Owners of electric vehicles in New York City can now earn e-gift card rewards and get valuable information about their charging habits by participating in a new Con Edison program.

Con Edison and FleetCarma, a company that specializes in electric vehicle (EV) technology solutions, are seeking participants for a program called SmartCharge New York that will pay EV owners to charge their vehicles at times when demand for power is not highest.

Interested drivers can get more information and apply at www.fl eetcarma.com/smartchargenewyork.

“We expect the number of electric vehicles to increase the next few years as drivers realize the economic and environmental benefi ts,” said Matthew Ketschke, Con Edison’s Vice President of Distributed Resource Integration. “We see EVs as another technology that is helping us build a cleaner, more effi cient energy future in which customers have access to the choices they want.”

Participants in the program will have access to FleetCarma’s online portal where

they can get data on their driving energy effi ciency, carbon footprint, battery health and more. They’ll also be able to track rewards earned and share and compare experiences with an online community of EV drivers.

The program is open to all EV owners, both residential and fl eet, that charge in the Con Edison service territory. It is not necessary to be a Con Edison customer and an EV owner can enroll more than one vehicle in the program.

Each participant will receive a free cellular-enabled, FleetCarma C2 connected device that plugs into the on-board diagnostic port or connector of the vehicle and collects charging and driving data. Drivers will be able to see their information via the online portal.

Just for enrolling in the program an EV owner will earn $50 in SmartCharge Rewards.

The owner will then get $5 in rewards in each month that they charge in the Con Edison service territory.

An EV owner will earn 5 cents in rewards for each kilowatt hour of charging during

off-peak hours. Off-peak hours are from midnight to 8 a.m.

From June to September, an EV owner may earn an additional $20 a month for not charging between 2 p.m. to 6 p.m. weekdays.

SmartCharge Rewards can be redeemed for an assortment of e-gift cards, digital pre-paid cards, and nonprofi t donations.

Con Edison aims to gather insights on how the growing popularity of EVs will impact its electric-delivery system, and will use that information to help guide investments in its system.

The timing of the program coincides with a New York State incentive. The Drive Clean Rebate offers a discount of up to $2,000 for those who buy a qualifying electric vehicle from a dealership registered with the state. In addition, the federal government offers a tax credit of up to $7,500.

They’re not exactly heroes.

Instead, the actions of the main characters in Up Theater Company’s latest play go from questionable to reprehensible.

But playwright Kirby Fields doesn’t want you to like them.

“I hope, at the end, the audience would understand why they did what they did, even if they don’t necessarily agree with it,” he said.

Lost/Not Found takes place in Washington Heights. Three people down on their luck fi nd a missing young woman and hold her as the reward for her return rises.

The play is inspired by a story that dominated the news until its tragic conclusion. An autistic child, Avonte Oquendo, walked out of his Long Island City high school one October afternoon and was nowhere to be found. His parents pleaded for his safe return.

Because he liked trains, subway announcements alerted passengers to look for him. Posters offering rewards were plastered everywhere. In January of 2014, the 15-year-old boy’s remains were found

stock in a successful company and waits for the optimal moment to cash in as the price soars.

“In another environment, those qualities would be heralded as being a right way of thinking in order to advance and make your place in the world,” Fields said.

At one point in the play, Bill Gartrell and his girlfriend, LaShawn (Mariette Strauss) are having a blissful moment together while the girl, Vida, is in the next room. LaShawn refl ects that if they could always keep that door closed, life would be great.

“But of course she can’t,” said Fields. “Having this great life means confronting that--and that is pretty ugly.”

A father of two, Fields’ heart went out to the family. His own child had delayed speech. He began to wonder what happens when a lost person can’t communicate.

Then there was the dilapidated house the playwright walked by every day. It was old and rundown even before Hurricane Sandy dismantled part of it, yet people continued to live there. He wondered who they were, and what kind of lives they led.

In the play, Kipp (Max Lebow) lives in a similar Washington Heights

building. After he fi nds the missing girl and realizes

who she is, his friend decides they should use the situation to their advantage.

