Overview

The Alberta Health Services Identity & Access Management (AHS IAM) system is a provincial tool that manages confidential identity information and manages resources to various applications, including Alberta Netcare Portal (ANP). AHS IAM is used by AHS, AHS Affiliated sites, and community organizations who require access to the ANP application for both clinical and non-clinical staff. For more information about AHS IAM, please visit the AHS IAM homepage on Insite.

This user guide is written specifically for AHS and AHS Affiliate end-users accessing the

AHS IAM system. To submit an access request, an individual can log into the AHS IAM system with their AHS IAM username or Network User ID and password. If you are a Community Custodian, please visit the Alberta Netcare Learning Centre for more detailed information as the process is different for those outside of AHS. Who can have access?

Alberta Netcare is a secured provincial Electronic Health Record (EHR) system that contains personal health information. It can be accessed by different Healthcare professionals in both clinical and non-clinical positions. Access to ANP is based on a user role and profession guideline. Permissions are set up so an end-user has the minimal amount of information necessary to do their job. Only end-users whose intended usage is in compliance with the Health Information Act (HIA) and the Netcare Information Exchange Protocol (IEP) will be granted access to ANP and its related EHR components, such as the Pharmaceutical Information Network (PIN) and Person Directory (PD).

An authorized user (as defined in the HIA) is generally an individual who in the normal

course of their job duties, has a business need to view and/or update a patient’s EHR, such as: - Viewing a patient’s test results or current medications - Updating a patient’s demographic information - Prescribing or dispensing a medication - Recording an allergy or intolerance

Approval for Alberta Netcare access

Each individual requesting access to ANP requires their own request. Every access request submitted through AHS IAM requires an AHS Manager’s approval or that of a designated Authorized Approver. The individual approving access agrees that:

- Access to AHS information is necessary to fulfill authorized AHS duties and responsibilities

- Access permissions provide the minimum information necessary to perform the duties and responsibilities

- They have verified that the user requiring access has completed all necessary training, including AHS Privacy & Security Training and have signed the AHS Confidentiality and Information Technology User Agreement

- They will be the point of contact for follow up regarding annual review of access - They will notify IT Access of any changes to the end user’s access

The Authorized Approver must meet one of the following conditions:

- Have AHS Delegation of Human Resources Authority (DOHRA) Level 1-12 - Have Covenant Health DOHRA Level 1-6 - Be a pre-approved Authorized Approver

The delegation of Human Resources Authority is based on job title. If you believe you

should be able to act as an ANP Authorized Approver, please contact AHS Human Resources.

Staff who are not governed by either AHS or Covenant Health Delegation of Human Resources Authority must apply to become an ANP Authorized Approver. Please contact your local AHS IT Service Desk to initiate this process. A list of current ANP Authorized Approvers, for AHS Affiliated sites, can be found on the AHS IAM Support page under the Authorized Approvers List. The access request process

End-users, managers or authorized approvers can request new access to ANP, amend existing access or remove entitlements all through AHS IAM system. AHS IAM automatically routes each request through the designed workflow and provides automated email notifications when a request has been entered successfully or when manual review and approval steps are required. Once approved, a request is routed to the IT Access team for provisioning; turnaround time is 10 business days. The request status can now be easily tracked and monitored through AHS IAM. As soon as the request is completed a final notification is sent to the Manager or Authorized Approver. The following user guide will outline in detail the steps required to successfully submit an access request:

AHS IAM Terms & Definitions

Note, these definitions may or may not be the same as your organizations. AHS Employee A person on-boarded and paid through AHS Human Resources e-People

AHS Non-Employee A person not on-boarded or paid through AHS Human Resources e-People

Community End-User A person who works for a privately owned health care delivery facility

(e.g. a pharmacist working for Shoppers Drug Mart)

Combination End-User A person who is more than one of the above types (e.g. community and

non-employee)

AHS Affiliated Employee or Non-employee A person who is engaged by AHS to perform services for or on behalf of

AHS under contract or agency relationship. They may or may not be found in e-People.

Covenant Health Employee A covenant health employee who has been on-boarded and paid through

AHS Human Resources e-People

Requester A person who submits an Alberta Netcare request in AHS IAM

- If this person is also an Authorized Approver, the request will be

automatically approved. - If this person is not an Authorized Approver, they will have to select

an approver in the request. -

Authorized Approver A person who is able to approve access requests in AHS IAM. An

Authorized Approver must meet one of these criteria.

