Nos tempos mais recentes têm-se detectado sinais claros de
turbulência na indústria do transporte aéreo que anunciam mu-
danças estruturais e operacionais a nível das companhias aéreas
com inevitáveis consequências a nível do negócio aeroportuário.
A turbulência da envolvente foi ampliada pela actual situação de
crise económica, que teve o seu início em meados de 2007 com
a crise financeira nos Estados Unidos da América, originada pela
derrocada do sistema de crédito de alto risco (subprime) e que
entretanto, devido à globalização, se disseminou, quer em termos
geográficos (não existindo zona que se possa considerar imune a
esta crise), quer em termos de dimensão, afectando a economia
real ao ponto de serem previsíveis cenários de recessão económica.
As perspectivas económicas, sobretudo para 2009, apontam
para crescimentos marginais, estagnação e recessão em algumas
zonas geográficas, com efeitos mais significativos nas econo-
mias mais desenvolvidas, como está patente no gráfico seguinte:
Lately, there have been clear signs of turbulence in the air
transport industry that foretell structural and operational
changes in the airline companies, with inevitable consequences
for the business of airports.
The turbulence of the environment increased with the current
economic crisis, which began in mid-2007 with the financial
crisis in the USA, brought on by the crash of the high-risk
(subprime) credit system and which, in the meantime, because
of globalisation, spread geographically (there is no zone that
can consider itself immune to this crisis) and grew in size,
affecting the real economy to the point that scenarios of
economic recession are foreseeable.
The economic perspectives, especially for 2009, point to
marginal growth, stagnation and recession in some geographic
zones, with more significant effects being felt by the more
developed economies, as the following graph shows:

Added to this expected contraction of the principal world
economies, there is a pessimism that is clearly evidenced in the
historically low levels of confidence on both sides of the Atlantic,
with negative effects on the disposition to travel.
According to the latest forecasts of the European Commission,
recently published in the Interim Forecast 2009-10, the
expectation of negative economic growth in 2009 is
announced for Europe (-1.8%), as well as for the Euro Zone
(-1.9%). For 2010, the forecast calls for growths of 0.5% for
Europe and 0.4% for the Euro Zone, indicating an outlook for
recovery, albeit a very slight one.
A esta esperada contracção das principais economias mundiais
associa-se um pessimismo que está bem patente nos níveis de
confiança historicamente baixos dos dois lados do Atlântico, com
reflexos negativos na propensão para viajar.
De acordo com as últimas Previsões da Comissão Europeia,
avançadas no Interim Forecast 2009-10, recentemente
publicado, a expectativa é de crescimento económico nega-
tivo para 2009, quer na Europa (-1,8%), quer na Zona Euro
(-1,9%). Para 2010, a previsão aponta para crescimentos de
0,5% para a Europa e de 0,4% para a Zona Euro, evidenciando
uma perspectiva de retoma, ainda que muito ligeira.

The price of fuel proved to be highly unstable in 2008,
creating strong pressure on the cost structures of the airline
companies, most of whom were already financially weak. IATA
estimates that the increase in the cost of fuel reached US$38
billion, due to the increase in the price of a barrel of oil from
US$90 to its peak at US$140 in July 2008, followed by an
abrupt fall to the level of US$50 at the end of the year, which
resulted from the marked slow down in world economic growth.
For 2009, IATA has already revised its forecast for the average
cost of a barrel of oil from US$110 to US$60.
In recent years, the hedging policy of the airline companies
has helped to cushion the impact of variations in the price of
oil, but the current abrupt drop in prices has begun to have
a prejudicial effect. In any case, the management of fuel
surcharges appears to have been confirmed as the reactionary
tool with the least risk, which is monitored in terms of the
market and the sensitivity to the price.
O preço do fuel evidenciou em 2008 elevada instabilidade,
pressionando fortemente as estruturas de custos das companhias
aéreas, a maior parte já financeiramente debilitadas. A IATA
estima que o aumento da factura do combustível tenha atingido
os 38 biliões de $US, face ao aumento da cotação do barril de
petróleo dos 90 para um pico de 140$US em Julho de 2008,
seguida de uma descida abrupta para o nível dos 50$US no final
do ano em resultado da desaceleração sensível do crescimento
económico mundial. Para 2009, a IATA reviu já a sua previsão
do custo médio do barril de 110 para 60$US.
Nos últimos anos, a política de hedging das companhias aéreas
tem contribuído para amortecer o impacto das variações do
preço do petróleo, mas a actual quebra abrupta de preços
começa a ter um efeito perverso. De todo o modo, a gestão
das sobretaxas de combustível parece confirmar-se como a
ferramenta reactiva de menor risco, monitorizada em função
do mercado e da sensibilidade ao preço.

