INTRODUCTION

The BCIT Board of Education recognizes the value of a program of athletic competition for both boys and girls as an integral part of the total school experience. Game activities and practice sessions provide opportunities to learn the values of competition and good sportsmanship. Programs of athletic competition, both intrascholastic and interscholastic, offer students the opportunity to exercise and test their athletic abilities in a context greater and more varied than that offered by the class or school or school district alone, and an opportunity for career and educational development.

Our goal is to develop the students’ character, leadership skills, time-management skills, and self-awareness. While victory and defeat are the most tangible signs of success, they are not necessarily the most accurate indicators of our development and achievements as players and coaches. A winning percentage can often occur when a coach feels his or her degree of success as a coach has been minimal. If, as coaches, we have not provided a situation in which the athlete has had the opportunity to grow emotionally, as well as physically, we have not fulfilled our obligation as a part of the total educational program.

STATEMENT OF PURPOSE The purpose of the BCIT athletic program is: A. To improve the image of high school athletics. B. To strive always to excellence in playing that will produce competitive teams. C. To ensure growth and development that will raise the number of individual participants; that will give

impetus to growth in school spirit and involvement; and that will enable a program of continuing upkeep and improvement of facilities.

D. To provide situations that will enable the students to experience problems and handle situations similar to those encountered under conditions prevailing in the contemporary world. These

experiences should provide adequate and natural opportunities for: 1. Acquisition and development of special skills in activities of each student's choice. 2. Team play with development of such concomitants as: loyalty, cooperation, fair play, and other

desirable social traits. 3. Physical, mental, and emotional growth and development. 4. Directed leadership and supervision that stresses: self-discipline, self-motivation, excellence, and the ideals of good sportsmanship that make for winning and losing graciously. 5. Achievement of goals set by the student as an individual and the team as a unit.

MEMBERSHIPS & AFFILIATIONS Burlington County Institute of Technology is a member of the New Jersey State Interscholastic Athletic Association (NJSIAA), the Burlington County Scholastic League (BCSL), and the New Jersey Technical Athletic Council (NJTAC). As such, we abide by all the rules, regulations, and by-laws set forth by each.

COACHING DUTIES AND RESPONSIBILITIES

1. Supervise team at all times, including transportation of, before, during and after practices, games,

meets, and matches whether home or away. When traveling, one coach must sit in the rear of the bus for supervision purposes. Student-athletes are expected to travel with the team on the bus to and from away contests. Assist late bus drivers as necessary when students are boarding.

2. It is recommended the coach utilize the “Remind” app to communicate with players regarding team information and news (ie: practice cancellation).

3. Secure signatures of officials on vouchers during home games and forward vouchers and game

reports to the Athletic Director by the next school day.

4. Distribute, record, and collect all uniforms and equipment as prescribed by the AD. All equipment must be secured at the end of practices and contests. Locker room and storage area doors must remain locked during and after practices and contests.

5. Start practice at the first approved day as per NJSIAA Bylaws, or as indicated by the AD. Coaches

are required to attend pertinent meetings and competition during the season. Begin supervised practice 15 minutes from the end of the regular school day.

6. Follow emergency plans, guidelines and procedures established by the AD or Athletic Trainer.

7. Attend to forms initiated from the athletic office, NJSIAA, NJTAC, media, conference or league

promptly.

7. Set an example necessary to instill good sportsmanship in team members. Emphasize victory with honor and teach players to accept defeat with character.

8. Ascertain eligibility of all athletes from the Athletic Director before allowing any student to begin

practice. Be aware of and provide accommodations for students who are covered under ADA/504 and IDEA. Make regular checks on all athletes’ grades during the season.

9. Make certain all athletes have turned in their permission form and received a proper physical examination prior to any participation.

10. Update schedules and rosters on www.njschoolsports.com . After each contest, report scores and

related statistics to the website. NJSIAA utilizes the information reported to this website for all playoff qualifications, seeding, etc.

11. Be familiar with and follow the policies of the NJSIAA Constitution and By-Laws as well as those of any league, district, or region in which our teams participate.

12. Recommend supplies and equipment needs to the Athletic Director in writing at the conclusion of

each season utilizing the “Wish List” form.