Submitting a New Access Request

1. Go to the AHS IAM login page Log into the system by entering your username and password

2. From the homepage, click on Request or Modify Access Located in the left hand corner

3. 3 options are available to search an end-user; Myself, Existing User, and New User. The Headings can be expanded or collapsed for detailed instructions.

Myself Select Myself, if you have logged into IAM as yourself and want to submit an ANP request for yourself

Existing User Select Existing User, to search using the find a user field. It is best to use the end-users exact username to ensure you have selected the correct person.

NOTE: Requesters will have several options to choose from. Use the Advanced Search option to narrow down the results.

Click Select beside the user

New User Select New User, to create a new IAM end-user account. A Network Access Request (NAR) will automatically be added to the request. Enter the user’s legal first and last name and date of birth. Click Create New User.

You may be presented with a list of Possible Duplicate Users. Verify the end-user does not already have an existing IAM account. Confirm the end-user’s name, User ID, and Date of Birth.

o If a match is found, click Select Existing user o If no match is found, click Create New User again

o If a Disabled User is selected, the reactivation of an AHS network account can

only be requested by a person who qualifies as a NAR Approver. A Network Access Request (NAR) will have to be completed first before an Alberta Netcare Portal entitlement can be requested.

If you have permissions to reactivate accounts, choose Change Access beside the NAR entitlement and click Next.

The requester will have to provide the Date of Birth to validate that the user being activated is the appropriate user. Enter the user’s month and day of birthday using the drop down menus.

Complete the NAR form NOTE: AHS Affiliates should select the appropriate Sub-category from the User Sub-Category field as the Network access will not be provisioned to the user’s account (e.g. AHS Long Term Care (LTC) Affiliates, Lloydminster Hospital). For further instructions on reactivating a NAR account, please refer to Network Access Request (NAR) User Reference Guide found on the AHS IAM Insite page under Help topic & Guides. Click Submit Request at the end. Once the NAR has successfully provisioned you can click the Home and begin this user guide from Step 2. In Step 3, search for the end-user as an Existing User.

4. Under Available Entitlements, beside the Alberta Netcare Portal entitlement, select Request Access (it will appear as Change Access if the end-user has an existing ANP account). The selected entitlement will move the bottom of the page.

o If Remote Access does not appear in the entitlements list it is automatically being added to the request because all end-user who do not have direct access to the AHS Network will be required to connect remotely.

Note: You may select multiple other entitlements for a combination access request. The following steps will only cover an Alberta Netcare scenario.

5. The Complete Access Request page will appear

Choose a Profession and Job Role from the drop down lists. If you cannot find your exact position title select something similar or Unknown / Other. The following professions require an active College License ID: Chiropractor, Dental Hygienist, Dentist, Medical Doctor, Optometrist, Nurse Practitioner, Pharmacist, and Registered Dietitian. Students, such as Fellows, Residents, Medical Interns, Nurse Practitioner Interns, and Pharmacy Interns, can select Unknown as the Profession to bypass the College License ID validation stage and choose the appropriate role from the Job Role field.

Note: If you receive an error, please refer to the AHS IAM College License Information & ANP Access User Reference Guide for troubleshooting.

6. Next, assign a facility by clicking the checkbox in the facilities list provided. If you are

unsure of which facility code to use please reference the AHS IAM Alberta Netcare Facility List located on page 8 of this document.

The facility will appear below. If the user works at more than one Covenant Health facility multiple sites can be selected.

7. Next, select an appropriate Netcare Role and any necessary optional PD or PIN Access components. Please reference the Netcare Role Section Guide or the Learn By Role webpage if you are unsure of which permission level to select. It is best to confirm with your Manager that a suitable role has been chosen.

Reminder: Clinical 1 is a restricted Netcare Role. It reserved for privileged Physicians and Nurse Practitioners only.

A Sunset Date is assigned to every Alberta Netcare access account. The Sunset Date is a maximum of one year from the date the access was granted. Requesters can modify the date to less than one year to accommodate short term use of Alberta Netcare as in the case of students or researchers.

o If the account is requested as a permanent account (i.e. the temp checkbox is not selected), the attestation emails will notify the Entitlement Manager of the impending Sunset Date, but the account will not be disabled if the Sunset Date is reached. It is the responsibility of the Entitlement Manager to ensure that the Sunset Date is updated in AHS IAM as a modification request to the user’s account.

o If the account is requested as a temporary account (i.e. the temp checkbox is selected), the attestation emails will notify the Entitlement Manager of the impending Sunset Date and disabling of the account. If the Sunset Date is reached the temporary account will be disabled automatically by AHS IAM. To avoid the account from being disabled, an AHS IAM Modify request needs to be made for the user’s account.

