I. WELCOME AND INTRODUCTION
Jamillah Jordan of MIG welcomed the group of approximately 35-40 people who attended the Adeline Community Outreach Team (ACOT) Information Session. The purpose of the Information Session was to clarify the role and responsibilities of participants of the ACOT, since the call for expressions of interest to participate in the group was first announced at the January 31st Community Forum.
Ms. Jordan welcomed Council Member Max Anderson of District 3 to address the group and provide opening remarks. Following Council Member Anderson’s statements, Ms. Jordan reviewed the agenda for the meeting and presented a wide range of potential community outreach strategies to implement for the Adeline Corridor planning process. Next, Ms. Jordan opened up the discussion to the group and invited the audience to share their ideas and suggestions. A summary of the comments shared, followed by a photo of the actual wall-graphic notes, are provided below. The agenda for the Information Session is attached at the end of this summary.
II. COMMUNITY DISCUSSION

ADELINE COMMUNITY OUTREACH TEAM (ACOT) MEETING #1 SUMMARY

ADELINE CORRIDOR PLAN

I. WELCOME & INTRODUCTION
Jamillah Jordan of MIG welcomed the Adeline Community Outreach Team (ACOT) members to the meeting. Approximately 22 community members attended the meeting. This meeting was the first in a series of ACOT meetings that will take place throughout the Adeline Corridor planning process.
Members of the community who volunteered to be part of the ACOT are working with the Planning Team to help us engage as many people as possible in the planning process. Specifically, ACOT members will:
o Shape community involvement opportunities o Conduct active outreach to the community o Share ideas and input on community preferences o Raise community awareness of the planning process o Inform community members of major milestones and planning decisions
Following a review of the agenda, Ms. Jordan gave a brief recap of community engagements efforts to date, including the Adeline Community IDEA Center, Opportunities + Needs survey ooutreach, stakeholder interviews and community focus groups. Next, youth participating in the Adeline Corridor/Youth Spirit Artworks (YSA) ccollaboration presented their work on the youth-led survey outreach and “photovoice” project.
The photovoice project empowered local YSA youth to engage in the planning process by providing a space to voice their own ideas about the assets, issues and opportunities for the corridor through photos. YSA youth took photos of what corridor assets they like, where they socialize in the corridor and what physical improvements they would like to see in the future. The youth then developed creative and inspiring photo-collage posters that they will display at the Juneteenth community gallery.
Following the YSA presentation, ACOT members discussed the design of Community “Pop-up” Event #1 and walk/bike tours that are scheduled to take place on June 13th. Throughout the meeting, Mukul Malhotra of MIG, recorded the group’s conversation and comments (shown in Figure 1) . The comments and thoughts shared by the ACOT members are summarized below.

III. Next Steps
Several ACOT members signed up to assist with the Pop-Up event and to support the walk/bike tours. The next ACOT meeting will take place on July 11th at the South Berkeley Senior Center (2939 Ellis Street) from 10:30 am to 12:30 pm.

WELCOME & INTRODUCTION
Alisa Shen from the City of Berkeley welcomed the Adeline Community Outreach Team (ACOT) members to the meeting. Approximately 25 community members attended the meeting, including 14 ACOT members. This was the second in a series of ACOT meetings that will take place throughout the Adeline Corridor planning process.
Following a review of the agenda, Jamillah Jordan, of MIG, reviewed the role of ACOT members, and situated the team's work within the larger Adeline Corridor Planning Process Specifically, ACOT members will:
o Shape community involvement opportunities o Conduct active outreach to the community o Share ideas and input on community preferences o Raise community awareness of the planning process o Inform community members of major milestones and planning decisions
COMMUNITY ENGAGEMENT AND PROCESS TO DATE:
Ms. Jordan then gave a recap of community engagement efforts to date, including the Adeline Community IDEA Center, Opportunities + Needs survey outreach, and Youth Spirit Artworks (YSA)'s involvement in the process. She also summarized the initial findings from the Opportunities + Needs survey. This portion of the meeting included an open discussion with participants about their perceptions of the planning process and ideas about how to better communicate the goals of the process with the public. Discussions were interspersed throughout the meeting, and Mukul Malhotra of MIG recorded the key points raised by participants.
Community members discussed the following ideas about community engagement and outreach:
• Think about who is not at the meeting. We need to go to people and make them feel comfortable in order to reach a broader spectrum of the community. Some potential outreach ideas:
o Door hangers

