Large chemical companies often operate vertically integrated complexes in which key building block chemicals are produced to be sold in the market place or further processed internally downstream. These downstream operations are often independent business units with their own profit and loss objectives effectively competing for shared upstream feedstock. A case study will be presented in which an IBP optimization model was implemented at a site producing ethylene and a variety of ethylene derivatives. The solution maximizes total profitability across all business units and facilitates essential negotiations and collaboration between these entities.

The renaissance for the chemical industry in North America is a notable development, in no small part due to the availability of low-cost natural gas-derived feedstocks. Companies that were looking to build ethylene plants in the Middle East have now decided to build at home; the shale boom has given US manufacturers a strong incentive to reverse offshoring of manufacturing activity and invest in production facilities at home. Expansion of North American ethylene capacity has already begun, and it is predicted that the pace of expansion will accelerate in the coming years. Through March 2013, nearly 100 chemical industry investments valued at $71.7 billion had been announced, many of which are to expand production capacity for ethylene and ethylene derivatives (i.e. polyethylene, linear alpha olefins, ethylene oxide and ethylene glycol, vinyl chloride monomer and polyvinyl chloride). Much of this investment will be geared toward export markets, helping to shrink the US trade deficit. How will these trends impact your company and supply chain? The American Chemistry Council’s Chemical Activity Barometer (CAB) recently showed that the industry is at its highest level since February 2008, posting the highest year over year gain since September 2010. The CAB is based on four indicators – production, equity prices, product prices and inventories. Tens of thousands of cars could be taken out of circulation or would require costly modifications to meet the new guidelines. As the polar vortex slowed railroads for weeks, chemical companies turned their attention to trucking to fill the void. Spot market rates surged by as much as 20 percent. Bulk shippers of liquid chemicals were in a position to profit. While this was a seasonal event, it highlighted the capacity squeeze in the North American freight system. Shortages of railcars and trucks drivers are making it difficult for chemical manufacturers to service their customers. Since the vast majority of trucks are secured well ahead of time, companies that are bidding for emergency capacity – via forums where trucks advertise their availability and receive bids from needy shippers – are in a no win situation. The HOS regulations have also reduced trucking industry capacity (projected 2-5 percent reduction in driver capacity), driving prices up and reducing the flexibility of carriers. Chemical manufacturers have to adapt to this changing environment and secure the best rates possible for the movement of product.
