Brigadier General Richard “Gregg” Maxon, U.S. Army, Retired General Maxon serves as a Judge on the Arizona Court of Military Appeals and as Judge Pro Tem in Mesa, Tempe and Chandler Municipal Courts where he presides over the Mesa and Tempe Municipal Veterans Treatment Courts. He served as the Director of the Arizona Department of Veterans Services from March 2007 to July 2008. He is an attorney with over 35 years of public service at the federal, state, county and municipal levels. He has represented veterans before the U.S. Court of Appeals for Veterans Claims since 2006 and is accredited by the U.S. Department of Veterans Affairs. He also served as the Veterans Treatment Court Advisor to the Arizona Supreme Court. He retired from nearly 35 years of military service having served in the U.S. Army, Navy and Army National Guard. He is a 2011 inductee into the Arizona Veterans Hall of Fame. His last three assignments with the U.S. Army include: Assistant Adjutant General, Arizona Army National Guard, Deputy Chief of Staff for personnel, and as a Judge Advocate. General Maxon serves on several boards that focus on veteran issues to include the U.S. Vets Advisory Board and the Arizona Veterans Hall of Fame Society Foundation. He is an alumnus of Arizona State University with a BS in Marketing, MBA in Business Administration, and a Juris Doctorate. Lieutenant General Carol Mutter, U.S. Marine Corps, Retired General Mutter is a government administration consultant and owns Carol Mutter Associates. She was the first woman in the U.S. Marine Corps to attain 3-star rank. General Mutter has experience working in research, development and acquisition in the Marine Corps. She was National President of Women Marines Association from 2000 – 2004 and Chair of the Defense Advisory Committee on Women in the Services for three years. She retired from the U.S. Marine Corps after over 31 years of active military service. Her last three assignments with the U.S. Marine Corps include: Deputy Commandant for Manpower and Reserve Affairs; Commander, Marine Corps Systems Command; and, Commanding General, Third Marine Logistics Group. General Mutter serves on boards that focus on assisting and honoring military members, veterans, and their families. She is an alumnus of the University of Northern Colorado with a BA in Mathematics Education and an honorary doctorate degree; Naval War College with an MA degree in National Security and Strategic Studies; and, Salve Regina College with both an MS and an honorary doctorate degree. Lieutenant General Robert Schmidle, Jr., U.S. Marine Corps General Schmidle is on active duty and serves as the Principal Deputy Director of Cost Assessment and Program Evaluation, Office of the Secretary of Defense. He is responsible for analyzing and evaluating plans, programs, and budgets in relation to U.S. defense objectives and resource constraints. His command assignments include: Commanding General, First Marine Aircraft Wing; Commanding Officer, Special Purpose Marine Air-Ground Task Force (Experimental); and, Commanding Officer, Marine Fighter/Attack Squadrons 251 and 115. Prior assignments include: Deputy Commandant for Aviation; Deputy Commander for U.S. Cyber Command; Operations Officer and Air Officer of an Infantry Battalion, First Battalion, 9th Marine. General Schmidle is an alumnus of Drew University with a bachelor’s degree; American University with a master’s degree; and, Georgetown University with a doctorate degree. He is also a distinguished graduate and prior faculty member of the Marine Corps Command and Staff College, as well as a distinguished graduate of the Marine Corps War College. Shoopman, U.S. Air Force, Retired General Shoopman serves as President and Chief Executive Officer of the Southern Arizona Leadership Council, that focuses on critical issues related to education, infrastructure, healthcare, governance, science and technology in the Tucson region and State of Arizona. Prior to that, he was a Sales Manager for Gate Learjet Corporation for the central United States. In 2014, he was appointed by the governor to serve as a member of the Arizona Board of Regents. He retired from the U.S. Air Force after more than 32 years of military service. His last assignments with the U.S. Air Force include: Wing Commander, 162nd Fighter Wing and International F-16 Training Wing. General Shoopman serves on boards that focus on education and healthcare. He is an alumnus of Arizona State University with a BS in Aeronautical Technology; Air War College; and, Air Command and Staff College. Major General Margaret Woodward, U.S. Air Force, Retired General Woodward serves as an independent consultant. She retired from the U.S Air Force after 32 years of active military service. Her last three assignments with the U.S. Air Force include: Director, Air Force Sexual Assault Prevention and Response Office, Office of the Vice Chief of Staff, Headquarters U.S. Air Force, Washington, D.C.; Commanding General, Air Force Chief of Safety, Headquarters U.S. Air Force, Washington, D.C. and Commander, Air Force Safety Center, Kirtland AFB, N.M.; and, Acting Director, Operational Planning, Policy & Strategy, Deputy Chief of Staff, Operations, Plans and Requirements, Headquarters U.S. Air Force, Washington, D.C. Major General Dorian Anderson, U.S. Army, RetiredGeneral Anderson serves as Director of Corporation Development for Zeiders Enterprises, Inc. In addition, he is Founder and President, DT Anderson Consulting, LLC, which provides expertise in management,

