For the said GTKY activity, Mr. Laborte asked the body to individually share how their summer was. To start the agendum, Mr. Laborte shared about the state of the current agrarian land reform system of the country, leading himself to the enumeration why there is a need to call the Philippine government in effectively implementing the Comprehensive Agrarian Reform Program (CARP). Some of the salient points of the discussion were the following: a.) CARP is now the country’s longest-running program, but is still the litmus test of Philippine democracy’s commitment to social justice. b.) Landlessness and rural poverty are closely linked. c.) The land reform program is once more in critical condition. d.) CARPER is way off target, with dismal performance from implementing agencies. To level off, Mr. Laborte conducted a brief “Getting to Know You” activity with the members of the AFARM XU-CSG Task Force. For the said GTKY activity, Mr. Laborte asked the body to individually share how their summer was.

To start the agendum, Mr. Laborte shared about the state of the current agrarian land reform system of the country, leading himself to the enumeration why there is a need to call the Philippine government in effectively implementing the Comprehensive Agrarian Reform Program (CARP). Some of the salient points of the discussion were the following:

a.) CARP is now the country’s longest-running program, but is still the litmus test of Philippine democracy’s commitment to social justice.

b.) Landlessness and rural poverty are closely linked.c.) The land reform program is once more in critical condition.d.) CARPER is way off target, with dismal performance from implementing

agencies.e.) Land distribution has not been backed up by adequate support services.f.) Government policies are supporting land-grabbing and reversals of

agrarian reform.g.) Increasing abuses of small farmers’ rights are taking place.h.) CARPER (RA 9700) is set to expire on 30 June 2014, with a redistribution

backlog of around 800,000 hectares as of February 2014. Mr. Laborte, then, discussed what the Ateneans for Agrarian Reform Movement

(AFARM) is all about. He pointed out that AFARM called for the support of all the Ateneo student governments around the country in their advocacy of pushing the Philippine government to complete and effectively implement agrarian reform in the country through the existing agrarian reform programs of the Philippines. XU-CSG gave a positive remark on AFARM’s call.

Task Force Initiatives The affirmation of support must be backed up by parallel activities that would

showcase the advocacy and increase the support system of AFARM as it pushes the government to do the necessary actions for the country’s agrarian sector. Thus, Mr. Laborte presented a possible lineup of activities. Members of the task force were asked to take charge inimplementing at least one of the listed activities. The activities and the assignments were as follows:

a.) Donation booth for farmer’s necessities in their demonstration activitiesKKP-SIO SVC (c/o Mr. Maghilum and Ms. Sumagang)

b.) Exposure trips to farmer’s campsXU-CSG (through Department of External Affairs and Corporate

Relations)c.) Partnership with other organizations outside XU

XU-CSG (through Mr. Laborte)e.) Signature campaigns

XU-CSG The presiding officer emphasized that all activities will be spread out from 1 May to

30 June. Timeline of activities will be followed in the upcoming days. With regards to the arts campaign activity, Mr. Laborte suggested Circulo de Arte to

conduct a chalk art exposition on a theme revolving the agrarian reform system. They were also tasked to look into other alternative arts campaign activity that would effectively relay the advocacy.

Mr. Gamolo and Ms. Dangco from Circulo de Arte presented their idea of conducting aposter making contest as an alternative arts campaign activity. With this activity, the posters created by the contestants will be exhibited so that the message of the advocacy will be more clearly sent to the public.

ONE CDO Committee of XU-CSG was tasked to convince other schools, colleges, and universities of Cagayan de Oro to ripple some initiatives of the task force in their respective campus. Moreover, the committee was also tasked to invite the ONE-CDO member schools to big events of the task force.

Mr. Laborte clarified Circulo de Arte with regards to the involvement of XU-CSG in their poster making contest. Ms. Dangco asked XU-CSG to help them find a location for the contest and for the exhibit. She also asked XU-CSG to subsidize the expenses of the illustration boards which will serve as the canvas for the poster making contest. To save on operational costs, the participants will be asked to bring their own art mediums.

The college councils were reminded that their role in the task force is to help out XU-CSG in the implementation of the initiatives assigned to the student government.

Mr. Laborte acknowledged Mr Jean Marlo B Sepe, XU Ambassador to Buklod Atenista, as the head of AFARM XU-CSG Task Force.