13. Develop and maintain a team attendance policy. Plan during pre-season time, and conduct well organized practices. Give specific direction to assistant coaches so they may be used effectively.

The Head Coach is responsible for communicating his or her expectations to the Assistant Coach.

14. Establish and maintain appropriate team discipline in order to project a positive image of our school and its students. Provide a copy of team rules to the AD prior to the first team meeting.

15. Make certain that all team members wear and care for their uniforms and equipment in an appropriate manner.

16. Have the scorebook or entry sheets ready at least 15 minutes prior to game time.

17. Turn in Student Obligations to the Main Office within one week of the season’s end or after an

athlete quits or is suspended or dismissed from the team. Provide a copy of the student obligation form to the AD along with end of season inventory form. Notify AD of any suspensions from team, disciplinary problems or of athletes who quit.

18. Coaches are responsible for publicizing individual and team accomplishments within the school and

to the local media. Coaches must also use discretion to issue responsible comments that will not present the players, team, school, or community in a negative manner. Careful thought to statements made will save all parties from embarrassment.

19. Coaches should instruct athletes in the proper techniques of their particular sport. Skills, rules,

courtesies, and strategies should be emphasized. All safety rules should be clearly explained. Coaches should inspect their game and practice areas for potential safety hazards. Any safety hazards should be reported to the Athletic Director and the Buildings and Grounds Supervisor.

20. No athlete with an excuse from Physical Education participation is permitted to participate in an

athletic practice or contest on that day.

21. Each Head Coach should develop a set of rules for their individual sport. These should be updated each season and kept on file in the Athletic Office. The rules should be clearly explained to the athletes and a copy sent home to the parents. It is recommended that the athlete and a parent/guardian sign a copy of the team rules. The coach should keep a copy on file for the duration of the season. 22. When a faculty meeting is scheduled during the season, one coach from each team should remain in the practice area to supervise the athletes. All other coaches are expected to attend the faculty meeting. Coaches will be excused from faculty meetings if they conflict with a game. 23. The coach must review any pre-game or halftime music to ensure it is free of foul language and deemed appropriate for a school function. 24. Players must be supervised at all times (locker room, bus, field, etc). After games/practices, a member of the coaching staff must supervise students waiting for rides and remain with players until all have secured rides home. No player should be left unattended at any time. 25. Follow the appropriate district policies, regulations, and requirements when planning field trips, if applicable. 26. Ensure all required paperwork needed for participation in meets, events, tournaments, showcases,

etc. is turned into the Athletic Office well in advance.

NJSIAA COACHING CERTIFICATION AND REGULATIONS

A person shall be eligible to coach in any interscholastic contest, provided the person satisfies all of the conditions listed below (For the purposes of this section, “coach” shall mean all persons who coach an interscholastic high school athletic team in any way, whether for pay or as a volunteer at the varsity, junior varsity and/or freshman level – ninth grade through twelve grade). In addition to State Department of Education Regulations, the following regulations must be adhered to: 1. The person’s appointment as coach must be approved by the local educational agency responsible for the member school at which the person coaches. 2. All new coaches will have 120 days after being hired to register for the NFHS Fundamentals of Coaching (Blended Version) course. Upon completion of the classroom components, coaches will have s sixty (60) days to complete the remaining four (4) components. A certificate of course completion must be submitted to respective athletic supervisors by June 30th to be eligible to coach at an NJSIAA member school for the subsequent school year. UNDER NO CIRCUMSTANCES MAY A COACH TAKE THE NFHS FUNDMENTALS of COACHING COURSE COMPLETELY ON-LINE (the on-line version does NOT contain the specific NJSIAA component). 3. All coaches must be CPR, AED & First Aid certified and hold a current certificate in all three. 4. All coaches must obtain a “Concussion Awareness” certificate or its equivalent, renewed annually. 5. All coaches must obtain a “Heat Illness Prevention” certificate or its equivalent, renewed annually. 6. Coaches currently in place, and/or who have experience coaching in an NJSIAA high school prior to the 2006-2007 school year, will be exempt from provisions 2 above. (While experienced coaches will not be required to adhere to all of the provisions listed above, it is recommended that all coaches complete the NFHS Fundamentals of Coaching.