De acordo com dados divulgados pela Organização Mundial
do Turismo, o crescimento do turismo mundial durante o ano
de 2008 foi influenciado negativamente pela instabilidade
económica e financeira que alastrou pelo mundo. Daí que para a
média de 2% de crescimento tenha principalmente contribuído
o aumento de 5% registado no primeiro semestre de 2008,
aumento este que viria, no segundo semestre, a dar lugar a uma
diminuição de 1% na chegada de turistas, face a igual período
do ano anterior.
Por regiões mundiais, os melhores resultados couberam ao Médio
Oriente, com um crescimento de 11%, África, com mais 5%, e

Organisation, the growth in world tourism in 2008 was
negatively affected by the economic and financial instability
that spread around the world. The average of 2% in growth

Américas com uma evolução positiva de 4% face ao ano anterior,
sendo que neste último caso os resultados foram estimulados
pela descida do dólar que levou mais turistas aos Estados Unidos.
Considerando isoladamente o segundo semestre de 2008, o
comportamento das diferentes regiões é diverso, a começar pela
Europa e pela Ásia, onde o número de turistas chegados caiu 3%.
Com crescimentos, embora mais ténues, mantiveram-se as
Américas (+1%), África (+4%) e Médio Oriente (+5%).

Para o ano de 2009, a OMT não arrisca previsões precisas mas
vai adiantando que, a manter-se a actual situação económica,
haverá estagnação ou mesmo retracção no turismo mundial,
podendo este ir até aos -2% face a 2008, sendo as regiões mais
afectadas a Europa e as Américas.
For 2009, the WTO is not chancing any precise forecasts, but
it is warning that if the present economic situation remains
unchanged, there will be stagnation or even a shrinking of world
tourism, which could go as far as -2% compared to 2008, with
Europe and the Americas being the most affected.

Uma grande parte das companhias são apenas marginalmente
rentáveis, outras estão ainda à procura de lucros.
As taxas de crescimento do segmento low cost na Europa têm
sido expressivas nos anos mais recentes, embora em 2008 o
crescimento tenha desacelerado e se preveja uma consolidação
a prazo.

The rates of growth in the low cost segment in Europe have
been notable in recent years, although, in 2008, the growth

In the medium term, we will have 2 or 3 large low cost
airlines operating in the European market, resulting from a
process of consolidation and the survival of the strongest. This is
exemplified by the wave of acquisitions by Air Berlin in Germany
(Deutsche BA, Germânia Express and LTU), by easyJet in the
United Kingdom (GB Airways) and more recently in Spain, with
the merger of Vueling with Clickair. In terms of bankruptcies, we
have the cases of the European companies Sterling and LTE, and
various American low cost carriers (Frontier, Air Tran, Skybus).
The long-haul, low cost concept appears to have been partially
abandoned, following the bankruptcies of Zoom and Oasis Hong
Kong, the precursors of this business model (see Graph 9).
The largest network companies are also tending to consolidate
into only 3-4 mega airline companies in each region of the globe,
concentrated in mega-hubs and on long-haul routes, reducing
the offer on the short- and medium-course markets, or turning
to outsourcing to franchise companies or alliance partners.
The smaller traditional companies tend to be pressured into
downsizing their long-haul segment, or even abandoning it, due
to the competition. This situation will be even clearer with the
abolition of the bi-lateral agreements and their transformation
into horizontal agreements negotiated by the European
Commission. Some of them will certainly end up being bought
up by the future mega-carriers.
In fact, in a little over 2 years, Lufthansa acquired Swiss, Austrian
Airlines and Brussels Airlines, bought a majority share in Bmi (2nd
largest company at London-Heathrow in terms of slots) and a
minority share in the American low cost carrier Jetblue, and is
still negotiating a possible acquisition of a majority stake in SAS.
There is also the case of British Airways, which is preparing
a merger with Iberia, while Air France-KLM acquired 25% of
Alitália. On the other side of the Atlantic, the merger of Delta and
Northwest is noteworthy.
A médio prazo, teremos 2 ou 3 grandes low cost a operar no
mercado europeu resultado de um processo de consolidação e
selecção dos mais fortes. Exemplos destas situações são a onda
de aquisições protagonizada pela Air Berlin na Alemanha
(Deustsche BA, Germânia Express e LTU), pela easyJet no Reino
Unido (GB Airways) e mais recente em Espanha com a fusão da
Vueling com a Clickair. Em termos de processos de falência
temos os casos das europeias Sterling e LTE, e de diversas
LCC americanas (Frontier, Air Tran, Skybus). O conceito de long
haul low cost parece ter sido parcialmente abandonado no
seguimento das falências da Zoom e da Oásis Hong Kong,
precursoras deste modelo de negócio (ver Gráfico 9).
As maiores companhias de rede tendem a consolidar-se em
apenas 3-4 mega companhias aéreas em cada região do globo,
concentradas em mega-hubs e nas rotas de longo curso,
reduzindo a oferta no pequeno e médio curso ou fazendo o
outsourcing para franchisadas ou para parceiros de alianças.
As companhias tradicionais de menor dimensão tendem a ser
pressionadas, por razões concorrenciais, para fazer o downsizing
do seu segmento de longo curso, ou mesmo a abandoná-lo.
Esta situação será ainda mais clara com a abolição dos acordos
bilaterais e com a transformação dos mesmos em horizontal
agreements negociados pela Comissão Europeia. Algumas delas
virão certamente a ser adquiridas pelas futuras mega-carriers.
De facto, em pouco mais de 2 anos a Lufthansa adquiriu a Swiss,
a Austrian Airlines e a Brussels Airlines, comprou uma participação
maioritária na Bmi (2ª maior companhia de Londres-Heathrow
em termos de slots) e uma participação minoritária na low cost
americana Jetblue estando ainda em negociações para uma
possível aquisição de uma participação maioritária na SAS. Por
outro lado, a British Airways prepara uma fusão com a Ibéria
enquanto a Air France-KLM adquiriu 25% da Alitália. Do outro lado
do Atlântico, destaque para a fusão entre a Delta e a Northwest.

