AboutAg-West Bio

Ag-West Bio is a key linking agency forSaskatchewan’s life sciences industry. We buildon existing capabilities and resources to achievestrong and profitable sectors in biotechnology,biofuels, bio-products, health and nutrition.Ag-West Bio responds to the needs of memberorganizations and Saskatchewan stakeholderswith a variety of services, and addresses barriersto innovation in the operating environment.

Ag-West Bio:

• Directs investment toward growing firms withgreater responsiveness and efficiency than thetraditional financial sector

• Enhances the mobility of information byfacilitating networking

• Raises awareness by public institutions ofindustry positions on important issues throughthe organization of direct contact opportunitieswith the private sector

• Provides a focal point for action and visibleleadership within the industry

A history:Ag-West was founded in 1989 to initiate, promoteand support the growth of Saskatchewan’s agri-cultural biotechnology industry by fostering thecommercialization of related technologies. A re-organization in 2004 saw Ag-West Biotech mergewith two complementary provincial associations;Bio-Products Saskatchewan and the SaskatchewanNutraceutical Network. Ag-West Bio emerged fromthe amalgamation with a focus on commercializ-

ation of biological applications in agriculture,environment, industry, energy and bioprocessing,as well as nutrition and health.The creation of Ag-West Bio was a logical organ-izational progression because of the economicopportunities presented by the emerging bio-based economy. It is based on Saskatchewan’scomparative agro-ecological advantages, its life

science industry base and its unique science andinnovation infrastructure. Saskatchewan now hasa single organization bringing a coordinatedapproach to capturing maximum economic, socialand environmental value.

~Armand LavoieOver the past three yearsI have had the privilege toact as Chair for Ag-West Bioand witness tremendousachievements. Whether our focus was on com-mercialization through investments, mentorship orfacilitation, business leadership, public relations,communications or strategic events, Ag-West Biohas delivered the highest quality results.I am stepping down from Chair of the Ag-West BioBoard of Directors at a time of growth, as theorganization forges ahead as a major player infurthering Saskatchewan’s bio-economy. In the past year we havesupported Saskatchewan companies in path-finding and developing nutritionally enhancedfoods or feed, functional foods, natural healthproducts and nutraceuticals. Furthermore, wehave enabled the development and growth ofbiodiagnostics companies. These products andservices represent the future of the health andnutritional sciences industry in Saskatchewan.A growing interest in the need for personalized,predictable and preventative medicine is thedriving force that is revolutionizing present dayhealthcare. Ag-West is enabling Saskatchewanfirms to take advantage of these emergingopportunities.Many chronic diseases, such as type 2 diabetes,are related to diet and nutrition; therefore, ourapproach to health and nutrition in Saskatchewanis to emphasize the interface between agricultureand health sectors. For a region with 40 percentof Canada’s agricultural land, combined withresearch and processing expertise and infra-structure, functional foods, nutraceuticals andnatural health products are a logical fit and

provide an enormous opportunity to diversify andadd value.Success in the health and nutrition area arisesfrom our expertise in agriculture, food and naturalproducts science, food processing technologies,pharmacy and nutrition, medicine, and animalscience — all areas of strength for Saskatchewan.Being involved with committees and boards suchas Nutri-net Canada, and Western CanadianFunctional Foods and Natural Health ProductsNetwork has helped Ag-West Bio facilitate manyendeavors of various companies. Some examplesinclude helping companies develop productconcepts, business mentoring, pathfinding andinvestments for products and services. Theseactivities are carried out in various markets, suchas human and adult animal surgical materials,companion animal food, beverages, nutraceuticals,pharmaceuticals, cosmeceuticals, diagnostics,functional foods and natural health products.

The first annual AnimalHealth and NutritionWorkshop (Research toBusiness Excellence)brought experts togetherto explore research andbusiness opportunities andhighlight new discoveriesin the field.

Transforming animal health issues such as zoonotic diseases into scientific disciplines and protectinglivestock and humans are major strengths for Saskatchewan-based research institutes such as VIDO.Provincial strengths in agriculture are the basis for not only nutritional aspects of human health anddisease prevention and management but also as a focal point for animal health and nutrition. Thesedevelopments ensure that the province will benefit from the overlap and shared characteristics of thesectors. By hosting events like this, unique to Saskatchewan, Ag-West Bio is helping to facilitategrowth in the industry.

