A Statutory Body - Frying Pan Into the Fire? by Tony Orman There's been much current discussion in the political hunting and fishing world about the future administration for the public’s recreational hunting and sea fishing and getting a better deal for the recreational public. One "solution" being eagerly pushed is setting up a statutory body. Well intentioned people have spoken and written passionately about the idea of a statutory body saying it would solve the current woes of the recreational fishing sector in being lowly considered in management. In advocating a statutory body, speakers and writers have from time to time referred to Fish and Game as a model to follow. But therein may lie a major flaw. Today there are 12 regional fish and game councils and a national New Zealand council. Strong critics of Fish and Game have been Federated Farmers NZ and government with former and now disgraced cabinet minister Nick Smith reportedly having delivered stern, expletive-laden messages to one or two fish and game councils for their opposition to dirty dairying. Reportedly Nick Smith’s threat was in one tirade to “close down” fish and game councils. Was it an idle boast? Was it a reckless rant? Not really for the government did it with Environment Canterbury and after all government by law, has strong powers over Fish and Game. There’s another example that should send a strong warning on the need for caution over a statutory body for recreational sea fishing. It involves deer and big game hunters Back in the 1970s, under the Wild Animal Control Act of 1977, the Minister was given the power to set up a National Recreational Hunting Advisory Committee. The domination by the Minister was so evident. The minister selects who will be on the committee and then decides what it can discuss but at the end of the day it is only “advisory,” and the minister can opt to take no notice. But the reality was the Minister did not have a clue as to who the best persons might be for council or of decisions made. He went by the advice of the bureaucrats in the then NZ Forest Service. So in essence the bureaucrats pulled the strings of not only the minister but the hunting committee too. At the time committee members were forbidden to talk publicly. The gags were in place, the hog ties tight.

Another parallel case is conservation boards. Again the departmental bureaucrats “tell” the minister who should be on. Anyone nominee who might be forthright is unlikely to make it. Even if an outspoken individual makes it, the bureaucrats will ensure he or she is well in the minority. Recalling the Recreational Hunting Advisory Committee of the 1980s is timely for currently a Game Council is being set up and nominations called for. It is a statutory body. The Minister of Conservation Nick Smith will decide who will be appointed to the council, from nominations received. or should I say DOC will tell the Minister who is best - in their opinion. Currently it looks like the recreational hunting public will be a minority voice, heavily outvoted by commercial hunting interests from helicopter operators to game park interests plus perhaps a bureaucrat or two, deer farmers and Federated Farmers. Hardly accidental! Like the TV comedy, “Yes Minister” will be alive and well - and pulling the strings. So what's an alternative? Really the best solution lies with us, each one individually and most importantly, collectively. Collectively the recreational sector has powerful, potent political potential. Eight hundred thousand voters is an incredible weapon at election time. But inertia and apathy are the mortal enemies. Are you one of the dozy sloth-like turkeys? That political factor could be termed“ people power.” In the meantime be aware of the temptation of statutory bodies. Seductive at first glance but past experience says it could be a path to permanent bondage. New books available from the Heritage Trust. Range news Wellington Branch Members Range is open from 9.00 a.m. till 4.00 p.m. - the first member of the Wellington branch arriving at the range is required to open the range if they intend to shoot, they then become the range officer (jacket must be worn), it is your decision if you wish to oversee members of the public - this means if you don't wish to oversee members of the public you may ask them to leave. Opening by law requires that the range flag is raised - there are no exceptions to this. Access to the flag will be gained by getting the hut key from the lock box affixed to hut wall beside the door. The butt shed key is located inside the hut on the table. Once the range book is filled in and the flag is up, the range is open - you retain the status of range officer and control of the butt until there is a clear transfer managed by you - respect the active range officer. A member's guest should leave the range at 12.00 noon. Members of the public - Range hours 9.00 a.m. till 12.00 noon Range will be open to members of the public from 9.00 a.m. (final entry closing at 11.00 a.m.) till 12.00 noon, at which point members of the public must leave the range - the range cost for a member of the public (not a members guest) is $25.00 per visit. Ideally members of the public should arrange to meet someone at the range prior to their arrival. Feel free to ask for their license, and check that the arms category matches the type of rifle they are carrying. If you are unsure about the firmness of the ground please park on the top. Very important - please ensure the range hut is locked when you leave, manage your departure by either handing responsibility to another card carrying member or inform a member of the public they must leave - lock up.

SIKA CLUB TRIP I plan to hold a club trip into the Oamaru area from Saturday the 31th May to Saturday 7th or Sunday the 8th of June. We can chopper in from Helisika (situated 35 mins from Taupo, along the Napier-Taupo highway) to the 12 bunk Oamaru Hut at a cost of around $150-200 per person, return. People can also walk in if they wish. There will be a club subsidy. Hut tickets are $5- /night/person. The weather will be colder (hence the hut), but people can camp out if they wish. Dates and times are not so negotiable at this stage. Transport up is negotiable. Last year’s trip was held in the first week of July but this trip is being held a month earlier, as it takes in Queens Birthday weekend as well as the possibility that some stags may still be roaring.
