead agencies responsible for Coordinating Citywide Snow Removal Operations. This plan works in concert with Citywide planning by translating those activities to the local service districts. Local Planning enhances Snow Removal Operation by:

Identifying specific community needs Planning for accessibility to those needs Developing snow routes in priority order to facilitate access, and Maximize the use of City personnel and equipment through coordination of personnel

assignments so each agency knows what they are expected to do.

In order to have a Citywide common basis for snow removal, roadways have been analyzed, classified and placed in priority order by the Department of Sanitation. The following definitions are used for classifications: Emergency Routes, Primary, Secondary and Tertiary Roads.

On the basis of snow forecasts from weather services, the Department of Sanitation and the Mayor’s Office of Emergency Services, will classify the storm category. Within hours of the precipitation, personnel will be mobilized and deployed as required, to maintain a uniform snow removal capability.

HOW A SNOW PLAN WORKS

The Department of Sanitation begins an around the clock “snow watch” during the snow season. This enables them to respond promptly to snow and ice storms at any time with a force of trained and experienced personnel to operate snow equipment. As part of agency’s snow watch operation, several weather services regularly provide forecasts.

If snow is predicted and snow alert declared, equipment is prepared in local districts and extra personnel are called into service.

First response to snow or ice conditions is the deployment of salt spreaders to help melt snow, slush and ice. In most cases, the application of salt is all that may be needed.

When snow reaches two to four inches in depth, snow plows are deployed. The snow plowing fleet is composed mainly of refuse collection trucks fitted with snow plows. The number of plows deployed depends upon severity of storm and road conditions.

When a storm intensifies to the point that it requires the emergency involvement of other City agencies, coordination becomes essential. Efforts such as Community Board 14’s Snow Removal Plan can assist participating agencies with local coordination to assure that residents of Flatbush and Midwood receive a quality, swift and orderly snow removal service.

ROLE OF THE AGENCIES

COMMUNITY BOARD 14During a major snow storm, the District Manager will consult with each of the agencies to assure proper coordination of the Plan.

DEPARTMENT OF SANITATIONThe Snow Emergency routes will be cleared first followed by other Primary, Secondary and Tertiary routes. An additional tertiary designation is currently under consideration by the Department to improve snow removal ability on Dead End streets. There are 50 Dead End streets within Community Board 14. The unique geography of these locations requires the use of a smaller vehicle, which can be fitted with equipment plowing and salting. (see following pages for lists and maps).

DEPARTMENT OF TRANSPORTATION/BUREAU OF HIGHWAY OPERATIONSThe Bureau will have responsibility for snow removal on overpasses, underpasses, service roads, foot bridges, steps and pedestrian crosswalks. The Police Department’s Traffic Division has the responsibility for tow trucks, capable of removing abandoned and disabled vehicles during a major snow emergency. Other agencies have tow trucks assigned to their districts for various functions. However, the use of these during emergencies has been limited. Consideration should be given to coordination of other available tow trucks to supplement the agency’s efforts. (see following pages for lists and maps). The Department of Transportation’s Division of Franchises Concessions, and Consents through its franchisee Outdoors Systems Advertising, has responsibility for removing snow and ice from interior and exterior of bus shelters within 24 hours of the snow cessation.

DEPARTMENT OF PARKS AND RECREATIONThe Parks Department personnel will be assigned to clear snow from the perimeters of all parks and playgrounds. During a severe snow, parks personnel assist the Department of Sanitation in snow removal at designated crosswalks, catch basins and bus stops as follows:

From the Parade Ground, personnel will be assigned to Parkside Avenue from Coney Island Avenue to Flatbush Avenue --- Caton Avenue from Coney Island Avenue to Flatbush Avenue --- Church Avenue from Coney Island Avenue to Flatbush Avenue

From Kolbert Park, personnel will be assigned to clear Avenue M from East 16th Street to East 19th Street

When outer areas of parks are cleared, key entrances and passageways into interior of parks and playgrounds are cleared.

