The June 2016 Bus Service Change Program is the second program of service revisions planned for calendar year 2016. Recommendation Receive and file as an information item. Background The Orange County Transportation Authority (OCTA) develops and implements revisions to bus schedules and routes three times each year, in February, June, and October. The bus service change programs are focused on improving on-time performance, passenger load distribution, and new service initiatives. The June 2016 Bus Service Change Program is the second service program to be implemented in calendar year 2016. Additionally, it includes the first of two major service change initiatives to be implemented as part of the OC Bus 360 Program adopted by the Board of Directors (Board) in February 2016. Discussion Bus service change programs usually focus on schedule adjustments and minor revisions to bus routes. While the June 2016 Service Change Program includes many routine adjustments, it also includes major changes to OCTA bus services approved by the Board in February 2016 as part of the first phase of the OC Bus 360 Program.

As shown on Attachment A, the program involves 39 bus routes, of which 13 constitute the first phase of the implementation plan for the OC Bus 360 Program. Attachment A is divided into two sections; the first section provides details for the routine adjustments that will be made to 26 OCTA bus routes, while the second section provides information for the 13 bus routes included in the OC Bus 360 Program. It should be noted that Route 178 appears on both lists. Of the 39 routes, 30 are classified as minority services based on OCTA’s Title VI definition. Routine Service Adjustments As part of the normal process of monitoring and adjusting bus service to improve service quality issues associated with passenger loading and on-time performance, input from ongoing data gathering, customers, and coach operators are continually reviewed. Issues of concern are confirmed and then acted upon using various strategies such as adjusting running time and time intervals between trips, sometimes referred to as service frequency. Additionally, depending on the time of year, seasonal adjustments are made in response to anticipated conditions affecting service performance, such as beach travel during the summer in coastal communities. Attachment B shows the 26 routes overlaid on the OCTA bus system map. OC Bus 360 Program Consistent with Board direction in February 2016, 13 OCTA bus routes are involved in the first phase of the OC Bus 360 Program. As shown on Attachment A, of the routes listed, four will have significantly improved schedule frequencies applied, while four routes will be discontinued wholly or in-part. Two new OCTA bus routes will be implemented. The OCTA bus routes included in the first phase of the OC Bus 360 Program are illustrated on Attachment C. New Route 150 New Route 150 is designed to serve most of the bus stops served by discontinued Routes 51 and 145 (see Attachment D). Bravo! Route 560 As part of the OC Bus 360 Program, new Bravo! Route 560 will be implemented, serving much of the Route 60 operating corridor between Santa Ana and


Long Beach (see Attachment E). Similar in concept to the successful Bravo! Route 543 service launched in June 2013, the new Route 560 will feature distinctive buses, reduced bus stops, and frequent service. Service will operate weekdays between 6:00 AM and 6:00 PM. Service on companion Route 60 will be adjusted and slightly reduced as part of the program. OC Bus 360 Program Route Modifications and Service Discontinuation In addition, the OC Bus 360 Program includes modifications to the routes of three OCTA services, Routes 35, 54, and 76 as shown on Attachments F, G, and H, respectively. Finally, as part of the first phase of the program, four OCTA bus routes will be discontinued: Routes 51, 145, 172, and 173. Saturday service on Route 178 will also be discontinued. These changes are also illustrated on Attachment C. Public Outreach Public outreach and feedback was a significant component in determining the first phase of the OC Bus 360 Program incorporated in the June 2016 Bus Service Change Program. The program was reviewed by OCTA stakeholders, riders, community organizations, cities, educational institutions, and the public at-large. Additionally, because a number of the recommended changes are considered to be major per OCTA’s service policies definitions, the public outreach program adhered to guidelines required to meet Federal Transit Administration public hearing and Title VI mandates. Information and updates were, and will continue to be shared with standing committees such as the Citizens Advisory Committee, Special Needs Advisory Committee, other OCTA internal committees, and Customer Roundtables. Finally, comprehensive public communications materials are being distributed in advance of the implementation of the service changes, and OCTA representatives will be deployed in the field to provide assistance to our customers as the service change program is implemented. Bus Stop Spacing Efficiency Program As described in the February 2016 Bus Service Change Program report, another initiative developed in response to customer input regarding the need to speed up bus travel is the Bus Stop Spacing Efficiency Program launched in February. OCTA bus Routes 53 and 64 comprised the services involved in the pilot project where 35 bus stops were consolidated. Since implementation, the reduction in


bus stops has been well received. Accordingly, staff plans to expand the bus stop consolidation effort to include Route 60 operating between Long Beach and Tustin. Route 60 is assigned 162 bus stop locations, and staff has identified 44 stops as candidates for possible consolidation. Consistent with the successful approach used for Routes 53 and 64, the list of stops has been shared with riders, local jurisdictions, and coach operators. The input received from these sources will be used to develop the final list of stops. An extensive public outreach effort will be developed to ensure customers are aware of the forthcoming bus stop changes. Summary OCTA schedules bus service change programs three time a year; the June 2016 Service Change Program is the second for calendar year 2016. Service adjustments will be made to 39 OCTA bus routes, including 13 associated with the first phase of the OC Bus 360 Program. The changes are designed to improve service performance and quality. A comprehensive public outreach process has been executed apprising stakeholders of the service changes planned to be implemented with the June Bus Service Change Program.
