Axway has deep expertise in helping the U.S. Federal Government — including the Department of Defense (DoD), the Intelligence Community (IC), federal healthcare organizations, and civilian agencies — transition to a digital government model with flexible, modular solutions that work together seamlessly from a single interface. Federal organizations can rapidly and economically build a unified platform to integrate, secure, manage, and measure data flows and accelerate digital services delivery. Over 100 patents across 100 countries evidence the power of Axway.

A May 2017 executive order establishes the American Technology Council (ATC), with principal functions that include coordinating “the vision, strategy, and direction for the Federal Government’s use of information technology and the delivery of services through information technology.” The order states that, “Americans deserve better digital services from their Government. To effectuate this policy, the Federal Government must transform and modernize its information technology and how it uses and delivers digital services.

A number of significant changes — an accelerating innovation curve in technology, security and budget concerns, and rising digital expectations of citizens and personnel — are creating an exciting inflection point for technological transformation in the federal government. These changes offer agencies massive opportunities to:

• Deliver new, secure, customer-centric, and high-quality services

• Integrate and centrally manage back-end architectures and applications with cloud and mobile services

• Gain control and visibility needed to extend services to cloud, mobile, and web

• Unlock and connect data silos to power relevant, productive front-end services and insight

• Use a shared platform and services to capitalize on IT investments and extend capacities across agencies without duplication

Agencies are moving to the cloud, beginning to evaluate and adopt agile “as-a-service” approaches, and working to provide fast access anytime and anywhere to citizens and personnel for critical applications, data, and services. The objective is a digital-ready infrastructure with developer-focused platforms and services to support the delivery of digital mobile services. Ultimately, today’s agencies

can integrate, secure, manage, monitor, and measure the flow of all data and communications—new and old—across all channels, to protect sensitive information and drive productivity and positive outcomes.

With Axway, your agency can accelerate the speed, security, and impact of a digital transformation. Axway’s secure, flexible, and modular solutions work seamlessly from a single interface. This unique unified approach offers rapid, money-saving IT modernization across agency processes and objectives. It’s different from one-size-fits-all systems or expensive customized solutions from systems integrators. Instead, Axway works with you to:

• Gain real-time, end-to-end visibility and predictive analytics across all data flows for operational intelligence to proactively reduce risk, meet regulatory requirements, and improve experiences and productivity

Stand guard against cyber threats

Citizens expect to engage with government anytime and anywhere. Warfighters need to access critical applications and exchange data at the tactical edge. And government personnel across the globe need to collaborate in real time to move agency objectives forward. To support this level of collaboration, agencies must secure end-to-end data flows and establish trust between different stakeholders and departments. An enterprise strategy can identify which data to make available and how to expose that data while still protecting it. This requires data visibility and management, control, and protection of data flows across large expanses of back-end systems, legacy formats, integration protocols, and compliance mandates.

It’s not surprising that security was cited as the top priority and challenge for CIOs in the 2016 Federal CIO Survey, with one interviewee stating that, “The biggest information security challenge is keeping data secure while still remaining collaborative; being able to share and work with others without compromising security.” Similarly, TSA CISO Paul Morris said that his agency faces diametrically opposed pressures daily to (1) harness productivity gains, especially from mobile technology while (2) protecting data; of particular concern is the visibility of sensitive data on mobile devices.

Axway helps agencies meet the challenges of going digital to increase collaboration, while also raising security profiles. Axway solutions provide the management control, security, and governance needed to establish trust and power integrated, shared digital services. Federal agencies making a digital transition can focus on API management to take advantage of existing assets, integrate back-end data into effective modern services, and develop new mobile services at lower costs. Axway API Management Plus controls and secures the API integration layer to protect sensitive data and critical agency apps at the interface, access, and data levels.Agencies can ensure data security at the edge while providing APIs to connect new agile services.