EQUIPMENT AND UNIFORMS 1. Coaches will issue uniforms to their teams and will be responsible for collecting and storing all equipment and uniforms. 2. Each coach will be responsible for preparing a list of the athletes and the equipment and uniforms issued to them. Review the current obligation list and do not issue a uniform to a student who has an outstanding balance. 3. Coaches will also assume responsibility for all team-related equipment issued to them (i.e., stop-watches, bases, balls, water/ice containers, medical kits, etc). 4. Coaches must update the uniform and equipment inventory at the beginning and end of each sports season via the GoogleDoc sheet provided by the AD. 5. Coaches should accept uniforms immediately after the last contest. 6. Student-athletes are financially responsible for lost or stolen equipment. They will pay the replacement cost of any lost, stolen, or vandalized item. Copies of student obligations should be submitted with final inventory form. 7. It is against school policy to allow students to borrow uniforms or equipment to be used in outside competition. Equipment may be loaned to students to participate in a game or match that they have been chosen for as a result of their school play.

ELIGIBILITY NJSIAA regulations must be followed in all cases of eligibility, transfer, athlete's age, physical examinations, starting dates, use of school equipment, etc. Each coach has the responsibility to know, to inform team members, and to enforce NJSIAA regulations pertaining to his/her team. A copy of the NJSIAA constitution and by-laws is on file in the Athletic office. The violation of any eligibility rule may result in forfeiture of a game won. A mistake could spoil a good season. If, in your opinion, there is any doubt concerning the eligibility of an athlete, consult with the Athletic Director. The following NJSIAA rules should be especially understood:

1. If a student becomes 19 years old before September 1, he/she is no longer eligible. 2. Incoming freshmen students are deemed academically eligible to participate during the fall and

winter seasons. A freshman student must be passing a minimum of 15 credits at the end of the first semester to be eligible for the spring season.

3. To be eligible for athletic competition during the first semester (September 1 to January 31) a pupil in grades 10, 11, or 12 must have passed 25% of the credits (30) required by the State of New Jersey for graduation (120), during the immediately preceding academic year.

4. To be eligible for athletic competition during the second semester (Feb. 1 to June 30), a pupil must have passed the equivalent of 12 ½ % of the credits (15) required by New Jersey for graduation (120) at the close of the preceding semester (Jan. 31). Full-year courses shall be equated as one-half of the total credits to be gained for the full year to determine credits passed during the immediately preceding semester.

5. A student is eligible for no more than eight (8) consecutive semesters beyond Grade Eight. A student may not participate for more than four seasons in any sport after completion of Grade 8. A student's eligibility stops when the student's original class graduates.

5. A student who moves into our district and comes to our school from another is eligible at once. 6. A student who transfers from another school but does not change his/her address is eligible in 30

days from the start of the season if a form is completed by that student. The form must be signed by our Principal and Athletic Supervisor and the Principal and Athletic Supervisor of the school the

student came from. This completed form must be sent to the NJSIAA. BCIT Athletic Policy & Procedures includes the following:

A student who wishes to participate in a program of athletic competition must submit, on a form provided by the district, the signed participation consent of his/her parent(s) or legal guardian(s). The consent of the parent(s) or legal guardian(s) of a student who wishes to participate in a program of athletic competition must include an acknowledgment of the physical hazards that may be encountered in the activity.

A student in any grade who fails to observe school rules for student conduct may forfeit his/her eligibility for participation in school district sponsored programs of athletic competition.

Student athletes must pass all courses and maintain a 60% average in their Career Major. Each coach should make regular checks on each athlete during the season. This will assure that all athletes are eligible within the policies of the District.

PHYSICAL EXAMINATIONS

The state requires that all students must pass a licensed physician’s or licensed nurse practitioners physical examination prior to participation in any sport. The school physical form is the only form acceptable and must be reviewed by our school physician. The exam shall be conducted within 365 days prior to the first practice session. The physical exam forms must be placed on file in the nurse’s office. A seasonal update form must be submitted if the physical examination is dated more than 90 days prior to the first day of practice.

