The 2005/2006 has been a year of considerable operational disruptions in the Fund operations, reflecting both opportunity and challenges. The slow economic growth with severe liquidity demands in the domestic market had given the opportunity to the Fund to take a leading role in driving the interest rates to its highest level of 10.95 percent (%). The Civil Servants strike at the beginning of the financial year had been very challenging in the operational centre. The significant adjustments and reconciliations of Members’ contribution accounts during the strike and the increase in the salaries by 60%, 70% and 80% back-dated to the 1st July 2005 had imposed tremendous level of adjustments to the Fund operation system. The voluntary redundancy package offered by the Government was accepted by 818 Members. The retirement benefit entitlements of $13.2 millions were processed on 30th June 2006 for audit and payments. The total interest received on investment have increased to $3,712,857.39, an increase of 24 percent (%) and the Board declared a crediting rate of 6.5 percent (%) to be credited to the Members’ Accounts. CCCCONTRIBUTIONONTRIBUTIONONTRIBUTIONONTRIBUTION

The increases in salaries of the civil servant with effect on 1st July 2005 have proportionally increased the level of contribution revenue by 50%. The total Members’ accrued benefits have increased to $56,543,837.47 an increase of 16 percent (%). The total contribution revenue has increased to $6,453,443.49, an increase of 50 percent (%). The voluntary contributions have increased by 35 percent (%) as compared to 24 percent (%) last year.

We achieved a management expenses ratio (MER) of 0.87 percent (%) as compared to 0.93 percent (%) last year. Compared to similar Funds in the region, this is a commendable achievement given the development stage of the Fund. With the lower economic growth, the Fund continues to reduce cost and focus on building a more technologically oriented approach for the Fund operations. With the increase in the number transactions to be posted averaging at 20,000 per month, the Fund Administration System (FAS) was upgraded from MS Access to MS SQL Server. The Data Torque e-Business Solutions of Wellington won the tender for the design and implementation. The new system significantly improves FAS’s capacity, security and reconciliation system. Member services remain the focus of our attention. The acquisition of new photo membership card and online access to Member’s Account are all part of our strategy to improve services to the Members. The electronic transfer of funds for withdrawals had reduced the workload in our operation division, allowing more time for processing, hence improving productivity around the centres. TTTTRAINING AND RAINING AND RAINING AND RAINING AND DDDDEVELOPMENTEVELOPMENTEVELOPMENTEVELOPMENT

Staff training continues its role in improving the knowledge and skills of staff at all levels. The annual training/attachment plan is used as the basis for staff training with the Singapore Central Provident Fund and Fiji National Provident Fund. The Fund Board received two (2) fully funded scholarship awards for postgraduate studies. Mrs. Melesia ‘Aho Palu has

commenced her 2 years scholarship for a Master of Professional Business Studies at the Auckland University of Technology. Miss Lesieli Mafi has commenced her 1½ years postgraduate studies for a Master in Professional Business (Professional Accounting) at the Victoria University in Australia. Executive and management staff have also attended programs not available locally to gain knowledge and skills in new areas, such as, medisav, fund review, life insurance, fund administration and performance management in Fiji, Singapore and the United Kingdom. The Fund Board requested training for directors and administrators of superannuation funds in Tonga and was conducted by consultants from the Association of Superannuation Funds of Australia (ASFA) in Tonga on 21st – 24th November 2005. The training was funded by the Australian Government. IIIINTERNATIONAL NTERNATIONAL NTERNATIONAL NTERNATIONAL CCCCONFERENCEONFERENCEONFERENCEONFERENCE

We continue to expose Board Members and staff to current trends and practices in the superannuation industries by attendance at conferences and workshop organized by Singapore Central Provident Fund, Association of Superannuation Funds of Australia (ASFA), CPA Australia and Commonwealth Secretariat. EEEEARLYARLYARLYARLY RRRRELEASE ELEASE ELEASE ELEASE UUUUNDER NDER NDER NDER MMMMIGRATIONIGRATIONIGRATIONIGRATION

The Board approved the procedure under section 5(7)(c) of the Retirement Fund (Administration) Regulations 1999 with migration as the first criteria to come under the early release of retirement benefits. This procedure was effective on the 1st April 2006 and the Board will continue to review this Procedure from time to time.

