INTERPRETATION OF RESULTS

B ASELINES FOR IMPROVEMENT adopt the meth-odology used in previous years, incorporating the most recent three years average performance. For some KPIs an adjusted improvement target has been implemented rather than the straight three-year average. This takes account of developing trends or patterns over the last 36 months and alters the target up or down accordingly. Improvement Targets are agreed annually through a process of consultation with Local Policing Area com-manders and heads of departments. These are ratified through the force Performance Committee. Results are colour-coded against the following criteria:

SECTION 1: CITY CENTRE AND MARYFIELD Crime • Reduction of 33.3% in violent crime (4 crimes). • Reduction in vandalism of 54.8% (23 crimes) • Increase in crimes of domestic housebreaking of

140%, from 5 to 12 Detection rate • Best detection rate across the Local Policing

Area for groups 1-4 at 57.3%, an 0.4 percentage point improvement over last year

• Improvement in detection rate for violent crime from 75.0% last year to 87.5%

• Improvement of 66.7 percentage points in detec-tion rate for robbery from 33.3% to 100% against 3 crimes recorded in both years

• Fall of 31.7 percentage points in detection rate for domestic housebreaking, from 40% to 8.3%

Targeted Community Activity Inspector Steve Main said: “The most recent results for the Section were en-couraging with improved detection rates for violent crime and, in particular, robbery. Not only was the detection rate for violent crime improved upon but there was also a good reduction of 33.3% con-cerning this particular type of crime. I acknowledge that there was a significant increase in domestic housebreaking and that this remains one of the main issues for the local communities. I would how-ever like to reassure the communities that a couple of key apprehensions have been made and I have also put measures in place to address this issue”

SECTION 2: LOCHEE AND RYEHILL Crime • Increase of 125% in violent crime from 4 re-

corded last year up to 9 • Reduction of 36.8% in vandalism (21crimes) Detection rate • Best improvement in detection rate for Groups 1-

4 of 20.5 percentage points from 36.7% to 57.2% • Fall of 19.4 percentage points in detection rate

for violent crime from 75.0% to 55.6% • Best detection rate in Local Policing Area for

crimes of dishonesty (and best improvement) from 49.0% to 63.5%

• Best detection rate in Local Policing Area (and biggest improvement) for vandalism from 14.0% to 38.9%

• Improvement in detection rate for domestic housebreaking (against the same number of crimes) from 33.0% to 100.0%

Targeted Community Activity Sergeant David Small said: “It is always encouraging to see a reduction in any type of offence, however, I was particularly pleased to see a drop in reported vandalism which clearly has an effect on the community. I was also de-lighted at the increase in the detection rate for van-dalism and shall ensure my staff, assisted by our partners, continue to target this type of behaviour and provide a high profile presence in areas of con-cern. The detection rate for crimes of dishonesty also in-creased quite considerably and again this was very encouraging. We very much rely on information from the community and this helped my staff achieve a 100% detection rate with regards to do-mestic housebreaking. One of my main aims is to reduce the amount of vio-lent and drug related crime in the Lochee and Rye-hill area, and measures are already in place to tackle such issues. I very much want to eradicate drug activity within our local community, both on the street, within private accommodation and also li-censed premises.”

SECTION 3: DOWNFIELD AND HILLTOWN Crime • Best reduction in Local Policing Area for crimes

of dishonesty—32.0% (33 crimes) • Reduction of 58.8% in vandalism (40 crimes) • Increase in crimes of domestic housebreaking of

87.5%, from 8 to 15 Detection rate • 8.8 percentage point improvement in crimes of

dishonesty from 39.8% to 48.6% • 55 percentage point improvement in the detection

rate for domestic housebreaking from 25% last year to 80%.

Targeted Community Activity Inspector Paul McCord said: “The police officers serving the communities of Cold-side and Strathmartine experienced a challenging period recently with a variety of issues to tackle. De-spite this they performed in an excellent manner and succeeded in reducing the number of crimes commit-ted in April, including vandalism and dishonesties. At the same time their efforts were rewarded by an im-provement in our detection rates for domestic house-breaking from 25% at the end of April 2011 to 80% this year. The officers should be recognised for this outstanding effort and contribution to community safety.

