“Forget stocks. Don’t bet on gold. Afterfour years of plunging home prices, the mostattractive asset class in America is housing.”

That was the conclusion by Fortune magazine’s senior editor-at-large, ShawnTully. In a late-March edition he wrote amajor story emphasizing that it’s a greattime to buy a house. He cited recent resultsfrom MetroStudy, a company that has morethan 30 years of data on America’s inventoryof new homes. Every quarter the companysends 500 inspectors to 45,000 subdivisionsin 19 key states, including Florida, California,Arizona and Nevada.

They collect data on the number of vacanthomes for sale and how long it takes to sellthem. The results are what every builder andbank wants to know – whether a market hasa surplus or a shortage of new housing. Inthe most recent study of 41 cities, they foundonly 78,000 houses either vacant or underconstruction. Under normal circumstances,

they would be gone in three months or lesswhich suggests a shortage of housing hasbeen building up.

The story cites the affordability that hasresulted from the drop in construction andprices. A Deutsche Bank study reveals that2011’s low home prices make home ownership the most affordable since 1999. In more than half of the 54 markets the bank looked at, it was cheaper to own ahouse than to rent the same house. The improving economy will boost home pricesand homebuilding. Not all markets are the same, of course, but simply stated:housing is making a strong comeback.

The magazinepiece acknowledges markets like Miami,Phoenix and Las Vegas by stating “people always want to live in those sunny localesand houses there are a screaming deal.”Even with foreclosure problems and the investor-bought homes converted to rentals,as times get better those reliable renters become potential homebuyers.

The superb team at Kiskinis Communica-tions who pull the BASFNews together foreach edition know that when writing my column, I am usually not at a loss for words.In fact, on more than one occasion, theyhave had to request that I shorten my column to fit the space available. This column, as my last one, will be one wherethey will probably have to rein me in.

On a personal note, while I haven’t been around BASF for 66 years, I have been involved since the late ‘80s. It is fromthat seat in the room that I have found theperfect inspiration for this column – you, the BASF member! Your involvement andservice to this premier trade association and the community we have helped to build,grow, live, play and work in is inspiring!

I have seen you give generously in monetary and in-kind means to the community not only when we’ve been struckby hurricanes, but when we’ve been stuck by the need to help those devastated byearthquakes, poverty, homelessness, anddrug abuse. You have been there to help us build 4 homes for Habitat for Humanity;renovate the shelter for at-risk kids at TheBridge in Homestead, provide safe space andcomputer facilities for Women in Distress,create our own extreme makeover of Cottage23 at His House Children’s Home, renovateareas for Here’s Help, and the Special Populations Center at Bucky Dent Park inHialeah, donate funds for the Broward Partnership for the Homeless, distribute giftsto the kids in the Pediatric Wards of Jacksonover the holidays and contribute your talentand treasure to this year’s efforts at the Boys and Girls Club of Miami-Dade. Youhave done all of this and more with grace,

humility, fervor,friendship and funwhile advancingthe housing message of BASF!I thank you for reflecting the values that I holdso dear in all the work you do for the good of our community!

As you flip through the pages of theBASFNews and notice all the activities and good works that are illustrated here, I encourage you to reach out and thank theBASF leaders and members, who participate,sponsor, educate, and legislate for the well-being of our industry and our associa-tion. Mayor and Commissioner recalled – Special Election set for May 24, 2011 -Charter Changes being contemplated - in mid-March, a special election saw theouster of long time County CommissionerNatacha Seijas and Mayor Carlos Alvarez,the county’s first “strong mayor”. Thisstarted a political chain reaction, with a city mayor and a county commissioner bothresigning to run for County mayor, a statelegislator resigning to run for a county commission seat, thus creating a vacantstate legislative seat too. A special electionfor Mayor, any vacant county commissionand state legislative seat(s) are set forTuesday, May 24, 2011. While no finalcharter reform items have been voted uponyet, it is anticipated that some charter reform proposals will be on the May 24 ballot, too. BIPAC scheduled its mayoralcandidate screenings on April 14, and willhave held County Commission and StateHouse screenings in early May.

County Manager Burgess Steps down –Alina Tejeda Hudak steps up – at theirApril 4, 2011 Meeting, the Miami-DadeCounty Commission welcomed their newestcounty manager, Ms. Alina Tejeda Hudak.Hudak, a 28-year County veteran with senior administrative experience, is the firstwoman county manager for Miami-Dade.She is experienced, and her “tell it like it is”style will help move the county through this transition period of special elections,strong mayor, charter reform and relatedgovernment structure changes. We wish her the best of luck in her new position!

