The aim of Performance Appraisal is not only to evaluate the performance of the employees

but also to focus and facilitate training and development of officers. The performance

appraisal should help in identifying and improving individual skills, training, right placement

and creating a databank. To achieve this, it is imperative that the performance appraisal

should be done with the utmost transparency and objectivity. The whole process from self

evaluation to review should be done in a time bound manner. The Performance Appraisal

Format contains the following features.

the Appraisee should be submitted to the Reporting Authority latest by 15th April.

Acknowledgement for submission shall be given by the Reporting/Appraising Authority

in the perforated acknowledgement form. The Appraisee officer as well as

Assessing/Reviewing authority should fill the factual position and indicate training needs.

In the beginning of the year the Reporting Authority should set quantitative tagets and

goals as per job profile defined in Key Responsibility Areas and duties assigned to the

The Appraisal process is not a personality assessment. It is a process to review

performance during a given period and it should be dealt with objectively and with utmost

accuracy.

Marks to each parameter may be awarded in view of the duty sheet and performance of

the officer during the review period.

In case Appraisee Officer does not submit the report by 15th April every year, the

Reporting/Appraising Authority may proceed with ex-partee assessment of the report. It

should be ensured that appraisal in respect of all the officers in completed within the

specified time framework, i.e. 7th of May every year.

The Reviewing Authority should write about the performance, potential for

advancement, training requirements or specific placements of the Appraisee. The

Reviewing Authority should specifically record disagreement or agreement with the

views of the Appraising Authority along with cogent reasons and complete the reviewing

process by 30th May every year.
