MANILA: More “hot money” flowed into the country,mostly investments in government securities, lastOctober, resulting in a net inflow of foreign portfolioinvestments that month to reverse seven straightmonths of outflow.

Mula rito,kailangang taglayin ng tema ang mga katan-giang ingklusibo, at nakatanaw sa hinaharaptulad ng pagiging balanse, pagpapatuloy,

kahalagahan, pagkamataginting, at pang-matagalan. Kailangang bigyang-tuon at isu-long nito pareho ang mga lokal at rehiyonal namithiin sa pamamagitan ng pagpapatuloy ngmga nakaraan at kasalukuyang inisyatibahabang tinutugunan ang mga kasalukuyanghamon at pangangailangang may kinalamansa problema at interes ng nakararami. Higit pa,ang tema ng APEC 2015 ay kailangangmaisakatuparan sa pamamagitan ng pagkamitng medium-term hanggang long-term naresulta.

Nagsagawa rin ng mga aktibidad upangmangalap ng impormasyon, mangasiwa ngpalitan ng kuro-kuro, lumikha ng suporta, atbumuo ng mga inisyatiba at rekomendasyongpampolisiya. Ispesipiko, nagsagawa ng mgakonsultasyon kung saan sangkot ang mgaahensiya ng gobyerno, pribadong sektor, atAPEC Senior Officials upang tasahin ang antasng pagkamit sa mga prayoridad at umipon ngsuporta para sa mga prayoridad na ito.Nagsasagawa rin ng mga saliksik sa pakikipag-tulungan ng akademya at mga intelektuwalupang isakatuparan ang mga tinukoy na pray-oridad at gumawa ng mga rekomendasyongpampolisiya. Nag-organisa rin ng mga palihano workshop kasama ng mga host agency, kabi-lang na ang pribadong sektor, para sapaglalarawan ng magiging mga elemento ngiba’t ibang high level meetings sa 2015.

Ano ang tema ng APEC 2015?Sa ilalim ng pamumuno ng Pilipinas, ang

pangkalahatang paksa ng APEC 2105 ay angpagpapalaganap at pagsusulong ng kaun-larang panlahat o inclusive growth sa Asya-Pasipiko. Kung kaya, ang tema ng APEC 2015ay “Building Inclusive Economies, Building aBetter World (Bumubuo ng PanlahatangEkonomiya, Lumilikha ng Mas MabutingPlaneta).” Mula rito, ang kaunlarang panlahatay maaaring liwanagin, ilarawan, at suriin satatlong antas - antas na domestiko/pambansa,panrehiyon, at macro/pangmalawakan.l Sa domestiko/pambansang antas, ang

estratehiya para sa kaunlarang panlahat ngPilipinas ay batay sa paglikha ng mga traba-ho, kung saan isinasali at isinasanib angnakararami sa pang-ekonomiya at pan-lipunang mainstream, at iniibsan ang kahi-rapan sa pamamagitan ng mabutingpamamahala at repormang domestiko.

l Sa rehiyonal na antas, ang estratehiya parasa kaunlarang panlahat ng rehiyong APECay nakatuon sa pagpapalawak ng akses sa

Malaki ang papel na ginagampanan ngyamang-tao o human resources sa pagkamitng mga hangarin ng member economies,iyon ang - higit na pagdami ng mga trabaho,mas produktibong oportunidad sa trabaho, athigit na kaunlarang pang-ekonomiya. Mularito, palalaganapin ang pagpapaunlad ngyamang-tao sa pamamagitan ng mgatalakayan ukol sa edukasyon, inobasyon, atpagpapahusay ng kakayahan na makaaapek-to nang matindi sa kinabukasan ng kaunlaranat pauusarin ang kaunlaran ng kinabukasan.Ang mga sub-prayoridad na ito ay angsumusunod:l Pagpapalaganap ng knowledge-based

SMALL AND MEDIUM ENTERPRISES SA PAN-REHIYON AT PANDAIGDIGANG MERKADO

Ang mga Small and Medium Enterprises aytinatayang may hawak sa mahigit 97 por-siyento ng lahat ng mga negosyo (99.6 por-siyento sa Pilipinas) at binibigyang-empleoang higit kalahati ng mga manggagawa sakalahatan ng APEC economies.1 Sa pagkilalasa malaking ambag ng mga negosyo sapaglikha ng mga trabaho at pag-unlad ngekonomiya, dagdag na tuon ang ilalaan salayuning integrasyon at internalisasyon ngmga SME kabilang na ang kanilang partisi-pasyon sa global value chains (GVC). Angmga sub-prayoridad na ito ay ang sumusun-od:l Pag-alis ng mga hadlang sa mga SME,

kabilang na ang pagpasok ng mga ito samerkado;

l Pagpapalaganap ng kaunlarang panlahatsa pamamagitan ng pangmatagalan atmatitibay na mga SME; at

l Pagsusulong ng modernisasyon at pag-sunod ng mga SME sa mga itinakdangpamantayan.PAGBUO NG MGA PANGMATAGALAN AT

