The Board met November 13, and minutes will be posted to the Bella Vista website (www.bellavista-hoa.com/bellavista/home.asp) after Board approval in January.

Self-Storage Facility – Excavation on the site between Bella Vista and Twin Creeks is about to begin, as the developer overcame all roadblocks. CPAN (Cedar Park Action Network) is now negotiating a deal with the Twin Creeks WCID to provide water for fire protection to save the developer some $400K that would otherwise be needed to dig a well and install a 30’ tall water tower. The deal would require the developer to allocate funds for landscape shielding.

Limited Annexation – Work is progressing well toward a December 26th target date. For the latest, follow our community Facebook page.

Facebook – Our FB group (www.facebook.com/groups/60243129318/) is the fastest & easiest way to distribute info, so we encourage you to join. To join this closed group, provide your address and names of a couple of neighbors so we can verify residency and limit trolls & spammers. Then check your FB messages (and "other" messages folder).

Xeriscaping – Board discussions of a Xeriscaping policy to conserve precious water resources will begin in January in case you’d like to attend and provide input.

Trash Collection – The contract with Al Clawson for improved services for waste and recycling is not yet final, but it will include recycling at no additional cost, and those who already recycle will see a reduction in cost.

Budget – The Board approved a 2014 budget and will begin implementation planning in January.

Fence Repair – As noted in the August newsletter, we noticed many fences that need maintenance to comply with deed restrictions. Due to the summer heat, the Board decided to give homeowners until November to bring their property into compliance before sending warning letters and imposing fines.

Meetings – Monthly Board meetings normally begin at 6pm at the RealManage office (10800 Pecan Park Blvd, Suite 100) on the first Wednesday of each month, with a notice posted on the Bella Vista website at least 3 days before the meeting. We will not meet in December.

Holiday HighlightsChristmas Cookies & Cocoa with Santa — Mark your

calendars for Saturday December 14th, 1:00-3:00 PM at the pool. (Please note the date change.)

Yard of the Month — Christmas offers another way to earn that coveted yard sign with the best Christmas decorations. Let’s do it up bright and with plenty of good cheer.

Community Project — The Board showed its own holiday sporty by agreeing to fund a community project to decorate the entrance monuments at Campanello and Plaza Bella. By doing the work ourselves, as opposed to hiring it out, we save money and keep ownership of the materials. Director James Smith ([email protected]) is organizing a work party and can use your help.

Saturday, November 2 from 4-6pm. That’s the date of our first ever neighborhood Chili Cookoff. As noted on the mailbox signs, you can still compete by emailing [email protected].

TRAFFIC SAFETYLast month we asked for Safety ideas and got 11

responses on our Facebook page. Here’s a brief summary:• Besides safety, cars parked in the streets are unsightly

and bring down property values. Where there’s space in the garage and driveway, cars should be parked there instead.

• A few were less concerned about street parking than fast driving, with one saying that fast driving is “intolerable” while street parking is just an annoyance.

• Many said garage bays are too small. (Hindsight: Maybe that should have been a role of the Architecture

Committee - to ensure that builders made them big enough - but that would have increased home costs.)

• With more cars than garage bays, it’s inconvenient to move cars in and out. (But many homeowners do just that, including Director July Fowler. Restrictive covenants say homes must have enough bays to handle the cars. Should that be changed? Should covenants somehow limit street parking? Or should/can we add speed bumps or speed limit signs? ‘Still listening.)

As Robbie T. said on our Facebook page, “Even with the recent rain, remember we are still in phase 3 water restrictions, which means no car washing and no outdoor pressure washing. Our water supply is at a combined storage of 36%. It has not been this low since 1953 when the population was below 300,000 or 1965 when the population was below 400,000. Today our population is 1,800,000 and we all use water.”

“Both of the previous droughts were short lived unlike our current situation. Please do everything you can to conserve water.”

Thanks, Robbie, for sharing that and these links for more info. Check ‘em out.

WATER CONSERVATION TIP OF THE MONTH CURB

ADDRESSINGAt night it’s especially hard to find homes without

prominently displayed and illuminated street numbers. That’s why the police, fire, ambulance, and delivery services recommend painting the number on the curb. It not only help your friends find you; it also shortens emergency response times, and that can save lives and property.

Several services can do the job. Just Google “curb addressing austin.” One of the services started taping yellow flyers to doors in BV, but they were stopped due to our non-solicitation policy, and they won’t return to see if any of them were put back. So while this is not an endorsement, if you’d like that company to do the job, call 512-786-0899.

Would you like to help us make the holidays brighter for hundreds of Central Texas foster children! Secret Santa is a special holiday gift program of the Adoption Coalition of Texas (ACT) helping Child Protective Services and foster families provide gifts and spread holiday cheer to Central Texas foster children through the generosity of community donors.

If you would like to be a Secret Santa this year and purchase holiday gifts for a Central Texas foster child, please email your name, email address and contact phone number to [email protected]. The gift drop-off days will be at several Austin-area locations on Wednesday through Saturday, December 4–7, and caseworkers will be picking up the gifts the following week. Once you sign up to be a donor, we’ll send you all the details. Last year, thanks to the kindness of people like you, we brought smiles to the faces of more than 350 foster children!

The Adoption Coalition is a partnership of nonprofit adoption agencies and Child Protective Services working together to find forever families for abused and neglected children waiting for adoption. These are usually older children, sibling groups and children with special needs. For information about ACT and

adoption, visit www.adoptioncoalitiontx.org.