“Kipp is not a hero by any means,” said Fields, “but next to Bill Gartrell,

he looks relatively okay.”Everyone, even his

girlfriend, refers to Bill Gartrell (Andrew Manning) by

his fi rst and last name throughout the play. A dominating force, he is the

mastermind behind the scheme. Where others would be helpful and compassionate, he seizes an opportunity for personal gain. As the reward rises, he equates the young woman with an investment. It’s as though he bought

That is how transgender activist Elizabeth Marie Rivera referred to a recent decision rendered by the Senate in Puerto Rico.

It “places a target on the transgender community,” argued Rivera.

City Council Speaker Melissa Mark-Viverito and transgender rights advocates gathered on the steps of City Hall to protest the recent elimination of legal protections for employees of the Puerto Rican Senate.

On March 31, Senate President Thomas Rivera Schatz rescinded a previous administrative order stating that transgender Senate employees could use bathrooms and wear clothing consistent with their chosen gender identity.

Activists rallied earlier this month in support of transgender individuals in Puerto Rico, claiming Rivera Schatz’s administrative action violated the commonwealth’s 2013 law banning discrimination based on sexual orientation and gender identity.

Rivera Schatz, according to newspaper reports, has argued that the order was See TRANSGENDER p13

“unnecessary,” and that his action represented the “mandate” of the electorate. He has been a vocal opponent of LGBT rights who blocked equal-marriage legislation and sought to remove LGBT victims from the country’s listed hate crimes laws.

Mark-Viverito, a native of Puerto Rico, expressed anger at Rivera Schatz’s action.

“I was enraged,” she stated at the April 10 rally. “What Rivera Schatz did not only blatantly violate the island’s anti-discrimination law, it goes against the very core values of this nation — to respect, to

be inclusive, and defend its most vulnerable.”

“It’s not only immoral and inhumane, it’s dangerous,” added Mark-Viverito, who said the action could engender the safety and health of transgender individuals.

“We are as a community to say clear and loud that

transgender rights are human rights,” stated Guillermo Chacón, President of the Latino Commission on AIDS and Founder of the Hispanic Health Network.

José Dávila, Vice President for Policy and Government Relations at the Hispanic Federation, said the leaders of Puerto Rico should be more focused on solving the island’s economic crisis.

“It amazes me that, at a time when unemployment is at record levels, schools are being shuttered, workers are being laid off, pensions are being lost, that the Senate President is rolling back basic protections for hardworking transgender government employees,” said Dávila.

Children and their parents need to know there is help available.

And for parents in the Bronx and Northern Manhattan, some of the assistance is easily accessible right at school under the auspices of the local non-profi t organization Community Association of Progressive Dominicans (ACDP).

Under Mayor Bill de Blasio, new mental health initiatives have been established to help families who need support.

The School Response Team (SRT) provides short term counseling, mental health screenings, crisis interventions, referrals and linkages, group therapy for children and workshops for parents and teachers.

The help your family receives might well be the difference between life and death.

If left untreated, feelings of sadness and anger can cause children to become depressed, aggressive and might lead them to consider hurting themselves or others.

It is important for all of us to take the mental health of their children seriously. Unhappy children struggle in school, with friends, at home and in life.

Think of counseling as technical assistance. You would not think to deny your child or your family access to supplemental tutoring or a visit with your dentist if you thought it was necessary.

This is support of another kind – targeted services that can help develop coping

skills to manage the demands of everyday life.

In our communities with high rates of immigration, there can be added strains. Students can feel isolated and unhappy if separated from family members in another country.

Unwanted separations can occur due to incarceration, death, or illness.

These events can be deeply affecting and can sometimes spark negative responses in children.

