1 INTRODUCTION The public review period for the Draft Environmental Impact Assessment Report and associated specialist studies and Draft Environmental Management Plan ran for 30 days between Wednesday 29 April and Monday 1 June 2015. During this period, the following public participation activities were undertaken:
1. The reports were distributed in hardcopy to numerous government departments, key stakeholders and I&APs.
2. Hard copies of the report were distributed to public locations where they could be accessed
by the public. The reports were made available at the following locations:
a. Augrabies Falls National Park - Reception Desk, Main Park Building b. Marchant Khai Gariep Municipal Office – Clinic Street, Marchant Town c. Augrabies Khai Gariep Municipal Office – 199 Tin Singel/Crescent, Augrabies Town d. Kakamas Library – 28 Voortrekker Street, Kakamas
3. The report was uploaded to the CES website.
4. Public meetings were held on the following days:
a. Tuesday 5 May 2015, 08:00 – 12:00. Vredes Valley/Molopo Community Hall, Vredes
Valley. b. Tuesday 5 May 2015, 14:00 – 18:00. RVM Mission Station Community Hall,
Riemvasmaak. c. Wednesday 6 May 2015, 15:00 – 18:00. Marchant Community Hall, Marchant d. Thursday 07 May 2015, 14:00 - 18:00. Kalahari Gateway Hall, Voortrekker Street,
Kakamas.
5. Focus group meetings were held with the following key stakeholders: a. On the morning of 4 May:
i. With DWA in Upington (Moshido Ramwetsi) ii. With the Kai! Gharib Municipality at their offices in Keimoes
b. On the morning of Wednesday, 6 May: i. With Mr Kobus van Coppenhagen at his farm ii. With the Augrabies Falls National Park at the park
c. On the morning of Thursday, 7 May i. With the Kamkhiri Resort
d. On the morning of 8 May: i. With DAFF in Upington (Jacky Mans)
6. A comments trail was compiled.
7. The I&AP database was continuously updated as new people and organisations registered.

Concerns raised by Kobus and Hannecke van Coppenhagen
Kobus van Coppenhagen: Why did the developer
change the previous consultants? What happened?
What are the reasons? Where Aurecon paid?
Mercia Grimbeek: HydroSA was not happy with the
service provided by the previous consultants. We
employed CES for their experience. The DEA was
informed about the change in EAP and this was a
formal process with the DEA. Please feel free to
submit all previous comments if you feel Aurecon
did not address or deal with your comments
submitted.
Kobus van Coppenhagen: With the publication of the
final scoping report on 7 October 2013 we did not have
ample opportunity to review and comment. Our
comments were sent in on 10 October 2013. Ms
Louise Corbett of Aurecon indicated that the
comments would be included in the draft
environmental impact assessment report.
Shawn Johnston: Please submit all comments that
this team need to address further.
Kobus van Coppenhagen: I feel that Aurecon,
HydroSA and the DEA wasted my time with the
comments submitted. This is ground for an appeal. We
provided administrative questions and we were not
provided with the answers.
Shawn Johnston: Point noted.
Bill Rowlston: It is never good for changing
consultants mid way through a study, however
Aurecon declined to provide CES with all of the
copies of the original documents submitted by
interested and affected parties.
Hannecke van Coppenhagen: We need straight
answers.
Shawn Johnston: Point noted.
Kobus van Coppenhagen: When I registered, Dr Ted
Avis told me that CES had all of the documentation.
Bill Rowlston: Wed did not receive all the
documents from Aurecon.

