ANDAMAN CHAMBER OF COMMERCE & INDUSTRY PORT BLAIR

Introductory: The Andaman Chamber of Commerce was established in the year 1962 with an idea

of safeguarding the vital interests of businessmen of the Andaman & Nicobar Islands. In the

year 1986, its name was changed to „Andaman Chamber of Commerce & Industry‟. The

Chamber also adopted its own Constitution and was got registered as a Society under

Section 3 of Societies Registration Act, 1860, on the 27th May, 1986, vide Registration

number 582.

The Chamber fosters and develops friendly relations, mutual help, common

understanding and unanimity among the business community of the entire Andaman &

Nicobar Islands on all subjects connected with their common good. The Chamber also

makes representations to the concerned Local and Central Government authorities on all

matters attracting inland and foreign trade, Commerce, Shipping, Transport, Industry &

manufacture, Banking & Insurance and Air services, etc. as also on challenges of the

members on any other matter which may affect even the general public.

The Andaman Chamber of Commerce & Industry is affiliated with Federation of Indian

Chambers of Commerce & Industry(FICCI), New Delhi; Bharat Chamber of Commerce

(BCC), Kolkata; the Southern Indian Chamber of Commerce and Industry, Chennai;

Confederation of Indian Industry (CII), Kolkata, Indian Council of Arbitration, New Delhi &

Confederation of All India Traders, New Delhi.

Accommodation:

The Andaman Chamber of Commerce & Industry has been carrying on its activities

from a rented premises owned by Police Gurudwara Management Committee (above

Ananda Restaurant) on the 1st floor of Guru Nanak Market in Aberdeen Bazar, Port Blair.

Staff: The Chamber‟s Office has been functioning with the following staff:

(i) An Executive Secretary (Shri CV Varghese) (ii) An Office Asst-cum-Cashier (iii) An Office Assistant-cum-Comp. operator (iv) Two Peons.

I Membership:

Total membership of the Chamber as on 31st March 2017 stood at 514, representing various

Trades and Categories etc. as per the lists appended. Prominent Firms/ Builders/ Contractors etc. & Associations were invited to become members of the Chamber.

II Management:

List of Office Bearers and Members of the Managing Committee and Sub- Committees as on 31-03-2014 and Presidents and General Secretaries are appended.

III Meeting held/ Organized by the Chamber

(i) Annual General Meeting:

1. The 49th Annual General Meeting of the Andaman Chamber of Commerce & Industry was held

at the Conference Hall of T.S.G. Grand, Dollygunj on Sunday the 24th April, 2016 at 6.00 pm in which

160 members were present. The meeting presided over by Shri Girish Arora, President, ACCI.

2. At the outset Shri Uday Bhasker, Committee Member welcomed all the members present and expressed deep sorrow that the Chamber has lost many of its Members during the year 2015-16 and observed two minutes silence as mark of respect to the departed souls.

3. In his address, Shri Girish Arora, President, welcomed the members present in the meeting and informed that the Chamber‟s activities will be shown in the Power Point presentation. He also expressed gratitude to all Senior Members and Past Presidents of the Chamber for their support and guidance to lead the Chamber.

4. Welcoming the members Shri Krishna, General Secretary, ACCI presented the Annual Report of the Chamber for the year 2015-16. He mentioned various activities meetings/seminar and workshops which were conducted by ACCI with Ministers of the Government of India, Visiting dignitaries, A&N Administration and also with Affiliated bodies of Confederation of Indian Industries. Interaction meetings were held with Shri Prakash Javadekar, Hon‟ble Minister of Environment & Forest and Climate Change; Shri K.K. Jalan, Income Tax Commissioner; Dr. Mahesh Sharma, Union Minister of Tourism, Civil Aviation & Culture; Dr. Raghuram Rajan, Governor, Reserve Bank of India; and arranged workshop on Soft Skill Training Programme at ITI Dollygunj, Tourism Seminar at Megapode Nest and Bay of Bengal Business Forum. He also informed the members that the Chamber has renovated the toilet block of Senior Secondary School, School Line and handed over the same to the Education Department and another toilet block of Boys Senior School, Middle Point is under construction under CSR activities. It will also be handed over to the Education Department very soon. The Chamber has successfully conducted the Andaman Marathon, 2016 in which 748 participants including 6 Kenyans attended. The Hon‟ble Lt. Governor Lt. Gen (Retd) A.K. Singh, PVSM, AVSM, SM, VSM flagged off the event and also distributed the prizes to the winners. Ms. Mandira Bedi Celebrity Guest also paticipated in the Andaman Marathon, 2016. The General Secretary expressed gratitude to all the members for extending their support and cooperation in sparing their valuable time and attending the Annual General Meeting.