MATITIBAY NA KOMUNIDADAng nagbabagong kapaligiran ng daigdig,

kasama ng mga sakunang dulot ng tao atkalikasan, ay nagdulot ng malubhang Lossand Damage (L&D), at paggambala samagkakawing na supply and demand ngkalakalan sa Asya-Pasipiko. Bukod pa rito, sin-isira ng mga sakuna ang imahen ng membereconomies bilang matatag, at karapat-dapatna pamuhunanan. Kung gayon, maspinalakas na pagsisikap ang itutuon sa pagig-ing matibay at pangmatagalan ng mganegosyo at komunidad ng APEC na apektadong seguridad sa enehiya at pagkain. Higit naatensiyon ang ibibigay sa preserbasyon ngmga ecosystem ng karagatan at yamang-tubig dahil sa kanilang di-mapasusubalianghalaga sa mga Blue Economy-oriented mem-ber economies. Ang mga sub-prayoridad naito ay ang sumusunod:l Pagbuo at pagpapalaganap ng risk reduc-

tion and management sa APEC economies;l Pagtatayo ng mga matitibay na impras-

truktura;l Pangangalaga sa kakayahan ng mga

negosyong magpatuloy;l Pagpapatibay ng mga SME laban sa mga

sakuna;l Pagpapaigting ng seguridad sa pagkain at

ng Blue Economy sa rehiyong APEC; atl Pagsusulong ng pamamahala sa mga bay-

bayin at pangangalaga sa yamang-dagat.

HIGIT NA PAGPAPAHUSAY NG REGIONALECONOMIC INTEGRATION AGENDA

Sa kasalukuyan, may tinatayang 42Regional Free Trade Agreements sa pagitanng APEC economies. Nangyayari na rin angnegosasyon ukol sa Trans-Pacific Partnership(TPP)2 at Regional Comprehensive EconomicPartnership (RCEP)3. Ang pangmatagalangmithiin ng APEC ay isang Free Trade Area ofthe Asia-Pacific (FTAAP) na magtatatag ngiisang FTA sa pagitan ng lahat ng APECeconomies. Bilang tagapagdaos ng APEC2015, inaasahan ang Pilipinas na suportahanat patuloy na pagtrabahuhan ang regionaleconomic integration (REI) agenda nang mayespesyal na tuon sa trade in services okalakalan sa serbisyo, na nagkakahalaga nghalos kalahati ng GDP ng APEC economies.Ang mga sub-prayoridad na ito ay angsumusunod:l Pagpapalakas ng integrasyong ekonomiko

sa rehiyon sa pamamagitan ng BogorGoals4;

l Pagpapalaganap ng connectivity sa pama-magitan ng Trade in Services, na tutuon satao-sa-tao at institusyonal na pakikipag-ugnayan sa rehiyon;

l Pagsusulong ng mga financial market nalayuning lumikha ng mas matibay na pinan-siyal na institusyon sa rehiyon upang masmahusay na makatugon sa mga inaasaahangproblemang pang-ekonomiya; at

l Pagpapatibay ng mga global supplychain/global value chain sa rehiyong APEC.

KUWAIT: A successful and well-attended ‘three-in one event’,Walkathon (Fun Run), Zumba and Beach Clean Up was heldyesterday at Mc Donald’s Al Corniche Seaside Road. The 3events ‘in one’ organized by the Filipino Association ofSecretaries of Employment Agencies in Kuwait (FIL-ASEAK),headed by Maripol Abdullah was attended by Philippine LaborAttache to Kuwait Atty Cesar Chavez and Welfare Officer NestorBurayag. Fil-Aseak, the region’s only authorized Non-Government Organization to provide immediate assistance toOverseas Filipino Workers and Household Service Workers, 3-in-one event, was held in collaboration with the Cleaning