Almost 24,000 attendees from morethan 75 countries converged at theIFT Food and Expo 2007 in Chicagoto hear about the latestdevelopments in food scienceand technology, learn aboutthe hottest products andtrends, and forge newprofessional partnerships.Ag-West Bio and theSaskatchewan FoodIndustry DevelopmentCentre co-led theSaskatchewandelegation on theexhibit floor to intriguethousands of

attendees with their innovative food ingredients and services. Agriculture and Agri-FoodCanada, CanMar Grain Products, FarmPure Foods, Mustard Capital Inc. and POS PilotPlant completed the delegation. With an overwhelmingly positive response, Ag-West Bioplans to continue leading enthusiastic teams of new and emerging Saskatchewan companiesto high profile global events such as the IFT in the future.

science, business and policy interests alignedtowards reducing our environmental footprint andcreating alternatives to petroleum-based fuels andother industrial products, the bio-economy isgrowing stronger and attracting capital here.The biofuels industry and related renewableenergy products and technologies provide agreat opportunity to develop sustainable energy,and through integrated biorefineries, otherancillary high-value products. We are committedto ensuring Saskatchewan takes advantage of itsability to not only grow biomass, as starch,cellulose, fibres and plant-based oils, but also todevelop viable systems and business relation-ships to capture value through applied productsand processes.Saskatchewan is already well positioned with astrong research foundation in plant based productsand a healthy group of technology companies in

the bio-economy space. Ag-West Bio is busyfollowing through on the recommendation madeby the Conference Board of Canada to establishan industry-led centre for biofuel and bio-productsresearch and development. This further alignmentof R&D capacity and resources will have us “firingon all cylinders” to deliver on new and next gen-eration biofuel and bio-product opportunities.Saskatchewan’s position as a powerhouse in thebio-economy is dynamic, with an active communitycontinually pursuing innovative ideas and businessventures.Ag-West Bio is active on many committees thatplay a major role in the bio-economy, including:the Executive Committee of the Farm LeadersAdvisory Group; the Saskatchewan BiofuelsDevelopment Council; the External Advisory Panelfor the Canadian Biomass Innovation Network;BIOCAP Canada Inc.; the Advisory Board for theFeeds Innovation Centre; the National Bio-Products Program Committee, BIOTECanada Inc.– Industrial and Environment Committee and theAAFC Oilseeds Roundtable – Non-Food UsesSub-committee.Ag-West Bio ensures that an active communi-cations network is maintained relating to theinterests of its stakeholders. Two of Ag-West Bio’s objectives are to facilitateknowledge sharing and offer networkingopportunities. A number of workshops were heldthroughout the year to bring together industryand business leaders with our members and thecommunity.In October 2006, Ag-West Bio hosted over 170local, national and international delegates duringthe bio-logical futures™ III conference held atthe Delta Bessborough in Saskatoon.The conference featured 28 nationaland international speakers andhighlighted recent advances in the bio-productsindustry, including updates on bio-energy, bio-materials, bio-based chemicals and co-products.

February marked another success in the series of Plant Bio-Industrial OilsWorkshops presented by Ron Kehrig, Ag-West Bio’s VP of Biofuels and Bio-products, and Wilf Keller, Director of Research at National Research Council -Plant Biotechnology Institute. Scientists, industry leaders and academics gatheredin Saskatoon to learn about the latest developments in Plant Bio-Industrial Oils andnew opportunities arising from the bio-economy.In March, Ag-West brought Jeremy Tomkinson, Director of the UK NationalNon-Food Crop Centre, to Saskatoon to conduct a one-day Bio-products andBio-processes seminar.

AgriculturalBiotechnology

By playing an integral role on a variety of highprofile committees and Boards, such as Chairmanof ABIC, Vice Chair of Genome Prairie, Board ofAgriculture Council of Saskatchewan andBioTalent Canada, Ag-West Bio stays in tune withthe pulse of the nation. We also participate in anadvisory capacity on the Biofuels Opportunities forProducers Initiative, Canada-Ireland BioLink andNational Institute of Agricultural Biotechnology inIndia.Ag-West Bio is a strong proponent of the researchand development infrastructure housed in theprovince. We make every effort to promote theircapabilities in a variety of publications, by leadinginternational delegations through their facilitiesand introducing important contacts to localresearchers, business people and governmentofficials. We believe a great deal of the province’ssuccess is directly related to the efforts of theseinstitutions and the leaders that bring them to life.