5. Shri Ahmed. H. Badat, Treasurer presented the Audited Statement of Accounts for the year 2014-15 and the Budget for the year 2016-17 the Audited Report and the Budget were unanimously passed by the AGM. He mentioned that the membership collection is not coming timely and requested all Members to pay their subscription and clear their dues, if any, in time to meet the Chamber‟s expenditure.

6. It was unanimously decided to appoint M/s Kayas & Co. as Auditor for auditing the accounts of Chamber for the financial year 2016-17.

7. The President then invited the members for open house discussion and requested all the members to express their views/suggestions, if any, in the meeting. Shri Prabhakaran, M/s AIM Enterprise raised the issue of e-tendering, slow internet connectivity, Octroi exemption, “C” Form issue and release of EMD. After detailed discussion, it was decided that all these issues are pending for a long time and the Chamber is pursuing the concerned Department from time to time. Shri Krishna, General Secretary said that he should first approach the concerned Department in case of any false document submitted by other participants and give a copy to the Chamber. Then the Chamber will take up the matter. Regarding other issues it was decided to pass a resolution and place these issues before the Chief Secretary on his arrival for the A.G.M in the seconds session.

8. Shri Suseelan Proprietor of M/s Glory Agency informed that he is getting all letters/circulars in e-mail but the attachment in not downloading due to wrong format. He requested to attach the letter in pdf format so that the e-mails can be opened. It was decided that the Office will take necessary action in the matter and attach the enclosures in pdf format in future.

9. Shri Subramaniam, M/s Rajeswari Jewellery informed that the Boat services are available up to 9.30 PM from Chatham to Bambooflat, whereas the bus services are discontinued by 8.30 PM therefore, the public are finding very difficult to reach Chatham and avail the boat service and from there also to other destinations. He, therefore, suggested that the Chamber may request the Transport Department to consider extending the bus timing up to 9.30 PM so that the persons can reach Chatham from various parts of Port Blair especially from the Mohanpura and also from Bambooflat to other destinations. Most of the employees working in the private sector are living in the outside area of Port Blair. Shri Girish Arora, President, informed that a letter has already been written to the Director of Transport on 22

nd April, 2016 with a request to extend the bus services up to 9.30

PM. If no action is taken within one week, a delegation of ACCI will meet the Director of Transport and explain the necessity for extending the timing of the bus services.

10. Shri K.V. Varghese, M/s Vana Pana Pencil Wood Industries informed that there is a challenge in getting the timber to the local people and the local entrepreneurs. He mentioned that a State Level Committee will be constituted in which the PCCF will be representing A & N Islands, Secretaries to the Government of India will be the Members and the Minister, Ministry of Environment and Forests will be Chairman. He requested the President to pursue the matter so that Committee is constituted at the earliest. Once it is constituted many of the local issues pertaining to forest will be sorted out by the Committee. The President, Shri Girish Arora informed that the Buffer Zone issues are well known to the Hon‟ble Lt. Governor and he assured to do the needful as far as possible. He further said that the problems of issuing TP on the import of sand and timber has been solved. The other issues will also be brought to the notice of the Administration for taking necessary action in the matter.

11. Shri H.N. Arora, Past President informed that the Babu Lane Road is a dead end which needs to be extended upto the Mohanpura Market. The entire business establishment mainly wholesale traders are situated in Aberdeen Bazaar/ Babu Lane area. They are living/operating their business in these areas for the past five to six decades. The area is thickly populated. If some untoward incident takes place, even the fire tender won‟t be able to reach to the spot as there is no other alternate road leading to Babu Lane. Considering the safety and security of the residents, there was a proposal to connect Babu Lane Road to Mohanpura. Lot of progress was taken place but due to one or the other reasons, it has not materialized.