VALUABLES/LOCKER ROOM

Students are strongly recommended to lock their personal belongings in their locker. Any valuables such as money, cell phones, jewelry, etc. must be secured. It is imperative that students have their own locks, and not share lockers with other students. Locks must be removed daily however, and may not remain on the lockers past the end of practice. A coach should supervise the locker room before and after practices and games.

RESPONSIBILITY TO VISITING TEAMS AND OFFICIALS

1. Coaches are to meet the visiting teams. 2. Inform the team where their bench is, where they change, and other information specific to their sport. 3. Offer the visitors the location and availability of the athletic trainer. 4. Areas where officials change should be off-limits to all school personnel, as well as visitors. 5. Make visiting coaches and officials aware of school regulations. 6. Treat the visiting team and officials with the courtesy and consideration you would expect and like to

receive when you are the visiting team.

DISCIPLINE AND BEHAVIOR

When a student voluntarily becomes part of an athletic team, he/she also becomes a highly visible representative of the Burlington County Institute of Technology School District. As such, he/she must demonstrate behavior that presents our school in a positive way both as a team member and as a member of the student body. For this purpose, the following rules will be enforced by the coach:

1. Suspensions totaling 5 or more days out of school may result in recommendation for team dismissal. 2. Poor attendance may be grounds for team dismissal. 3. An athlete cannot participate in any practices, games or scrimmages if absent and/or suspended out of

school. 4. If an athlete successfully completes a day of In-School Suspension, he or she may participate the same

day if it does not require early dismissal. 5. Athletes demonstrating lack of self-control during athletic participation will be immediately removed

from athletic activities pending further action. 6. Written team rules and regulations developed by the coaches and approved by the AD shall be enforced

by the coach. These rules should not be conflict with district policy and procedures. 7. All rules governing discipline of athletes during an athletic event will be followed and enforced by the

coaching staff. For example, when a player is ejected by an official, that player must leave the field or court and not return during the event.

8. Infractions of BCIT Discipline Code while participating in an athletic contest will be enforced similarly as if the same infraction occurred during the school day.

9. Student-athletes are responsible for all school equipment issued to them.

TEAM DISCIPLINE

Temporary suspensions may be made at the discretion of an individual coach for minor infractions of team rules or school policies not to exceed one athletic event. The coach must advise the athlete of the infraction and the term of suspension. He or she must also inform the Athletic Director immediately following the incident. The Athletic Director will take appropriate action depending on the nature of the situation. An athlete may be dismissed from a team for a major or serious incident or for a series of minor incidents. To initiate this process, the coach must advise the athlete of suspension from team activities and that permanent removal is being requested. The Athletic Director must be informed in writing within twenty-four hours of the incident. Parents must also be informed immediately. The Athletic Director will conduct an investigation, record all pertinent facts and make a decision concerning the athlete’s status. If the athlete is removed from the team, the Athletic Director will inform him or her of this decision and collect any uniform or equipment issued to the athlete. The Athletic Director will notify the parents of the decision.

FUNDRAISING

All requests for fundraising projects, clinics, purchases or business transactions must go through the Athletic Director. Board of Education approval is needed on most requests. Be sure to submit requests in a timely fashion in order to make the board agenda. Standard Operating Procedures (SOPs) must be adhered to when conducting all fundraiser activities. See Activity Advisor Handbook for additional information as needed.

OFFICIALS VOUCHERS

In order to pay our home game officials, the coach must have them complete the information on the appropriate voucher. Coaches must check the voucher to ensure that all necessary information is completed and signed/dated in BLUE ink. Return completed vouchers to the Athletic Director’s office the morning after each game.

MEET(S), TOURNAMENT(S), SHOWCASE(S), EVENT(S) ENTRY OR ENTIRES

Coaches must complete tournament entry forms and return them to the Athletic Director for submission in sufficient time prior to the meet, tournament, showcase, event. When a team is entered in a tournament and a fee is charged, the coach is responsible for filling out voucher forms and/or quotes and submitting them to the Athletic Director in order to obtain a check for payment. The coach is also responsible for gathering all required documentation (W9 – Tax ID) and New Jersey Business Registration Certificate for each meet, tournament, showcase, event, etc and submitting it to the Athletic Director for approval to participate.