Kobus van Coppenhagen: For one year there was not
engagement with stakeholders. We will appeal against
procedures.
Bill Rowlston: This was due to delays in the project.
Kobus van Coppenhagen: For this activity you would
require a water use license for consumption. We want
to know from HydroSA, is there enough water to
operate the plant. We have asked for a water balance
study. The Water Use License Application for this
project requires a water balance study.
Bill Rowlston: Yes a water use license application
is required and it will be made available to all
interested and affected parties. This is a separate
process to the EIA.
Kobus van Coppenhagen: Please provide us with
copies of the missing minutes of the meeting on 10
May 2013.
Shawn Johnston: The matter of the missing
minutes will have to be clarified. This comment is
noted for follow-up with HydroSA and the
Department of Environmental Affairs.
Hannecke van Coppenhagen: Stakeholders along the
Orange River will be affected 80% of the time.
Shawn Johnston: Hannecke van Coppenhagen’s
comment is noted.
Kobus van Coppenhagen: How did you come up of the
30% water flow number as indicated in your
presentation?
Bill Rowlston: Clarified the figure.
Shawn Johnston: I want to note for the notes of this
meeting that the stakeholders present dispute the
figure of 30% as indicated and clarified by Bill
Rowlston in the presentation on the draft
environmental impact assessment report. The
water figure is disputed.
Kobus van Coppenhagen: The Siyanda Environmental
Management Framework of 2008 should be taken into
account.
Bill Rowlston: Comment on the environmental
framework is noted.
Hannecke van Coppenhagen: Specialist reports are
wrong. The wrong municipalities are quoted. Siyanda
EMF 2008. DMZC6 is wrong, it should be DMZC8. The
same with the botanical study. We dispute the
botanical recommendations. The EMF indicated no
development at all.
Bill Rowlston: I will check and review the points
made by you.
Kobus van Coppenhagen: The naming of the project is
wrong. You need to state it is in the Augrabies National
Park. We dispute the project title.
Shawn Johnston: The dispute raised by Kobus van
Coppenhagen is noted for the study.
Kobus van Coppenhagen: In our business we provide
for local goods and services. We know the cost of
goods and services as a industry. This project will not
provide local good and services. The Independent
Power Producer need to address local goods and
services like housing, roads, water and sanitation, etc.
Mercia Grimbeek: If you look at the draft
environmental impact assessment report in
appendix 11 you will find the SED Programme that
focus on proposals for the community and goods
and services.

Hannecke van Coppenhagen: The issue about jobs is
concerning. Tourism provides more jobs. This project
will provide 100-150 jobs during construction. After
construction about 10 permanent jobs. What then?
The issue of job creation need to be clarified with the
community.
Shawn Johnston: The issue about job creation
raised by Hannecke van Coppenhagen is noted.
Kobus van Coppenhagen: SANParks need to give
permission for the EIA to be submitted. We need
access to the minutes where SANParks have given
permission for the EIA. Augrabies Falls National Park
is managed under the Park Management Plan.
Management must give consent and this consent
should be in the management plan. Participating
landowners to the Park must be part of giving consent
for the EIA.
Shawn Johnston: This point is noted.
Kobus van Coppenhagen: Please clarify the national
Water Act and National Parks Act relating to who owns
the river in a National Park?
Bill Rowlston: This will be clarified in the Final
Environmental Impact Assessment Report.
Kobus van Coppenhagen: I disagree with the
agriculture study of the area.
Shawn Johnston: Comment noted.

Andrew Hockley: Has your project factored in all the
new losses of water on the Orange River?
Bill Rowlston: Yes the project has clarified all water
related matters with the Department of Water and
Sanitation.
Andrew Hockley: There are too many over extractions
on the Orange River.
Shawn Johnston: Comment noted.
Andrew Hockley: I’m concerned about the speed of the
water coming out of the tailrace.
Shawn Johnston: Comment noted.
Andrew Hockley: What about water gravity over the
falls?

You need to clarify the 30m3/sec over the falls. You
need to look at it from a tourism and visitors point of
view.

current for.

Eugene Visser: Why must it be hydro? Solar will work
better. Why not take 1,3 billion Rand and build solar,
solar create more economic development than hydro.

Eugene Visser: This project is in the Augrabies Falls
National Park. It is the wrong place for a hydro power

Mercia Grimbeek: The income to the
Riemvasmaak Community with be administered
through various vehicles such as a community
trust, shareholding etc.
Hannecke de Silva: Is there different targets for hydro
and solar?
Mercia Grimbeek: Yes the Department of Energy
set the targets for different types of renewable
energy development in South Africa.