In this regard Shri Mohd. H. Jadwet informed that about 2-3 years ago there was a proposal of the A&N Administration to shift the entire wholesale market to some faraway place in Port Blair. If it is materialized some congestion will be reduced. He requested the Chamber to take up the matter with the Administration.

12. Shri Murganandan, M/s A.G. Construction informed that there is lot of problems in shifting the materials as the freight charges for items like metal chips, boulders and sand will be calculated in CBM instead of Ton. In this connection a clarification on the same subject issued from the Directorate of Shipping Service stated that “freight rate for metal chips, boulders and sand which are not having specific volume to consider in kg/tonnage will be charged on CBM basis. However, the above freight rate will be applied either on weight or measurement basis which yields more freight to Government”.

It is a fact that paying freight rate on the above items on weight basis will be yielding more income to Government. Since there is no Government vessels which are transporting these materials, the private transporters are charging for transportation of these items on tonnage basis, thereby the Contractors are suffering on account of calculation of freight rate on CBM basis by the Government Departments. Even though the revised freight rate for transportation of commodities are fixed for the vessels of A&N Administration, the same is also applicable to private transporters.

13. He therefore, requested to take up the matter with the Administration either to amend the notice by incorporating the freight rate on items of metal chips, boulders and sand will be charged on kg/tonnage basis or issue an addendum that the freight rate of the above items will be applied either on weight or measurement basis which yields more freight to Government.

14. The President Shri Girish Arora informed that the matter will be taken up with the Administration immediately to amend the notice accordingly.

Shri CR Chowdhury, M/s Calcutta City Suppliers informed that the problems of “C” Form is still not yet sorted out. He requested at least the timing should be extended upto 30 - 60 days for submitting the forms. Submission of C Form within 4 – 5 days is very difficult due to prevailing circumstances. He also raised the issue of Islander Card which has been stopped for some time. He suggested to request the DC Office to issue Islander Card to the Islanders so that they can get charter flight tickets. Proprietor of M/s Prince Store said that the staff of the D.C. Office who deals with „C‟ Form raises lot of unwanted queries as they are unable to understand various products.

15. In this regard the President, Shri Girish Arora said that he has fixed a meeting which Deputy Commissioner tomorrow i.e. on 25

th April, 2016 and requested for attending the meeting and discuss

all issues.

Members from Travel Agents raised issue of exorbitant flight rates in the Port Blair – mainland sectors. Due to high air fare the tourists are not willing to visit Andaman. Even on emergency they face lot of problem in getting tickets and the rate are also beyond reach of the common tourists.

16. Shri G. Bhasker, Past President and Shri Girish Arora, President informed that very soon the Air Asia and the Indigo flights are going to start in the sector and once it is started the rates are expected to come down due to competition. Further the guests who arrives Port Blair will definitely prefer to visit Havelock, Neil etc. for sightseeing. D.S.S won‟t allow the vehicles inside the Harbour which brings lot of problems for the tourists to walk in the hot sun inside the Harbour for boarding the boats. The President informed that this is due to security reasons, however, this will be discussed with the DSS.

17. Shri Amit Goenka M/s Goenka Sarees said that the conversion of land is a major problems which raises a lot of issue for the business community and requested the President to pursue the matter and make it in a time bound manner. Shri Girish Arora informed that this has already taken up with the Administration and protracted correspondence are going on and several meetings were held on the subject. He informed that most probably some solution will be found out very soon.

18. In the second session Shri A. Mehrzad, General Secretary welcomed the Chief Secretary Shri Anindo Majumdar and requested the President Shri Girish Arora to present bouquet to the Chief Secretary and the meeting started with the National Anthem. Thereafter, Shri Mohd. H. Jadwet, Past President briefed the activities of the Chamber in detail and the issues pending with the Andaman & Nicobar Administration through the Power Point presentation. A Memorandum about the pending issues has already been submitted to the Chief Secretary for taking necessary action in the matter.