The Fund Board introduced the self-managed life insurance scheme on 1st July 2005. The scheme allows the Fund to manage the life insurance policy in-house ceasing the services and payments of monthly premium to the Colonial Fiji (Life) Insurance Limited. TTTTHE HE HE HE BBBBOARDOARDOARDOARD

During the year, we bid farewell to HRH Prince ‘Ulukalala-Lavaka-Ata who resigned from the office and welcomed the new Chairman of the Board, Honourable Dr. Feleti Vaka’uta Sevele. With the appointment of Honourable Siaosi Taimani ‘Aho as the Minister of Police, the Board welcomed the new Attorney General & Minister of Justice, Honourable ‘Alisi Numia Taumoepeau. With the election of the Member Representatives for the 2005/2008 term of office, the Members are Mr. Fotu Fisi’iahi and Manu ‘Akau’ola with Mr. Vuna Fa’otusia and Mr. Folau Lokotui as Alternate Members. This year had certainly been full of events for the Fund and we expect more initiatives in the Investment and Administration of the Fund in the next three years. In closing, I wish to thank all the Members of the Fund and the Government for putting your trust in the Board and management to be the custodian and to administer your retirement savings. I also sincerely thank the Chairman and the Board for their support and guidance during the year and the Staff and Executives for their cooperation and willingness to work as a team.

The Fund is an Accumulation Contribution Fund and the operation of the Fund has been carried out in accordance with the provisions of the Retirement Fund Act 1998; Retirement Fund Board Act 1998; and the Retirement Fund (Administration) Regulations 1999. MMMMEMBERSHIPEMBERSHIPEMBERSHIPEMBERSHIP

The total number of members that contributed to the Fund as at 30th June 2006 stood at 4,946. This figure includes members on special leave and study leave without pay.

The total contributions collected during the financial year were $6,453,443.49. In comparison to last year, contributions have increased by $2,147,444.13 or 50 percent (%). The voluntary contribution amounted to $130,994.77 an increase of 35 percent (%).

The total death claims from the Self-managed Insurance Scheme was recorded at $318,147.41.

The significant increase in the total amount of claims was the result of the increase in salaries during the year.

In accordance with Section 7(1) and 8(1) of the Retirement Fund Act 1998, the fund is to maintain Account with the National Reserve Bank of Tonga or other banks approved by the National Reserve Bank of Tonga. The funds are invested at the domestic market and recorded total term investment of $26,869,230.36 as at 30th June 2006.

Information technology remains an essential tool for the implementation of the Fund’s operation. The Management Information System has designed strategic objectives in IT to improve the Fund’s operations.

The Ministry of Finance has formalized the arrangement for the management of the Non-Members contributions with the Fund Board.

The Retirement Fund Board administers the Retirement Fund in accordance with the provision of Retirement Fund Act 1998 and Retirement Fund Board Act 1998 and responsible for the management and investment of the fund. The accounting policies that materially affect the measurement of the Operation Statement, Financial Position, Movement in Equity and Cash Flows are set out below.

The Fund Board contribution period is 1 July to 30 June. Other revenue is recognized when it received. Investment Revenue is brought into account on a accrual basis.

A Member must contribute to his Account five (5) per cent (%) of his annual salary applicable at the July Review Date. This is stated in the financial statement as Member Basic Account. The Employer must contribute to the Members Account seven and a half (7.5) percent (%) of the Member’s annual salary, applicable at the July Review Date. This is stated in the financial statement as Employer Account. A Member may contribute additional amounts at such rate and amount as the Member determines. This is stated in the financial statements as Members Voluntary Account. Non-Members Revenue Account represents the five (5) percent (%) employee contributions for those public servants who remain with the Civil Service Pension Scheme.

The Insurance policy for self-managing the group life Insurance Scheme had been approved and continues to be reviewed every year. Receipts and payments are processed directly from the fund, and any excess of fund assets over the liabilities are reported separately in the Statement of Financial Position. Each transaction is recognized at the time of payment.

Non-Member Accumulated Fund was established to cater for the five percent (5%) contribution for those civil servants who remain with the Civil Service Pension Scheme. The Board had been authorized to manage the operation of the Non-Member Accumulated Fund. The contribution revenue and payments are accounted for in the Statement of Operation as Non-Member Revenue Account and Non-Member Benefit Payments respectively. The balances are transferred to the Non-Member Accumulated Fund Account at the end of the financial year.

CHANGE IN ACCOUNTING POLICIESCHANGE IN ACCOUNTING POLICIESCHANGE IN ACCOUNTING POLICIESCHANGE IN ACCOUNTING POLICIES There have been two changes in the accounting policies with regard to Insurance Funds and Non-Member Accumulated Funds. Further, the Board also approved the request by Ministry of Finance to transfer the management of the Non-Member Fund to the Fund Board. These changes do not materially affect the Fund financial statements as at 30th June 2006. All other policies have been applied on a basis consistent with those used in the previous year.
