As Chair of Yukon Housing Corporation’s Board of Directors, I am pleased to submit the Corporation’s Annual Report for the year ending March 31, 2015. The Annual Report provides an important opportunity for the Board to demonstrate its accountability and to share information on the activities and accomplishments of the Corporation during the past year.

The Annual Report contains the Corporation’s year-end financial statements and results of the independent audit carried out by the Office of the Auditor General. Again this year, review of the Corporation’s finances has resulted in a clean and unqualified audit of its operations. This reflects the commitment the Corporation has made to sound financial management.

During the 2014/15 fiscal year, the Board provided advice to the Yukon government on how Northern Housing Trust funds could help respond to housing needs in the territory. This led to five new housing programs, launched in the summer of 2015, aimed at expanding and improving the supply of rental housing in the territory and increasing access to the rental market for Yukon families.

In 2014/15, the Board oversaw an evaluation of the Corporation’s home ownership and home repair programs. The results of this evaluation are informing changes to ensure these programs respond to the needs of Yukon homeowners.

Collaboration with Yukon government departments, other governments, non-governmental organizations and the private sector are fundamental to addressing the range of housing issues across the territory. This is a key priority in YHC’s five-year Strategic Plan. During 2014/15, collaboration with many partners on a ten-year blueprint for housing continued, resulting in the successful completion of the Housing Action Plan for Yukon this past summer.

On behalf of the Board, I thank the President of Yukon Housing Corporation, Pamela Hine, its other senior leaders and staff for the dedication they give to realizing the strategic goals and objectives the YHC Board has set.

As Chair, I want to recognize the ongoing efforts of Board members working as a team to provide direction and oversight to the Corporation.

In conclusion, I extend the Board’s thanks to you, Minister Hassard, for your commitment to working cooperatively on solutions to territorial housing issues. A productive relationship between the Board and the Yukon government is key to ensuring the Housing Corporation meets its responsibilities to Yukon people.

Message from the President Strong, vibrant communities are built by embracing a shared commitment to a greater good—working toward common goals—and, most importantly, creating a sense of belonging. Yukon Housing Corporation made great strides in fulfilling its role through implementation of its five-year Strategic Plan. The goals of the Strategic Plan continue to drive the priorities and actions of the Corporation.

These goals have kept us focused on those priorities that matter most:

» attainable home ownership;» affordability of rental accommodation;» enhancing housing options;» effectiveness and accountability, and,» human resource capacity development.

Significant investments were made to expand social housing capacity by renovating, rehabilitating and retrofitting YHC units. This increased the accessibility of units and helped meet the needs of vulnerable Yukoners. Moving forward, protection of the housing stock through a responsible capital maintenance plan will be a priority.

During 2014/15, work by the Corporation resulted in great strides being made towards creation of new affordable seniors’ social housing. This included the completion of the 34-unit Alexander Street seniors’ building, construction of a Mayo seniors’ residence and initiation of a 48-unit building on Front Street in Whitehorse. These units will help address the growing waiting list for seniors’ social housing.

Yukon Housing Corporation has been able to accomplish a number of initiatives through engagement and collaboration with its partners. I am very pleased that the Housing Action Plan—a plan for Yukoners—was able to make the progress in 2014/15 that led to its approval on June 17, 2015. The creation of the Housing Action Plan is just the beginning. Yukon Housing Corporation is excited to lead the implementation of this 10-year plan. Together with our partners, we will continue our journey towards a shared vision of stable, healthy, housed Yukoners in 2025.

In addition to work in Yukon, ongoing collaboration efforts at the pan-territorial level highlight the need for continued partnership and federal engagement for northern housing that are longer term, adequate and flexible to address our unique northern housing needs.

I would like to thank the Board of Directors, the Minister and the staff and management of Yukon Housing Corporation for their support and contribution. Yukon Housing Corporation is more than bricks and mortar, it is people helping people to gain and maintain housing.

INTRODUCTION

Yukon Housing Corporation (YHC) is pleased to present its 2014/15 Annual Report. This report outlines the progress made toward goals outlined in the 2014/15 Annual Operating Plan, as well as the progress YHC has made under the Yukon Housing Corporation Strategic Plan 2013–2018.

The 2014/15 Annual Report sets the stage for future planning by providing an opportunity to assess YHC’s achievements and identify opportunities that will benefit Yukoners.

