We must begin a detailed analysis now to develop our stationing requirements to ensure that the Army is fully postured to successfully execute Transformation and the analysisin supportof the 2005BaseRealignmentandClosure(BRAC-05)effort. . The first step in this process is publishing a stationing strategy that fully articulates the Army's stationing vision, goals, objectives, and principles. 2. Our stationing decisions can help or hinder our strategic responsiveness and overall institutional effectiveness. Location affects logistics, training capacity, operating costs, and environmental constraints. Layout affects operating efficiency and unit cohesion. The "look and feel" of an installation affects morale, recruiting, and retention. Lease or build decisions affect resources and operational flexibility. 3. I reviewed and approve the enclosed stationing strategy that fully embraces the tenets of Army Transformation. The strategy sets the stage for MACOMs to review their respective stationing plans, the next step in the Stationing process, and for BRAC 05 to begin. 4. With this strategy, our Army's installations of the 21st century will become the power projection/support platforms that fully support Army Transformation and the global war on terrorism with high quality, livable communities for our soldiers, civilians, and their families.
