Gujarat Jalseva Training Institute – A Brief Description. Gujarat Jalseva Training institute is a training unit of Gujarat Water Supply

& Sewerage Board under Narmada, Water Resources, Water Supply and Kalpsar Department. Government of Gujarat. The institute was established in October 1988 by the Water Supply and Sewerage Board with the help of World Bank.

The training programs of the Institute are sponsored by the State Government and Ministry of Drinking Water & Sanitation & Ministry of Urban Development, Government of India.

Recognition by GOI. Gujarat Jalseva Training Institute is recognized as National Key Resource

Centre (KRC) by Ministry of Drinking Water & Sanitation, Government of India, in the year 2009-10.

Central Laboratory of GJTI is identified as State Referral Institute (SRI) by Ministry of Drinking Water & Sanitation, Government of India.

Role of GJTI 1. Trainings.

1.1 To conduct Induction Trainings for newly recruited employees. 1.2 To conduct Refresher Trainings for all cadres, pertaining to technical

and administrative aspects in water sector. 1.3 To conduct 3-Days Compulsory Training for class I & II officers, as per

State Training Policy 1.4 To conduct National level KRC Trainings (sponsored by Ministry of

Drinking Water &Sanitation, GOI)

1.5 To conduct National level CPHEEO Trainings (sponsored by Ministry of Urban Development, GOI)

1.6 To organize Exposure Field Visits. 1.7 To organize Long Duration Administrative Training. 1.8 To depute technical & administrative officers of

GWSSB/WASMO/GWIL to other reputed institutes of Gujarat & other States.

1.9 To nominate technical & administrative officers of GWSSB to other state for CPHEEO sponsored training programmes.

2. Departmental Examination GJTI organizes Departmental Examinations for administrative and technical employees of the Gujarat Water Supply and Sewerage Board.

3. WQMS (Water Quality Monitoring & Surveillance)

Drinking Water Quality Monitoring Programme in the state is carried as per the Uniform Drinking Water Quality Monitoring Protocol published by the Ministry of Water and Sanitation,GOI in the 2013.

Under WQMS programme Chemical/Bacteriological analysis of drinking water samples are being carried out in 80 water testing laboratories, 1 SRI (Central Laboratory, Gandhinagar), 32 districts & 47 block level laboratories under the guidance, coordination & monitoring of Central Laboratory, Gujarat Jalseva Training Institute, Gandhinagar. 1 SRI Central Laboratory, Gandhinagar & 7 district laboratories are NABL accredited. Co-ordination, monitoring & management of these laboratories are being carried out by the Central Laboratory at GJTI.

Work done during the Year 2018-19

New strategy for training is implemented during FY: 2018-19. According to that all employees of GWSSB are divided in different groups (i.e. Group No. 1 to 11) based on cadre of employees & experience in that cadre & all employees has to undergo for training, defined for their groups. Year wise training database of GWSSB employees is also maintained.

Conducted 102 in-house trainings (including 2 National Level trainings) covering 3561 participants during the Year: 2018-19.

National Level Trainings 5-days National level training programme on “Scientific Methods to locate

Ground Water Sources” was organized under Central Public Health and Environmental Engineering Organization (CPHEEO) & sponsored by Ministry of Urban Development, GOI. Total 20 officers has attended the training course out of which 10 participants were from out-of-states.

Water Quality Monitoring & Surveillance (By Laboratories): GJTI has provided all the resources and infrastructure planning for assessing

drinking water quality of water sources in the respective habitations and

necessary follow up mechanism like role and responsibilities of the Labs are

provided and it has gradually practiced by GWSSB Labs. It includes,

I. Implementation of the Uniform Drinking Water Quality Monitoring

Protocol (UNDWMP), MODS, GOI.

II. The testing activities are carried as per the internationally established

standard methods for the Examination of Water and Waste Water a

book published by American Public Health Association.

III. NABL accreditation of one state (1) and seven (7) district laboratories

for the 13 Chemical test parameters of drinking water.

IV. Started Functioning as SRI by testing referral sample from all districts.

V. Incorporated additional Iron test parameter in the Laboratories.

VI. Execution of one year Annual Maintenance Contract for the

instruments, equipments of all the 80 laboratories.

VII. Procurement of Lab testing instruments for the 150 WTPs.

VIII. Established Centralized Water Quality Data Management at SRI, GJTI.

WQMS current Establishment & Planning: I. All 80 laboratories are equipped with instruments required to test 13

parameters including UV spectrophotometer & for microbiological

examination labs are equipped with Laminar flow, Modern incubators,

autoclaves etc.

II. District level laboratories are planned for 34 parameters testing

capabilities as per protocol.

III. Planning to operate all other laboratories at par with NABL.

IV. State Laboratory is planned for Heavy Metals testing capabilities as per

protocol.

Quality Assurance and validation: I. Proficiency testing was carried out during the year at Green Economy

Initiative (P) Ltd, Ambala.

II. Re-examination of 5% unfit samples is carried out at one step higher

laboratories.

Capacity Building & Training V. Conducted 18 trainings on following Water Quality related topics

through which 852 participants were trained.

Organized following other activities a. Blood Donation Camp - As a

part of celebration of “World Environmental Day” on 5th June 2018, GWSSB has organized, “Blood Donation Camp” at GJTI Campus, Sector-15, Gandhinagar with the help of General Civil Hospital, Ahmedabad, in-which 44 units of blood was collected.

b. Celebration of No Vehicle Day on 1st January 2019 – on the 1st day New Year of 2019, employees of water supply department has used cycle, public transport & car pool method to reach office, with the theme of limited use of fossil fuel. These initiatives of the Water Supply Department are very successful.

c. GWSSB Cricket Tournament-2018 – Under Capacity Development programme for the employees of Water Supply Department, Cricket Tournaments was organised during 29th December 2018. Zone-2 team becomes winner of this tournaments.

A team of delegates from the Ministry of Drinking Water & Sanitation, New

Delhi, Govt. of India & UNICEF has visited Gujarat Jalseva Training institute

on 09-01-2019 under the leadership of Ms. V Radha, Joint Secretary,

Summary: During the year, total 3691 participants were trained through 126 training

programmes, which includes 102 in-house training programmes & 9 trainings