Road Impact fee Delay Ordinanceadopted at first reading - at their April 4,2011 meeting, the Miami-Dade CountyCommission unanimously adopted a one-

year delay to the County’s latest roadwayimpact fee step increase. The latest roadimpact fees revised during 2007-08, duringa much different economy. Then, BASF’sLegislative committee negotiated a five-year phase in of various impact fees. While police and fire saw nominal increases, roadways in particular under-went the biggest increase, due to the costof road construction. The impact fees hadnever been raised since their original adoption, 17 years ago, in 1994. At the February 2011 Legislative Committee meeting, BASF members discussed theirconcerns about the “sticker shock” price ofthe latest fee increase and took actionwhich resulted in the delay ordinance. A final ordinance should be adopted intolaw in about two months. Cost Savings: $1,200 per unit; nearly double for commercial and industrial uses.

Evaluation and Appraisal Report (EAR)includes recommendations to increaseresidential land supply – Home buildersto see more opportunities in near term -BASF Working Group’s data won the day atthe County Commission’s March 23, 2011,EAR hearing, which information provedoverwhelmingly that the County has beenover-counting the remaining supply of residentially designated land. Over the pastsix months, BASF’s EAR Working Group presented three different sets of commentsto County staff that proved there was a five-year deficit in residentially designatedland supply. The County Commissionadopted many of BASF’s recommendationsat the March hearing. The recommenda-tions will be implemented through future ordinances to increase the residential landsupply. The EAR report, the legally requiredseven-year Comprehensive Development

Master Plan(CDMP) update,will help set thetable for futureresidential construction andmore businesssuccess for ourmembers. FutureOpportunitiesCosts: Priceless!

WASD Rules and Regulations finalized -Final meetings with BASF members andstaff were held with WASD staff which resulted in a final product in the new Rulesand Regulations. The document will be presented to the County Commission’s Infrastructure and Land Use April 13 Committee meeting. Then, it will likely behearing at second reading/adoption hearingin May 2011. Highlights include moving upthe timing of connection fee payments, amore realistic builder/developer reimburse-ment fee schedule, and a hearing examinerform of appeals on Rules and Regulations.Probably the most important shift was aprovision which would allow the WASD Director or his designee to review and approve “equal alternate” engineeringmethods to resolve infill infrastructure and development issues. These will be increasingly important for future development, given the County’s matured development pattern. Cost Savings to builders and home buyers:$1,400 per unit.

The Builders Association of South Florida(BASF) traveled to Tallahassee on April 6and 7, 2011, to participate in the annualMiami-Dade County Days event. The BASFwould like to thank Jose Gonzalez and Flagler Development Group for making the needed business trip a reality.

In preparing to fill the currently vacantseat of Miami-Dade County Mayor, the BASFhosted two separate screening events, onApril 14 and May 5, so that its memberscould ask candidates the questions thatmattered to them. The special election isscheduled for Tuesday, May 24.

You’ve probably noticed a couple of familiar faces on television this month asBASF President Al Milo, Jr. and Second Vice President Ben Solomon have appearedas guests on Comcast Newsmakers with Spero Canton, the show’s anchor. Milospoke specifically about Comcast Cares Day and how this year’s event supportingthe Boys and Girls Clubs of Miami-Dade was especially gratifying to him. Milo, who is a product of the Boys and Girls Clubs, credits the organization with helpinghim to succeed in life.

“I am just one of thousands of youngsters that has benefited from the educational programs offered by this fine organization,” said Milo. “The Boys and GirlsClubs helped to build my self esteem andtaught me the value of giving back to thecommunity I call home.”

BASF members, their families and friends gathered at the Boys and Girls Clubslocation on SW 32 Avenue on April 30 tohelp upgrade the facilities and grounds. New landscaping was added and one of thebuildings received a make-over, courtesy ofthe Builders Association of South Florida.

This was BASF’s fourth consecutive year as a major supporter of Comcast Cares Day. In his interview with Spero Canton, Ben Solomon emphasized BASF’s on-going mission to support the South Floridacommunity.

“We want to help make a difference in people’s lives,” said Solomon. “Our members have stepped-up time and again when called upon to lend support.”

Solomon spoke about how the association has provided needed support to His House Children’s Home, a private,non-profit, faith-based organization

dedicated to restoring the joy in the lives ofchildren from newborn to 18 years of ageand children who have transitioned out ofthe foster care system and families. Theagency provides residential care for abused, neglected and drug exposed children in ahome-like campus setting.

BASF remodeled one of the many cottages serving as home to 12 foster children, by adding new appliances, kitchen cabinets, kitchen flooring and new bathroom fixtures. The makeover also included landscaping, painting andelectrical, and new windows.

