2012/Dec/GB/04: Ratification of the Minutes of EC Meetings & Secretary’s Report

Dr RC Mishra, Secretary NSI presented a brief report of the activities done during the year and expressed his

gratitude to all the members and office bearers for their co-operation for yearlong support guidance, co-

operation and counseling to manage the sometimes easy and sometimes vexed problems of society

administration. He informed that activities like e-communication, arbitration committee and blog for

academic forum have now been fully established during this period and have quite satisfactorily achieved

significant success, but there are several other things viz. updation of the database, purchase of central office,

etc. which are still in need of appraisal and action on urgent, short term and long term basis.

The report was approved by the general body.

2012/Dec/GB/05: Orations for NSICON 2013, Mumbai

Orators for Dr B Ramamurthy Oration (once in 2 years) and Dr P N Tandon Oration (once in 3 years) which are

due in 2013 will be decided by the President as per byelaws and will be informed before the midterm EC

meeting decision to be held in Coimbatore in May.

2012/Dec/GB/06: Symposia Bids for 2014

Several bids were received for symposia for the annual conference 2014 at Coimbatore. There were one bid

for the neurology and 3 bids for neurosurgery symposia. All were in order. Discussions took place at length

and decision was taken as following by the EC Meeting:

Neurology Symposium: Multiple Sclerosis and demyelinating disorders in the Indian context.

Convener: Dr Arul Selvan

Neurosurgery Symposium: Surgery for ischemic cerebrovascular diseases.

Convener: Dr Paritosh Pandey

Successful bidders will be informed about the same along with guidelines existing as per bye laws.

A bid from Dr V G Ramesh was received as a symposium on neurosurgical training and curriculum. This was

seen as a very good concept and was decided that Dr V G Ramesh be requested to be the convener of a

committee which will look at all aspects of training teaching and curriculum for neurosurgical education in

India and will come out with a policy paper. He is entrusted with the formation of committee as per his reach

and choice.

2012/Dec/GB/07: Bids for NSICON 2015

Only one bid was received for organizing the annual conference in 2014. It was from Hyderabad. The bid was

in order and well in time and has been accepted. Dr Manas Panagrahi will be Organizing Secretary.

2012/Dec/GB/08: Online polling

Various aspects of online voting have already been discussed during the EC meetings in the last year and past

GBM. The Secretary had been asked to take up a legal opinion about online voting which have been duly

taken. He informed the house that there was no case regarding online voting in any court of law in the country

to the best of his investigation and online polling is already acceptable in the bye-laws of NSI. The advantage

of having online voting is saving of money and all the members can vote and the number of people voting can

be increased since manually there is many times a problem of ballot reaching the member. An online test poll

was conducted during the first week of December, with an encouraging response. 42 members voted and the

results were received instantly. Online polling module worked satisfactorily.

In the annual EC meeting it has been decided that Email address, should be mandatory for all the members.

The council have discussed to have at least 10 more dummy online polls conducted every month before the

final implementation. The council has unanimously agreed to execute online polling and it is now put up in the

GBM for the members to have their views.

Discussions on the same were made. Suggestions were made that there can be an option that online voting

can take place and for the members who are not e-literate, postal ballot papers can also be provided.

It was suggested by one of the senior members that this matter was first discussed in 2001 in Mumbai

conference and only because of a few members this process should not be stopped from being implemented.

It was also suggested that one newsletter, preferably just before the national conference a paper newsletter

can be circulated and options for postal ballot can be asked from the members.

The Secretary informed that all measures are being taken up to update the member’s database & emails.

He also informed the members that 10 dummy elections will be done before finalizing the option of online

polling. He urged the members to participate in this drive.

Proposed by Dr A K Banerji, seconded by Dr. Pradhan

2012/Dec/GB/09: New Forums

The need to rope in young neurosurgeons and make them active in the society and involve them by increasing

their participation in the activities relates to the society was felt by the NSI Executive Council. The secretary

informed the members that 3 forums have already been launched on the society website. The academic forum

is already working.

NSI Academic Forum - www.nsi-academicforum.blogspot.in Already functional Interactive blog managed by Dr

Sanjay Behari with Case under spotlight, Question collage, Management dilemma, Resident’s niche, Opinion-

O-metre, Feedback forum has found its place on the website for the benefit of the society members.

Dr. Sanjay Behari invited articles from the members and instructions are given on the blog. He explained in

details about the forum.