FIRE DEPARTMENT /EMERGENCY MEDICAL SERVICES (EMS)The Fire Department has an internal plan for snow emergencies. Their plan includes maintaining personnel levels to assure sufficient capabilities during an emergency. Although the agency has its plan “in-place”, the Battalion Chief participates yearly in the planning of Community Board 14’s Snow Removal Plan.

The Emergency Medical Services component of the agency is responsible for emergency medical assistance through the 911 emergency system. One of the aspects of their snow preparation is the use of four-wheel drive vehicles to insure their accessibility to the residents of our community during a snow emergency. EMS also participates in the planning of Community Board 14’s Snow Removal Plan.

POLICE DEPARTMENTThe Police department has an internal plan. Within the plan, there is a provision for hazardous and dangerous street conditions. Part of that plan calls for the pre-determination of the location that a foot patrolman will be assigned to, so as to prevent dangerous congestion, to expedite traffic movement and to keep intersections open. Their plan also provides for coordination efforts with other City agencies. The District Manager Consults with this agency yearly to insure proper coordination of the Snow Removal Plan.

POLICE DEPARTMENT/TRAFFIC DIVISION Traffic Division will have the responsibility for towing abandoned and disabled vehicles.

TRANSIT AUTHORITY – RAPID DIVISIONThe Transit Authority is responsible for snow and ice removal in front of and alongside of subway stations. The stations within Community Board 14 are Brighton BMT Line: Parkside Avenue, Caton Avenue, Church Avenue, Beverley Road, Cortelyou Road, Newkirk Avenue, Avenue H, Avenue J, Avenue M ; IRT Line: Flatbush/ Nostrand Avenues Junction; Culver Line: (F-Train) 18th Avenue station.

TRANSIT AUTHORITY – SURFACE DIVISIONAs a rule, have no capability to remove snow at bus stops but will respond to special conditions on emergency basis.

SNOW EMERGENCY STREET

Q. WHAT IS A SNOW EMERGENCY STREET?

Snow Emergency Streets are streets that have been designated by the Commissioner of the Department of Transportation as main thoroughfares to be used during a declared snow emergency.

Q. WHAT IS A DECLARED SNOW EMERGENCY?

Depending on the severity of the precipitation, as projected by National and Local weather services, retained to assist the Department of Sanitation, the agency then determines the classification of the citywide snow operation which can be one of three classifications, the most severe being a SNOW EMERGENCY.

Q. WHAT ARE THE RESPONSIBILITIES OF THE MOTORIST DURING A DECLARED SNOW EMERGENCY?

*(1) When the Commissioner declares a State of Snow Emergency, no person shall stand or park a vehicle upon a street designated by signs as a snow street, or upon any part of the right of way, until such time as the Commissioner declares the prohibition of such standing or parking terminated.”

(2) When the Commissioner declares a state of snow emergency, no person shall operate a vehicle upon a street designated by signs as a snow street or upon any part of the right of way, unless the drive, traction or powered wheels of said vehicle are equipped with skid chains or snow tires, until the Commissioner declares the state of snow emergency terminated.”

PRIMARY STREETS

Q. WHAT IS A PRIMARY STREET?

A Primary Street (First Priority) is a street that includes all Snow Emergency Streets and meets the following criteria:

1. A main traffic artery, main thoroughfare or a lifeline streetsuch as highways expressways, drives, or bridges;

2. Feeder approaches to, and exits from bridges, tunnels, ferries, highways or airports;3. All streets within concentrated food produce, industrial, financial,

theatrical/amusement, shopping areas;4. All bus routes, private and City-owned;5. Streets which have located upon them facilities such as fire houses, police stations,

hospitals, community facilities, etc.

SIDEWALK SNOW REMOVAL RESPONSIBILITIES

Every owner, lessee, tenant, occupant, or other person having charge of any lot or building must clean snow and/or ice from the sidewalk within 4 hours after snow has stopped falling, or by 11:AM if snow stopped falling after 9:00 PM the previous evening. If the snow or ice becomes frozen so hard that it cannot be removed, the sidewalk may be strewn with ashes, sand, sawdust, or similar suitable material within the same time limits. The sidewalk must be thoroughly cleaned as soon thereafter as the weather permits.