In the next few weeks we hope to continue this ex-cellent success and at the same time tackle the is-sues surrounding an upsurge in violent crime in recent weeks. We intend to continue to carrying out high visibility patrols to provide re assurance and crime prevention measures to our community, as well as carry out a great deal more stop and search t a c t i c s . T h e s e t a c t i c s w i l l c e n t r e around identifying those in our community who still threaten the well-being of others through vio-lence, often as direct result of alcohol or drug abuse. We intend to disrupt such individuals by enforcing legislation in relation to drugs, alcohol and anti-social behaviour. Our intention is to make our communities safer and provide an environment where all individu-als from our diverse community can enjoy their per-sonal lifestyles without the fear of becoming a victim

of crime.”

SECTION 4: LONGHAUGH AND BROUGHTY FERRY Crime • Reduction of 16.7% in groups 1 to 4 (27 crimes) • Biggest increase in Local Policing Area for crimes

of dishonest—24.1% (19 crimes)

• Best reduction in Local Policing Area for vandal-ism— 59.7% (43 crimes)

• Increase in crimes of domestic housebreaking of 138.5%, from 13 to 31

Detection rate • 14.4 percentage point drop in detection rate for

crimes of dishonesty, from 48.1% to 33.7% • 26.8 percentage point fall in detection rate for do-

mestic housebreaking from 46.2% to 19.4% • Targeted Community Activity Inspector Kevin Williams said: “It was a challenging start to the year, particularly in relation to domestic housebreaking. Along with the Criminal Investigation Department, we are working hard to tackle this. There have been recent arrests which are significant and will make an impact on crime levels and detection rates. The substantial reduction in vandalism was welcome but does not detract from the main issue of increased housebreakings which will remain our focus until we achieve a sustained reduction in this type of crime.”

SECTION 1: FORFAR AND KIRRIEMUIR Crime • Biggest increase in Local Policing Area for

groups 1 to 4 of 49.3% (34 crimes). • Biggest increase in Local Policing Area for

crimes of violence of 500% (5 crimes). • Biggest increase in Local Policing Area for

crimes of dishonesty of 55% (22 crimes). • Detection rate • 100% detection rate for crimes of violence, de-

spite the rise in number of crimes recorded • Detection rate for group 4 (mal mischief & van-

dalism) improved by 11 percentage points from 21.4% last year to 32.4% this year.

Targeted Community Activity Inspector Ally Robertson said: “In April we witnessed a slight increase across a range of crimes within our community. To focus on crimes of violence in isolation can cause fear and alarm within the community. Crimes have increased from one last year to six this year. However, all were detected and all the offenders were brought before the local courts. This hopefully will reassure the community that our focus is appropriate and propor-tionate. I would also like to mention that the local officers here understand the concerns of the com-munity and have, across the board, increased their detection rates particularly with local vandalisms. This focus and commitment will continue into this year despite the many challenges we face as a local policing service.”

SECTION 2: MONTROSE AND BRECHIN Crime • Reduction in crimes of dishonesty of 25% (9

crimes)

to 4 crime detection rate from 30.8% to 44.2% • 26.2 percentage point improvement in crimes of

dishonesty from 21.4% to 47.6% • Best detection rate across Local Policing Area

for vandalism at 44.8% Targeted Community Activity Inspector McInally said: “The continuing improvement in the crime results for the Montrose/Brechin Section was a reflection of the hard work being undertaken by all members of the section staff. Their wholly professional conduct en-sures that all avenues of enquiry are explored in or-der to provide them with the best opportunity of bringing their enquiries to a successful conclusion. The continuing reduction of crime figures is also due to the Policing style that has been adopted by all the staff. They carry out high profile patrols throughout the Section, take all opportunities to engage with the public providing re-assurance and their presence is a continual deterrent . To ensure that there is no complacency all staff will continue to be proactive, carry out their high profile patrols and, when required, carry out specific patrols in areas where issues have been identified.”

SECTION 3: ARBROATH Crime • Reduction of 33.3% in vandalism from 30 to 20 ~

this was the best reduction across the Local Po-licing Area

Detection rate • Best detection rate across the Local Policing

Area for Groups 1-4 at 51.4%. • Best detection rate across the Local Policing

Area for crimes of dishonesty at 57.8%. Targeted Community Activity Inspector Adrian Robertson said: “It was pleasing to see that the general crime rate for the Arbroath area continued to drop (10.3% re-duction in Group 1-4 crime), whilst the detection rate

for the main crime groups also improved. Given that we are only one month into the recording period, it is not possible to say if this is a trend that is likely to continue. However, officers are committed to pre-venting crime through being visible and proactive in their community and to making effective investigation into crime that is reported.

