FOREWORD
The Water Resources Management & Training Programmes (WRM&TP) assisted byUSAID was launched by the Government of India during 1983-84 with the objectiveof developing necessary training capability and infrastructure facilities for upgradingthe knowledge and skills of different level officials, functionaries and farmers who areassociated in operation and maintenance of Irrigation System and AgricultureExtension Activities in various irrigation command areas to achieve increased cropproduction through improved crop productivity by ensuring effective and efficientwater management practices.
The Training Programmes are finalized according to the specific requirements andthus broadly classified into Participatory Irrigation Management, Water ResourcesEngineering & Management, Refresher Courses, Irrigation & Drainage Engineering,Agronomy & Soil Science, Human Resources Management, Computer Application &Information Technology, Exposure Visit to Water Resources Projects, National LevelTraining Programmes, Hydrology Project-II, and in addition to this, trainingprogrammes for Officers, LLFs and Farmers of SSP Command as per requirementwill be conducted. Also, any training programmes for officers foreseen by WR Dept.will be conducted on priority basis.
NGO collaborative training programme for motivating and accelerating the PIM effortsmade by the Water Resources Department, Govt. of Gujarat for the identifiedirrigation projects will be conducted as per directive of WRD. Training programme onPIM has become mandatory and accordingly greater number of training programmeson PIM are planned in the current year. Also provision of On Demand coursesincluded in this Annual training programme
We hope and trust that various training programmes scheduled for the year 2016-17will provide opportunity to technical officers of N, WR, WS & Kalpasar Department,S.S.N.N.L. and Agriculture Department as well as farmers of irrigation projects andSSP Command Area. Also, officers and farmers of other states will be providedexposure to best practices of irrigation water management by WUAs in the IrrigationCommand Areas.

INTRODUCTION
Water and Land Management Institute (WALMI) is a premiere State Training Instituteimparting multi-disciplinary training in the field of Water Resources Management.
WALMI-Gujarat was established in the year 1980-81 at Anand with the World Bankfinancial support under direct control of the Area Development Commissioner,Ahmedabad. In 1983, the WALMI was shifted from Anand to Gandhinagar. During1983-84, it became a participant of USAID assisted "Water Resources Managementand Training Programmes". Since 1985, WALMI has been working as an autonomousbody under ""GGuujjaarraatt IIrrrriiggaattiioonn MMaannaaggeemmeenntt SSoocciieettyy ((GGIIMMSS)) "".. The GIMS isregistered under Co-operative Societies Registration Act, 1860 on 28-03-1985.
Since May, 1990 with the completion of construction of new campus of the Institute, ithas been functioning at new campus located near Anand at Anand-Vadod Road.
WALMI-Anand is imparting multi-disciplinary training to in-service Irrigation Engineers,Agronomists, Soil Scientists, Extension Workers, Farmers including Farm Womenrepresenting from Minor, Medium and Major Irrigation Project areas as well as Officers,LLFs and Farmers of Sardar Sarovar Project. The ultimate goal of training is to achievedesired level of project efficiency by implementing latest technologies in the irrigationmanagement with participatory & inter-disciplinary approach of beneficiary farmers andconcerned Government Departments & Organizations.
OBJECTIVES
The main objectives of the Institute at the time of its establishment were:
To impart training to the relevant professionals of all levels of the StateGovernment involved in water management and land development.
To conduct applied research in the field of water management and landdevelopment.
To promote the irrigated agricultural activities for achieving increasedefficiency and agriculture productivity.
To provide consultancy services to Government, Local Bodies and individualsin the field of integrated water, land and crop management.
Present mandates of Institute:
To impart training to the personnel of N,WR,WS and Kalpasar Department,Govt. of Gujarat as well as SSNNL and Farmers of Irrigation CommandAreas. Also, Officers involved in irrigated agriculture representing AgricultureDept.
To monitor implementation of PIM in the State. To co-ordinate Training Programmes of Hydrology Project (H.P) To conduct Professional Examination for Class-I & II Officers of the Narmada,
Water Resources, Water Supply & Kalpasar Department. To conduct course on Computer Competence for Government staff on two
different module CCC+ (for Class I & II Officers) as well as CCC (for Class-III &Class-IV Staff).

