Synopsis February 2017

ASBA Board of Directors Meeting This synopsis is provided to assist ASBA Directors in reporting to their respective constituencies following a Board of Directors meeting. Minutes of meetings will be available and posted on the ASBA website

at www.asba.ab.ca following their approval at the next regularly scheduled Board meeting.

Key areas of discussion Strategic Plan and ASBA: Envisioning Our Future update

• The Board of Directors held its annual strategic planning session January 11-13, 2017. Discussions on both the foundational statements and strategic plan were informed by feedback received from school boards at SGM 2016, FGM 2016, World Café conversations at Zones as well as school board submissions which reflected on the current strategic plan.

• Draft foundational statements and strategic priorities were presented to the Board, which confirmed the session outcomes were reflected. The final strategic plan, which includes the foundational statements, strategic priorities and key results will be presented for review and approval by the Board at the March meeting.

Spring General Meeting 2017

• The Board provided input regarding the Spring General Meeting (SGM) to be held June 4-6, 2017 at the Red Deer Sheraton. Information regarding the schedule of events and registration is forthcoming.

• Feedback received from the membership following the Fall General Meeting 2016 was considered.

• March 20, 2017 is the deadline for Boards to submit proposed bylaw amendments which may be considered during the Business session at SGM. Please submit via e-mail to Heather Tkachuk: [email protected].

Bargaining Boot Camp closing report

• Full-day Bargaining Boot Camp sessions were held in Edmonton and Calgary respectively on January 18 and 19, 2017. Total number of attendees: 192 (Calgary: 76, Edmonton: 116) with 58 of 61 school boards represented.

• Feedback from the online evaluation survey regarding the quality of the boot camp and the information provided was very positive. Feedback relative to the value received for the $315 registration fee suggests that additional costs incurred by participants to attend the event impact the perception of value. Consideration of criteria including location,

venue availability, adequate meeting space, and guest room and parking availability inform location selection. ASBA is committed to planning events with the total cost to participants in mind.

Provincial Budget 2017 consultation

• Pre-budget consultation meeting with Alberta Finance and Treasury Board and Finance Minister Joe Ceci and various education stakeholders was held on February 6, 2017. During the consultation meeting, stakeholders emphasized: o Spending public dollars on public education; o Managing the diversity of need in our province; o Respecting the autonomy of boards to make the best decisions for their community,

allowing for flexibility by targeting funding as little as possible; and o Ensuring the budget reflects support for both the provincial and local elements of

teacher bargaining outcomes.

• It was indicated that there is no intention to reduce per student funding levels, although general cautions regarding the revenue constrained environment in Alberta were reiterated.

Modernized Municipal Government Act (MMGA)

• A consultation meeting with then Minister of Municipal Affairs Larivee was held on January 11, 2017 regarding the proposed amendments to the MGA. The meeting was attended by President Helen Clease, Vice President Mary Martin and Executive Director Suzanne Polkosnik. Key elements including joint use agreements, off-site levies and City Charters were discussed.

• ASBA provided a submission to the survey which closed on January 31, 2017, which was provided to school boards in ASBA President’s Email to Board Chairs #71, circulated January 23, 2017.

• ASBA has reached out to the new Minister of Municipal Affairs, Minister Anderson as well as Minister Ceci who has been charged with responsibility for City Charters.

Reports Education Partners’ Task Force on First Nations, Métis and Inuit Student Success and Wellbeing

• The Board of Directors confirmed Julie Hrdlicka as the Zone 5 representative to the Task Force for the remainder of the 2016-2017 year.

• The deadline is fast approaching to apply for the Indigenous Shining Student Award. The award form is posted on the ASBA website at http://www.asba.ab.ca/wp-content/uploads/2014/07/FNMI_nom_2017_v3.pdf. The deadline for applications is February 28, 2017 and the Task Force is asking everyone to please share the information with their networks.

• The January 2017 meeting of the Task Force was postponed to March 24.

Student Health and Wellness Task Force

• Chair, Anne-Marie Boucher advised that a review of boards’ current policies, administrative procedures, regulations and initiatives is being finalized. Once this work is complete, boards will be provided with examples and elements to create effective policies, procedures and regulations of their own.