This document aligns with YHC’s Annual Operating Plan, Protocol Agreement and Letter of Expectations between the Minister and YHC Board of Directors for 2013/14.

Organizational Structure

Established in 1972, YHC is a corporation accountable to Cabinet through the Minister responsible. Legislative authority is provided by Yukon’s Housing Corporation Act. The Act establishes a Board of Directors (the Board) to conduct the affairs and business of YHC.

The YHC Board of Directors is responsible for the stewardship of the Corporation. As steward, the Board directs and controls the Corporation’s affairs in accordance with the Housing Corporation Act, the Housing Development Act, the Corporate Governance Act, the Financial Administration Act and other applicable legislation and policies. As such, the Board provides oversight in accordance with the legislated objectives and powers vested in YHC and guides YHC’s strategic direction.

The Board is accountable to the Minister, the Yukon Legislative Assembly and the public for its performance. The Board consists of a Chair, a Deputy Chair and no more than five other members. Board members are appointed by the Yukon government, generally for two- to three-year terms.

The Financial and Risk Management Committee (FARM) is a committee of the Board. The Board delegates responsibility for financial and risk oversight to FARM. In turn, FARM ensures that the audit process, financial reporting, accounting systems, corporate control and risk management systems are reliable, efficient and effective.

The President is responsible for managing YHC’s daily operations under the Board’s direction. Under the leadership of the President, the YHC management team makes day-to-day operational decisions for providing programs and services.

The Honourable Brad Cathers served as the Minister responsible for Yukon Housing Corporation until January 16, 2015. Since then, the Honourable Stacey Hassard has assumed the role of Minister responsible for Yukon Housing Corporation, Yukon Liquor Corporation and Lotteries Yukon.

In addition to the YHC Board of Directors, which provides corporate oversight, YHC has local community housing advisory boards that provide advice and guidance on public housing (staff and social) in ten communities. Programs and Business Focus

Programs offered by Yukon Housing Corporation address a wide range of northern housing issues. YHC’s focus is to facilitate objectives to achieve a better quality of life for Yukoners. This is provided through:

» the provision of staff & social housing; » managing a variety of loans programs for home purchase, new home

construction and home repairs/improvements;» promoting housing industry development; and,» sharing information and educating communities and stakeholders about

northern housing issues.

Home Ownership and Home Repair Programs

There are two major categories of loan programs available from YHC: home repair programs and home ownership programs.

This group of lending programs is designed to encourage and support homeowners and landlords to ensure their homes are in good condition, safe and healthy for occupancy.

The home repair loan programs assist Yukoners in financing repairs for principal residences, including mobile homes and rental units. Included in the home repair program is the rental suite program, which goes beyond repairs and provides financial assistance for the creation of a rental suite on a primary residence property.

The home ownership programs assist eligible Yukoners in buying or building their own homes. Different options are available for houses and mobile homes, including: mortgage financing, financial assistance with down payments and assistance with completing home construction in rural areas. This group of lending programs is designed to encourage and support individuals toward sustainable, successful homeownership.

Rental Housing Programs

YHC provides rental housing to eligible applicants in fourteen communities across the territory.

The housing programs are divided into two main categories:

» Social housing for eligible low-income families and individuals, including seniors; and,

» Staff housing for Yukon government employees who provide critical services in the rural communities (such as education or medical care).

YHC’s social housing program is a rent-geared-to-income program for eligible low-income households capable of living independently. Eligibility is based on income and allocations are prioritized based on needs.

The staff housing program assists the Yukon government in recruiting and retaining staff to ensure the adequate provision of public services in smaller communities across the territory.

REPORT ON PROGRESS

YHC’s Strategic Plan 2013–2018 was adopted in 2013 and forms the structure against which YHC measures its performance in achieving its goals. A summary of achievements by goal is provided below.

Goal One

Facilitate access to more attainable and sustainable home ownership opportunities in Yukon.

Loan ReviewAs mentioned above, Yukon Housing Corporation currently provides a wide variety of specialized lending programs designed to address specific housing affordability issues. In 2014, YHC conducted a lending program review, aimed at:

» targeting affordability through forgivable and subsidy programs;» eliminating current program redundancies; and, » updating thresholds and lending rates.

The review was undertaken in response to the first goal of the strategic plan: “more attainable and sustainable home ownership” and addressed the objective to “evaluate options to re-design or expand the existing loans programs…to address critical housing affordability needs in Yukon”.