19. Shri Anindo Majumdar, Chief Secretary addressed the gathering and he appreciated the efforts of the Chamber under CSR in renovating the toilets blocks of the Govt. Senior Secondary School, School Line and called upon every person to contribute towards „Swatch Bharat Abhiyan‟, the programme of the Hon‟ble Prime Minister. He elucidated the necessity of rainwater harvesting to overcome the water scarcity. He also underlined the need of installation of solar panel in all the hotels/ resorts and all buildings to obtain self-sufficiency in electricity. The Chief Secretary also assured to look into the suggestions and pending issues made by the ACCI members on the occasion. 20. Shri G. Bhasker, Former President delivered vote of thanks and concluded the meeting.

(ii) Meeting of the Managing Committee:

Apart from the Annual General Meeting (AGM), 25 (twenty five) meetings of the Managing Committee were held during 2015-16 & 2016-17. In those meetings, the Committee discussed several general and specific matters/challenge being faced by the businessmen/ traders and the industries & took appropriate decision on day to day management and vital issues concerning or affecting members of the Chamber and the business community at large.

IV Other Meetings / Conferences / Seminars held or attended by the Chamber:

The Chamber held several meetings with various local authorities and the visiting dignitaries and discussed with them matters of interest to members of the Chamber and for over-all economic development of the Islands. The Chamber also participated in various Conferences /Seminars / Workshops held by the authorities. Representatives of the Chamber also attended many meetings called by the concerned authorities on a variety of subjects. A list of important meetings are enclosed.

Andaman Marathon 2016

As usual the Andaman Chamber of Commerce and Industry in association with Directorate of Youth Affairs & Sports, Andaman & Nicobar Administration conducted the Andaman Marathon – 2016 with renewed vigour substantially enhancing the prize money. The theme of Andaman Marathon, 2016 was “Clean and Green Andaman”. The event took place on 14

th February, 2016 at 5.15 A.M at

National Memorial, Cellular Jail.

The Andaman Marathon, 2016 was conducted in two categories viz. Half Marathon and 10K Marathon. A Run for Fun was also organized in which the Hon‟ble Lt. Governor also participated. The prize money was substantially increased to attract more participants of National and International atheletics. The Half Marathon was of 21.3 Km and was held in two categories i.e. open for Men and open for Women with prize money of Rs.1,00,000/-, Rs.50, 000/- and Rs.30, 000/- for first, second and third position in both the categories respectively. The 10K Marathon was conducted for male and female with cash prize of Rs. 40,000/-, Rs. 20,000/- and Rs.15,000/- for first three positions respectively. A separate category for senior male of above 50 yrs. and senior female of above 40 yrs. was also arranged in 10K event with the same prize money. Moreover, special prize for first Islander in Half Marathon for male and female with a prize money of Rs.50,000/-, Rs.30,000/- & Rs.20,000/- each was also awarded for first three positions respectively. Altogether 835 participants including some international runners joined in the MMT Andaman Marathon, 2016. The event turned out to be a global show as athletes from Kenya and Ethiopia bagged the top spots in both the men and women categories of the Half Marathon.

The Hon‟ble Lt. Governor, Lt. Gen (Retd.) A.K. Singh, PVSM, AVSM, SM, VSM flaged off the event and also presented the awards and medals to the winners at the Netaji Stadium at 7.30 a.m in the presence of Shri Bishnu Pada Ray, M.P., Shri Anand Prakash, Chief Secretary, Ms. Mandira Bedi, Celebrity Guest and other distinguished guests including Shri Gaurav Marwah, Production Manager, Make My Trip India Pvt. Ltd., Officers of Andaman & Nicobar Administration, Defence and Members of the Chamber. In his brief address on the occasion, the Lt. Governor mentioned that participation is more important than winning prizes. The participation of international players has put these islands in the international map. The prize distribution ceremony concluded with vote of thanks proposed by the President, ACCI, Shri Girish Arora.

Andaman Marathon 2017:

The annual event of Andaman Marathon, which is now in its 6th year, organized in association

with the Directorate of Youth Affairs & Sports, A&N Police, Andaman & Nicobar Administration and the support of the Andaman & Nicobar Command.