ORGANIZATIONAL SETUP OF WALMI
WALMI is placed under the umbrella of "Gujarat Irrigation Management Society(GIMS)" by the Government of Gujarat. The Special Secretary (Water Resources) ofNarmada, Water Resources, Water Supply & Kalpasar Department, Government ofGujarat is Ex-Officio, Chairman of the GIMS. The Chief Engineer & Director of WALMI isthe Member-Secretary of the Society & he is the head of the Institute under whompower is vested for entire training, technical and administrative activities.
Training is the main activity of the Institute and it is entrusted to the Joint Director(Training) with his team comprises of faculty members of various cadre viz., Professor,Assistant Professor, Training Co-ordinator, Lecturer, and supporting Officer / Staff(Assistant Engineers / Junior Scientific Assistant).
Office Administration, Maintenance of Infrastructure Facilities and other supportivearrangement viz., transportation, sanitation services, securities services, laundryservices, catering and all financial and technical dealing are carried out as routineactivities by Joint Director (Technical) with the support of Deputy Director (Technical),Executive Engineer (RTCs), Deputy Executive Engineer (Maintenance & Vehicle Pool),Farm Manager, Office Superintendent and Account Officer. The Organizational Chart ofWALMI is given in side of last cover page.
THE FACULTY
WALMI has sanctioned faculty strength of 27 for WALMI Head Quarter at Anand and 11Officers-cum-faculty members for three Regional Training Centers (RTCs). Altogether38 faculty members, out of which one Assistant Professor is in position as directrecruit of GIMS whereas 04 Superintending Engineers, 04 Executive Engineers, 05Deputy Executive Engineers are placed in faculty on transfer from N, WR, WS &Kalpasar Department, Govt. of Gujarat. By this way, WALMI's training programmes areorganized and conducted by the faculty members and supporting officers / staff.Moreover, Guest faculties are invited from reputed institutes for providing benefits oftheir expertise & experience in the related topics to the participants.
In addition to faculty available at WALMI and three RTCs, we are also inviting guestfaculty from various Organizations listed as below:

FACILITIES AT WALMI, ANAND
The campus is spread over 56 ha of land with infrastructure facilities like Main InstituteBuilding, Residential quarters, Guest house, Hostels, full - fledged Computer Centerand an Agriculture Demonstration Farm. The main building of the Institute comprises oftwo blocks viz. Administrative Block & Faculty Block.
Administrative Block
This Block houses Director’s office, Joint Director (Tech), Joint Director (Trg.),Deputy Director (Tech) Office, Conference Hall, Meeting Room, AdministrativeSection, Drawing Branch, Vehicle Pool & Maintenance Section and AccountsSection, Lecture Hall, etc.
Faculty Block
This Block consists of Faculty Members’ Chambers, Lecture Halls, Auditorium Hall,Training Branch, Library, Hydraulic Model Room and Computer Complex, etc.
Lecture Hall
The Institute has 3 Lecture Halls available for conducting in-house training. EachLecture Hall has a seating capacity of 40 participants. The lecture halls areequipped with LCD Projector, OHP, Electronic Writing Board, Black Board andAudio-System etc. Amongst three Lecture Halls, one is equipped with air-conditioning system.
Auditorium
The faculty block having a well furnished and recently renovated auditorium of 100seating capacity. It is also equipped with LCD Projector, OHP, Electronic WritingBoard, Black Board and Audio-Visual System etc.
Library
WALMI’s Library is well furnished with seating arrangements and having 8000books on various subjects related to Irrigation Water Management, IrrigatedAgriculture, Computer Science, Social Science and Human ResourcesManagement.

