• Coloradohas10.8millionacresofnonreservedtimberland;thenationalforestsmakeup70%ofthoseacres.
• In2012,standingsawtimbervolumeontimberlandswasabout68.7bbf.Commercialtimberharvestwas82.1mmbf.Thatmeansharvestwasabout.1%ofstandingsawtimbervolume.
• 67%of2012timberharvestinColoradowasfromthenationalforests.
• Thecountywiththehighestpercentageof2012ColoradotimberharvestwasGrandCounty,at24%.TellerCountywas#2,at12%.
• 50%of2012Coloradotimberharvestwaslodgepolepine.Sprucewasnext,at19%.
• 98.7%ofthetimberharvestedinColoradoin2012wasprocessedinColorado.
• In2012,Colorado’sforestproductsindustryconsistedof58manufacturersin25counties.31weresawmills,12werehouselogsandloghomes,and15were“other”,includingexcelsior,fuelpellets,posts,poles,logfurniture,andbiomass/energy.
• Sawmillcapacitywas176.3mmbf.Sawmillproductionwas95.4mmbf,utilizing54%oflumberproductioncapacity.
• SalesfromColoradoprimaryforestproductsindustryduring2012totaled$91million.
• About2,015workerswereemployedinprimaryjobsharvestingandprocessingtimberorinprivatesectorlandmanagementduring2012.Another4,650workerswereinColorado’ssecondaryforestproductsindustry.

The2016CTIAAnnualMeetingandLoggerContinuingEducationwereheldinconjunctionwiththeCO-WYSocietyofAmericanForesters,similartoourmeetingsandcontinuingeducationprogramin2015.ThishasturnedouttobeanexcellentpartnershipwiththeSocietyofAmericanForesters,withattendeesgettingthebenefitofanexcellentslateofexpertsintheirfields,includingFireBehaviorEffectsfromBeetleEpidemics,StreamCorridors,ClimateChange,AdaptiveManagement,andWoodUtilization.Therewere44CTIAattendeessignedupforLoggerContinuingEducationcredit.WehaveupdatedthetrainingrecordsforallCTIAattendees.Foranyonewhowouldlikeacopyoftheirloggercontinuingeducationrecords,thoseareavailablebysendinganemailtoDebReubatdeb_reub@hills.net.TherewasaquestionattheAnnualMeetingabouthowCTIAmemberscouldmakeupLoggerContinuingEducationcreditsiftheymissedtheannualprogram.TheansweristhattheBoardoftheCentralRockiesSustainableForestryEducationProgramhasagreedtogivecreditforalternateprogramsincludingprogramsinotherstates,onlineprograms,communityeducationprogramsrelatedtoforestrysuchascomputerorbusinesscourses,orrelevantself-study.FeelfreetocalloremailTomTroxelatt_troxel@hills.netifyouhaveanyquestions.23CTIAmembersandguestsattendedtheAnnualMeeting.OneoftheimportantdiscussionswasaboutCTIAmembership.AsoftheAnnualMeeting,therewere29paidmembersand8paidassociatemembers,withHonnenEquipmentandTitanMachineryournewassociatemembers;itwasespeciallynicetoseeTitanMachinerybringa620EskidderandaBarko930BmulcherwithaSeppimulchingheadandtoseemanyCTIAandSAFmemberslookingatthenewequipment.TroxelsaidheandPittswouldappreciateandfollow-uponanyleadsforpotentialnewCTIAmembers.

CONGRESS
FY2017Appropriations-OntheAppropriationsfront,AppropriationsCommitteefundingforForestProductsLineItemisupby$25millionintheHouseand$10millionintheSenate.TheHousestatedanexpectationfor4.0bbfprogram.R2isnotincludedinexpandedIRRinSenate.Rightnow,it’sanybody’sguessonwhenCongressdealswithAppropriations.
FireFunding–There’sbeenalotoftalkandcommotionaboutfirefunding,butnobodyhascompletelyaddressedtheissueyet;IFAandCTIAjustsigned-onto(another)firefundingletter.Theproblemistwo-fold:
A. FSbudgetsarebasedona10-yearrollingaverageoffiresuppressioncosts.Asfiresuppressioncostshaveincreased,firefundinghasincreasedfrom13%oftheFSbudgetinFY1991toover50%oftheFSbudgetinFY2015.Thisreducesavailablefundingtoallotherresourceprograms,includingproactiveforestmanagement,recreation,wildlife,specialuses,etc.,etc.,etc.
B. Whenactualfiresuppressioncostsexceedthefiresuppressionbudget,theFSisforcedto“borrow”fundsfromotherresourceprograms.TheFShadto“borrow”about$700millioninFY2015.“Fireborrowing”withdrawsfundingfromprojectimplementation,disruptsallFSprograms,anddistractsfromon-the-groundprogramimplementation.
Congressappearstohave(atleast)fourpathwaystodealwithfirefunding–1)theObamabudgetproposal/bipartisanbills,2)theHousebill,nowincludedwiththeEnergybillconferencecommittee,3)Senatebipartisanbill,and4)appropriations.ThegoodnewsisthatalloftheColoradoCongressionaldelegatesaresupportingfirefunding.IfyouhaveachancetomeetwithanyofyourCongressionalrepresentativesduringtheAugustrecess,pleasethankthemfortheirsupportandremindthemofCTIA3-prongedapproachPosition:AllofourColoradodelegationunderstandtheproblemandhavesupportedgettingthisdone–wejustneedthemtokeeppushing.TherearelotsofwaysCongresscansolvetheproblem.What’sreallyimportantisthatCongressfinallygetsthisacrossthefinishline.Legislationshould1)stop,andreverse,thetrendtoahigherandhigherpercentageoftheFS’sbudgetdevotedtofiresuppressioncosts,2)eliminateneedfor“fireborrowing”,and3)increasefundsforproactiveforestmanagementthatwillreducethepotentialforcatastrophicfires.