Consider the following. Has your child changed the way he or she behaves in recent days? Has there been a change in school grades? Perhaps there has been a loss of appetite? He or she may now have diffi culty

Also building climate-prepared infrastructure according to community-based plans that articulate local visions for land use, urban design, and architecture.3) Social Hubs: Creating new community spaces where people can hold meetings, use workspace, store supplies, attend seminars, and carry out other movement building activities.4) Participatory Governance: Increasing community power in policy-making processes by training local leaders, building partnerships with City agencies and elected offi cials, organizing direct actions for the implementation of climate policies, expanding participatory budgeting, and elevating the voice of low-income groups within the public sphere in other ways.

The Department of Transportation (DOT) is in the process of

changes to its rules and the penalties incurred by offenders.

Under the amended rules, in accordance with the Criminal Justice Reform Act signed last June by Mayor de Blasio, many offenses that were previously classifi ed as misdemeanors are now being lowered in categorization to violations, reducing the overall number of offenses that will result in a permanent criminal record.

Newly downgraded violations include entering a park after closing hours, failure to comply with park signs, and failure to comply with bicycle restrictions.

The amended rules refl ect New York City Council’s effort to reduce arrests and incarceration.

“Our Parks should be fair and just spaces,” said NYC Parks Commissioner Mitchell J. Silver, FAICP. “These updated rules will keep our parks safe, while also ensuring that New Yorker’s futures are not detrimentally affected by minor lapses in judgment. We welcome the

Every day immigrant communities are being terrorized with relish by this illegitimate administration. Lady Liberty has been gagged, bound and forcibly prevented from calling out to the huddled masses yearning to be free. The rapid undoing of decades of progress has begun and continues to gather momentum. What you are witnessing, make no mistake about it, is a right-wing Revolution. These radicals are hell bent in not just subjugating this country but the entire world. Just last week, the United States dropped the largest non-nuclear bomb ever in Afghanistan. This massive instrument of death is playfully nicknamed the “mother of all bombs.”

With that said, it is now or never, folks. Either we stand up right now and organize, galvanize, mobilize and agitate or we are done for. America is done for. Today it is immigrants; tomorrow it will be another group and so on and so forth. I had the good fortune of hearing Alicia Garza of the #BlackLivesMatter movement speak at Barnard last week. One of the jewels I walked away with is “solidarity is a verb.” It is time for ACTION. Please join the Northern Manhattan Coalition for Immigrant Rights (NMCIR) and a whole host of other groups in demanding that America live up to its principles. On Sunday,

April 23 we will let the world know that uptown is united and ready, willing and able to fi ght against the hate and fear that is currently consuming this country.

Alice Neel was an artist to watch for when she decided to move to Harlem in the 1930’s. Her love of Harlem was evident in her portraits of its people. Break up “broken windows.”

The policing strategy in which offi cers crack down on minor offenses in order to stem serious crime has often been lauded by lawmakers and police administrators as an effective crime-fi ghting tool.

Under Mayor Bill de Blasio, former New York Police Department (NYPD) Commissioner Bill Bratton, who had fi rst served in the Giuliani administration, was a strong proponent of the tactic.

“Broken windows and quality-of-life policing have been integral to the changes this city has seen since the 1990’s, and the changes we’ve seen over the past two and a half years,” argued Bratton before his September 2016 retirement.

De Blasio agreed, calling it a “quality-of-life policing that helped us to address the problem of disorder that was plaguing us for decades.”

He added, “There is more to do to make ‘broken windows’ a better strategy, but it is still the right approach.”

And though the new Commissioner James O’Neill favors neighborhood policing, in which offi cers work more closely and directly with community members “on the beat,” he too has argued that “broken windows” is effective and necessary.

“This is a tool that we have to keep using,” said O’Neill last fall.

Seder in the Streets

But others have denounced the initiative, which targets infractions such as turnstile jumping in the subway or loitering after hours in a park, as an aggressive measure that frequently doubles as a tool for racial

profi ling and harassment, especially within communities of color.

The debate has sparked new points of contention in light of the federal government’s heightened commitment to deport immigrants ensnared in the criminal justice system.