A Past Presidentof the Builders Association of SouthFlorida (BASF), Hallof Fame memberand a longtimeNAHB and FHBAmember, Adolph J. “Ady” Berger died March 25, 2011 at his home in Coconut Grove. He was 81.

Berger teamed up with his brother-in-law and another BASF Past President Lenny Miller to make

Pasadena Homes – one of South Florida’smost respected and successful home building and land development firms. Millerand Pasadena were recently honored forbeing an NAHB member for 50 years.

A “gentleman” in the truest sense of theword, Berger won friends everywhere hewent with a warm and inviting persona. Behind his low-key demeanor was sheerbrilliance, both in business and academics.He graduated with Master’s Degrees fromthe Tuck School of Business and the ThayerSchool of Engineering at Dartmouth.

He leaves behind his wife and loving

partner of 55 years, Helene, son Mark anddaughter Bonnie (both medical doctors) and four grandchildren. He served on anumber of charitable and community organizations, including on the Board of Directors of the Greater Miami Jewish Federation. The family requests that in lieu of flowers, donations may be made to the Helene and Adolph BergerFamily Foundation at the Greater Miami Jewish Federation

As she prepares for the new challenges that lie ahead for her,

I want to say thank you on behalf of the Builders Association

of South Florida to Toni Pacelli-Hinkley for her many years

of dedicated service to our organization. It is only fitting

that we say our goodbyes in an issue of BASF News,

realizing how much time and energy she spent making this an

award winning magazine. But then again, Toni is no stranger

to awards. She won over 10 national awards from the NAHB,

including its award for the Best Executive Officer. Some of

those were for generating financial and other assistance on

issues important to our members. Toni also won the FHBA’s

highest award for one of her most innovative events:

She persuaded 127 people to fill a Boeing jet to Tallahassee

to rally legislators on property tax reform.

Toni helped expand BASF’s community outreach and philanthropic

efforts. She also improved the use of print and electronic media,

BASF’s web site and other marketing opportunities to spread important news about BASF.

Few industry associations have been hit by the economic collapse as hard as Florida’s building industry,

and Toni’s enthusiasm helped build morale and preserve membership. We are a much better organization

A beautifully breezy South Florida afternoon proved to be the perfect enticement for the

over 80 members and friends who attended BASF’s annual golf outing at the treacherous

par 72 Senator Golf Course at Shula’s Golf Club.

The course, one of South Florida’s most popular, was kind to BASF this year with top

scores coming in at 14-under par. It was a far cry from last year’s tourney where golfers

had to fight off strong winds and heavy rains.

“What a difference a year can make,” said Rob Duffy, tournament chairman and

president of Foundation Insurance Group LLC. “It was a perfect day to be out of the

office and hitting a golf ball with friends. And the spirits on most of the 18 holes just

added to the festivities.”

Following the round, the golfers gathered for a delicious buffet dinner and to share

stories of the shots that got away. Prizes were awarded to those who recorded the lowest

scores. And a host of great gifts were raffled off so that everyone could leave

a winner. Plans for the 2012 BASF golf tournament are already underway.

FALL PROTECTION TRAINING SEMINAR

The National Association of Home Builders (NAHB), in conjunction with theNAHB Research Center (NAHBRC) has trained 180 participants in four statesacross the country to conduct Fall Protection Training Seminars at its affiliateassociations. This past march, BASF invited Matt Murphy to host the workshopat its Miami Lakes office.

Conducting in-person training on fall protection in the residential construc-tion industry, builders, trade contractors, supervisors and workers were invitedto the training program which focused on identifying fall hazards, as well as,providing attendees an understanding of the OSHA fall protection regulationsand safe work practices to prevent fall-related injuries and deaths.

Special emphasis was placed on how to develop a written fall protectionplan, how to protect stairways, leading edges, window/wall openings and floorholes, how to use a Personal Fall Arrest System (PFAS), how to safely constructrafters and install roof trusses and sheeting, and other safe work practiceswhen working at heights.

Each participant received a NAHB-OSHA Fall Protection Handbook, NAHBFall Protection Video, NAHB-OSHA Scaffold Safety Handbook, NAHB ScaffoldSafety Video, and other valuable safety and health materials.

BASF DELIVERS GIFTS TO JACKSON’S PEDIATRIC WARD

BASF leaders, members and staff, as wellas Representative Cynthia Stafford-District8 (D), made children’s dreams come true thispast winter, as the group played Santa to the Pediatric Ward of Jackson Hospital indowntown Miami. Thanks to the generousdonations from the membership, BASF wasable to donate toys to nearly 50 children theweek before Christmas and more than $300to Broward Partneship for the Homeless.