grandes operadores, Thomas Cook Airlines (fusão da Thomas
Cook com a My Travel Airways) e TUI Travel (fusão da Tuifly com
a First Choice), que em conjunto têm um volume de negócios
anual que ronda os $40 biliões, 46 milhões de clientes e uma
frota de cerca de 265 aeronaves.
Assim, os operadores charter continuarão a ser invadidos pelo
modelo low cost e a consolidar-se em dois ou três grandes ope-
radores turísticos, com a expectável reestruturação das suas
frotas, das suas operações e das suas redes. Em termos de estra-
tégia, tendem a focar-se nos destinos de lazer de longo curso.
O cenário actual da indústria aponta para um previsível aumento
das dificuldades de sobrevivência de algumas transportadoras,
eventual falência de outras e para impactes no tráfego resul-
tantes de processos de consolidação acelerada que determinam
invariavelmente a racionalização da oferta, ou seja, reduções na
capacidade disponibilizada.
O risco de falência de companhias aéreas é grande e a lista de
falências tem vindo a crescer. Os mais recentes dados de que
dispomos evidenciam 28 falências, 14 das quais no mercado
dos EUA. Mas a lista também inclui transportadoras do mercado
europeu, como sejam a Silverjet (UK), a Sterling (Dinamarca),
as francesas AOM/Air Liberté e L’Avion, e as espanholas Futura
e LTE.
Às perspectivas de comportamento da procura está associado
um nível bastante elevado de incerteza, o que tem levado a que
muitas companhias atrasem a entrega de novas aeronaves,
reduzam as que têm ao seu serviço ou as imobilizem tempo-
rariamente na perspectiva de minimização de perdas de
cash flow e procedam ao encerramento, ainda que por vezes
temporário, de rotas menos rentáveis. Tal estratégia está
patente no gráfico que se apresenta de seguida.

Thus, the charter operators will continue to be invaded by the
low cost model and will be consolidated in two or three large
tourist operators, with the expected restructuring of their fleets,
their operations and their networks. In strategic terms, they tend
to focus on long-haul leisure destinations.
The current scenario in the industry points to a foreseeable
increase in the battle for survival for some carriers, the eventual
bankruptcy of others and the impacts on traffic resulting from
the processes of accelerated consolidation that invariably
produce the rationalisation of the offer, that is, reductions in
the available capacity.
The risk of airlines going bankrupt is great and the list of
bankrupt companies has been growing. The most recent data
available to us show 28 bankruptcies, 14 of which in the USA
market. But the list also includes carriers in the European
market, such as Silverjet (UK), Sterling (Denmark), the French
companies AOM/Air Liberté and L’Avion, plus the Spanish
airlines Futura and LTE.
The outlook in regard to the behaviour of demand is associated
with a very high level of uncertainty, which has led many
companies to delay delivery of new aircraft, to reduce the
number of those they have in service or temporarily park them
in the attempt to minimise losses in cash flow, and to shut
down, even if only temporarily at times, their less profitable
routes. This strategy is evident in the following graph.

