James RamseyerConsumers Power, Inc.2018-2019 Board Chair

Message From The Chair March Forum Luncheon Speaker: Tim Duy, U of O

Professor Duy received his B.A. in Economics in 1991 from the University of Puget Sound, and his M.S. and Ph.D. in Economics in 1998 from the University of Oregon.

Following graduate school, Tim worked in Washington, D.C. for the United States Department of Treasury as an economist in the International Affairs division and later with the G7 Group, a political and economic consultancy for clients in the financial industry. In the latter position, he was responsible for monitoring the activities of the Federal Reserve and currency markets.

Tim returned to the University of Oregon in 2002. He is the Senior Director of the Oregon Economic Forum and the author of the University of Oregon Statewide Economic Indicators, Regional Economic Indicators, and the Central Oregon Business Index. Tim has published in the Journal of Economics and Business and is currently a member of the Oregon Governor's Council of Economic Advisors and the State Debt Policy Advisory Commission.

Tim is a prominent commentator on the Federal Reserve. MarketWatch describes his blog as “influential,” the Huffington Post identified him as one of the top 26 economists to follow on Twitter, and he is listed on StreetEye as one of the top 100 people to follow to discover finance news on Twitter. Major national and international news outlets frequently quote him, including the New York Times, the Washington Post, the Financial Times, the Wall Street Journal, and Bloomberg. He also writes a regular column for Bloomberg Opinion.

This year the Oregon Legislature meets in full session and a new “Cap and Trade” bill is all but certain to pass.

Under cap and trade, the state would implement a limit on carbon emissions beginning in 2021. The idea is to gradually lower emissions from 55 million tons of carbon dioxide annually to 10 million tons over a 30 year period. Companies can buy credits on the open market to exceed the limit, and money raised by the program would go into

a funding pool for climate-friendly initiatives.

Many Oregonians oppose cap and trade, arguing the proposal will raise the cost of almost everything consumed without making a dent in global carbon emissions. They feel lawmakers should focus on policies that resonate at least nationally if not globally to ensure that the outcome has an effect on worldwide carbon output. The greenhouse gases emitted by Oregon truckers, commuters, utilities, manufacturers and other entities are barely measurable on a global scale.

It is important to note that Oregon's environmental initiatives already are stronger than those in many states and nations. Oregon loses if companies leave the state for less restrictive locales or if Oregon companies switch to buying products manufactured and shipped under lighter regulations.

Under the current legislature, the end result is almost certain, but the important thing now is to design the program to do the least amount of economic damage possible. It’s important to take the time necessary to craft good legislation and do what’s best for all of Oregon, both rural and urban.

Golden TickeT

Personal: I am a Private Wealth Advisor for PacWest Wealth Partners, a private wealth advisory of Ameriprise Financial. I have been with Ameriprise since 1993 and currently have four offices located in Albany, Corvallis, Salem, and Bend. I live in Albany with my wife and three sons. Before becoming a Financial advisor, I served as a tactical intelligence officer in the U.S. Army from 1986 to 2000. I graduated from Whitworth University with a Bachelor of Science in Biology and went on to graduate from Oregon State University with a Master of Business Administration in 1992. During my free time I enjoy tennis, golf, skiing, and hunting. I also enjoy giving back to the community on my own time as well as with the rest of our PacWest team.

Business niche: Your Financial goals are unique, and we can help you achieve them. We take the time to understand what’s truly important to you-whether it’s saving for college, retiring the way you want, making smart investments or planning for the unexpected... The personalized financial advice we offer can help you prepare for the expected and unexpected things in life. As a result, you can feel more confident and secure about your future. With the right financial advice, life can be brilliant. My areas of focus are retirement and estate planning strategies, family finances, and intergenerational planning.

communiTy involvemenT: PacWest as a team participates in community service opportunities. Just this past year, we brought together our families and clients to package canned goods for distribution to local companies and families in need at Linn-Benton Food Share. It was great to work together at the source of where all these non-profit local organizations get their supplies. We also got to see firsthand where these food supplies go to at Albany Helping Hands shelter. As a team, we served lunch to those in need of a hot meal. For the past couple of holidays, we have worked with the Old Mill Center for families and children and have participated in the Secret Santa program, which provides gifts and clothes for kids in need on Christmas and helps relieve stress on the parents during the holiday season. Outside of PacWest, I am involved in Bharatti Integrated Rural Development Society (BIRDS) in rural southern India. I have also been involved in St. Stephens Hospital, Delhi India, Hunger Relief & Challenges.
