WELCOME from your Scout ExecutiveDear Scouters,

As I write this, it will be about two months into my time here in the Northeast Iowa Council. While I obviously cannot say that I have met everyone, I can say that I have met many quality individuals who contribute to the Council’s success. With spring just beginning, our Scouts are “itching” to get outdoors and experience more aspects of Scouting. As the school year comes to an end, they are also looking forward to a great summer camp experience. At this point our Boy Scout Camp sessions are actually close to capacity, with just a few slots remaining. However, our Cub Scouts still have the opportunity to register for one of their many summer camp options, including day camps. Cub Scout Day Camp is a great way for boys to get a taste of camp, without staying overnight. There is more about Cub Camping on page 7.

Also in this issue, you will find a bit of info on spring recruiting. As many Cub leaders are aware, during the summer many packs “slow down”. Sometimes when a boy registers in the spring, they don’t get the full taste of Scouting, are disappointed, and drop out. We are trying to help with that this year by adding a handful of activities that keep all Cub Scouts engaged over the summer. For more details, check out the info on page 6.

Lastly, I wanted to take a moment to thank everyone who has been gracious enough to join me for a meal or just for conversation. Many of you know that I have been in town without my family since the beginning of February and those little things went a long way in adjusting to life here. Thank you!

ANNOUNCEMENTS Scouting for Food a big Success!Scouting for Food exceeded expectations again this year! On March 28th Scouts delivered truck loads of donated food to the Dubuque Food Pantry! The Dubuque Food Pantry collected 22,890 lbs. Dyersville Food Pantry collected 3080 lbs. The Bellevue Breadbasket collected 1000 lbs. And East Dubuque Food Pantry collected 1200 lbs. And we are still awaiting totals from food pantries in Peosta, Epworth, & Cascade! From this data we can forecast that we will exceed last year’s total of 28,910 lbs. of food!

Throughout the 26 years the NEIC has led this project, we have collected more than 740,000 lbs. of food for our community! Thanks to our Corporate Sponsors this year: Mercy Medical Center Dubuque, TH Media, Hy-Vee, Union Hoermann Press, Van Meter Inc., and Radio Dubuque! And finally, thanks to all the committee members who set up all the behind-the-scenes logistics!

Camp CardsCamp Cards are still available if your unit would like to sell or if you need more cards. Reminders: Please bring one unit check by May 29, 2015 for 50% of what you sold—YOU KEEP THE OTHER 50%. (Or after May 30, 2015 bring one check for 70% - YOU KEEP THE OTHER 30%). OA Pancake Breakfast NearsIn preparation for the OA’s Annual Mother’s Day Pancake Breakfast, lodge members will again be picking up sticks throughout Eagle Point Park on Saturday, April 25th, 2015 from 9 a.m. to 12 p.m. Please join us if you are able! By helping with this project, the OA is able to waive the entrance fee for their Annual Mother’s Day Pancake Breakfast. Thank you!

NYLT Still has Openings!Have you considered taking part in the BEST youth leadership training course our nation has to offer? Now is the time to take part in the Northeast Iowa Council’s National Youth Leadership Training Course. This course focuses on how to become a better leader in today’s society. VOLUNTEER SPOTLIGHT

The Northeast Iowa Council is proud to share the work of volunteer Steve Sheston from Troop 22 this month! Steve Sheston got started in Scouting four years ago with his grandsons. He currently serves as the Scoutmaster for Troop 22. Steve is a go-getter and pours a positive “can do” attitude into his efforts. Scouters know it will be an enjoyable experience to work with Steve. Steve is 100% Scoutmaster Trained! He hardly ever misses a Roundtable and is involved in a number of different Scouting aspects. He is a member of the Cub Day Camp Committee and is helping to create and build displays for camp. In addition to helping out the properties committee and the OA with various projects out at Camp Klaus, Steve also built the adirondack chairs that sit outside the Camp Administration Office and the famous 9 Square Game that gets set up on the parade grounds. Steve is Wood Badge trained and has worked diligently on his ticket items, including safety issues and handicap accessibility at Camp Klaus. Steve has also become very involved with the Order of the Arrow. He is a great supporter of the Camp Card program, keeping a few cards in his pocket at all times to sell.

In addition to the physical labor projects mentioned above, Steve shows great support for Scouting through fellowship with other units. Troop 22 often teams up with other troops in the area to give the Scouts better experiences. Steve has arranged campouts with Troop 5, Troop 70, and Troop 37 allowing the boys in smaller troops the opportunity to camp different places. Steve was a Scouting Spirit Award winner in 2013 and 2015. Outside of Scouting he owns a handyman business. He enjoys spending time with his family and his wife Jesi. On behalf of the Northeast Iowa Council, please help us say thank you to a very dedicated Scouter, Steve Sheston!