Esta estratégia tem como efeito imediato uma redução da
capacidade disponível no mercado em busca de uma maxi-
mização do load factor e de possíveis incrementos nas tarifas
médias praticadas.
Desta forma, o aumento de tarifas e a criação de formas de
taxação de serviços prestados ao passageiro anteriormente
gratuitos, conjugadas com a redução do rendimento disponível
(resultado da contracção da actividade económica) e dos níveis
de confiança dos consumidores finais do transporte aéreo
poderá conduzir à inevitabilidade de um novo ciclo de redução
de capacidade.
Extrapolando esta situação para o mercado global, poderá
gerar-se uma nova onda de reduções de capacidade oferecida
com vista a minimizar perdas.
This strategy has the immediate effect of reducing the
capacity available on the market, in the attempt to maximise
the load factor and possibly increase the average tariffs
charged.
Thus, the increase in tariffs and the creation of ways to
charge for passenger services that were free in the past –
together with the reduction in available income (a result of
the contraction of the economic activity) and the lower
levels of confidence of the final consumers of air transport –
may lead to the inevitability of a new cycle of reduced
capacity.
By extrapolating this situation to the global market, a new
wave of reductions in capacity offered may be generated with
a view to minimising losses.

As reduções de capacidade e o encerramento de rotas menos
rentáveis têm efeitos na conectividade oferecida pelos aeropor-
tos bem como nos seus proveitos aviação e não aviação (menos
movimentos de aeronaves e menos passageiros no terminal).
Tendo em conta que a estrutura de custos é rígida, uma possível
e esperada contracção da procura exercerá pressão acrescida
sobre os cash flows libertos, originando eventuais dificuldades
de tesouraria e reduzindo as possibilidades de recurso ao auto-
-financiamento.
Os custos de capital estão cada vez mais elevados devido
à escassez de liquidez no mercado e ao risco crescente da
actividade bancária que se reflecte nos spreads praticados pelas
instituições financeiras. Nos últimos 6 meses as linhas de curto
prazo de apoio à tesouraria, contratadas com a banca comercial
registaram um aumento nos spreads na ordem dos 50 p.b..
As dificuldades de financiamento do mercado financeiro
implicaram ainda a aplicação de comissões de imobilização e
a redução dos prazos de revisão das condições contratadas.
Desta forma, os aeroportos terão custos de capital superiores
para o financiamento dos investimentos em capacidade,
devendo os projectos de expansão em curso ser reponderados
em termos da sua prioridade.
The reductions in capacities and the closing of less profitable
routes have effects on the connectivity offered by airports, as
well as on their aviation and non-aviation income (fewer aircraft
operations and fewer passengers in the terminal).
Taking into account that the cost structure is rigid, a possible
and expected contraction in demand will place added pressure
on the free cash flow, giving rise to eventual difficulties in
available cash and reducing the possibilities for resorting to
self-financing.
The costs of capital are growing, due to the shortage of
liquidity in the market and the growing risk of banking
activity that is reflected in the spreads practiced by the
financial institutions. In the last 6 months, the short-term lines
of credit for cash needs contracted through commercial banks
recorded an increase in the spreads on the order of 50 b.p. The
financing difficulties in the financial market also meant the
application of immobilization commissions and a reduction in
the periods for reviewing contract conditions.
Thus, airports will have capital costs that are higher for the
financing of investments in capacity, and the projects for
expansion that are currently underway should be reassessed
in terms of their priority.

Neste cenário macroeconómico marcadamente desfavorável,
o tráfego de passageiros a nível mundial, segundo a ACI, decres-
ceu 0,6% e, em particular os aeroportos europeus filiados na ACI
Europa recuaram 0,3%.
Em termos mundiais, a procura de transporte aéreo de
passageiros não teve um comportamento uniforme, quer em
termos de evolução anual, quer em termos de distribuição por
regiões.
Assim, há a destacar as performances bastante positivas de
regiões como o Médio Oriente ou África em claro contraste
com a contracção verificada na América do Norte e na Europa.
Por outro lado, a uma evolução positiva no 1º semestre seguiu-
-se uma contracção da procura no último semestre, mais
significativa no 4º trimestre.
In this markedly unfavourable macroeconomic scenario,
passenger traffic world-wide, according to ACI, fell 0.6% and
at the European airports belonging to ACI Europe, specifically,
the drop was 0.3%.
In world-wide terms, the demand for air passenger transport
was not uniform in its behaviour, both in terms of annual
variation, as well as in regard to distribution by regions.
We should therefore underscore the very positive performances
of regions such as the Middle East or Africa, which are in clear
contrast with the contraction seen in North America and
Europe. Furthermore, the positive trend of the 1st half of the
year was followed by a contraction in the demand in the last
half, which was more pronounced in the 4th quarter.

