    ExecutiveBoardofOfficersThreelongstandingmemberssteppeddownfromtheExecutiveBoardofOfficersattheendof

    theyear. CliffAllum(SKillshareInternational),TorElden(Fredskopset)andKarenTakacs(CCI).

    ThreenewmembersjoinedtheExecutive PeterChristiansen(MSDenmark),DeidreMurray

    (Comhlmh)andBrianRockcliffe(VSOFederation).FlaviaPansieri(UNV)waselectedbutclarified

    laterthatshecouldonlyserveinanadvisorycapacity.

    MembershipAnewmembershipstructurewasputinplacein2008. AttheendofDecember2008the

    membershipofFORUMexpandedfrom17to20members. Thiswasanincreaseofthree

    memberswhoaremostwelcometotheinternationallearningandcooperativenetwork.

    ActivitiesDuringthecourseoftheyear,FORUMhasundertakenthefollowingactivities:

    MemberlinksandnetworkpromotionTheFORUMwebsitewww.forumids.orghasbeenredesignedandafreshnewlookwas

    createdinJune2008. Newonlinemembershipandenquiryformswerecreatedaspartof

    thisprocessandhavealreadyledtomanynewenquiries. AMemberNewslettersectionhas

    alsobeencreatedonthewebsiteandweinvitememberstosubmittheirnewsletterstobe

    publicisedregularlyontheFORUMsite.

    ExecutivemembersandtheFORUMCoordinatorhaveeithervisitedorcorrespondedwith

    Membersthroughouttheyear,andactivelyencouragednewagenciestojoin.

    EuropeanWorkshopThe2008EuropeanConferencewasheldinDublin,Irelandfrom26th27thJune. The

    conferencewashostedbyComhlmhandfundedbyIrishAidatthenewVolunteeringCentre.

    was

    Practice

    in

    International

    Volunteering

    and

    Co

    operation.

    Its

    proceedingsarecoveredbyaseparatereportavailableontheFORUMwebsite.

    additionalsupportfromNZAID.TheconferencefocusedonLocalPerspectivesinforming

    GoodPractice.Itsproceedingsarecoveredbyaseparatereportalsoavailableonthe

    FORUMwebsite.

    ResearchDiscussions

    were

    held

    with

    UNV

    to

    consider

    how

    there

    might

    be

    greater

    collaboration

    on

    research. Asaresultofthesediscussions,CliffAllum(PastFORUMChair)attendedtheUNV

    ACUNSconferenceinBonnon57June,presentingapaperonpublicengagementbasedon

    theexperiencesofsomeFORUMmembers,andcoordinatedasubmissionfortheUN

    SecretaryGeneralsreportonInternationalVolunteering.

    CliffalsoattendedtheInternationalSocietyforThirdSectorResearch(ISTR)conferenceon

    "TheThirdSectorandSustainableSocialChange:NewFrontiersforResearch"inBarcelona

    July9th 12th. Thiswasamajorinternationallyfocusedconference,bringingtogether

    academicresearchersandpractitionersonallaspectsofthirdsectoractivity. Arisingfrom

    thisanewresearchinitiativeontheimpactofvolunteeringisbeingdevelopedandwillbe

    discussedatIVCO2009.

    ThisyearaDiscussionPaperonGenderMainstreamingwasdevelopedanddiscussedat

    IVCO2008.

    A

    research

    project

    on

    Cambodian

    partners

    perceptions

    of

    international

    volunteeringwasalsoundertaken.

    AMappingExercisewasinitiatedinSeptemberwithtwoaimsinmind:

    TounderstandanddocumentthescopeandrangeofInternationalVolunteeringactivities

    indifferentpartsoftheworld.

    Todevelopourexistingdatabasebyscopingtheorganisationsthatengagein

    InternationalVolunteeringandCooperation.

    FutureDirectionsTheExecutivedevelopedaconsultativeOptionsPapercoveringarangeofissuesfordiscussion

    atIVCO

    2008

    about

    future

    directions

    for

    FORUM.

    The

    paper

    and

    feedback

    from

    the

    members

    will

    beusedasthebasisfordraftinganewStrategicPlan20102012forendorsementatIVCO2009.

    ResourcesInMay2008,theFORUMCoordinatorpostwasmovedtoAustraliaaftersixyearsoftheposition

    beingbasedintheUK. ManyofFORUMsMembersareEuropeanbasedandwhilstwecontinue

    tofocusonexpandingmembershipinthisregion,arecruitmentdrivewasplannedforthe

    southernpartoftheglobeandinregionswherethereisalowerrepresentationofFORUM

    Members.

    budget,

    mainly

    due

    to

    grants

    from

    Irish

    Aid

    andNZAID,andincomefrombothIVCO2007andIVCO2008beingreceived.

    Expenditureismorethanbudgetasaresultofexpendingintwo

    mainareas. UnlikeperviousyearthefinancesforIVCO2008were

    managedthroughtheFORUMaccountwhichaccountsforthehigherfigures

    forIVCOsupportandMemberevents.

    Atyearendwehadasurplusof15,969ascomparedwithaprojecteddeficitof

    10,000.Thiswasduetograntsupportforconferenceeventsandresearch.

    Independent Examiners Report to the Board of the International Forum on

    Development Service

    I report on the accounts of the Association Sans But Lucratif (the organisation) for theyear ended 31st December 2008, whichareset out on the attached spreadsheet.

    Respective responsibilities of board members and examiner

    As the board of the organisation you are responsible for the preparation of the accounts;you consider that an audit is not required. It is my responsibility to state whether particularmatters have come to my attention. In carrying out this task I have considered itappropriate to adopt the procedures specified in the General Directions given by the UKCharity Commissioners under Section 43 (7)(b) of the Charities Act 1993, as amended bythe Charities Act 2006 .

    Basis of independent examiners report

    My examination included a review of the accounting records kept by the organisation anda comparison of the accounts presented with those records. It also included considerationof any unusual items or disclosures in the accounts, and seeking explanations from theSecretariat Co-ordinator concerning any such matters. The procedures undertaken do notprovide all the evidence that would be required in an audit and consequently I do notexpress an audit opinion on the view given by the accounts.

    Independent examiners statement

    In connection with my examination, no matter has come to my attention:

    1. which gives me cause to believe that in any material respect

    reasonable accounting records have not been kept, and

    accounts that accord with the accounting records have not been produced

    2. to which, in my opinion, attention should be drawn in order to enable a properunderstanding of the accounts to be reached.