Sign-Up Deadline is Looming for the Council Contingent to Philmont in 2016!The Council’s High Adventure Committee is working hard on plans for a Council Contingent to Philmont in 2016! If you would like a committee representative to visit your troop to help communicate this opportunity to your Scouts, please contact the Contingent Chairman Bill Strauss. Philmont is an unbelievable experience with countless activities and adventures to be had! The Council has reserved enough spots to fill three crews for next summer, June 24th - July 6th, 2016. We can take up to 36 Scouters from the NEIC, but if a crew is not completely filled with reservations by April 15th, 2015 we will lose this reservation. So if you are interested, please register AS SOON AS POSSIBLE! A deposit of $100.00 is due to the Scout Service Center by April 15th, 2015 to reserve your spot! Time is of the essence and spots will be given on a first-come, first-serve basis. Don’t miss out on this life changing High Adventure experience! Need more info? COUNCIL NEWS Revised Applications Last year, the National Executive Board approved a resolution to ensure that moving forward, participants who are 18 but not yet 21 register as adults not youth. This does not affect their eligibility to participate in programs such as Venturing and Sea Scouting.

The primary purpose of the change is to ensure that all persons legally considered adults meet adult membership requirements, including undergoing a criminal background check and meeting the BSA’s Youth Protection requirements and membership standards. The changes are required to allow the performance of criminal background checks in connection with the registration process.

New Venturing and Sea Scouting participants 18 but not yet 21, must now complete an Adult Application and Criminal Background Check Disclosure/Authorization form. To support this change, the youth and adult ap-plications have been revised. For those affected by these changes, please make sure you are using the most up to date version of adult applications.

Cub Scout Spring RecruitingAs the school year draws to a close, it is a great time to recruit boys graduating from kindergarten and organize new Tiger Dens. While your Cub Scout Pack may be putting a hold on regular meetings, these brand new boys are looking for fun. Even if you do not have regular meetings in the summer, it is recommended that you have at least one activity a month to keep both new and veteran Cub Scouts engaged.

If you are looking to supplement your pack events, or just want to make sure the new Cubs have plenty of choices, we may be able to help. The NEIC Staff will be providing packs and new Cubs a handful of cost conscious events that can be visited during the summer. Information will be distributed electronically and at upcoming Roundtables. So please stay tuned!

Packs who stay active in the summer have a chance to earn the Summer Time Pack Award, which can be found at http://www.scouting.org/filestore/pdf/33748.pdfIf you have not been contacted about taking part in spring recruitment by May, please contact your District Executive at the Council Service Center.

How Can I Fund My Unit? / What Gifts I Can Accept?For some veteran leaders, this may sound elementary, but for newer leaders it can be confusing. Throughout your volunteer tenure, many of you have taken part in at least one committee meeting where a conversation has taken place debating a prospective method of fundraising. Hopefully some of those debates can be settled by using one sheet, the Unit Money Earning Application.

A unit’s money-earning method should reflect Scouting’s values. In basic terms, “Scouts earn their way” and “something of value should always be given in return for a gift”. As it says on the Unit Money Earning Application, “At no time are units permitted to solicit contributions for unit programs”. This especially gets confusing for funds contributed in an employee/employer related partnership.

Sometimes a company will dedicate funds to an employee who puts in a certain number of hours or match a gift given by the employee to the Council. Whether it is a United Way work campaign or a donation made by a business, only a charitable organization (or as commonly known as a 501c(3) can accept these type of gifts. In most cases, a unit is not independently registered as a “charitable organization” since it is part of a chartered organization (church, service club, etc.) The Council’s charitable organization number also cannot be used to accept contributions for specific units.

What it comes down to is completing the Unit Money-Earning Application and following the guidelines on the back. This will ensure your unit is “doing the right thing”. You can find the form by doing a simple search or at http://www.scouting.org/filestore/pdf/34427.pdf

Dubuque District Pinewood DerbyPlease join us for the Annual Pinewood Derby at the KC Hall in Dubuque on Sunday, April 12th, 2015. ALL CUB SCOUTS are invited to attend. Registration begins at 11 a.m. Scouts must arrive by 12 p.m. so that all the cars can be weighed and classified. Cost is $10 per Scout.

An Open Division Race will follow our Cub Scout Races for any interested siblings or parents. The same rules and regulations apply to the Open Race. The link for these can be found online with the entry for the Pinewood Derby on the Council Calendar. Open Division registration will be taken at the door. Concessions will also be available! The first 20 Cub Scouts to register will receive a participation ribbon! So sign up now for this fun family event! Cub Scouts must call the Council Center or visit our website calendar to register.

Spring Camporee - Stay Tuned for More Info!We are very excited to announce that this year’s Dubuque District Spring Camporee will be held on May 1st-3rd, 2015 at Maquoketa Caves State Park (10756 98th Street Maquoketa, IA 52060). Stay tuned for more details!