In response, hundreds took to the streets on Thurs., Apr. 13th in what organizers labeled “Seder in the Streets,” to call for New York to abandon the “broken windows” policy; to more closely adhere to the values of a “sanctuary city”; and to resist cooperation with federal authorities.

The Seder meal is the ritual feast that marks the beginning of the Jewish holiday of Passover.

The event was organized by Jews for Racial and Economic Justice (JFREJ), and attendees “We leave no one behind,”

That’s the message community leaders delivered to Gov. Andrew Cuomo on Thursday. Three of the fi ve seats on the powerful PSC are vacant, and they’re usually fi lled with people who represent the needs of the energy industry.

But Kelly Roache, Senior Program Manager at Solstice, an organization that promotes community solar power, was among those in the State Capitol calling on the governor to appoint a “people’s commissioner” to serve the interests of the public and the environment.

“We want to make sure that people of color, low-income people and working-class people are all represented when it comes to making decisions about energy, telecommunications and water,” she explained.

Members of the New York Energy Democracy Alliance are asking Cuomo to appoint PSC members who will pledge to work for a cleaner energy future.

The PSC recently approved a new method of compensation for clean energy through tariffs called “Value of Distributed Energy Resources,” or VDER.

But Roache says it doesn’t address the needs of developers of community solar for

low- and middle-income New Yorkers.“We’re still having trouble making the

economics work for these projects in a lot of parts of the state, and this policy was not a helpful development towards that,” she added.

Cuomo’s Reforming Energy Vision calls

“People’s Commissioners” for the PSC

for reducing greenhouse gas emissions by 40 percent and achieving 50 percent renewable energy by 2030.

Roache calls that a “transformative and ground-breaking policy” and says it requires transformative and ground-breaking commissioners to become reality.

“We’re hoping that this opportunity to appoint some commissioners who have that

on-the-ground knowledge and experience will help to realize the vision before we get too deep into it,” she said.

The Energy Democracy Alliance says the PSC needs commissioners who will remove barriers to community-based renewable energy, not add to them.

April 23rd is World Book Day, marked throughout the world in different ways.

In Catalonia, Spain, it is known as Saint George Day (Sant Jordi, in Catalan) and residents exchange books and red roses.

According to medieval legend, St. Jordi, or St. George, was a knight who slew a dragon that was ravaging a village, and saved the daughter of the king. From the drops of the dragon’s blood that spilled to the ground a rose bush sprang up. The story became a lovers’ holiday (similar to Valentine’s Day) in Catalonia, and in 1926 the Catalan booksellers’ association added books into the mix.

Ever since, on St. Jordi’s Day, lovers exchange roses and books in celebration of the legend. Bookstalls and fl ower stands spring up all over Barcelona and the cities and towns of Catalonia, in a celebration of love and reading.

This year, various organizations in New York City have banded together to celebrate the unique occasion with a city-wide, week-long calendar full of different literary and cultural events.

In a statement, Amida Care labeled the decision “a grave violation of LGBT anti-discrimination law” that “[revokes] key protections and rights for the Puerto Rican Senate’s transgender employees.”

Advocates called on the Senate to reverse its administrative order and for Governor Pedro Rosello to intervene. Chacon said that several organizations collaborated on letters to Rivera Schatz and Rosello, urging them to revoke the order.

Mark-Viverito, who said she planned to send her own letters to Puerto Rico offi cials,

expressed concern that there could be more protections taken away from transgender people on the island.

“This is only the opening,” she said. “There are other actions that this right-wing administration is looking to take against transgender people. They’re somehow feeling emboldened.”

But Rivera said advocates would remain vigilant.

“If something happens to any one transgender individual out in Puerto Rico as a result of your biased decision,” said Rivera directly to the Senate President, “[you] will be held accountable by us.”

La presidenta del Concejo de la Ciudad, Melissa Mark-Viverito y defensores de los derechos de los transexuales se reunieron en las escalinatas del Ayuntamiento para protestar por la reciente eliminación de las protecciones legales para los empleados del Senado de Puerto Rico.