Additional access (only select the check box if additional access option(s) are required)

o Edmonton Zone Access – only users in Edmonton Zone should select this option to have access to Patient List functionality.

o Pharmacy Batch Access - this access enables a user to utilize an additional Pharmacy Software system to send dispense information to PIN through the file transfer utility / batch messaging portion of PIN.

o Remote Access Required - this option is to provide the user with access Alberta Netcare from a remote site using a FOB. Remote User Network Access (RUNA) If the Remote Access checkbox is selected the Remote User Network Access (RUNA) form will appear underneath the Approving Manager. For instructions on how to complete this section please refer to the RUNA user guide found on the AHS IAM Insite page.

8. Choose the Approving Manager. o Manager as the requester - If you have an AHS Delegation of Human Resources

Authority (DOHRA) level of 1-12, a Covenant Health DOHRA of 1 – 6 or are a pre-approved Authorized Approver you will not need to choose an Approving Manager. You can select yourself as the approver.

o Administrative Staff or Employee as the requester – Use the search function (basic or advanced) to find the end-user’s manager.

Click Select or Authorized Approver beside the person’s name.

Note: If the Manager or Authorized Approver appears greyed out and therefore cannot be selected they do not have the correct DOHRA level or do not have permissions to authorize for the facility or facilities being requested. An appropriate Approving Manager must be assigned in order to submit the request. Please see page 4 of this document under Approval for Alberta Netcare access for additional information.

9. Do one final review before submitting the request. A Comment section is available for both the Requester and Manager. You may want to add additional information, such as a pharmacy student’s rotation dates, a unique profession or job title or any other information that may help the IT Access team verify the end-user.

10. Click Submit Request when ready.

o Save As Draft – will save the request as is so you can return to it at a later time o Previous – will return to the Entitlements List page o Cancel – will close and cancel the request completely returning to the homepage.

11. The Request Status Viewer screen will appear with a request number for your records. The Manager or Authorized Approver will receive an automated message from “Identity Management Services” notifying them a request requires their approval. When they log into AHS IAM, they will see a pending request in their approval queue. Once the Manager Approval stage is complete the remaining steps in the workflow will proceed. If you are the Approver directly submitting the request the Manager Approval stage is bypassed. The workflow will proceed for IT Access approval.

Modifying Alberta Netcare Access

1. Go to the AHS IAM login page Log into the system by entering your username and password

5. The Complete Access Request page will appear

Modification of existing ANP access is best completed by the assigned Authorized Approver, as only they have the permissions to view that specific entitlement. If you are not the current manager the request will appear as a ‘new’; in that you will have add an additional facility and Netcare role.

o A Netcare account is only allowed to have one facility per the same manager. So, if the account already has AHS|28CB with Clinical 5 approved by John Smith. The new modification request will replaced it with AHS|28CB with Clinical 2 approved by John Smith.

o In the same scenario but approval is from a different manager. The Netcare account will have two Netcare entitlements; AHS|28CB with Clinical 5 approved by John Smith and AHS|28CB with Clinical 2 approved by Anne Apples.

Update the Profession and Job Role if required using the drop down lists. 6. Next, update the current facility if necessary or assign a facility by clicking the checkbox in

the facilities list provided. If you are unsure of which facility code to use please reference the AHS IAM Alberta Netcare Facility List located on page 8 of this document.

The facility will appear below. If the user works at more than one Covenant Health facility multiple sites can be selected.

7. Enter or update the facility details.

o For the Netcare Role and any necessary optional PD or PIN Access components please reference the Netcare Role Section Guide or the Learn By Role webpage if you are unsure of which permission level to select. It is best to review with your Manager that a suitable role has been chosen.

Reminder: Clinical 1 is a restricted Netcare Role. It reserved for privileged Physicians and Nurse Practitioners only.

o A Sunset Date is assigned to every Alberta Netcare access account. The Sunset Date is a maximum of one year from the date the access was granted. Requesters can modify the date to less than one year to accommodate short term use of Alberta Netcare as in the case of students or researchers.

o Select Temporary Access if the account is for short term use (e.g. a pharmacy student rotation of January 6 to March 15). If the Sunset Date is reached the temporary account will be disabled automatically by AHS IAM.

o Edmonton Zone Access – only users in Edmonton Zone should select this option to have access to Patient List functionality.

o Pharmacy Batch Access - this access enables a user to utilize an additional Pharmacy Software system to send dispense information to PIN through the file transfer utility / batch messaging portion of PIN.

o Remote Access Required - this option is to provide the user with access Alberta Netcare from a remote site using a FOB. Remote User Network Access (RUNA) If the Remote Access checkbox is selected the Remote User Network Access (RUNA) form will appear underneath the Approving Manager. For instructions on how to complete this section please refer to the RUNA user guide found on the AHS IAM Insite page.