Money Smart NightMoney Smart Night is Tuesday, April 21st, 2015! The Dubuque Money Smart Week Group has been working with the Girl Scouts and Boy Scouts to provide a night of learning and fun! The Personal Finance Advancements can be quite time-consuming to earn. This event has activities that will help Cub Scouts complete some of those requirements. Participating Scouts will also receive a free Money Smart Badge as well! This is a FREE event for all Cub Scouts. It will be held at Kennedy Elementary Gym, located 2135 Woodland Drive in Dubuque from 5-7 p.m. Please pre-register online through the Council Calendar or with the Scout Service Center.

Dellaykee District Pinewood DerbyIs your Pinewood Derby Car the fastest? On April 11th, 2015 you can put your car to the test! The top Tigers, Wolves, Bears, or Webelos at your Pack’s Pinewood Derby are welcome to participate in this year’s Dellaykee District Derby! This year’s District Pinewood Derby will be held at the Central Community School’s Gymnasium in Elkader, Iowa. Listed below are the weigh-ins and race times for each rank. 1st- 3rd place trophies will be awarded to each rank and concessions will be available for this event. This year’s theme is Highland Games! Details for the event will soon follow and will be distributed at the April Roundtable. Dellaykee District FOS UpdateIf you have not given your District Executive the date for your Blue and Gold Banquet or Court of Honor, please do so as soon as possible. The District will send a representative to your event to promote both Cub Camping and the Friends of Scouting Campaign (FOS). The funds raised through FOS help pay for expenses at Camp C.S. Klaus, activities throughout the District, and much more so we can keep our costs as low as possible for our Scouting families. We have currently raised over $3,680 which is 13.9% of our total goal of $26,500. Please help us keep up the momentum and finish the FOS season strong!

Spring 2015 Exploring UpdateThe Exploring District is busy distributing career interest surveys to seventeen different high schools and middle schools throughout the Council, from East Dubuque, to Guttenberg, to Maquoketa Valley in Delhi. Over 6000 students will be surveyed. The data gained from these surveys is crucial to the Exploring program! Knowing the top career interests among students allows us toprovide the most relevant programs, gives excellent data for all our participating schools to help advise students, and allows us to send a direct invite to students when an Exploring Post of interest is beginning.

Exploring is also working on schedules for a couple of spring posts, so stay tuned for more details! We are also working on organizing the spring career fair day at Clayton Ridge High School, which will take place April 22nd, 2015.

Special Events & FundraisingEagle Brunch and the Annual Dinner were a great success! Hosting these two events in two weeks time is no small feat! Laura would like to thank both of her committees for these events and all the Scouters who lent a hand to make these two events happen. Couldn’t have done it without such great teamwork!

Time has flown by and it is hard to believe, but the NEIC is already thinking about summer golfing! The committees for both the Council Boy Scout Golf Classic and the Camp Klaus Golf Outing (which takes place in the Dellay-kee District) are meeting and are on track for another great year for these two events. The Camp Klaus Golf Outing is scheduled for Monday, June 15th at Lone Pine Country Club in Colesburg in the Dellaykee District. The Council Boy Scout Golf Classic will be held on Monday, July 13th at Thunder Hills in Peosta. For more information on either of these events, contact Laura at [email protected].

Marketing & CommunicationsLaura is very excited to have hired an IT intern through a grant program with Loras College for the summer to help with the Council’s web presence. We are hoping to make some major improvements to the security of our websites, the capability of our sites to be viewed on mobile devices, and of course to make sure all the content and linked forms on the sites are up to date.

Laura is of course always accepting volunteers who wish to lend a hand and join the Council Marketing Committee. Contact Laura if interested.

The New Cub Scout Program Launch is May 1st!The Council Trading Post has placed their order for all the new Cub Scout materials. National Supply will start shipping these after April 6th. We should have the new books and leaders guides for sale and on the shelves by May 1st. We are excited to view all the new Tiger, Wolf, Bear and Webelos books!

Please Note: Councils will only have a short time period when National Supply will accept discontinued items back for credit. These items will include all Cub Scout books, belt loops and pins, Webelos pins, complete recognition kits, compass emblems and pins, gold and silver arrow points, just to name a few. After this time frame, the Council Trading Post will have to absorb the cost for remaining discontinued merchandise. If units have items they would like to return, please have them in the office by June 1st. After June 1st the units will have to absorb the cost of all discontinued items. Thus said, the Council Trading Post will be returning all Webelos pins and belt loops remaining in stock after June 1st. We can still order these items for second year Webelos who wish to continue under the old program, but this will be on a pre-order, pre-paid basis. Units will have to plan ahead and give the Trading Post at least 12-15 days to order the item and have it shipped from our National Distribution Center.

The Newest Merit Badge Book: Signs, Signals and CodesFamiliarize Scouts with several forms of communication that may or may not be new to them. Tradition skills are covered, such as signaling by Morse code and semaphore.