• Anne-Marie opened a workshop during the Ever Active Schools pre-conference in January 2017 in Kananaskis. She highlighted the work of the Task Force on the policy review and the need for continued collaboration between the health and education sectors.

• An update on the Task Force Action Plan would be provided at a future Board of Directors meeting.

Zone Chairs and Vice-Chairs

• Chair, Mary Martin, advised the Edwin Parr Award nomination package was reviewed and refined at the last meeting on January 10, 2017. The nomination package is posted on the ASBA website at: http://www.asba.ab.ca/wp-content/uploads/2014/07/2017_edwin_parr-1.pdf

• Updates were provided by each Zone and a discussion regarding opportunities for on-going interaction with the Minister of Education, additional to his planned visits to all Boards occurred.

President/Vice President

• Helen Clease advised that she was stepping away permanently from her duties as President of ASBA to attend to her health effective February 21, 2017. This follows her health-related leave which commenced on January 23, 2017, which was approved by the Board as required in bylaw.

• Education Partners ASBA, ASCA, CASS and ASBOA held a meeting on January 19, 2017 and were joined by Alberta Education Deputy Minister Dr. Curtis Clarke and Minister Eggen’s Chief of Staff, Jeremy Nolais.

• An invitation to meet with the Minister has been extended to discuss a variety of issues including the status of the Education Act.

Executive Director

• Teaching and Leadership Quality Standards: On January 12, 2017 ASBA wrote a letter to Education Minister David Eggen, supporting the Draft Quality Standards of July 4, 2016 as arrived at by consensus of the Teaching and Leadership Excellence Advisory Committee which include three standards. ASBA has been advised that these standards will be presented to the Special Policy Committee of Government before going to Cabinet.

• Child and Youth Advocate Act (CYAA) review: On January 17, 2017 ASBA made a presentation to the Standing Committee on Legislative Offices of the Legislative Assembly of Alberta on the Review of the Child and Youth Advocate Act. That

presentation was informed by ASBA’s submission on the CYAA to the Standing Committee in October, 2016. The submission is posted on the ASBA website at: http://www.asba.ab.ca/wp-content/uploads/2014/07/child_youth_act.pdf

• The Truth and Reconciliation Commission’s National Education Roundtable held in Calgary from January 24-26 and was well attended by a wide range of education stakeholders from across the country. Best practices and various initiatives were shared, including the Joint Call to Action Committee in Alberta.

• Conversations with Alberta Education are underway to explore opportunities for ASBA and the department to work collaboratively to support boards in upcoming local bargaining.

• To ensure the Association is positioned to achieve its goals and objectives, work on the strategic plan and budget preparation is underway, as is an examination of the organizational structure and staff complement to address the high vacancy rate and work load.

Appointments • Supplemental Integrated Pension Plan (SiPP) board: JoAnn Cazakoff, of Grande Prairie

Public School District, was appointed for a term ending December 31, 2017.

• Alberta School Boards Insurance Exchange (ASBIE) board: Joan Crockett of Greater St. Albert Catholic Schools was appointed for a term ending December 31, 2017.

• Alberta School Employee Benefits Plan (ASEBP) board: Heather Tkachuk of ASBA was appointed as the ASBA staff representative for a three year term commencing March 1, 2017.

• A preferential order of potential candidates was established to enable the Executive Director to secure the Association’s parliamentarian for the ASBA Spring General Meeting 2017.

Board of Directors composition Changes to the Board of Directors since December 2016:

• President o Helen Clease will step away permanently from her duties as President of ASBA to

attend to her health effective February 21, 2017. o Effective February 21, 2017, Mary Martin will become ASBA President until the Fall

General Meeting 2017.

• Vice-President o At the March 2017 Board of Directors meeting, the Board will appoint, from among

its members, a Vice-President who will serve until Spring General Meeting 2017, when a by-election will be held to select the Vice-President until the Fall General Meeting 2017. At the Fall General Meeting 2017, regularly-scheduled elections for both the President and Vice-President will be held.

• Zone 1 o Tammy Henkel was elected as the new Zone 1 Director following former Director

Nan Bartlett’s resignation to assume a new role as a member of the Board of Governors for Grande Prairie Regional College.