operations and business development. Previously, he served as Vice President for Business Development of Defense Personnel Group and Vice President of Military Personnel Support Business Unit at Serco, Inc. He forms interdisciplinary teams that provide high performance service delivery to U.S. government agencies. He retired from the U.S. Army after 30 years of active military service. His last three assignments with the U.S. Army include: Commanding General, U.S. Army Human Resources Command/U.S. Army Personnel Command (PERSCOM); Director, Officer Personnel Management, U.S. Army PERSCOM; and, Commanding General, Joint Task Force Six (Domestic Counterdrug). General Anderson serves on boards that focus on compliance and business growth. Major General Donna Barbisch, U.S. Army, RetiredGeneral Barbisch serves as the founder and CEO of Wicked Solutions, LLC. In addition, she is the Lead Strategist for the Senior Leader Crisis Decision Making effort at the Institute for Simulation and Training, University of Central

Florida, the Senior Policy Advisor for the Center for Disaster Medical Science at University of California, Irvine and Distinguished Fellow at George Mason Center for Infrastructure Protection and Homeland Security. Prior to that, she was President of Global Deterrence Alternatives and Director of Chemical, Biological, Radiological, Nuclear Program Integration for the U.S. Department of Defense. She retired from the U.S. Army after more than 38 years of military service. Her last three assignments with the U.S. Army include: Director of Chemical, Biological, Radiological, and Nuclear Program Integration; Military Assistant to the Secretary of the Army for Manpower and Reserve Affairs; and, Deputy Commander, 3d Medical Command. General Barbisch serves on numerous boards that focus on disaster readiness, quality of life and veteran issues. She is an alumnus of California University of Pennsylvania with a Bachelor of Science; University of North Carolina at Chapel Hill with a Master in Public Health; and, Medical University of South Carolina with a Doctorate in Health Administration.

Major General Randal Castro, U.S. Army, RetiredGeneral Castro is the Corporate Senior Vice President for Federal Services at AECOM. He manages all DOD, DHS and Intel Community Programs in the federal market place and is the market sector lead for Government (DOD, Federal civilian,

Justice, State and Local) in the facilities business line. He is also President of AECOM Service, Inc. Previously, he served as Senior Vice President for Science and Engineering Service and Deputy Director for Defense Threat Reduction Agency. He retired from the U.S. Army after 33 years of active military service. His last three assignments with the U.S. Army include: Commanding General and Engineer Commandant; Commanding General, South Atlantic Division; and, Commanding General, Pacific Ocean Division. General Castro is an alumnus of the United States Military Academy at West Point with a BS in Engineering; Stanford University with a Master of Civil Engineering; and, Naval War College with an MS in National Security and Strategy.