O quadro seguinte ilustra o Ranking dos 10 principais Aeropor-
tos Europeus em 2008, bem como as variações registadas no
Tráfego de passageiros relativamente a 2007:
De entre os Aeroportos europeus posicionados no Top 10,
apenas alguns deles registaram resultados de Tráfego positivos
em 2008, como sejam os casos de Paris CDG (+1,6%), Roma
Fiumicino (+6,9%) e Munique (+1,7%). Ainda assim, a maioria
não escapou à crise que se instalou no sector, principalmente
desde a segunda metade do ano, com destaque para os
decréscimos verificados em Madrid (2,4%), Barcelona (8,1%),
Londres Gatwick (2,9%), Londres-Stansted (6,0%) e Milão-
-Malpensa (19,5%).
The following table shows the 2008 ranking of the 10 main
European airports, as well as the changes recorded in passenger
traffic in comparison with 2007:
Among the European airports ranked in the top 10, only a few
recorded positive traffic figures for 2008, as in the cases of Paris

So it was that the majority did not escape the crisis that befell
the sector, especially beginning in the second half of the year,
with special notice given to the decreases seen at Madrid

A Carga Aérea internacional em 2008, segundo a IATA, recuou
4,0%, que compara com um acréscimo de 4,3% verificado em
2007. A região Europa, que vale 27,4% do mercado mundial,
recuou 2,8%, com um mês de Dezembro em queda acentuada
(-21,0%). A mais recente informação difundida pelo ACI – Airports
Council International, mostra que o tráfego de carga recuou
22,8% no segmento internacional e 13,1% no doméstico.
Em termos de regiões mundiais, destaque para a performance
positiva do Médio Oriente que não foi suficiente para contraba-
lançar a contracção verificada em mercados fundamentais como
sejam a Europa (-3,5%) ou os Estados Unidos (-8,2%).
According to IATA, international air freight fell 4.0% in 2008,
compared to an increase of 4.3% noted in 2007. The European
region, which represents 27.4% of the world market, dropped
2.8%, with a sharp drop (-21.0%) in the month of December.
The most recent information released by ACI – Airports
Council International, shows that freight traffic fell 22.8% in
the international segment and 13.1% in the domestic sector.
In terms of world regions, a special note goes to the positive
performance of the Middle East, which was not enough to
counteract the contraction recorded in the fundamental
markets, such as Europe (-3.5%) or the United States (-8.2%).

Apresentam-se no quadro seguinte os principais indicadores de
tráfego referentes ao ano de 2008, para os sete Aeroportos ANA.
Neste cenário macroeconómico marcadamente desfavorável,
os Aeroportos ANA evidenciaram alguma resiliência, obtendo,
em 2008, um crescimento de 3,0% no tráfego de passageiros
relativamente ao ano anterior que compara com o decréscimo,
ainda que marginal, registado em termos médios nos aeroportos
europeus filiados na ACI Europa (-0,3%).
Refira-se, no entanto, que a procura registou comportamentos
diversos ao longo de 2008.
Com efeito, no período de Janeiro a Agosto o tráfego de pas-
sageiros nos Aeroportos ANA registou um crescimento de 5,0%
em relação ao período homólogo do ano transacto, enquanto
que no último quadrimestre o desempenho do tráfego foi afec-
tado por uma contracção sensível na procura de transporte (-
1,3% relativamente a 2007), que radicou no clima económico
The main 2008 indicators for traffic at the seven ANA airports
are given in the following table.
In this markedly unfavourable macroeconomic scenario, the
ANA airports showed some resilience, achieving a growth of
3.0% in passenger traffic in 2008, in relation to the previous
year, compared to the decline, albeit marginal, recorded in
the averages of the European airports belonging to ACI Europe
(-0.3%).
It is to be noted, however, that the demand varied in behaviour
over the course of 2008.
In fact, in the period from January to August, passenger traffic
at the ANA airports recorded growth of 5.0% in relation to the
same period of the previous year, while in the last four months
of the year, the performance of the traffic was affected by a
marked contraction in the demand for transport (-1.3% in
relation to 2007), which was rooted in the negative economic

climate present in the main traffic origin markets for Portugal
and in the reduction of the levels of consumer confidence.
Domestic traffic (-2.5%; -31 thousand passengers) and
international traffic (-1.1%; -69 thousand passengers) both
suffered negative variations, but it was more serious in the first
case. The traditional traffic, low cost and charter segments also
showed varied behaviour as shown in the following table.
Considering 2008 as a whole, the performance of demand in
the international segment (+4.6%) gave the ANA network an
overall positive performance for the year:
Furthermore, 2008 in comparison with 2007 is truly
exceptional in terms of traffic behaviour, being stimulated
by internal factors, specifically Portugal’s presidency of the
EU, and by the growing demand seen in the first half of the