TRY-OUTS & CUTS

It is recognized that each sport has unique requirements regarding try-outs and cuts. Students unable to participate during the try-out period may be unable to participate as determined by the coach and AD. When necessary to utilize try-outs and cuts, selections of athletes must be based upon each candidate’s skills, abilities, work ethic, and attitudes. The process and criteria for try-outs and decision regarding cuts must be clearly documented by coaches and approved by the AD. The AD and/or Principal are responsible to hear parent complains/appeals. The Principal’s determination is final.

AWARDS In order to qualify for an award, the athlete must complete the season except in cases where he or she is injured while participating in the program. Special exceptions will be ruled by the AD. The following rules will apply:

1. If the athlete participates at the JV level, he/she will receive a JV Award. 2. If the athlete participates at the Varsity level, he/she will receive a Varsity Award. Special

consideration will be given to Seniors who complete the season.

3. In the case where the athlete participates at both JV and Varsity levels, the following guidelines will apply:

• Soccer- play in half of the halves • Cross Country- score in half of the meets or qualify to compete in the S.J. Sectional or State

Championship Meet • Field Hockey – play in half of the halves “added whole line” • Wrestling- compete in half of the matches • Basketball- play in half of the quarters • Bowling- compete in half of the matches • Softball- play in half of the games • Baseball- play in half of the games • Cheerleading- cheer at all of the contests

Special Consideration

1. Any athlete who is injured in a game, scrimmage or practice and who the coach feels would have earned a varsity letter shall receive the letter.

2. Managers shall receive the same awards as players, if recommended by the head coach.

Special Awards

Certain special awards are presented each year at the Sports Banquet for both campuses. These include: 1. NJSIAA Scholar Athlete Award- Selection of a student for this award is done according

to NJSIAA guidelines. The student will have the privilege of attending the annual luncheon, where he or she has a chance to be randomly selected for a number of scholarship awards. The student will also have their name engraved on the NJSIAA Scholar Athlete plaque and receive an award presented at the luncheon.

2. Male and Female Athletes of the Year- Criteria for these awards are as follows: • Number of years of participation in Varsity sports • Number of Varsity seasons completed • All-star recognition by the league may also be taken into consideration

3. Additional (Optional) Special Awards (ie: Most Courageous, Unsung Hero, Sportsmanship)- The Athletic Director and coaching staff will select these award winners.

MEDICAL EMERGENCY POLICY

In the event of a medical emergency, the designated coach of that specific team will remain with the team and immediately contact the Athletic Director. Coaches will be given emergency contact numbers each season. All coaches are to carry with them at all times certain items to be used in the event of a medical emergency. This includes an emergency medical list with contact telephone numbers of athletes’ parents/guardians and a well-stocked first-aid kit. When the kit is in need of replenishment, bring it to the Athletic Trainer to be restocked. The emergency-calling list should be kept in the first-aid kit or in the team’s scorebook at all times. In the event there are two coaches present at an athletic event, the senior most coach will designate which coach will travel to the Emergency Room with the injured athlete. The Athletic Director and guardians are to be notified immediately by telephone, giving complete details of the nature of the injury and location of injured athlete. Include the specific hospital they are being transported to, with exact location. A follow-up call to the parents is usually appreciated as well. An injured athlete must be cleared by the Athletic Trainer before returning to any type of athletic participation. If an athlete was seen by a physician, the Athletic Trainer needs a written note from the doctor before the athlete may be cleared to participate. No exceptions will be made. SECTION XIV.

MEDICAL SITUATIONS

Injury of a coach or team member:

1. Provide first aid immediately.

2. Determine if hospitalization is needed.

3. Transport to hospital.

a. Parent’s car if present at game. b. Local ambulance (preferred).

4. Coach and/or designee should accompany injured athlete if at all possible.

5. Cards with emergency information on all team members will be kept in the team First

Aid kit for all games.

6. Notify the parents/guardians as soon as possible. They may have a preference as to which hospital.

7. Notify AD immediately.

8. Complete an Injury Report Form within 24 hours and forward to the School Nurse.

9. The family’s insurance policy will be considered the primary policy should a student-

athlete become injured. The district’s insurance will cover the balance of any medical attention.

