1. Follow the pre-salt implementation and exploration in all phases:
Regulamentation, Technological, Commercialization and etc.
2. Assure the Brazilian industry presence and competitiveness in all
exploration and production phases of the newest wealth source of the
Brazilian people: the Pre-salt oil.
3. Help the Brazilian companies to be prepared to compete with foreign
companies based on quality, price and delivery time.
4. Defend fiscal and tax incentives with the local, state and federal
governments, as well as new financing conditions for the sector
companies, similar to the ones existing in other countries like Corea
and China.
5. Create a solid national industry using, as example, the control systems
adopted by Norway, Great Britain and Corea.
Our Mission
Objective
All sector’s participants in the same boat with the same goal.
•The naval and offshore industry of Brazil, after being the 2nd in theworld in the ’70s, entered in collapse in the ’80s and ’90s,
•The growth of offshore oil & natural gas production and explorationbecame this segment an important market for the sector in the lastten years.
•From the 2000s, the sector is being retaken by the demand in theinternal and external markets,
•In the past, the sector was strongly concentrated in the southeastregion, particularly in Rio de Janeiro,
•In the current phase, the perspectives are to decentralize thesegment with the implementation of large shipyards in the northeast,north and south regions.

The Naval South Hub will become one of the major center of Brazilian Shipbuilding and Offshore industry.

The construction of P-51 and P-52 platforms in the Brazilianterritory evidenced that the national industry has technology,labor and capacity to meet the demand.

Initially called “Virtual Shipyard”, it was constructed to meet
PROMEF/PAC orders in a time where foreign experts said it
was practically impossible to construct a large vessel in Brazil.
Relevant Facts:
• Land having more than 160 hectares
• R$ 2 billion in investments during the construction
• Launching of Suezmax vessel, first large vessel integrally
constructed in Brazil.
• More than 7,000 direct employments and 25,000 indirect
employments

The Local Content
The local content is not only a government policy,
is contractual obligations imposed by the ANP -
National Petroleum Agency for operators of oil and
gas in Brazil.
For all cases of pre-salt exploration under “Sharing
Production regime”, this obligation will be defined
by law and subject to high penalties.

To ensure accuracy in the measurement of the localcontent indices in the equipment built in Brazil, the ANPand PROMINP has implemented the guidebook systemthat defines a methodology for calculating the index oflocal content in goods, systems and services related tothe oil and natural gas fields.

PROMINP - mobilization program ofthe national industry of petroleumand natural gas, is a governmentprogram created in 2003 as theobjective to identifying and findsolutions to growth industrial baseand increase local content.