Lieutenant General Robert T. Dail, U.S. Army, RetiredGeneral Dail retired from the U.S. Army after 33 years of active military service in 2008. He presently serves as an independent consultant providing support and advice on a wide range of Government, Commercial Industry logistics, executive education, leader

development, and supply chain related activities. Previously, he served as Chief Commercial Officer of Supreme Group, Inc. an international logistics services company, with global responsibilities for Business Development, Communications, and Strategic Planning. Prior to that, he served as President of Supreme Group, USA, the US subsidiary of Supreme Group, Inc., headquartered in The Netherlands.

His last three assignments with the U.S. Army include: Director of the Defense Logistics Agency (DLA) which provided the full range of logistics, acquisition, and technical services to the Army, Navy, Air Force, Marine Corps and other federal agencies; Deputy Commander, U.S. Transportation Command, which was responsible for the transportation and movement of all military personnel and supplies/equipment around the globe utilizing DOD and US commercial transportation industry capabilities; and Chief of Transportation, United States Army, and Commanding General, Transportation Center and Ft. Eustis, Va. General Dail was the first flag officer in DOD history to serve as both Deputy Commander of USTRANSCOM and Director of DLA.

General Dail serves on numerous boards focused on government consulting, Defense logistics, and the education of veterans and executives. He is an alumnus of University of Richmond, Robins School of Business with a BS in Business Administration 1975; Boston University with a Master’s in Business Administration, 1983; Army Command and Staff College, MA in Military Arts and Science, 1988; and, National Defense University with a Masters in National Resources Management, 1994.

Lieutenant General Vern “Rusty” Findley, U.S. Air Force, Retired

General Findley serves as an independent consultant specializing in the defense industry and is President of VMFindley Consulting LLC. He consults with various clients mainly centered in the defense and aerospace arena. He retired from the

U.S. Air Force after 35 years of active military service. His last three assignments with the U.S. Air Force include: Vice Commander, Air Mobility Command; Director, Strategy, Plans and Policy (J5) for Headquarters, US Central Command, MacDill AFB, FL; and, Deputy Chief of Staff, Strategy Plans and Assessment for Multi-National Force-Iraq, Baghdad, Iraq. His background includes extensive experience working with joint service peers, U.S. government interagency leaders, and senior military and governmental leaders of our partner nations throughout the Asian, European, and Middle Eastern global environments. General Findley serves on numerous board focused on veteran employment and education. He is an alumnus of Arizona State University, with a BS in Marketing; University of North Dakota, Grand Forks with an MS in Business Administration; and Industrial College of the Armed Forces, Washington, DC with an MS in National Security Resource Strategy. In 2001, he completed the National Security Leadership Course at Johns Hopkins University and Syracuse University.

Lieutenant General Benjamin C. Freakley, U.S. Army, Retired

General Freakley serves as a Special Advisor to ASU President Michael Crow for Leadership Initiatives. Additionally, he serves at the McCain Institute for International Leadership and is the Executive Director of the ASU

Decision Theater Network. He retired from the U.S. Army after more than 36 years of active military service. His last three assignments with the U.S. Army include: Commanding General, U.S. Army Accessions Command; Commanding General of the U.S. Army’s largest training institute, the Infantry Center and School at Fort Benning, Georgia; and, Commanding General of the 10th Mountain Division (Light) and Fort Drum; he led the division in Operation Enduring Freedom, Afghanistan. General Freakley serves on numerous boards focused on providing support to our veterans. He is an alumnus of the United States Military Academy at West Point with a Bachelor of Science; U.S. Army Command and General Staff College; School of Advanced Military Studies with a Master of Military Operational Art and Science/Studies; and, the United States Army War College.

Lieutenant General John F. Goodman, U.S. Marine Corps, Retired

General Goodman serves as Senior Advisor to U.S. Inspector General for Afghanistan Reconstruction (SIGAR), the US Lead Oversight Agency. He advises and assists SIGAR to promote effectiveness and efficiency in the United States

funded reconstruction program in Afghanistan. Previously, he was the Director of the U.S. Department of Defense Center for Disaster Management and Humanitarian Assistance (COE) responsible for educating, training and preparing U.S. Military and international governments in disaster preparedness and response. He retired from the U.S. Marine Corps after 42 years of active and reserve military service. His last three assignments with the U.S. Marine Corps include: Commanding General U.S. Marine Forces Pacific and Korea; Commanding

General, Marine Forces Korea and Assistant Chief of Staff, United Nations Command, Combined Forces Command, and U.S. Forces Korea; and, Commanding General, 1st Marine Aircraft Wing at Okinawa. General Goodman led or participated in more than ten international disaster response and humanitarian support operations. General Goodman serves on numerous advisory board focused on leadership development, ethical decision-making, and strategic/operational planning. He is an alumnus of Arizona State University with a BS in Business Administration.