El 31 de marzo, el presidente del Senado, Thomas Rivera Schatz, rescindió una orden administrativa anterior en la que se decía que los empleados transexuales del Senado podían usar los baños y la ropa de acuerdo con su identidad de género elegida.

Rivera Schatz, según informes de prensa, ha argumentado que la orden era “innecesaria”, y que su acción representaba el “mandato” del electorado. Él ha sido un oponente vocal de los derechos LGBT. Intento bloquear legislación sobre el matrimonio entre homosexuales y trató de eliminar a las víctimas LGBT de las leyes de crímenes de odio listadas en el país.

Fields’ other play, K Comma Joseph, was also presented by Up Theater a few years ago. Another work, Steal This Play, was recently produced for a Brooklyn festival of one-act plays. It was directed by Alexandra Keegan, who also directs Lost/Not Found.

“Alex and I got blindly matched up together,” he said. “I just really liked the way that she worked and we clicked.”

More and more young children are in need of help.

It may surprise you to learn that children as young as four years old are hospitalized for suicide attempts. Real life examples include those who have put a plastic bag over their heads, or others who have attempted to throw themselves out of a moving car. There have been other instances in which a child has brought a knife or pair of scissors to his chest.

While these examples seem extreme, it is critical that we not dismiss the concerns raised by children who may be in pain or distressed.

Unhappy, angry, and fearful children do not learn as well as happy, calm, and playful children.

included civil rights activist Linda Sarsour; Fatoumata Waggeh of African Communities Together; City Comptroller Scott Stringer; and José Rolando Matalón, who serves as the Senior Rabbi at Manhattan’s B’nai Jeshurun synagogue.

Matalón spoke passionately about his upbringing, saying he was always taught to respect individuals of all faiths. His family is originally from Aleppo, Syria and he said that even though life there has not always easy, the people managed to live alongside neighbors of different religious beliefs without issues.

“As an Arab Jew myself, I believe that an insult on Arabs is an insult to us all,” Matalón said. “If history has taught us anything, it’s that we can, should, and have been there for each other. This time is no different.”

Members of the JFREJ say they there should be greater limits to the NYPD’s power to conduct random stops and searches, and they called on de Blasio to further limit the city’s interaction with federal immigration authorities.

Speakers, many of whom identifi ed themselves as children of immigrants, detailed their personal narratives.

Talia Kay said she was a fi rst-generation American from an Iranian Jewish family and her parents had immigrated to the United States as refugees.

But while her family came to see the United States as a haven years ago, she said others are currently undergoing a very different experience.

She recounted that a fellow JFREJ member’s house had been raided by the Immigration and Customs Enforcement (ICE) authorities the day before the protest.

“As a fi rst generation American, I still feel the echoes of being an ‘other.’ With this new administration, that has only become more diffi cult for my family,” Kay said. “All immigrants, documented or undocumented, and all people deserve that same chance, to feel like the place that they live is their sanctuary.”

Attendees also referenced various acts of anti-Semitism reported across the country and the city, events that have included vandalism in Jewish cemeteries and synagogues.

Activist Linda Sarsour said the Jewish experience offered important lessons.

“If anyone knows what it’s like to live under fascism, it is you, my Jewish brothers and sisters,” Sarsour said. “We join the ranks of leaders throughout history who have been de-legitimized and I am here to say I will show you the same solidarity you have shown my community. When we say justice for all people, we mean everyone; we leave no one behind.”

The protestors, some of whom were later arrested for disorderly conduct, said they would persist and seek to broaden their coalition.

“Throughout the country, my brothers and sisters are profi led for their skin color or how they pray,” said Fatoumata Waggeh of African Communities Together. “Now it’s important to not just love people close to us but everyone across the table.”

Los asistentes también hicieron referencia a varios actos de antisemitismo reportados en todo el país y la ciudad, eventos que han incluido vandalismo en cementerios judíos y sinagogas.
