Army installation management resourcing and policy derive from OSD guidance. The Assistant Secretaries interpret OSD guidance into strategic direction for the Army. The ARSTAF, including OACSIM, develop policies, programs, and resources based on this strategic direction, balanced between Combatant Commander requirements and Army enterprise requirements to man, train, equip, and sustain the current force while building the future force in accordance with the Army Operating Concept. ACOMs, ASCCs, and DRUs take mission guidance from the Chief of Staff of the Army to ensure the readiness of the force. In addition to implementing guidance from the CSA, Land Holding Commands also develop standards and execute resources in support of Army programs and policies. Garrison Commanders balance short-term readiness and long-term readiness requirements levied on them by both Senior Commanders and Land Holding Commands.

ASA(FM&C) is responsible for the overall management of the PPBE process with the Deputy Chief of Staff, G-3/5/7, Deputy Chief of Staff, G-8, and Director for Army Budget (Army Budget Office) acting as advisers. Principal officials of the Office of the Secretary of the Army (OSA) will oversee operation of the PPBE process within assigned functional areas and provide related policy and direction. The Assistant G‑3/5/7, the Director of Program Analysis and Evaluation (PA&E), and the Director of the Army Budget (DAB) , Army Budget Office, will manage functional phases of the system, each establishing and supervising policies and procedures necessary to carry out phase functions. Energy and water security at Army installations support readiness by allowing the Army to implement missions and project power strategically TODAY The G-3, ACSIM and IE&E teams are working together to advance us to integrated solutions for our installations to support readiness. IE&E has issued an Energy and Water Security Directive The OACSIM has revised reporting through the ISR-MC to capture energy and water security attributes in FY17 and beyond The G-3/5/7, at the direction of the VCS, is working to define and identify the Army Strategic Readiness Platforms Combined, these three efforts support our ability to develop, prioritize, and implement mitigation solutions to enhance installation energy and water security in order to support readiness Developing and prioritizing mitigation solutions that focus on improving installation readiness Implementation would include prioritization of both third-party and appropriated funding Therefore, ISR-MC provides the platform by which energy and water security posture data will be collected and evaluated across the Army to inform achievement of this goal (strategic investments with clear mission benefits)