The goals for the program review were:

» to determine whether current business practices related to intake, assessment and information could be improved to better support Yukoners as home buyers and homeowners;

» to evaluate how well the existing lending programs met the needs of Yukon residents; and,

» to identify the gaps, issues or challenges when considering modifications to improve existing programs.

The report concluded that there was high client satisfaction with the loans program and that the programs were effective in meeting the needs of those clients. However, one key issue that was revealed was that loans programs were not reaching Yukoner homeowners and prospective homeowners most in need. These results will be used in the redevelopment of programs during the 2015/16 year.

Home Ownership Preparedness Education (HOPE)

The HOPE program is a home purchase, maintenance and financial literacy course, which is intended to prepare first-time home buyers for successful home ownership. The program is designed to ensure that first-time home buyers have the understanding and awareness necessary to maintain a safe and efficient home, as well as build their skills to manage it financially within their means.

The curriculum for the program has been successfully developed, reviewed and tested by stakeholders and focus groups. The classroom version of the program will be delivered by Yukon Housing Corporation staff, as well as lawyers and industry experts in real estate and mortgage financing. In 2015/16, YHC will be working on an on-line version of the course to allow for self-paced learning and to reach a wider audience.

HOPE is scheduled to roll-out June 2015, and will be offered free of charge to those interested in entering the home ownership market.

Investment in Affordable Housing (IAH) Agreement

In 2014, the Government of Canada and Yukon government signed a new agreement for affordable housing investments.

The new agreement provides nearly $7.9 million in funding over five years to the Yukon government to design and initiate programs and projects that will help eligible Yukoners in housing need, including seniors, persons with disabilities and low-income families. Example project initiatives may include upgrades to existing social housing stock, new construction and/or renovation projects, rent supplement programs, and accommodations for victims of family violence.

Additionally, a minimum of $10,000 per year over five years will be used to provide housing related options for victims of violence.

Goal Two

Support initiatives to increase the availability and affordability of rental accommodation in Yukon

Northern Housing Trust Fund – RFPAfter issuing a request for proposals for affordable housing projects, two successful proponents from Carmacks and Carcross were awarded funding to create affordable rental accommodations. These communities will benefit from almost $1.5 million in Northern Housing Trust investment toward these developments.

In Carmacks, funding will be used to construct six two-bedroom units. This community housing project is located in the heart of the village and is an important part of the Carmacks Official Community Plan. This project is a partnership with Ketza Construction and Kobayashi + Zedda Architects, with the support of the Village of Carmacks and the Little Salmon/Carmacks First Nation.

This project is now in the early stages of development and is estimated to be completed in 2015/16.

Carcross Tagish Development Corporation was awarded funding for the development of two new one-bedroom, affordable rental housing projects. Development and construction of these units will also provide the opportunity for young people to acquire professional training in the construction trade.

These investments in rural housing will help address the need for affordable rental units in both the Carmacks and Carcross communities.

New Home Builders’ Self-Help Course

New home builders were invited to take part in the self-help course that is offered every January. From land selection to costing and contracting, this course offers practical information on how to manage the construction or renovation of your own home. Recognized experts delivered the course over twelve 3-hour sessions. The course has been a popular annual event since its launch in the early 1990s. To date, approximately 780 people have attended the self-help course.

For the first time in Yukon, homeowners may contact a list of local, certified professionals who can accurately measure and properly mitigate radon exposure in Yukon homes.

“ Contractors’ BreakfastsYukon Housing Corporation supports clients, contractors and industry by promoting awareness and education courses that are not available through other avenues in Yukon. Programs such as contractors’ breakfasts and the self-help builders’ courses, are hosted and facilitated by YHC. These courses are held with local builders, developers and realtors to provide training for industry on pertinent issues, such as radon mitigation, energy code advisors and proper ventilation training standards.

Contractors’ breakfasts were initiated to provide a forum to promote building science technology, and inform the building community about code and/or regulation changes. These discussions aided in keeping the building industry up-to-date with current practices, provided a setting to discuss issues as they relate to the North and developed a community of networking and collaboration.

The contractors’ breakfasts support collaboration with all levels of government, non-profit organizations and other parties to find innovative housing solutions. These workshops support YHC’s vision for a healthy, well-maintained housing environment in Yukon and foster partnerships in pursuit of collaborative initiatives to enhance the full range of choices along the housing continuum. Over the last two years, a total of 20 breakfast workshops have been held.