Violent crime figures have increased - but only by one crime from the same period last year. It is too early to read anything into this at this time in the re-cording period.

Vandalism rates continued to drop significantly - pre-dominantly due to the proactive patrolling of hotspot areas, and targeting of known offenders by local offi-cers. By their very nature, vandalism crimes are diffi-cult to detect on occasion, and often protracted effort is required to yield results. The fact that detection rates are down from the previous year is disappoint-ing, however several linked vandalism crimes are currently under investigation and it is hoped that these will yet be detected. Once more, it is too early in the recording period to suggest any pattern or trend in this area.

Over the next few months, local officers in Arbroath will be concentrating on reducing violent crime and assaults, linked to the over consumption of alcohol, and alcohol related antisocial behaviour. Officers will undertake highly visible proactive patrols around pubs and clubs in the area and will also target known repeat offenders to deter further incidents of vio-lence. People who are involved in any disorder will be subject to stop and search for possible weapon concealments and metal detection equipment will be used around bars and clubs to deter the carrying of knives.

Known domestic perpetrators will be regularly moni-tored and support offered to victims of domestic abuse in order to reduce this type of crime.”

SECTION 4: CARNOUSTIE Crime • Decrease in groups 1 to 4 of 15.6% from 32 to 27 Detection rate • Fall in detection rate for Groups 1-4, from 31.3%

to 18.5% • Fall of 30.6 percentage points in detection rate for

crimes of dishonesty from 41.7% to 11.1%

Targeted Community Activity Inspector Fiona Jarrett said:

“At the end of the first month of the year, all areas of crime had decreased in Section 4, when compared to April last year, ~ apart from vandalism where 1 extra crime was reported. There is concern regarding detection rates which had decreased and this situation will be improved by ana-lysing the crimes and looking for trends where extra resources can be put in place to address the issues. With a new directive that everyone will re-ceive contact details from officers on first contact we aim to increase the customer satisfaction of Tayside Police and keep them up to date on how their en-quires are progressing. “

from 70.3% to 20.0% • Improvement of 8.6 percentage points for van-

dalism from 41.4% to 50.0% Targeted Community Activity Inspector Wayne Morrison said: “The figures for housebreaking were very encourag-ing with only one crime committed in April. There were no serious assaults or robberies within the section, which can be attributed to the work of the officers conducting pro-active searches in support of Operation Dorado designed to deter the carrying of knives and offensive weapons. Recorded vandalism was also down by around 50% compared to last year. Theft of fuel, plant and metal remain an issue in the section and, together with partners, we aim to improve the situation by developing and implement-ing initiatives. Overall crime had reduced by 18% and whilst this is very positive news, we realise the importance of continuing to maximise opportunities

to further lower crime in the area. “

SECTION 6: SOUTH PERTHSHIRE Crime • Best reduction across Local Policing Area for

crimes of dishonesty at 16.7% (7 fewer crimes) Detection rate • Fall in detection rate for groups 1 to 4 from

80.3% to 44.6% • Fall in detection rate for crimes of dishonesty

from 92.9% to 25.7% • 12.1 percentage point improvement in detection

rate for group 4 (mal mischief & vandalism) from 46.7% to 58.8%

Targeted Community Activity Sergeant Ian Shepherd said: “It was heartening to note the lower numbers of crimes of dishonesty recorded during the first month of the year. The summer months are always a busy time for this rural section and this is reflected in upcoming and ongoing operations. Operation Ironworks, designed to address the problems of anti-social behaviour as-sociated with unofficial camping, was launched over the Easter Weekend in the Crieff area and we have been carrying out joint patrols with Central Scotland Police and the Ranger Service. Attention has also been focussed on Dunning Glen as part of the ac-tion plan to address the issue of ‘wild camping’. ‘Street Presence’ aimed at engagement with staff and pupils on an informal basis for information shar-ing, intelligence gathering and reassurance contin-ues on the Loch Leven Campus. Tayside Police chair the Strathearn Community Action and Tasking Group and also attend the Kinross area group. These groups have been addressing local issues in partnership with Perth and Kinross Council, the Na-tional Health Service and Tayside Fire & Rescue service. Preparations are also underway in relation to the T-in-the-Park music festival which involves not only internal planning but attendance at a vari-ous community meetings.” Operation Dorado, again aimed at those carrying offensive weapons, continues to be a Section prior-ity.