NJSIAA CONCUSSION POLICY

The NJSIAA Concussion Policy mirrors the state law as it pertains to the development of interscholastic athletic head injury safety training program, required measures to protect student athletes with concussions, and the continuing education for athletic trainers. A student who participates in an interscholastic sports program and who sustains or is suspected of having sustained a concussion or other head injury while engaged in a sports competition or practice shall be immediately removed from the sports competition or practice. A student-athlete who is removed from competition or practice shall not participate in further sports activity until he is evaluated by a physician or other healthcare provider trained in the evaluation and management of concussions, and receives written clearance from a physician trained in the evaluation and management of concussions to return to competition or practice. Written clearance may take place at game site on game day, if so given by trained physician as stated above. Written release forms, must be present at all practices and competitions. However, once a student-athlete is removed from competition or a practice, only a physician trained in the evaluation and management of concussions can sign off on a written clearance that would allow a concussed or suspected concussed athlete to return. NJSIAA has created a standardized written Return to Play (RTP) form that will be available on NJSIAA.ORG. When a student athlete is evaluated by a trained physician and is NOT cleared to return to play or practice that day/night, the school district’s RTP guidelines shall be followed. Game officials will follow the protocol previously established and disseminated on September 1, 2010, namely upon observing any signs, symptoms or behaviors that are consistent with a concussion, and the signs, symptoms or behaviors are a result of an impact or contact of the player with another person, an object or the ground, the student athlete is immediately removed from play and may not return to play without a written clearance from a physician trained in the evaluation and management of concussions. The mechanics to enforce the rule are as follows: • Using sound game management procedures and judgment, upon observing a player who exhibits the signs, symptoms or behaviors that are consistent with a concussion, the official shall follow the sport specific guidelines for handling an injured player. • When appropriate, call time out. If the player’s safety is in jeopardy, call time out immediately. • Beckon the physician/ATC onto the playing surface. • Observe the injured player. • Other game officials keep players/others away from the injured player. • Apprise the physician/ATC of your observations as to the signs, symptoms, behaviors that are consistent with a concussion, including any conversation that you had with the injured player (any questions and answers that took place prior to the physician/ATC arriving). Note the game time, score, period or half, player name/number, etc when injury and removal took place (for those sports that officials do not normally keep a game card on their person, begin doing so). If the prescribed written clearance form is signed by a physician, and the player returns to play that day/night, the official in charge must obtain a copy of the signed written clearance form and subsequently submit it to the association’s keeper of records. Schools and officials are reminded that NJSIAA is a 100% state, meaning that we follow the playing rules established by the NFHS. Every NFHS sports rule book contains the following:

“Any player who exhibits signs, symptoms or behaviors consistent with a concussion (such as loss of consciousness, headache, dizziness, confusion or balance problems) shall be immediately removed from the game and shall not return to play until cleared by an appropriate health-care professional.”

CROWD CONTROL

Crowd control procedures set forth by the NJSIAA will be followed for both home and away contests.

CHEERLEADERS Cheerleaders should not lead cheers that could encourage hostile actions from opponents. Cheerleaders should always cheer in a positive manner, using cheers to boost their own team without antagonizing their opponents. Remaining silent when the other school has a free throw or during one of their time-outs, applauding for an injured opponent leaving the floor and leading welcome cheers make positive contributions to good spectator relations. This creates better relations between the opposing schools and helps to foster good sportsmanship. The first boo uttered by the crowd should be immediately greeted by waving off from the cheerleaders.

HAZING

Hazing activities of any type are inconsistent with the school’s philosophy and are strictly prohibited at all times. Hazing is defined as any activity that recklessly or intentionally endangers the mental health, physical health, or safety of a student for the purposes of initiation or membership in any school activity recognized by the Board of Education.

The endangerment of mental health shall include but not be limited to any activity that would subject an individual to extreme mental stress. Examples of this may be prolonged sleep deprivation, forced prolonged exclusion from social contact, forced conduct that could lead to extreme embarrassment, or any forced activity that could affect the mental health or dignity or the individual.

The endangerment of physical health shall include but not be limited to any brutality of a physical nature. This includes whipping, beating, branding, forced calisthenics, exposure to the elements, forced consumption of food, alcoholic beverages or controlled dangerous substances, or forced physical activity that could adversely affect the physical health or safety of the individual.