Radon Training

Health Canada, Yukon’s Chief Medical Officer and the Yukon Lung Association have partnered with Yukon Housing Corporation to sponsor training on radon measurement and mitigation for new home construction. This valuable workshop educated contractors with the latest tools and techniques to reduce radon exposure, as well as methods homebuilders can use to mitigate radon exposure in homes, such as venting it outdoors, where it does not pose a risk.

Just over 20 students (contractors) registered and attended the training in February and March 2015. The exam results were very successful and resulted in seven certified professionals in radon measurement and eight certified professionals in radon mitigation, who are now listed on C-NRPP’s national website for Yukon.

This means that, for the first time in Yukon, homeowners can now contact certified professionals to help them with radon concerns. YHC plans to monitor the number of certified experts in Yukon and offer training for certification as numbers warrant.

Tenant HandbookYHC has produced and released a Tenant Handbook for its tenants, along with two accompanying guides related to maintenance and pest management. These guides provide valuable information and education to YHC tenants regarding the social housing processes, services, rules and policies.

Security ServicesYHC conducted an evaluation of the security services provided at its social housing buildings in order to determine whether to continue with the program. The evaluation concluded that the security services are greatly valued by tenants and staff because they reduce costs in other areas. As a result, Yukon government supported extending the contract to renew security services for an additional two-year term.

Seniors’ Social Housing

Seniors are the fastest growing population group in Yukon. To meet increasing demand for affordable housing, YHC has collaborated with Highway & Public Works (HPW) and the Accessibility Advisory Committee (AAC) to construct and design two new seniors’ housing projects.

An $11.6 million contract for the construction of a new 48-unit Whitehorse seniors’ complex was awarded to NGC Builders of Whitehorse. The new building is being purpose-built to meet the needs of eligible social housing tenants, aged 65 years and older, or 55+ with mobility challenges. The new residence is located on Front Street (Whitehorse) and will offer easy access to transit services, the Millennium Trail, the public library, shops and other local amenities. Construction is underway and scheduled for completion in January 2016.

Construction of a new 34-unit seniors’ social housing residence at 207 Alexander Street was completed in November 2014. Units have been allocated to tenants and the building is now fully operational. The project was constructed under budget at $8.5 million and was completed on schedule. The energy-efficient building incorporates design features based on input from the AAC, to enable tenants to “age in place”. 30 units were designed as “accessible” and four units were designed as “barrier free” for tenants who require an even greater degree of mobility.

Both the residences on Alexander Street and Front Street in Whitehorse have design features intended to support seniors and tenants with mobility challenges. The energy-efficient building designs incorporate a number of innovative accessibility design features to ease everyday activities for independent-living seniors. Some of the design features include:

» accessibility standard entranceways and doors;» kitchen cabinetry that lowers and raises for ease of use;» roll-in showers and low threshold bathtubs; and,» easily accessible lighting controls and window operators.

These buildings follow the approach taken by the Corporation to design appropriate housing facilities that are reflective of the changing needs of seniors.

Also during this fiscal year, YHC invested in a number of upgrades in seniors’ residences to ensure our seniors have access to safe, comfortable, affordable housing. Capital projects completed over the course of the year included new ventilation systems for Closeleigh Manor and 600 College Drive, Whitehorse, and a sprinkler system installation at Greenwood Manor, Whitehorse, to improve fire prevention and safety. Air quality testing was subsequently carried out at Closeleigh Manor, with results showing that the new system was working effectively.

Mayo Seniors’ ResidenceYHC will complete construction of a new six-plex seniors’ residence building in Mayo. This project started in the fall of 2014 and is scheduled to be completed in August 2015.

Social Housing Funding under the capital budget was designated to renovate and rehabilitate existing stock for both social and staff housing. YHC increased housing availability by retrofitting units in Ross River and converting single family units into duplexes in Carmacks. This initiative provided additional housing to meet increasing demand for social housing in Yukon.

Other priorities include upgrades to oil tanks, heating systems and roofs, as well as other components that better sustain the life of YHC’s public assets, meet the ongoing needs of low-income households, and improve the quality and affordability of rental housing.

YHC delivered pop-up information booths to engage the public face-to-face on CO safety issues and to promote seriouslysimple.ca.