Considerando a totalidade do ano de 2008, o desempenho da
procura no segmento internacional (+4,6%) assegurou que a
rede ANA tenha fechado o ano com uma performance global-
mente positiva:
Por outro lado, 2008 compara com um ano de 2007 verda-
deiramente excepcional em termos de comportamento do
tráfego, estimulado quer por factores de ordem interna,
nomeadamente a Presidência Portuguesa da UE, quer pela cres-

cente procura verificada, no primeiro semestre, nos principais
mercados emissores de fluxos turísticos.
Foi processado um total de 24,8 milhões de passageiros nos sete
Aeroportos ANA (+3,0%). Relativamente à oferta, os lugares
disponíveis e os movimentos cresceram 3,5% e 2,3% respecti-
vamente. Estes registos resultaram em 2008, numa quebra do
load factor em cerca de 0,7 p.p., tendo os aeroportos do grupo
fechado o ano com 70,9% de ocupação média das aeronaves, em
voos comerciais. Na tabela seguinte podem-se observar os prin-
ciapais indicadores da Oferta e da Procura nos Aeroportos ANA:
Todavia, comprova-se o êxito da estratégia de desenvolvimento
de rotas dos Aeroportos ANA que tem permitido o crescimento
do segmento low cost possibilitando o incremento das ligações
ponto a ponto. Neste âmbito, destaque para as novas ligações
abertas por estas companhias nos últimos 3 anos. Entre 2006
em 2008 foram abertas 18 novas rotas low cost em Lisboa,
23 no Porto, e 35 em Faro.

numbers resulted in a drop in the load factor of around 0.7%,
with the airports of the group closing the year with a 70.9%
average occupancy of the aircraft on commercial flights. The
following table shows the main indicators of supply and demand
at the ANA airports:
However, the strategy for the development of the routes of the
ANA airports proved to be successful, allowing the growth of
the low cost segment and adding to the number of point-to-
point connections. In this scope, special attention is called to
the new links opened by these companies in the last 3 years.
Between 2006 and 2008, 18 new low cost routes were opened
in Lisbon, 23 in Oporto and 35 in Faro.

Por outro lado, a evolução do segmento tradicional é uma reali-
dade com o fortalecimento do hub da TAP Portugal em Lisboa
para o Brasil e África. Prova disso é o crescimento da operação
para o Brasil através das novas ligações a Brasília (7 x semana)
e a Belo Horizonte (5 x semana) e dos incrementos de frequên-
cias semanais para o Rio de Janeiro (de 8 em 2006 para 12 em
2008) e para São Paulo (de 9 em 2006 para 11 em 2008) e
para África com a nova ligação a Casablanca (6 x semana) ou os
incrementos de frequências semanais para Luanda (de 4 em
2006 para 7 em 2008), para Cabo Verde (de 7 em 2006 para
12 em 2008).
Ainda no mercado africano há a destacar a abertura da ligação ao
Cairo com a Egyptair (2 x semana) e os aumentos de frequên-
cias semanais da TAAG para Angola (de 5 em 2006 para 7 em
2008) e da TACV para Cabo Verde (de 8 em 2006 para 9 em
2008).
Estas novas operações contribuíram para que o número de
destinos servidos pelos Aeroportos ANA passasse de 169 em
2006 para 176 em 2008, com destaque para a progressão
verificada em Lisboa (+10 destinos) e Porto (+8 destinos).
O quadro seguinte inclui os indicadores da oferta e da procura
por Regiões Mundiais nos Aeroportos ANA: (ver Quadro9)

a reality with the strengthening of the TAP Portugal Lisbon
hub to Brazil and Africa. This is proved by the growth in the
operation to Brazil with new flights to Brasília (7 per week)
and Belo Horizonte (5 per week) and increases in the weekly
flights to Rio de Janeiro (from 8 in 2006 to 12 in 2008) and
to São Paulo (from 9 in 2006 to 11 in 2008); and to Africa,

These new operations contributed to an increase in the number
of destinations served by ANA airports, going from 169 in 2006
to 176 in 2008, among which the progression in Lisbon (+10
destinations) and Oporto (+8 destinations) stands out.

