Presentation:

under the provisions of this Act; 

d) buy and sell, within and outside the country, electricity, other companies or electrical

systems of public or private service, and exchange energy with them; 

e) regulate all matters relevant to the electrical power generated, processed,

transmitted, distributed and / or supplied;

f) coordinate and guide the development of the country electricity consumption and

promote energy;

g) perform generally all other acts and functions concerned with the fulfillment of its

purposes.

By Law issued on November 28, 1910, Congress authorized the concession to operate a network of trams and electric lighting plant for the Lord Juan Carosio, whose financial group subsequently constitute the American Light and Traction Company, as the subrrogatoria grant for the city of Asunción and around.

The term for which the Municipality of the Capital were forced to take the services of the Company Carosio was thirty years from the date of enactment of the Act To service Carosio Company granted in December 1910, complete plant of 1,800 horses, the Italian firm Franco-Legnans Almost.

The November 22, 1913 and in full accordance with the above Act, the Honorable Municipal Council of Asunción, authorized the transfer of Don Juan Carosio dealer for the company founded in London (England) under the name of Asuncion Tramway Light and Power Limited Company with all its rights and obligations above.

Until March 16, 1914, the concessionaire merely exploit the service of electric transportation and street lighting.At that time, he said to the Municipality of the Capital their desire to provide electric power for lighting private homes.

The December 16, 1914, the Company Asuncion Tramway Light and Power Co., warns the public that it would not light connections to other private homes or other buildings and no extension cords to supply light.

The January 28, 1915, is published in Asuncion work on the possibility of the energy use of the Saltos del Guaira, on the Parana River). At the latter date KWh fees for the supply of electricity for lighting was 9 cents gold peso (currency of account referred to the Argentine peso).

On 17 September 1917, the Concession Act was passed in favor of Mr Federico Schoeling within the municipal radio of the city of Concepcion, with the right to build and operate a production plant for electricity for the lighting and any other industrial application .

The price for street lighting service to be billed for this dealer to the Municipality of Concepcion, was fixed at 12 centavos gold per KWh. Energy sales to individuals was established in 9 centavos gold per KWh plus 50 cents gold weight monthly by the meter.

The February 24, 1919, the company Asuncion Tramway Light and Power Co. was acquired again by the Lord John Carosio, leading a company of Swiss and Argentine capital, called American Light and Traction Company (CALT).

In the month of December 1921 in the city of Asunción existed 2,820 users private lighting and motive power 219 users. Energy sales of that month was 24,970 KWh for public lighting, 55,322 kWh to 19,964 kWh private for lighting and motive power.

The October 22, 1928, the Executive authorized the CALT to build, out of the densely populated area of the Capital, power lines high stress areas for transporting electrical energy to neighboring villages.

The May 13, 1929, the opening of the electric power plant in Luque (near Asuncion town) was verified.

On 24 September 1929, the Senate approved the nation in general, the projects submitted by the Executive. For these projects the CALT granted the right to extend its lines into contracts with municipalities and the granting of concessions for facilities operating plants and electrical services and use, if it were necessary, the potential produced by hydraulic jumps and Quick entitled to its exclusive use.

On 22 September 1947, the Government issued Decree No. 22,209 by which the American Light and Traction Company became official. He appointed an official administrator with powers to appoint and remove administrative and technical staff and participate in the company accounts.

The January 19, 1948, the executive committee was a proposal for the transfer made to the State by the American Light and Traction Company. On March 23 of that year, an adjunct to the management company was set until the State take final possession of the goods that the company was based in the country.

The August 11, 1948, by Act No. 16, electrical services and electrical transport were nationalized. On October 14 the same year, the nationalized company called National Electricity Company and Tram.

: The November 22, 1948, by Resolution No. 478 of the Ministry of Public Works and Communications, the official name of public services as established streamlined National Electricity Administration (ANDE).

The March 29, 1949, the National Electricity Authority was established and interim management regime was established. The building was established as autarkic state entity with its own legal personality.

The December 30, 1950, created the Department of Public Enterprises Transport, Telecommunications and Electricity under the Superintendent of Public Works and Communications.

On June 3, 1959, by Decree No. 4.920 of the Executive Branch ANDE reorganized as essentially technical-economic entity.

The August 12, 1964, the Honorable House of Representatives adopted Act No. 966, through which the National Electricity Administration (ANDE) was created as autonomous body and its charter.

Ande is a Paraguayan state power company engaged in the generation, transmission

and distribution of electric power. It operates three hydroelectric plants: binational Itapú,

with a total power of 14,000MW, of which 7,000MW are transmitted to Paraguay, is

operated with Brazil; Yacyretá, an Argentine Paraguayan joint venture, has a maximum

power output of 3,200MW, of which half goes to Paraguay; and the 200MW Acaray

hydro plant. In addition, Ande has six thermoelectric power plants. Its transmission

system consists of seven 220kV lines totaling over 2,700km. The company distributes

power throughout the country. Ande, the country's electric monopoly, employs more

than 4,000 workers.