Seriously Simple Carbon Monoxide CampaignThe Seriously Simple carbon monoxide safety campaign continued in 2014/15. This multi-year campaign was launched in 2013 to address the need for more comprehensive CO safety education, as identified by the Oil-Fired Appliance Working Group. Representatives from industry, the City of Whitehorse, the Association of Yukon Communities, the departments of Community Services and Education and YHC participated in the working group.

YHC continues to develop and promote the Seriously Simple campaign website (www.seriouslysimple.ca) as part of a multi-faceted social marketing strategy to reach and teach Yukoners about CO safety. This year, in partnership with the departments of Community Services and Education, YHC delivered pop-up information booths at select locations, including the Canada Games Centre, the Whitehorse Public Library and local retailers. The purpose of the pop-up information booths was to engage the public face-to-face on CO safety issues and to promote www.seriouslysimple.ca. The campaign also included “streeters”, interviews conducted with members of the public on the street and aired on local radio stations.

A Guide to Home Heating Oil TanksA new publication on the correct installation and maintenance of home fuel oil tanks was created and is now available to inform homeowners how to avoid the potential dangers and costs of leaking fuel tanks. The oil tank handbook was developed by Yukon Housing Corporation and Aboriginal Affairs and Northern Development Canada for property owners with a fuel oil tank, including home owners, commercial operators, landlords, First Nation communities and business owners. The booklet was designed to assist property owners to ensure that fuel tanks are installed according to code and minimize the opportunity for fuel oil leaks and the subsequent damage to the environment.

Housing Action PlanSince its commencement in 2013, YHC has led the work on the Housing Action Plan (HAP) for Yukon. During the course of its development, YHC has collaborated with various government departments, non-government organizations, municipalities and First Nations to discuss and focus on important issues related to housing with services, rental housing and home ownership.

In October 2014, community stakeholders were brought together to provide further input into the HAP, in preparation of a final plan review of the housing continuum and the three pillars which further identified program goals and objectives. YHC also held rural community meetings throughout Yukon to gain additional feedback on the draft actions proposed for the plan. The response and feedback further characterized strategies outlined in the implementation plan going forward.

The Housing Action Plan, a plan for Yukoners, “ours to build on”, was released to the public on June 2015.

Pan-Territorial Business CaseFunding under the Social Housing Agreements between Canada and the territories in support of social housing is declining annually. As a result of these declining funds, the capacity of northern jurisdictions to provide social housing is decreasing. When the decreased capacity is compounded with aging housing stock, expanding populations, the high cost of living, lack of housing markets and geographic separation, the effects on northern Canadians most in need may very well be a severe lack of affordable housing.

A business case was produced for the provincial-territorial housing ministers in June 2013, which clearly recognized the “special case of the territories” based on the high incidence of core need, low funding resources, high costs, technology challenges, a lack of functioning markets and underdeveloped infrastructure.

In January 2015, YHC began work with the other territories on a business case on housing needs in the north. The purpose of the project was to research, frame and provide the narrative for a business case, in the context of the expiry of the funding agreements. An additional component of the work was a pan-territorial summary, which included specific sections describing each territory’s priorities.

In addition to this work, YHC supported and contributed to the ongoing process that provinces and territories are taking together with Canada, and looks forward to continued federal government involvement in public housing solutions for Yukon and Canada.

Operating Agreement with Habitat for HumanityThe Yukon government has supported Habitat for Humanity Yukon since 2009 with the donation of building lots and through an operating agreement with Yukon Housing Corporation. This agreement has provided first mortgages for Habitat clients valued at approximately $1.7 million. This partnership makes home ownership possible for low-income Yukon families who would not qualify for a regular mortgage and for whom home ownership would otherwise be difficult or impossible. Additionally, $300,000 in funding from the Northern Housing Trust was granted to Habitat for Humanity Yukon to continue its good work toward developing affordable homes for Yukoners in need.

Asset Construction Agreements

Yukon Asset Construction Agreements were established with Kwanlin Dun First Nation for the construction of the Alexander Street and Front Street seniors’ social housing complexes in Whitehorse. These include arrangements for contracting, employment and training of First Nations members. These agreements are made under provisions within Chapter 22 of First Nation Final Agreements and provide for First Nation business, employment and training opportunities.

HSS & YHC Steering Committee Health & Social Services and YHC have formed a steering committee and working group to work together to explore potential improvements to the provision of services and supports for social housing tenants on social assistance.