Aswe’vediscussedinthisnewsletterforyears,thelynxmanagementdirectionthattheForestServiceamendedintoforestplanshashad,andwillhave,significant,long-termdetrimentaleffectsonthenationalforestsinColorado.TheForestServicecommittedto“reviewandreconsider”forestplanlynxdirectionwheneachofthecurrentforestplansisrevised.AtoppriorityforbothIFAandCTIAistoensurethattheForestServiceactuallyfollows-throughonthatcommitment.SomeofthedetailedissuestheForestServiceneedstoanalyzeare:
• EffectoftheColoradoRoadlessRuleonlynxhabitat• Thepercentageoflynxhabitataffectedbytimberharvestandprecommercialthinning• ThesignificanceofColorado’slynxpopulationtowardrecoveryoflynx• Techniquestominimizeadverseeffectsofprecommercialthinningonsnowshoehares• Criteriaformappinglynxhabitat,andtheneedtoallowpublicreviewandcomment• Whataboutprioritizingsomelynxhabitatandgivinglessprioritytootherlynxhabitat

ByMollyPittsTrincheraRanchisCTIA’snewestmember,havingjoinedinMarchof2016.But,asTyRyland(RanchManager)explainedwhenIvisitedwithhimrecently,theyarenotnewtoactiveforestmanagement.TrincheraRanchislocatedintheeasternpartoftheSanLuisValleyandismadeupofapproximately172,000acres,ofwhich93,000acresareforested.TrincheraRanchhasactivelybeenmanagingtheirforestsforawhile,andisprimarilyfocusedonforestrestoration,includingaspenrestoration,forhabitat.AsTystated,“wehaveveryoverstockedforeststhatneedthinningifwewanttostaysustainablelong-term.”Theranchemployeesonefull-timeforester(JamesFischer)andhasonemainlogger–J.T.TimberFalling,ownedbyJimTrumble,whoisalsoaCTIAmember.ForestryoperationsontheranchhavebeenSFI(SustainableForestryInitiative)certified.Asmanyofushaveheardoverthepastfewmonths,Trincheraiscurrentlyintheprocessofbuildingasawmill.WhenIaskedTy,“whynow?”Heexplained,“buildingthesawmillistheculminationof7longyearsofworkingwithaconsultanttodeterminethebestopportunitytoprocessthematerialthatisbeingremovedfromtheranch,withthegoalofbreakingevenontheexistingforestryoperation.”ThesawmillwillbeoperationalinlateOctober/earlyNovember,withfullproductionstartinginJanuaryof2017.Thesawmillwillhaveacapacityof20,000-22,000millionboardfeetannually,withuptohalfofthatmaterialcomingdirectlyfromtheranchitself.Thesawmillwillemployabout45employeesforasingleshiftand70-75oncetheystartadoubleshift,whichlikelywon’thappenfor1-3years.Thesawmillisprimarilybuiltforsmalldiametermaterial(downtoa6”top),butcantakematerialupto25-27inchesindiameter.Giventheadditionalcapacity,Trincheralookstopurchase10,000-15,000millionboardfeetperyearfromoutsidesources.TrincheraRanchisexcitedtobepartofCTIAandislookingforwardtothenetworkingopportunitiesandtheaccesstoresources.

Firefighters,WildfireMitigationandWildfirePartnersSaveHomesintheColdSpringsFireByJimWebster(BoulderCo.LandUse)BoulderCounty,Colo.–TheheadlineoftheColdSpringsFirewasproclaimedbyTheMountain-EaronJuly14as“Firefighterswin!”Thesubheadlineofthefireis“Mitigationwinstoo!”Seeinghomesstandinguntouchedbyawildfire—eventhoughtheyaresurroundedbydestroyedstructuresandburnedvegetation—canbesosurrealthatsomepeoplewanttodeclarethesescenesasmiracles.Infact,thesehomesarestillstandingthankstohardwork—performedbyhomeownerscompletingmitigationmeasuresbeforefiresoccurandbyfirefighterssuppressingthefireasitburns.InandaroundtheColdSpringsFireperimeter,thereisalonglistof“saves,”homesthatsurvivedthefire.Allresidentsintheregionareindebtedtothefirefighterswhoprotectedandsavedsomanyhomes.Fromthemitigationperspective,alleightWildfirePartnershomeswithintheburnperimetersurvivedintactaswellasall13homesthatwereconstructedincompliancewiththecounty’swildfiremitigationbuildingcoderequirements.Thefactthatnoneofthesemitigatedhomesweredestroyedisanimportantstorythatneedstobetold.DozensofadditionalWildfirePartnershomeownerswhowereevacuatedreceivedbenefitsfromtheirmitigationworksimplybyknowingthattheyhadactedresponsiblyandpreparedtheirstructuresinadvance.DuringtheColdSpringsFire,firefighterswereabletodostructurepreponanumberofhomesthatwerenotalreadymitigated—tryingtocreatenon-combustiblezonesaroundstructures;movinglargefirewoodpiles,pineneedles,woodmulch,deckfurnitureandotheritemsawayfromhomes;andcuttingdownandlimbingtreesrightupagainststructures.