Axway Decision Insight and Axway Central Governance secure, manage, monitor, and measure end-to-end data flows to power digital government interactions, including internal and external electronic data interchange (EDI), file transfers, email and attachments, web services, and mobile applications. Integrated dashboards provide real-time insight and predictive analytics across business processes so IT and operations management teams can identify risks and irregularities. With this operational intelligence, agencies can proactively manage digital interactions to improve compliance performance, control digital workflows, and optimize personnel productivity like meeting SLAs, ensuring that files reach the right stakeholders, or reducing illegal claims and eliminating surprises from unexpected high volumes or failure rates. Since the solution is 100 percent Java, it requires no additional software and runs on commodity hardware and a variety of operating systems — UNIX, Linux, Windows.

Decision Insight offers a simple and cost-effective approach to digital governance and operational intelligence with: • Single-pane, end-to-end visibility across data-flow

lifecycles to centrally manage security policies, monitoring, auditing, alerting, and change control

• Tracking, management, and reporting on designated sensitive data like protected health information (PHI) and personally identifiable information (PII) across systems and users

• Built-in configurable audit trails and reporting for meeting compliance mandates

• Predictive analytics for proactive identification of abnormal situations and operational insight for decision makers, with customizable dashboards and alerts for executives, operations, and IT

• Centralized identity management that simplifies integration with existing identity management systems and provides identity mediation, federation, and audit

In 2012, the Federal CIO issued the Digital Government Strategy. It outlines a vision “to seize the digital opportunity and fundamentally change how the Federal Government serves both its internal and external customers.” One of the four key principles is a shared platform approach and a call to “be smart about creating new tools, applications, systems, websites and domains.” Ultimately, a shared platform approach to delivering digital services and managing data not only helps accelerate the adoption of new technologies, but also lowers costs and reduces duplication.

• Detailed performance, crash, and exception data from monitoring and measuring application usage; quickly identify errors and fix apps to continually improve digital services

• A solution with no requirement for specialized skills or lengthy development and testing cycles

Across Axway products, executive dashboards for compliance officers, technical dashboards for IT, and complete audit trails simplify dispute resolution and lower the cost of compliance with government regulations like FIPS 140-2, Common Criteria, Section 508, and HIPAA.

Strengthen the Department of Defense

The DoD must increasingly engage in rapid data sharing and coordination across not only 1.3

million active service members and 742,000 civilian personnel — including more than 450,000 employees overseas, both afloat and ashore in every time zone and climate — but also across expansive departments, four branches of service, other federal agencies, and allied forces in joint efforts. The increasing operations tempo across global theaters is driving the need for seamless access to real-time information and services — anytime and anywhere — to support warfighter mobility and better, faster, more-informed decisions across global footprints.

The multitudes of users have different security permissions and need concurrent, real-time access to different IT systems. A wide variety of mission-related data complicates workflows and the governance needed to comply with numerous certifications and mandates. Cyber threats and nefarious attacks on data and infrastructure can potentially slow service deployments and add to the difficulty of meeting mission requirements.

These challenges present great opportunities for DoD agencies to break down silos between different departments and other agencies. Departments can employ a unified approach to mitigate risk and build a secure baseline for sharing data and reusable services across domains and out to the tactical edge.

Axway provides a secure, agile approach for the consolidation of data silos and modernization of data infrastructures to power digital defense services and lower the cost of rapid data sharing and mission support. Axway proudly supports the DoD, Intelligence Community, and Civilian agencies in their missions by providing the Validation Authority Suite to ensure verification of secure applications, networks, and locations. Axway governance, security, authentication, and access control capabilities allow agencies to integrate and exchange all types of data and ensure that it always remains protected. Modular solutions that work seamlessly together from a single interface ensure that data exchanges and services are optimized for different requirements — EDI, email, mobile applications, web services, secure file transfer — while enabling rapid deployment of new mobile services. The solutions work together uniformly, with seamless integration for lower costs and faster mission impact.