o Visit churches
o Conduct outreach at the drop-in center
o Get a list of different places to conduct outreach
o A variety of communication methods: make a Facebook group to spread the word about events and the planning process
o Consider posters on business windows, public transportation, and in public spaces
o Use media outlets and bloggers in the Adeline Community, the Alternative Media Institute
• Need better communication with ACOT: they are not aware of all of the outreach events happening
• Utilize ACOT members for outreach--Miss Richie will flyer all over the place!
• There should be specific educational workshops on important community topics, specifically gentrification and affordable housing.
o A meeting on gentrification and displacement could be held at the drop-in center
o An affordable housing session should include a summary of anti-displacement policies in Berkeley and education on tenant protection measures already in place.
o Could collaborate with UC Berkeley or other institutions to help facilitate.
o Need to understand what "affordable" actually means
• Need to think about how to bridge the gap between outreach and having a voice in actual development processes and implementation.
• Impressed with the engagement efforts so far
• The Ed Roberts Campus should be considered for future events and meetings
PRELIMINARY EXISTING CONDITIONS
After the community engagement discussion, Ms. Jordan summarized the preliminary findings from the existing conditions research conducted by MIG. These findings included information on Adeline's existing land use and urban design; economics and demographics; transportation and parking; and infrastructure. Ms. Jordan then opened the discussion to get participants' reactions to these initial findings. Comments included the following:
• Consider a variety of uses in vacant storefronts, such as:

o Homeless shelters with services
o A facility where people can gather and exchange ideas on community issues
• Parking and traffic issues have been increasing: neighborhood parking is being used by commuters who utilize the Ashby Bart station.
o More parking is needed in the plan area, both for businesses and residents
o Should also consider alternative modes of transportation to address parking and traffic issues
o One idea is a centralized parking structure with shuttles to various destinations.
o Adeline feels like an alternative highway connecting North Oakland to South Berkeley
o Think about Measure BB for funding on transportation projects
• Many issues are community-wide and not corridor-specific. Should focus on the businesses because the Adeline Corridor is a commercial corridor
• Could think about Community Benefits Agreements to ensure a community voice in future development processes.
• Should revisit the South Berkeley Plan and make people aware of the ideas already in place.
AUGUST VISIOINING SESSION IDEAS
In the next portion of the meeting, Ms. Jordan reviewed goals and ideas for the upcoming community-wide visioning session on August 29. The goals of the visioning session proposed by the leadership team are to: 1) share community input and existing conditions research; 2) explore and affirm community input on assets, issues and opportunities; and 3) to brainstorm ideas for opportunities and solutions. The discussion was then opened up to meeting participants to share their ideas for the upcoming visioning session. This discussion included the following comments:
• Thinking about solutions may be premature: the community needs more education about the issues.
o Perhaps the meeting could include small group breakout sessions on various topics, including gentrification.
o Suggestion to have smaller educational forums before the visioning session

• The session should make it clear that this is just the beginning of the planning process, because there have been a lot of broken promises in the past
• Need robust outreach to get as many people as possible to the visioning session (see suggestions for community outreach above)
o Suggestion to change venue to Ed Roberts campus
• Want to make sure the business community is involved in the event and process
NEXT STEPS
The community Visioning Session will take place on August 29th, from 10am-1pm at the Harriet Tubman Terrace Community Room, and the second Pop-Up event will follow the Visioning Session from 1pm-4pm.