Ao nível da procura, é de notar os resultados do tráfego de
passageiros com as regiões Europa (+4,4%), América do Sul
(+10,7%) e África (+11,6%). No caso da Oferta, realce para o
extraordinário crescimento dos lugares oferecidos de/para a
região América do Sul (+16,3%), embora com inferior número
de movimentos de aeronaves (-1,4%). A taxa média de ocu-
pação nesta região ficou-se assim pelos 70,4%, consideravel-
mente inferior à verificada em 2007.
A evolução da estrutura do Tráfego de Passageiros nos
Aeroportos do Grupo ANA, entre 2003 e 2008, evidencia o
crescimento exponencial do tráfego low cost (crescendo em
média 37,5% ao ano; +21,6 p.p de quota de mercado em 5 anos)
em detrimento principalmente das companhias tradicionais
(-14,6 p.p de quota de mercado em 5 anos) mas também das
companhias charter (-7 p.p de quota de mercado em 5 anos).
In terms of demand, one should note the results of the
passenger traffic with the regions of Europe (+4.4%), South
America (+10.7%) and Africa (+11.6%). In the case of supply,
we highlight the extraordinary growth in the seats offered
to/from South America (+16.3%), despite the fact there was
a lower number of aircraft operations (-1.4%). The average
occupancy for this region ended up at 70.4%, considerably
lower than that recorded in 2007.
The evolution of the structure of passenger traffic at the
airports of the ANA Group, between 2003 and 2008, reveals
exponential growth of the low cost traffic (growing an
average of 37.5% per year; +21.6% of the market share in 5
years) mainly in detriment to the traditional companies
(-14.6% of the market share in 5 years) but also affecting the
charter companies (-7% of the market share in 5 years).

De acordo com o Low Cost Monitor 2008 da RDC Aviation, no
que diz respeito ao número de lugares oferecidos o Aeroporto
de Faro encontra-se na 46ª posição no ranking dos aeroportos
LCC europeus. Ainda no mesmo ranking, o Aeroporto de Lisboa
posiciona-se no 71º lugar, enquanto que o Aeroporto F. Sá
Carneiro ocupa a 84ª posição. De referir, ainda, que este último
ocupou a 16º posição no Top 20 dos Aeroportos LCC com maior
crescimento entre 2002 e 2007, ao nível dos lugares oferecidos.
Analisando as posições relativas de cada segmento de Tráfego
em 2008, em comparação com o ano transacto, nota-se clara-
mente que o segmento de baixo custo ganhou em número de
passageiros e em Quota de mercado, ao passo que os segmen-
tos tradicional e charter perderam em passageiros transportados
e também em QM: (ver Gráfico 16)
Analisando a performance específica das companhias que ope-
ram nos nossos Aeroportos, as que mais contribuíram para o
crescimento verificado em 2008 foram a TAP Portugal
(+10,7%), a Ryanair (+29,1%) e a easyJet (+52,1%), neste úl-
timo caso reflectindo a aquisição da GB Airways: (ver Quadro 10)
According to the Low Cost Monitor 2008 of RDC Aviation, in
terms of the number of seats offered, the Faro Airport ranks
46th among the Low Cost Carrier (LCC) Airports in Europe. In
the same ranking, Lisbon Airport is in the 71st position, and the
F. Sá Carneiro Airport is 84th. It should be mentioned, also, that
this last airport ranks 16th in the top 20 LCC Airports having
the greatest growth between 2002 and 2007, in terms of seats
offered.
Analysing the relative positions of each segment of traffic in
2008, in comparison with the previous year, one clearly sees
that the low cost segment gained in the number of passen-
gers and market share, while the traditional and charter seg-
ments lost passengers carried and market share (MS): (see
Graph 16)
Analysing the specific performance of the companies that
operate in our airports, the ones that most contributed to the
growth registered in 2008 were TAP Portugal (+10.7%),
Ryanair (+29.1%) and easyJet (+52.1%), this last case
reflecting the acquisition of GB Airways: (see Table 10)

The growth registered by TAP is to be underscored, being the
number one company at the ANA airports (MS of 38.8% in
2008) which, despite the unfavourable conjuncture, registered
a commercial performance worthy of note. There is present in
this result, however, the fact that 2008 was the first full year of
TAP’s operation following its acquisition of Portugália.
The following table shows the distribution of passenger traffic
according to the 10 leading countries of origin/destination:
The market share of the United Kingdom, with a growth of 2.0%,
clearly distanced itself from that of the domestic market, which
was 16%, evidencing a falling trend in the national market that
has been recorded in the last years and in 2008 was -4.9%.
É de destacar o crescimento registado pela TAP, companhia
número um nos Aeroportos ANA (QM de 38,8% em 2008) que,
apesar da conjuntura desfavorável, registou uma performance
comercial digna de nota. Está todavia presente neste resultado o
facto de 2008 ter sido o primeiro ano completo de operação da
TAP após a aquisição da Portugália.
O quadro seguinte mostra a repartição do tráfego de passageiros
pelos 10 principais Países de Origem/Destino:
A Quota de Mercado do Reino Unido, com um crescimento de
2,0%, distanciou-se claramente da do mercado doméstico, que
se cifrou em 16%, evidenciando uma tendência de decréscimo
do mercado nacional que se tem registado nos últimos anos e
que em 2008 foi de 4,9%.