Advanced analytics engines and central governance provide visibility, audit trails, and operational intelligence for business processes, so agencies can take proactive steps to address problems before they arise and continuously optimize app performance in the field, where failure is not an option.

Axway solutions provide strong audit trails to protect against legal liability and demonstrate compliance with a wide range of government and industry mandates, including:

• HIPAA, SOX, PCI, GDPR, and GLBA• Common Criteria Certification• FIPS 140-2 and NIST 800-53

This time-based visibility and insight lets the DoD proactively address issues. Users can review audit and traceability for in-depth analysis of past situations or run risk assessments based on past events or forecasted events and data.

Axway Validation Authority Suite provides fault-tolerant, enterprise-scale digital validation capabilities that are used throughout the DoD today for real-time validation of digital certificates. The suite supports all widely adopted security standards and open technologies like Common Criteria and FIPS 140.

Incorporate smart solutions in the Intelligence Community

Today’s technology makes it easier than ever to collect intelligence that can reduce the risk of potential threats to the U.S. and safety of citizens. The IC needs to securely share and evaluate classified information in real time, not only within departments, but also across partner agencies, the DoD, and even with allied partners across the globe. This requires breaking down silos and creating a robust, secure, integrated data infrastructure and digital exchanges that promote

joint services and sharing with the right stakeholders at the right time, while still ensuring advanced security to protect secrets.

Technology allows IC members to break down silos and create a secure baseline for reusable operations, share those with the rest of the community, and leverage each other’s work.

It’s not only about securing and sharing files between DMZ architectures, but also establishing cross-domain services and being able to identify, authenticate, and control different levels of data access.

It’s about establishing trust levels between the IC and partner agencies. The IC needs to securely collect and share intelligence from the tactical edge, supporting collaboration with DoD operations and mobile initiatives while deflecting cyber attacks and complying with rigorous government guidelines, certifications, and accreditations. It’s not only about the mobile device or file share, but also the entire digital strategy and a secure ecosystem to define how to enable access to the most recent, real-time data and support rapid gathering, sharing, and analysis for mission success.

Essentially, the right people need to securely get the right information at the right time, whether they’re in the executive branch, a partner agency like HLS, tactical operations at the tip of the spear, or allied defense forces on joint missions. Axway provides a secure, governed approach for IC to modernize data infrastructure, consolidating data silos and file shares, integrating and centralizing tightly controlled

access to legacy systems, and rapidly enabling new APIs and connections to connect and share applications and data critical to missions around the world. Axway’s modular solutions work seamlessly together from a single interface to provide the governance, security, authentication, and access control capabilities required to securely exchange sensitive information. Data is always protected — regardless of format or travel mode — via secure file transfer, email, or mobile application. Advanced analytics let users integrate, monitor, and analyze data flows with real-time visibility and operational, intelligence-driven defense to reduce risk, prevent issues, and optimize applications performance in the field.

The resulting secure integration foundation includes secure managed file transfer; enterprise file sync and share solutions and pre-built filters; and connectors and adapters to simplify and control access to siloed data and systems. The community can consolidate legacy repositories

and file shares on premises or in private clouds, and then share data seamlessly and securely with maximum visibility and control whether data resides within applications, databases, files, or emails. For example, large ad hoc files sent securely through Microsoft Outlook can automatically and transparently invoke custom security policies, including content filtering and encryption.

Gain operational intelligence

To gain business process intelligence, Axway Decision Insight goes beyond network, infrastructure, or SIEM monitoring to learn baseline operations and provide alerts for deviations from past performance. Problems can be recognized and resolved early. The object- or file-based tracking from end to end offers time-based visibility to understand events or run risk assessments.

Transform operations for civilian agencies

Given budget scrutiny, escalating cyber threats, and increasing technological innovations and expectations, federal civilian agencies must transition to a more effective modern government. Adopting digital workflows protects critical government assets and citizen data, improves operational performance, and positively impacts mission delivery while reducing costs.