This year Andaman Marathon was held on Sunday the 12th February, 2017. The event started

at 0515 hrs. from the Cellular Jail, National Memorial and culminated at Netaji Stadium. Unlike the previous year, this year the 21 K Categories was restricted to Indians only so that more and more islanders participate in the event. 4 events were organized - Half Marathon (Open to all Indians – male & female) with prize money of Rs.60,000/-, Rs.40, 000/- Rs.25,000/- and Rs.15, 000/- for first, second, third & fourth position in both the categories respectively. The 10K for Islanders and Senior Islanders was conducted for male and female with cash prize of Rs. 40,000/-, Rs.30,000/- Rs.25,000/- and Rs.15,000/- for first four positions respectively. A separate category for Boys and Girls of Islanders between the age group of 15 & 18 years was also arranged in 10K event with prize money of Rs.30,000/-, Rs.20,000/- Rs.15,000/- and Rs.10,000/- for first four positions. Altogether 942 sports lovers and athletes participated in the Andaman Marathon, 2017.

The All India Radio broadcast the event live. Further a capsule of the event was also sent to Delhi to be broadcast later in AIR News „Parikrama‟. Doordarshan, Port Blair telecast the Andaman Marathon 2017 at the Cellular Jail National Memorial premises – the starting point of the event, flagged off by the Hon‟ble Lt. Governor, Andaman & Nicobar Islands Prof. Jagdish Mukhi and also at the prize distribution function at the Netaji Stadium. The Celebrity Guest Ms. Tanishaa Mukerji was also present on the occasion. The event was a grand success. The sports lovers and athletes have really enjoyed it immensely. The Andaman Marathon ceremony concluded with vote of thanks proposed by the President, ACCI Shri Girish Arora.

VII. Library Books, Periodicals and Circulars of interest to members

A modest library of Statutory Rules, Regulations, Govt. Orders and Central Acts on Labour and other matters, is being maintained in Chambers Office. Consumer Price Index numbers of Industrial workers and periodicals of FICCI, Southern India Chamber of Commerce & Industry (SICCI), Confederation of Indian Industry (CII), News-letter, etc. are made available to members. The Chamber received circulars relating to Trade, Excise and Customs etc. and other circulars of interest to members as and when received, were circulated to the concerned members. The Chamber has also obtained life membership of India Coconut Journal.

VIII Condolences

The Chamber conveyed their heartfelt condolences to the bereaved families of the following personalities who expired during the year:-

1. Smti V.Arul Leela W/o M.Vincent , M/s Vincent Stores, who died on 22nd

May,2015.

2. Shri Manoranjan Bhakta Ex-Member of Parliament, who died on 12th June, 2015.

3 Dr. A.P.J Abdul Kalam Former President of India, who died on 27th July 2015

4. Shri R.Mohan Proprietor of M/s Nagesh Arts & Advertising, who died on 12th

September, 2015.

5. Smti Mary Behanan Mother-in-law of Shri C.V. Varghese, Executive Secretary, who died on 16

th October, 2015.

6. Shri. S. Santosh Kumar S/o Shri P.Selvam, Proprietor of M/s Karbhagam Sales Agencies, who died on 23rd October, 2015.

7. Smti. Hajja S. Kuraishya Beevi M/o Shri Kader Bawa, Proprietor of M/s S.K.B Enterprises, who died on 15th March, 2016.

Council, Chief Port Administrator and various other Govt. Organizations, for giving thought to the

numerous proposals made by the Chamber.

3. The Director of Shipping Services, Shipping Corporation of India and Private Shipping Lines

who had been helping the Trade/ Industry by meeting their Shipping requirements and providing

space for the cargo, deserve special appreciation.

4. Air India and other Airlines had been maintaining regular air-link to Port Blair from Kolkata,

Chennai and Visag. In addition, they carried perishables, medicines and other essential goods

whenever necessary. We are obliged to them for their services.

5. We have been getting valuable literature from Federation of Indian Chambers of Commerce &

Industry, New Delhi, Bharat Chamber of Commerce, Kolkata, Southern India Chamber of

Commerce & Industry, Chennai, Confederation of Indian Industry, Kolkata, Indian Council of

Arbitration, New Delhi & Confederation of All India Traders, New Delhi. They have also been