All hazing activity, whether by an individual or a group, shall be presumed to be a forced activity, even if a student willingly participates. Any form of initiation or harassment as part of any school sponsored student activity will not be tolerated. No student, teacher, coach, advisor, volunteer, or school employee shall plan, direct, encourage, assist, or engage in any hazing activity.

HARASSMENT, INTIMIDATION, AND BULLYING (HIB) Acts of HIB are strictly prohibited per Policy #5512. This Policy applies at all times during athletic activities, practices, and events.

SPORTSMANSHIP The Board of Education, as stated in district policy #5570, requires that all individuals involved in or attending the athletic and intramural programs sponsored by the Board exhibit sportsmanship when representing the school at any athletic event. Sportsmanship is defined as abiding by the rules of the contest as defined or accepted by the participating teams and the gracious acceptance of victory or defeat. In exhibiting sportsmanship all participants shall:

1. Understand and follow the rules of the contest; 2. Recognize skilled performance of others regardless of affiliation 3. Display respect for all individuals participating in the athletic event 4. Treat opponents in an empathetic manner; and 5. ���Congratulate opponents in victory or defeat.

Failure to exhibit good sportsmanship shall include, but not be limited to the following conduct:

1. Any person who strikes or physically abuses an official, coach, player or spectator;

2. Any person who intentionally incites participants or spectators to abusive action;

3. Any person who uses obscene gestures or unduly provocative language or action towards officials, coaches, opponents or spectators;

4. Any school or athletic staff member who is publicly critical of a game official or opposing coaches and/or players;

5. Any person who engages in conduct which exhibits bias based on race, color, creed, religion, national origin, ancestry, age, marital status, affectational or sexual orientation or sex, social or economic status, or disability.

6. Schools or school organizations engaging in pre-event activities of an intimidating nature, e.g. use of fog machines, blaring sirens, unusual sound effects or lighting, or similar activities.

7. Other conduct judged by the Athletic Director or Principal to be unsportsmanlike in character.

8. Any violation of the rules of the New Jersey State Interscholastic Athletic Association.

SAFETY AND WELFARE OF THE ATHLETE

Everyone must be concerned about the safety and welfare of the athlete at all times. Supervision and all related factors that contribute to reasonable coaching procedures should be constantly reviewed.

Being reasonably prudent is defense to legal action.

A reasonably prudent and careful coach: 1. Knows the health status of the players and requires medical approval for

participation. A copy of the athlete’s medical record is on file in the Nurse’s Office. 2. Makes certain that players wear protective equipment that is properly sized and fitted. 3. Analyzes coaching methods and procedures, assuring safety of the players in all drills

and competitions. Law of Negligence

Certain conditions are necessary for a successful suit based on negligence: 1. Negligence may be found for ignorance, stupidity, and forgetfulness. It may also be

claimed when a person did not act in accord with the judgment of a reasonably prudent person in the same position.

2. Allowances are not made for mental or temperamental differences. A fool is liable for his folly even though he did his best.

3. Coaches are to exercise reasonable care, acting in accordance with their professional experience and education. It is understood that the coach possesses special knowledge and ability in his or her sport.

4. Damage or injury resulting from impairment to the rights or interests of another.

ATHLETIC TRAINER

The Athletic Trainer serves as a support person for the entire athletic program. All student athletes who sustain injuries are to be seen by the Athletic Trainer. The Trainer is also responsible for clearing athletes who have been injured for return to participation. Coaches must abide by the Trainer’s decision. There will be no exceptions. For example, if the Athletic Trainer has sidelined an athlete due to injury, the athlete may not participate in any type of physical activity until the Trainer re-evaluates the athlete and deems him or her fit for participation. If the athlete was seen by a physician, the Trainer will require a written note from that physician with a release date for the athlete to return to participation. The Trainer is unable to clear the athlete without the physician’s note.

Coaches, student-athletes, and parents are encouraged to use the trainer as a resource. The Athletic Trainer is present at practices, home contests and other events as appropriate. He or she will also assist in the coordination of school physicals in conjunction with the School Nurse and Athletic Director. The trainer is available at times during or after the school day for rehabilitation and injury assessment of student athletes, parent and physician communication and status reports for the coaches.