IT needs to rapidly develop and deliver new digital services and integrate, secure, and manage all data flows powering those services. Ecosystems and developer platforms and services must support the delivery of mobile and web services. While the massive scale, distributed silos, and complex regulations of federal civilian agencies create unique requirements, the opportunity to secure connections, integrate silos, and deliver and share mission-centric services is here today — whether that means sharing critical data with personnel in the field or across agencies, auditing and protecting sensitive transactions, or delivering citizen services.

Axway transforms digital operations with a comprehensive approach to governing and securing information exchange, regardless of data type or exchange method — email, file, EDI, mobile application, or web service. Agencies can integrate, secure, manage, measure, and audit all data flows and make that data available for powerful services.

Speed up secure digital transformation with API lifecycle management solutions

APIs accelerate technological transitions. Agency teams can quickly compose APIs — versus coding from scratch — to support new services, provide those services to developers within the agency, and then share reusable operations and services across departments and agencies. APIs improve time to market, enhance security, increase performance, and reduce costs.

Axway AMPLIFYTM API Management provides a single platform to:• Perform unified mobile app development and

management into back-end systems• Securely integrate data, existing services, and

back-end systems into digital services• Create secure API repositories for agency

developer communities• Integrate all data flows into a unified, governed

foundation, including APIs, managed file transfers, enterprise file sync and share, B2B/EDI, and web services

• Manage, measure, and monitor data flows and APIs with centralized governance and advanced analytics

Establish a secure foundation for information exchange

Secure data exchange within and outside government walls — especially for bureaus within the Department of the Treasury like the IRS, departments handling PII transactions, or agencies responsible for critical infrastructure — requires a comprehensive data exchange strategy whether data resides within applications, databases, files, or emails. The strategy includes data encryption, security policy and governance, and monitoring and testing capabilities on premises or in the cloud. Managed from a single platform, Axway modular solutions — across secure file transport, enterprise file sync and share, B2Bi — tailor and integrate the best approaches for different objectives that meet all of these requirements to enable the secure transfer of all file types between applications, systems, or individuals.

Prevent unauthorized access with Personal Identity Verification (PIV) and Public Key Infrastructures (PKIs)

Axway Validation Authority (VA) is a fourth-generation, real-time digital certificate validation solution that’s already widely deployed by the DoD and other government agencies. Axway VA enables enterprise-scale Online Certificate Status Protocol (OCSP) that adheres to FIPS 201 standards for physical entry into facilities and electronic entry into networks, systems, and databases.

Keep pace in federal healthcare

The federal government must keep pace with digital health innovation, while ensuring the security of health data exchanges across a

broad ecosystem of public- and private-sector organizations. Throughout the federal government — DoD, VA, Office of the National Coordinator, Centers for Medicare and Medicaid Services —agencies must efficiently exchange and aggregate a growing volume, velocity, and variety of data and deliver expected improved health outcomes despite constrained budgets and increasing compliance mandates.

Agencies are tasked with (1) providing mobile health services that are easy for patients to use and (2) aggregating and integrating patient data across disparate networks, geolocations, and touchpoints, while (3) meeting privacy mandates. Without the right technology, this can be a massive undertaking when you consider:

• The VA, had 9.6 million enrollees that used at least one benefit in 2015 and the Veterans Service Center took an average 128.9 days to complete claims processing in 2016

• CMS is serving 57.7 million Medicare and 72.3M Medicaid populations in 2017

• Within the DoD, which had 9.6 million TRICare beneficiaries in 2016 alone, soldier health records can be scattered across health systems all over the world

• Improving patient engagement and integrating comprehensive health data promises huge health payoffs, especially for the elderly and VA populations

To serve these diverse federal health agencies, Axway provides secure, modular solutions that work together seamlessly from a single interface. They provide modern digital health