Hostel
The Institute has well - furnished hostel with adequate boarding facilities for thetrainee Officers as well as Farmers.
(1) Guest House (A/C) : capacity of 10 beds(2) Trainees Hostel : capacity of 92 beds(3) Farmers’ Hostel : capacity of 49 beds
Meeting Hall
The Institute has air-conditioned and well-equipped Meeting Hall for conductingvarious meetings with seating capacity of 25.
Conference Hall
WALMI has a Well-furnished A/C Conference Hall for 50 participants. It has beenequipped with PA system, Over Head Projector, White Board and other audio-visual aids. The Conference Hall is used for conducting Governing CouncilMeetings of GIMS and for conducting National Level Courses, Special TrainingProgrammes and Training Programmes of Senior Officers.
Residential House
WALMI has well - maintained residential facilities comprising 141 quarters,community hall, play ground, shopping center and gardens.
WALMI Farm
WALMI has well-developed Agriculture demonstration farm covering an area of 36ha. This provides excellent supports to training activities and also enables faculty toassociate demonstration on water management and adaptive research. The farm isequipped with all required facilities related to field practices for better watermanagement in irrigated agriculture.
Computer Complex
The Computer Complex is small unit attached with Faculty block and equipped with25 Pentium Computers with peripherals such as Laser Printers, DMP Printers,Plotters, Scanners, Digitizers and LCD Multi-media projector. Moreover, it consistsof Office chambers for the faculty members working at Computer Complex. ThisCenter is utilized for imparting Computer training of CCC & CCC+ to in-serviceprofessional / staff of the various Departments of State Government.
Hydraulic Structures’ Model Room
Hydraulic Structures’ Model room is established for displaying a proto type modelof 40 ha. Chak & sub-chak planning of micro level canal network system. Inaddition to this the model room has different kinds of display models of flowmeasuring devices, check structures, Canal Outlet, PFD and controlling structuresof canal irrigation systems with detailed design specifications.

REGIONAL TRAINING CENTERS
WALMI has well established three Regional Training Centers each at Gandhinagar,Rajkot and Surat for imparting training to Lower Level Functionaries (LLFs) of Narmada,Water Resources, Water Supply & Kalpasar Department, Agriculture Department andfarmers of Irrigation Projects of Gujarat State. Each centre are well equipped with thefacilities like Class Room, Office Room, Hostel facility to accommodate 30 participantswith Dinning Hall, Recreation Hall and residential facilities for the Staff of the Centers.In order to keep RTCs activate with training activity, the training programmes for LLFs &Farmers are organized there regularly round the year. Some regional specific trainingprogrammes for junior and middle level officers are also arranged at these Centres. TheRTC, Rajkot has developed a Computer Training Centre having 15 Pentium Computers.
TRAINING ACTIVITIES
Main activities of WALMI is to impart effective inter-disciplinary training to in-serviceprofessionals like, Irrigation Engineers, Agriculture Officers and Lower LevelFunctionaries (LLFs) who are working either in Narmada, Water Resources, WaterSupply & Kalpasar Department or in Agriculture Department of the Government ofGujarat and also to the beneficiary farmers who are actively associated with WaterManagement for better irrigated agriculture. The water management process can onlybe streamlined if the farmers are to be involved in all aspects & all levels of irrigationproject and hence concerted efforts are being made for implementation & adoption ofParticipatory Irrigation Management (PIM) by the beneficiary farmers as well as by theGovernment bureaucracy. Therefore, intensive training programmes are conductedround the year by WALMI for Govt. personnel and representative farmers of theirrigation project to promote PIM.

CUMMULATIVE TRAINING PROGRESS REPORT
WALMI has imparted training to 1,94,979 personnel and farmers up to March - 2016,covering 40,479 Irrigation Engineers, 4784 Agriculture Officers, 5528 field staff(drawn from GERI, WRIc & GWRDC) under Hydrology Project, and 1,44,088 Others(Lower Level Functionaries like, Chowkidars, Karkoons, Work Assistants, VLWs, AEOsand Farmers & Farm Women, College students, etc.) through 4402 training courses.

Table - I highlights year-wise number of courses conducted and discipline-wisepersonnel and farmers trained and thus it reflects the importance of training as a basictool for improving functional capabilities of participants by upgrading their knowledgeand skill to enable them to work more effectively in the field of irrigated agriculture.Most of the training programmes are oriented to field requirements for solving the fieldproblems.