AUXILIARY PERSONNEL

Timer

1. Set up necessary equipment and supplies at least thirty minutes prior to game time and be available before and after for crowd control. Post signs and set up areas to collect tickets etc.

2. Act as official timekeeper for games, meets or matches.

3. Cooperate with officials.

4. Secure all equipment at the end of all games. (put scoreboard control in a safe place, turn

off power to scoreboard, etc.)

5. Learn the duties and responsibilities of your job.

6. Be familiar with the NJSIAA rules that affect your job.

7. Perform duties and responsibilities to meet the requirements of the Board of Education for your appointed position.

8. Attend athletic department meetings as appropriate.

9. Fill out appropriate electronic timesheet for payment as per Board policy.

Scorer/Announcer

1. Be available at least thirty minutes before each game. Remain after the contest’s

conclusion to assist with crowd control.

2. Assist in setting up scorer’s table.

3. Record line-ups from home and visiting teams. (Be sure that visiting teams provide proper first and last names. This is helpful and necessary when calling scores in to newspapers.)

4. Keep accurate records.

5. Cooperate with officials.

6. Obtain all appropriate signatures in score-book at the completion of each game.

7. Announce BCIT policy, NJSIAA and BCSL statement and starting players.

8. Perform duties and responsibilities to meet the requirements of the Board of Education for

your appointed position. 9. Attend athletic department meetings as appropriate

10. Fill out appropriate electronic timesheet for payment as per Board Policy.

Ticket-taker/Security

1. Be available at least thirty minutes before each game. Remain after the conclusion of the event to clear the playing area of spectators.

2. Collect, secure any monies collected, make deposit in accordance with SOP’s and then

turn over to administrator on duty.

3. Maintain order in an appropriate manner.

4. Greet visiting teams and escort them to the proper locker room.

5. Pre-inspect, secure and reopen visiting team locker room as requested by their coach. 7. Assist in the removal of any or all persons as ordered by the officials. (spectators or

ejected team members)

8. Perform duties and responsibilities to meet the requirements of the Board of Education for your appointed position.

9. Attend athletic department meetings as appropriate.

10. Fill out appropriate electronic timesheet for payment as per Board policy.

DISTRICT CIVILITY POLICY

The Special Services School District and the Vocational School District of the County of Burlington Board of Education members, district administration, and staff will treat parent(s) or legal guardian(s) and other members of the public with respect and expect the same consideration in return. The district is committed to maintaining orderly educational and administrative processes in keeping schools and administrative offices free from disruptions and preventing unauthorized persons from entering school district grounds.

Any individual who:

• Disrupts or threatens to disrupt school/office operations,

• Threatens the health and safety of students, staff, administration, or Board of Education members;

• Willfully causes property damage;

• Uses loud and/or offensive language;

• Is verbally or physically intimidating;

• Harasses staff and/or others through repeated telephone calls, emails, confrontations or the like; or who

• Has otherwise established a continued pattern of unauthorized entry on district property will be directed to leave the school or district property promptly by the Superintendent or designee.���

If any member of the public uses obscenities or speaks in an abusive, excessive, insulting, and/or demeaning manner, the administrator or employee to whom the remarks are directed will calmly and politely request the speaker to communicate civilly. If corrective action is not taken by the abusing person, the district employee will calmly and politely verbally notify the abusing person that the meeting, conference, or telephone conversation is terminated and, if the meeting or conference is on district premises, the abusing person will be asked to leave promptly. The employee, if not an administrator, shall immediately inform an administrator. If the abusing person refuses to leave, the administrator or designee shall notify law enforcement officials. The employee or administrator shall complete an Incident Report for Inappropriate Behavior toward Employees by Visitors.

When an individual is directed to leave under the above circumstances, the Superintendent or designee shall review the incident report and inform the person that he or she may be guilty of a misdemeanor in accordance with the New Jersey law. The Superintendent shall have the authority to ban an excessively disruptive individual from school property indefinitely or for a period of time, or require visits by the individual to be supervised by the School Resource Officer or other law enforcement officials indefinitely or for a period of time.