FEPAC report of the meeting on February 27, 2017 to Zone 5 Meeting March 3, 2017-02-28 Report from Joanne Van Donzel Zone 5 rep. McLeans Magazine has rated the Werkland school of Education number one in the province and fourth in Canada. ELL skills and competencies are woven into content and methodology throughout the programs. Dianne Gereluk shared that, course content regarding school boards, trustees and governance is covered in the Ethics and Law course by Dr. Donlevy expert in Education Law and top teacher at university. See attached, the minutes of the November 2016 meeting Feb, 27, 2017 meeting notes: Student teachers connect with the field by showing their work at Teachers’ Convention. School districts are inviting student teachers to attend P.D. e.g. West Island College P.D. on neuroscience. University Dept of Education is looking for synergies between the department and school divisions’ programs or learning opportunities, perhaps to include students in professional learning opportunities. Teachers’ Convention locations were all around the City. U of C Werkland school of Education offered space for 2018. Enrolment in the Department of Education is up 17%. Many professionals entered the program. This often occurs during slow economic times. As a result the entry requirement for Education is 83% for the grade 12 average and 3.8. for after degree programs. New streams of study that recently opened are Secondary Dance specialization and Indigenous studies, Community Based learning has increased in the past year from 54 -150-225 From the Canada 150 grant the U of C has created the opportunity for a “3 day” retreat for learning from the Elders at Riding on Stone for 2nd year students. The Service Learning program formalizes student volunteer activities as a contribution to their teacher preparation program. Boards should pay attention to these activities when hiring. New 4 year B.Ed. for undergraduates is reintroduced. Teaching across border is offered to students a nine week field experience in year this is a reciprocal program. Health Matters FEBRUARY 2017 VOLUME 3, NUMBER 2

The ASBA Strategic Plan 2014-2017 stipulates that “Leadership and support are provided to school boards to share and implement best practices which address demographic and wellness challenges.” This newsletter, “Health Matters”, created by the ASBA Student Health and Wellness Task Force, will be distributed periodically and will support boards in their work of fostering student health.

East Central Alberta Catholic Schools: A rural success story in school health In June of 2016, East Central Alberta Catholic Schools (ECACS) received a grant of $50,000.00 from the Alberta Healthy School Community Wellness Fund. At the start, the goal of this grant was to support wellness-related initiatives in the jurisdiction. Our plan was to provide students and families with opportunities to learn and practice wellness-related language, skills and behaviours. Our journey together, however, has led to much more. Health and wellness is now a district priority.

From the beginning, our planning meetings incorporated students. We believe that the student voice is paramount in this process. We quickly discovered that as part of students sharing their voice, they also needed to be inspired and empowered to take charge of their wellness – both on a personal and jurisdictional level. A number of students joined our first two planning meetings and provided input into the strategies that were developed. We are now at a point where students will have a leadership role in planning the next jurisdictional wellness meeting. By listening and learning from our students, we hope to make a lasting impact in their lives and in their wellness. In educational circles, we are well-aware that healthy students are better prepared to learn. Empowered students are more likely to commit to a healthy lifestyle and make healthy choices.

As a result of our work, our student and staff team has identified the following strategies that will be implemented over the next two years that demonstrates our commitment to a comprehensive school health approach:

Teaching & Learning Develop a common language related to wellness Involve students in health and wellness initiatives and have them assume

leadership roles

Social & Physical Environment District to promote and support wellness initiatives within schools, such as

Don’t Walk in the Hallway, Energy for Exams, Buddy Bench, and Gotcha Notes

Implementation of Family / Friends Wellness Challenge Ensure schools focus on social and emotional learning, through practical

strategies and sharing resources

Partnerships & Services Create a jurisdictional event for groups to meet and share Create an online sharing platform for schools, teachers and students to

share and access resources

Healthy School Policy Wellness has been embedded into our Three-Year Plan. We expect staff

wellness to also be an outcome of this work. Students, staff and community will now begin developing policy and procedures to support their work.

While ECACS is only at the beginning of our journey, through our students, we hope to enhance the health and wellness of our students, their families, and our staff. We are turning the African proverb “It takes a village to raise a child” on its head. Our hopes are that the children and youth in our schools will raise our village to new levels.