Department of the Municipality of Hawally and PhilippineOverseas Labor Office held its very first annual Beach Clean-Up, Walkathon and Physical Fitness Program i n Kuwait. The event had more than hundreds of participants in the 3major activities as an initiative of FIL-ASEAK Officers and part oftheir calendar of activities. The event was held to raise physicalawareness and in support to the said activity a health boothwas set up by the Organization of Filipino Community inKuwait (FILCOM) where free blood sugar screening and bloodpressure monitoring manned by doctors and professionalmedical staff. The Zumba Community namely J Team and BTeam also contributed on-the-spot raised funds in addition tothe activity of merriment and entertainment part of the pro-

gram. Oliver Diong of the ILONGGO CLUB in Kuwait assisted thecoordination with Cleaning Department. NUSANTARA shocks SMAC’Z, Original Pin Killers ‘ambush’ LEAFBy Ricardo de Leon

KUWAIT: The Indonesian team NUSANTARA are technically in the run-ning for a spot in the ‘Magic 8’ at 4-4 win-lose record and now in theninth place of the league standings behind LEAF who holds the lastplace of the elite group in the eight week of the elimination round ofPhilippine Bowling Association in Kuwait 3rd Season Team Tournamentheld at Cozmo Bowling Center in Kheifan. Another hopeful the lack-adaisical Original Pin Killers who surprised LEAF posted a dramatic sec-ond win. Other teams who posted victory were Asian Air Safari, COZMO,UAE Exchange while Scavengers played bye.

Top rank SMAC’Z got shocked when rejuvenated NUSANTARA didnot lost hope although losing the first game of their encounter (881-959) and won the second (896-833) and third game (978-926) to snatchthe win points and stay alive in the elimination. In the first game, thetandem of the father and son, Kiko and Kevin Andaya with their 208, 198individual scores lead their team to the win while Saleh Al Faraj’s 201points did not get good support from his team mates. In Game 2, thedauntless SMAC’Z startled when they were outscored by the strong-willed Indonesian team with Saleh Al Faraj (184) and Laras Nitikusumo(178) in the frontline.

In Game 3, SMAC’Z still have 15 points advantage and objective is towin the game for their straight 8-week winning streak and for assurance,returned Kiko for strong lineup. But luck strike twice the puny team andfought off the 15-point deficit and mounted late rally for a come-from-behind win over the mighty team and the final score was 2830-2743.The top pointers of the NUSANTARA were Saleh Al Faraj (588), LarasNitikusumo (517), Abdul Rahman (423) supported by Benyamin Yassan,Ahmad Fahmi and Abel Nitikusmo. The losing team leading scorer wasKevin Andaya (574), Alex Cervantes (461), with Kiko Andaya (395), DanMontano (352), Mina Andaya (326), Rose Saliba (248) with two games

each and Neng Cervantes. Thunder Dragons surprised the Swooping Eagles in the third game

with the spirited performance of Eddie Pena (216) and Joel Tizon (204)and grabbed the win points despite of 109 points paucity to notch theirfifth victory. The Swooping Eagles won the first and second games 883-818/926-882 but lost their stamina in the their except for Glen Corbit whostill delivered 211 points. The Dragons leading scorers were Maria PerlyVirly (428), Eddie (403), Camilo Baker (353), Mar Evangelista (348), JoelTizon (347) who played two games each supported by Moises Amahan,Mandy Manalo and Eden Evangelista while Eagles players were JohnCaldwell (521), Alonzo Bush (423), Glen (400), Riz Roque (303), JessicaBalagat (302) with 2 games each, followed by Danny Solis, Angie Bush andDarell Sullivan. The lackluster Original Pin Killers posted its second win in their eightstruggling weeks against LEAF 2784-2581 and still keeping its hope tojumped for a better place from the five more weeks remaining in theelimination round. If the underrated bowlers will deliver as per theiraverage it will help a lot in support to the sterling performance of GregMelancon. In the first two games, the Pin Killers won the game againstthe Landscapers 891-808/971-824 but in the third game LEAF stoppedthe ambushed 949-897 but not enough to get the win points. As usualthe kingpin, Greg scored 180/260/199 (639), Rashid Akher Ali (534),Ishaaq Al Waahid (534), Alma Turley (477), Aris de Guzman and JelynColegio while LEAF has Marjorie Mercado (542), Blanca Mercado (488),Cris Carungay (448), Rene Marzan (428) and Reygan Percy. With the lossLEAF slide to eight place and with 31 marks advantage over the PinKillers.