Goal Four

Work to continually improve the Corporation’s organizational effectiveness and accountability framework to ensure the effective and efficient delivery of the Corporation’s established and newly-created programs.

Enterprise Risk ManagementThis year, an enterprise risk management exercise was completed. The resulting Risk Management Plan established mitigation measures, which YHC is now undertaking to minimize any potential threats to the government, corporation and staff. Areas of risk that have been identified include: financial, health and safety, human resources, capital, strategic, program delivery, technological, privacy, legal, and environmental.

Accountability FrameworkYHC developed an accountability framework which was integrated within the next fiscal Annual Operating Plan for 2015/16. This framework outlined various ways in which Yukon Housing Corporation is held accountable to the government, the Board, and the public.

Systems RedevelopmentYHC has begun an internal systems redevelopment and improvement to develop a comprehensive information management system, which will improve business efficiencies and accountabilities. These improvements are aimed at providing improved responsiveness for client needs and services.

Staff RecognitionThe tremendous achievements that YHC accomplished this year could not have been realized without the tireless, collaborative efforts of its staff, managers and directors.

In an effort to recognize individuals and teams for their exceptional contributions, YHC has implemented an Employee Recognition Guideline program. The purpose of the program is to recognize performance activities and conduct that furthers the mission, goals, values and initiatives of their unit, branch and/or YHC. YHC is proud to support and create an environment where individuals feel appreciated for their contributions and accomplishments enhancing morale and a positive corporate culture.

Occupational Health and SafetyA YHC Joint Occupational Health and Safety Committee has been established to promote safety awareness, improve work practices, conduct inspections and adopt a culture of safety at YHC. This Committee works to ensure the health and safety of all YHC employees. Job hazard assessments and mitigations were identified for all branches of YHC. Monthly health and safety inspections of YHC offices were initiated in the fall of 2014 and the Health & Safety Plan was rewritten to align with new YG Corporate Health & Safety resources and advice. Safety orientation materials were developed by the Human Resources branch to ensure all new employees are provided with key safety information.

Client FocusTo serve clients more effectively and efficiently, a new client-service reception area has been designed to allow all walk-in clients to be served at one point of entry, regardless of what type of housing service they are seeking. The reception offers computer terminals so that clients may access YHC’s website and fill out forms online, as well as taking advantage of the expertise and resources of YHC staff.

FINANCIAL OPERATING RESULTS

Yukon Housing Corporation continues to operate in a fiscally responsible manner, preparing its annual financial statements in compliance with the latest Public Sector Accounting Standards.

Financial PositionAt March 31, 2015, YHC’s financial assets were comparable to the prior year. YHC issued new loans of $5 million and received $5 million for repayments of loans issued in prior years. YHC was owed $600,000 from Yukon government (YG), which consisted of $2.2 million receivable from Disaster Financial Assistance Arrangement between Canada and Yukon for the 2012 Upper Liard flood, offset by $1.6 million of invoices payable for services rendered by YG. YHC utilized cash resources of $1.2 million for projects benefitting seniors.

During the fiscal year, YHC decreased its liabilities by $1.5 million from the prior year. YHC repaid $3 million of its mortgages and loans payable to chartered banks, CMHC and the YG. These decreases were partially offset by increased accounts payable of $1.4 million.

Non-financial assets increased by $8.6 million compared to the prior year. This increase consists of $938,000 for land purchases, $8.3 million for construction projects for senior’s housing in Mayo and Whitehorse and $2 million renovations, offset by $2.7 million of amortization.

Accumulated surplus increased by $10 million compared to the prior year. This is largely due to capitalization of senior’s housing projects, which will be amortized over 40 years, that was funded by YG through the capital transfer payment.

Financial OperationsRevenues decreased by $2.3 million compared to the prior year. This is largely due to the one-time recovery for flood relief program recognized for the 2012 Upper Liard flood.

Expenses increased by $2.3 million compared to the prior year. This is largely due to increased repairs and maintenance of housing units owned and operated by YHC. There was also an increase in environmental expenses related to future remediation of known contaminated sites.

Government of Yukon funding increased by $14.5 million compared to the prior year. The operations & maintenance transfer payment increased by $1.2 million due to increased operations expenditures, as explained above. The capital transfer payment increased by $13.3 million largely due to YG funding for construction projects, and timing difference due to providing flood grants in 2013 and recognition of flood recovery in 2014.