worst results recorded at the ANA airports in 2008:
In this list, the 2 routes of Clickair to Barcelona from Lisbon and
Oporto stand out, plus the fact that among the 10 routes, 6

peer group a situação é positiva já que o aeroporto se posiciona,
na matriz BCG, como uma “question mark”, ou seja, com um
crescimento acima da média mas com uma dimensão ainda
abaixo da média dos seus pares europeus. No âmbito do seu peer
group, o aeroporto de Lisboa foi o 4º que mais cresceu em 2008.

In 2008, the F. Sá Carneiro Airport again registered a notable
growth in demand (+13.7%), with more than 0.5 million
passengers handled, making it for the second consecutive year,
the airport within the ANA network that was most outstanding
in this dimension. The low cost traffic is leveraging this growth,
up 51.2%, in contrast to the drop of 2.8% seen in the
passengers of the traditional airline companies.
In the comparison of this airport with its peer group, the
situation is also very positive, as the airport is rated on the
BCG matrix as a “question mark”, that is, its growth is above the
average but with a size lower than the average of its European
peers. In the scope of its peer group, the Oporto Airport
No Aeroporto F. Sá Carneiro, o ano de 2008 voltou a registar
um crescimento assinalável da procura (+13,7%), com mais 0,5
milhões de passageiros processados, tendo sido, pelo segundo ano
consecutivo, o aeroporto da rede ANA que mais se destacou nesta
dimensão. A alavancar tal evolução encontra-se o tráfego low cost,
crescendo 51,2%, em contraponto com o decréscimo de 2,8%
verificado nos passageiros das companhias aéreas tradicionais.
No que diz respeito à comparação deste aeroporto com o seu peer
group a situação é também ela bastante positiva já que o aeroporto
se posiciona, na matriz BCG, como uma question mark, ou seja, com
um crescimento bastante acima da média com uma dimensão ainda

de crescimento percentual anual em claro contraste com o
comportamento evidenciado pelos dois aeroportos da Galiza.
O Aeroporto de Faro processou um total de 5,45 milhões de
passageiros, que se traduziu num decréscimo de 0,4%, sendo
dos três Aeroportos do Continente, pela tipologia do seu tráfego,
o que mais sofreu com a actual conjuntura da económica. Com
efeito, é notória a sua dependência relativamente a alguns dos
principais mercados emissores europeus, nomeadamente o Reino
Unido que, para além de uma clima económico menos favorável,
viu também a libra esterlina posicionar-se praticamente em
paridade com o euro, reduzindo drasticamente o poder de
compra dos ingleses no estrangeiro.

peer group a situação não é tão positiva como a dos restantes

size below that of its peers with a decidedly tourist thrust.
However, in the scope of its peer group, the Faro Airport has
the 5th best performance in terms of traffic growth.
The airports in the Azores registered as a whole, a decline
of 1.2% in passenger traffic and were also among the most
affected by the economic crisis. It is to be noted that their
dependence on the domestic market is determinant and it
is already feeling the effects of the economic slowdown
registered in the last quarter.
In terms of air freight traffic, after the drop recorded in 2007,
it once again rose in 2008 (+3.4%), which is noteworthy in the
face of the present economic conjuncture.
At the airports on the mainland, which are responsible for
the greatest volume, the air freight traffic grew considerably,
confirmed by the increases in the world regions of Africa
(+26.3%) and South America (+17.5%), where there are
emerging economies with great vitality in terms of commercial
trade, such as Angola (+40.9%), Brazil (+16.9%) and
Venezuela (+30.4%).

dos mais atingidos pelos efeitos da crise económica. Assinale-
-se que a dependência do mercado doméstico é determinante
e também ele já sente os efeitos do abrandamento económico
registado no último trimestre.
Em relação ao tráfego de carga aérea, após o decréscimo
verificado em 2007, voltou a crescer em 2008 (+3,4%), o que
é de salientar face à conjuntura actual da economia.
Nos Aeroportos do Continente, responsáveis pelo maior volume,
o tráfego de carga aérea conheceu um crescimento considerável,
confirmado pelas subidas verificadas nas Regiões Mundiais África
(+26,3%) e América do Sul (+17,5%), onde se encontram
economias emergentes com uma grande pujança ao nível das
trocas comerciais, como sejam Angola (+40,9%), o Brasil
(+16,9%) e Venezuela (+30,4%).