University of Saskatchewan: TheCollege of Arts and Science, theCollege of Medicine, the WesternCollege of Veterinary Medicine, theVirtual College of Biotechnology andthe College of Agriculture and Bio-resources focus on the life sciences.The university brings together human,plant and animal science to enableinterdisciplinary research.

Agriculture and Agri-food CanadaSaskatoon Research Centre:Specializing in agricultural bio-technology. Research farms inSaskatoon, Melfort and Scottfocus on improved germplasmof oilseed and forage crops, cropproduction and pest controlpractices for the Parkland regionand products and processes thatexpand the utilization of Prairiecrops.

Vaccine and Infectious DiseaseOrganization (VIDO): A world leaderin the research and development ofvaccine and immunotherapeutictechnologies for livestock andhumans. Credited with five “worldfirsts” in animal vaccine research,and is expanding into human healthapplications.

The ABIC Foundation is a not-for-profitorganization, managed by Ag-West Bio and

overseen by a board of directors withrepresentation from several countries.

The Foundation’s goal is to ensure on-goingopportunities for continuous learning and

networking within the ag-biotech communitythrough the ABIC conference.

ABIC 2008 will take place in Cork, Ireland.

Ag-West Bio promotes our strongresearch infrastructure which isanchored by world-class facilitiesincluding:

Prairie Agricultural Machinery Institute (PAMI):Applied research, development and testingorganization in evaluating agricultural machinery,and developing new technologies, equipment andstrategies for traditional and new farmingpractices.

University of Regina: The Universityis involved with the PetroleumTechnology Research Centre alongwith Natural Resources Canada,Saskatchewan Industry andResources, and the SaskatchewanResearch Council.

National Research Council – PlantBiotechnology Institute (NRC-PBI): Key research areas includecrops for enhanced human health,cell technologies, lipid biotech-nology, molecular and developmentgenetics, plant natural products andprotein research.

POS Pilot Plant: Contract research,toll processing, and analyticalservices organization that specializesin extraction, fractionation, purifi-cation and modification of bio-basedmaterials.

Saskatchewan Research Council(SRC). Develops tests for assessinggenetic diversity and collaborativeefforts to develop new vaccines andgene therapy products.

Canadian Light Source Inc. (CLS).Canada’s only synchrotron focusingon biotechnology, pharmaceuticalsand medicine; mining, naturalresources and the environment; andadvanced materials, informationtechnology and micro systems.

Ag-West led theSaskatchewanSolutions Team

to BIO 2007 inMay. Ag-West Bio is

a founding member of BIO, which hasbecome the world’s largest bio-technology conference and tradeshow. The team, comprised of theCanadian Light Source, InnovationPlace, Performance Plants, PrairiePlant Systems, Saskatchewan Industry andResources and Saskatchewan Research Council,spread the stories of success and capabilitiesencompassed in Saskatchewan’s life sciences cluster.Ag-West Bio organizes and promotes eventsdesigned to educate the Saskatchewan public andstakeholders during National BiotechnologyWeek in September. Each year the Saskatchewanschedule of events gets better.At ABIC 2007 in Calgary, Ag-West Bio will host aSaskatchewan networking meeting on Monday,September 24th designed to allow internationalrelationships to be forged with Saskatchewanstakeholders.

CommercializationEconomic Impact AssessmentBuilding on past results compiled by Dr. PeterPhillips, Dr. Stuart Smyth completed an economicimpact study to assess the success of Ag-WestBio’s Commercialization Fund. It was found that$10.4 million was invested in 57 projects involving45 companies, creating an estimated 1,268 personyears of R&D employment in Saskatchewan since1989.Ag-West Bio’s investments have allowed the firmsin the portfolio to leverage an additional $74.3million from other funding sources. Ag-West Biounderstands that in most cases additional fundswill be required to help investee companies reachtheir full potential. Therefore, while we nurtureexisting relationships, we place a strongemphasis on forging new connectionswith financing organizations such asGolden Opportunities, Clarity Capital,Avrio Ventures, and SAINT angelinvestors.The total aggregate GDP impact of the$10.4 million invested by Ag-West since1989 is nearly $760 million. Over its first 18years, the fund generated an economic ratioof $55 per $1 invested and a tax recoveryratio of 8.3 to 1. We are extremely proud ofthe accomplishments of our investeecompanies and are committed to the growthof Saskatchewan life science companies.This year’s investmentsAg-West Bio was pleased to announce theinvestment of $300,000 in a Saskatoon basedcompany, Quantum Genetics Canada Inc. Theyhave developed a tool to predict optimal dates toship market ready cattle, resulting in significanteconomic gains to producers.