Young Neurosurgeons Forum is conceived on the principles of inclusive growth of society wherein the

Secretary proposed to ensure one young neuroscientist to be part of the decision making body along with

giving thrust to maximum involvement of this population in day to day activities. An arbitrary classification is

being put forth as 10 years after attaining the basic qualification or below 45 years of age which so ever is

earlier. At least one EC member of Neurology & Neurosurgery can be from this group. The details of this will

be printed in the next newsletter.

Practicing Neuroscientists Forum is another stratum to provide a platform for those clinicians who have

moved out of rigorous curriculum based activities and a secure umbrella of seniors into remote corners

without significant resources and protection. Sometimes a crucial decision making needs interactive platform.

Their problems certainly are different and needs to be addressed by the society as they form very significant

chunk of members. It can be assimilated with openings into scientific forum by designating specified scientific

programme during annual conferences or whole time digital based platform on website for discussion and

interaction.

Journal Performance

The impact factor of Neurology India for the year 2011 is 0.956 based on the number of citations of the

articles published in 2010 and is a significant improvement over the impact factor for the year 2010.

Till date 12.12.2012 the total number of submission is 1024. There performance indices are quite impressive.

The mean number of days until paper is under review: 18.48 days. The mean number of days from first

submission to acceptance: 56.85 days (range 0,223) and the mean number of days from acceptance to

Page 6: Annual GB Meeting - Neurological Society of India …...24 Annual GB Meeting - Neurological Society of India Discussion points as per agenda (20th December 2012 Hall II, Leela Kempinski,

29

publication: 41.10 days (range 10,161). As on 12.12.2012, of the 1024 articles have been submitted, 178 (17%)

articles have been accepted, 775 (76%) articles have been rejected, and 71 (7%) are under review or revision.

The ratio between original article and case reports published in the year 2012 volume is 3.2:1. All the issues

have been placed on the website well in time. The November-December will be on the website in the third

week of December.

Journal Finances

The financial position of the journal has been sound like last year. In the year 2012 the total amount that we

had paid to the publisher till date is Rs 15,60,459, out of which we could raise Rs 11,31,838. Till date got Rs

5,00,000 from the Treasurer, NSI. We will have to pay for two issues Sept-Oct and Nov-Dec issues. After all the

payments the present bank balance is Rs 1,29,189. I am also happy to say that the auditor has not charged for

auditing the accounts since I took over as Editor, 2009.

Concern was raised that there are a lot more number of articles in the journal regarding neurological issues

and there are very few articles dealing with neurosurgery. Discussions for the same were made. Discussions

on improving the quality of articles included and their volume was also made.

It was also pointed out that the reviewers are not very positive in their views. The format of articles accepted

is also very rigid. The Indian authors also do not like to quote fellow Indians hence the citation index is coming

done.

The Editors Report was accepted.

Before the NSICON 2013 Report Dr RC Mishra shared the achievement of Dr Atul Goel who was elected as the

President of Asia Oceana Skull Base Society.

Dear NSI members,

It is with great pleasure that we announce the initiation of a new academic forum on our NSI website. This will

give all of us an opportunity to test our academic acumen, disseminate knowledge and enhance our

communication with each other. We request you to wholeheartedly contribute to this endeavour to make it a

grand success.

The NSI academic forum would be under the following subheadings:

1. Case under spotlight: An entire case with clinical/operative photographs, their legends and the patient management will be summarised in about 5-6 photographs, their legends and a small paragraph of discussion. The entire write-up should not be of more than 500 words.

2. Question collage: Three multiple-choice questions related to the “Case under spotlight” will be presented and answers exhibited on the website at the end of the month. We request you to contribute to the “Case under spotlight” and “Question collage” as well as write to the “Feedback forum” regarding your opinion/management protocol for the case.

3. Management dilemma: A short history and preoperative radiology of a patient with two photographs will be presented with pertinent questions and the readers will be asked to express their opinion regarding the patient’s management in the “Feedback forum.” At the end of the month, the way the case was managed by the contributing author will be presented.

4. Resident’s niche: A small write up of basic anatomy, clinical note, histology, radiology or management in only be one paragraph of less than 300 words will be presented.

5. Opinion-O-metre: A single question may be asked and as soon as it is answered in “Yes, No or Not sure,” the real-time score will be exhibited to the reader participating in the opinion poll. A clock will also reveal the total number of responses recorded at that point in time for that particular question.