Admiral T. Joseph Lopez, U.S. Navy, RetiredAdmiral Lopez serves as Chief Executive Officer of Technology and Supply Management, LLC in Fairfax, Virginia. Previously, he was President of Information Manufacturing Corporation (IMC) for almost four years. He directed all

aspects of IMC business operations for this multi-million dollar company in the field of information technology and integrated knowledge management services. From April through June 2004, Admiral Lopez served as Chief Operating Officer of Brown and Root Services and subsequently as a Senior Vice President for Kellogg, Brown and Root with his offices in Arlington, Virginia; London, UK; and Canberra, Australia. In this capacity, he supported military and civilian service contracts for the U.S. Federal Government and other Allied Governments worldwide. He retired from the U.S. Navy after 39 years of active military service. His last three assignments with the U.S. Navy include: Commander-in-Chief of U.S. Naval Forces Europe and Commander-in-Chief Allied Forces, Southern Europe; Commander of U.S. and Allied Bosnia Peace Keeping Forces in Sarajevo, Bosnia; and, Deputy Chief of Naval Operations for Resources, Warfare Requirements and Assessments. Admiral Lopez is one of just two flag officers in the history of the U.S. Navy who achieved four-star rank after direct commission from enlisted service. Admiral Lopez serves on numerous boards for public and private institutions. He is an alumnus of Potomac State College, West Virginia Institute of Technology and the U.S. Naval Postgraduate School. He holds a BA (Cum Laude) in International Relations and an MS in Management. He has been awarded an Honorary Doctorate Degree in Humanities from West Virginia Institute of Technology and an Honorary Degree in Information Technology from Potomac State College of West Virginia University.

Rear Admiral Thomas Lynch, U.S. Navy, RetiredAdmiral Lynch is Executive Chairman of NewDay USA, a mortgage lending company serving active duty and retired military families. Previously, he served as Senior Vice President of the Staubach Company, a real estate firm, and has held a number

of executive positions at Safeguard Scientifics, Inc., including Senior Vice President. Admiral Lynch retired from the U.S. Navy after 31 years of active military service. His last three military assignments include: Chief, Navy Legislative Affairs; Commander of the Eisenhower Battle Group during Operation Desert Shield; Superintendent of the United States Naval Academy; and, Director of Naval Staff at the Pentagon. Admiral Lynch serves on numerous boards that focus on providing support to active duty and retired military personnel. He is an alumnus of the United States Naval Academy with a BS; George Washington University with an MS; and, was recognized as a U.S. Naval Academy Distinguished Graduate in 2010. He was also the captain of the 1963 Navy Cotton Bowl team with teammate Roger Staubach, its Heisman winning Quarterback.

Mission StatementThe Arizona State University Flag Officer Advisory Council, created in 2014, provides advice and perspective to President Michael M. Crow on matters of national significance. Council members include fourteen active duty and retired military generals and admirals from the U.S. Army, Marine Corps, Navy and Air Force. These distinguished leaders have served at the highest levels of government, both at home and abroad, to combat terrorism, respond to national disasters, and defend the homeland. They have developed strategy, led diverse organizations, and worked with national and international counterparts to address the nation’s most complex and critical problems. Their vast areas of expertise include complex decision making, strategic planning, business development, operational management, communications, health policy, disaster and crisis management, supply chain, leadership and character development, ROTC and student mentorship, veteran legal advice, and serving as subject matter expert lecturers.