Quantum Genetics’ test relies on the propensity ofan animal to deposit fat as determined by geneticmarkers associated with an individual animal’sgenotype. This optimization of efficiency is an

innovative tool thatsignificantly adds to theagricultural value chain.A strong, comprehen-sive business plan candetermine the successor failure of an idea. Forthe third year, Ag-WestBio’s Business PlanWorkshop providedentrepreneurs one onone consultations withbusiness experts fromthe University of

Saskatchewan. Participants had the opportunityto complete a business plan, and gain some

business savvy to increase the odds ofsuccess for their business ventures.

Regulatory AffairsWith the appointment of a full-time RegulatoryAffairs Director, Ag-West has been able to focusmore intently on regulatory issues affectingSaskatchewan’s bio-economy.

Canadian agricultureoperates in a highly

regulated environment.In many instances, theinability of Canada’sregulatory environ-ment to keep pace with

technological advancesis impeding the ability of

Canadian companies toinnovate and commercializenew products.Ag-West Bio representsSaskatchewan’s life

science industry in theprovincial and federalregulatory system, high-lighting industry concernsand issues and working toeffect change in an effortto make the regulatoryprocess more transparent,timely, efficient and costeffective.To understand the

regulatory issues facing thebio-economy, a series of consultations with industrystakeholders were conducted. These meetingswere based around three basic sectors served byAg-West Bio: agricultural biotechnology; naturalhealth products and functional foods; and bio-products and bio-processes.

The following regulatory needs were identified:• Harmonization with the U.S. and other countries• Clear, concise guidelines and simplicity of

submission packages• Consistency in regulations and regulatory

decisions• Better interdepartmental communication• Timelines and accountability• Risk-based assessments

The notion thatagriculture can serveas a solution providerto all Canadians,whether for food,industrial products orrenewable energy, willtake us into new facetsof science andregulation. For Canadato lead the global bio-economy, investment is

needed. Maintaining and enhancing our science-based regulatory system will put Canada in acompetitive position to attract foreign R&D dollars.An efficient and predictable regulatory system isa large part of the equation; the removal ofrestrictive regulatory policy and factors inhibitinggrowth must be addressed.Ag-West Bio is taking a leadership role in theprovince to guide, educate and inform stakeholdersof the current and emerging regulatory, standardsand trade issues, and help them work their waythrough the regulatory processes and communicateeffectively with government. This is achieved by

attending workshops and serving on variouscommittees that deal with regulatory issues toensure stakeholders are apprised of current issues.In June, Ag-West Bio and the University ofSaskatchewan Crop Development Centre co-hosted a workshop to discuss issues associatedwith Canada’s approach to novel regulationand present suggestionsto federal officialsregarding waysto improve thesystem.

These items are postedon our website. Printed copies are available uponrequest and are readily distributed nationally andinternationally.Our bi-weekly news clipping service, E-news,continues to keep members informed about new

technologies, issues, trends andopportunities regarding today’slocal and global bio-economy.Ag-West Bio’s website remainsa centre for information andupdates about our own activities,publications and events, alongwith government publications,regulatory and financinginformation. Listings of relatedevents around the world andlinks to websites of interest to

our stakeholders can also be foundalongside information about our members.

tunities present in the province’s life sciencesindustries. We were also pleased to host LynneYelich, Member of Parliament for Blackstrap andSandra Schillo, Senior Research Associate withthe Conference Board of Canada. Many stake-holders were present, eager to show their supportand encourage us to follow through on the recom-mendations outlined in the report.Ag-West Bio’s second edition of Bio-Solutions magazine was a great success.Articles highlighted opportunities in the bio-economy, financing of startup companies,Saskatchewan’s infrastructure advantages, bio-refineries and the ethanol industry, genomicsand nutrigenomics — and much more. We weredelighted to see not only an increase in content,but a greater variety of authors. We hope tocontinue communicating Saskatchewan’sstrengths and accomplishments through thismedium for years to come.The Bio-Bulletin is distributed bimonthly to over2,500 individuals involved in the life sciences