8. Update or choose the Approving Manager. o Manager as the requester - If you have an AHS Delegation of Human Resources

Authority (DOHRA) level of 1-12, a Covenant Health DOHRA of 1 – 6 or are a pre-approved Authorized Approver you will not need to choose an Approving Manager. You can select yourself as the approver.

o Administrative Staff or Employee as the requester – Use the search function (basic or advanced) to find the end-user’s manager.

Click Select or Authorized Approver beside the person’s name.

Note: If the Manager or Authorized Approver appears greyed out and therefore cannot be selected they do not have the correct DOHRA level or do not have permissions to authorize for the facility or facilities being requested. An appropriate Approving Manager must be assigned in order to submit the request. Please see page 4 of this document under Approval for Alberta Netcare access for additional information.

9. Do one final review before submitting the request. A Comment section is available for both the Requester and Manager. You may want to add additional information, such as a pharmacy student’s rotation dates, a unique profession or job title or any other information that may help the IT Access team verify the end-user.

10. Click Submit Request when ready.

o Save As Draft – will save the request as is so you can return to it at a later time o Previous – will return to the Entitlements List page o Cancel – will close and cancel the request completely returning to the homepage.

11. The Request Status Viewer screen will appear with a request number for your records.

The Manager or Authorized Approver will receive an automated message from “Identity Management Services” notifying them a request requires their approval. When they log into AHS IAM, they will see a pending request in their approval queue. Once the Manager Approval stage is complete the remaining steps in the workflow will proceed. If you are the Approver directly submitting the request the Manager Approval stage is bypassed. The workflow will proceed for IT Access approval.

Removing Alberta Netcare Access

Removal of existing ANP access entitlements are best completed by the by the assigned Authorized Approver, as only they have the permissions to view that specific entitlement.

If you are not the current manager the request will appear as a ‘new’; in that you will have add an additional facility and Netcare role. This is allowed as the request will ultimately go to the manager for approval; however, please utilize the comments section so that IT access team is aware you are submitting a removal request.

Additional, information such as the site/location is helpful for the IT Access to identify which access entitlement to remove. Summary of Steps: 1. Go to the AHS IAM login page

Log into the system by entering your username and password

2. From the homepage, click on Request or Modify Access

3. Search and select the end-user using the available options

4. Under Available Entitlements, beside the Alberta Netcare Portal entitlement, select Change Access. The selected entitlement will move the bottom of the page. Click Next.

5. The Complete Access Request page will appear If you are the current assigned Manager or Authorized Approver, the access entitlement will appear.

6. Click Remove beside the desired facility or multiple facilities.

7. If the facility being removed is the last facility assigned to the user, the requester will be ask

to choose a Disable Reason from the drop down list. Select the appropriate reason

8. Please enter additional comments in the Request Notes field 9. Click Submit Request when ready.

Approving an Alberta Netcare Request

1. Go to the AHS IAM login page Log into the system by entering your username and password

If the requester who submitted the request is an Approving Manager or an Authorized Approver, the request will automatically be sent to the IT Access Netcare Approval Queue for review and completion. You will not have to manually approve the request.

2. Click Approvals

The Awaiting Approval page will appear.

3. Click the linked Request Number to open the request

4. Review the information entered by the requestor to ensure the selected information is accurate. All fields are editable if any changes are required.

The caution symbol indicates the where changes have been made for a modify request.

o Verify the correct facility has been selected o Verify the correct Netcare Role and any necessary optional PD or PIN Access

components. Please reference the Netcare Role Section Guide if you are unsure of which permission level to select.

o Verify Edmonton Zone Access has been selected for Edmonton Zone staff only o Verify Pharmacy Batch Access has been selected if the end-user needs to access an

additional Pharmacy Software system to send dispense information to PIN through the file transfer utility or the batch messaging portion of PIN.

o Verify Remote Access Required has been selected if the end-user is going to be accessing Alberta Netcare from a remote site using a FOB.

5. To approve the request click Approve

o To deny the request click Deny and provide reason in the Deny Comment box. o To save any changes made click Save and click Return to Queue to be returned to

the Awaiting Approval screen. o To return to the Awaiting Approval screen click Return to Queue. The Awaiting

Approval screen will appear. You may log out or perform another task. Once the Manager Approval stage is complete the remaining steps in the workflow will proceed.
