Background

The Ministry of Labour and Social Affairs selected the conference topic having considered the Programme Statement of the Government, in which the Government had undertaken "to create conditions for a quicker return of caring parents to paid work and to establish conditions for the further development of family policy and childcare in order to enhance the social status of the family and to strengthen the involvement of both parents in childcare."

Educational care constitutes one of the core functions

of the family – basic element of the society.

Reasons for supporting the family‘s social status

Family care offers presence of a steady related person, creation of a stable relation in a safe/familiar home environment

Institutional care by non-parents for children under three years of age (in specific cases over two years of age)

Healthcare facilities (crèches), Childcare services provided under Act No.

455/1991 Coll., Trade Act, as amended (hereinafter referred to as "Trade Act") in scope of professional trade classification "Daily care for children under three years of age" – in business premises

Pre-school facilities established according to the "Education Act" – family-like or common kindergartens, corporate kindergartens

Institutional care for children over three years of age

Kindergartens Childcare services provided under the Trade

– provided in business premises – agencies, clubs, maternity centres, leisure centres, activity clubs for children and youth

Non-institutional care for children up to three years of age

Under the Trade Act, qualified trade "Daily care for children under three years of age" – so-called childminders -

Under the Trade Act, trade classification no. 79 "Providing services to family and household", BUT occasionally and temporarily

In scope of unqualified trade classification no. 79 "Providing services to family and household" - care for children over three years of age must be provided individually in the children's household, or occasionally and temporarily, if provided outside the children's household,

e.g. short-term childcare facilities, agencies, individual nurses, housekeepers, nannies etc.

the so-called free choice principle respecting the child's and the parent's needs:

Radka Dudová, sociologist: "first of all, conditions must be provided to enable fulfilment of the children's and the parents' needs“

Jeroným Klimeš, psychologist: "I would reverse the question a bit: How important is the stay with their children in this period for the parents?“
