LBJ’s quote does a nice job of summing up where Oregonians have failed in their legislative decision making processes for the last three decades. The Legislative Assembly is back in session and facing a $1.8 billion budget shortfall in the coming biennium. Over the last 20-plus years both voters and elected officials have made critical choices that make today’s shortage a reality. When you consider Oregon’s limitation on property taxes (Measure 5, 47 and 50), the rising cost of the State’s pension and corrections programs and then add in new legislation that funds health care for nearly everyone, a major transportation package and new programs for increasing high school graduation rates, the outlook is pretty dismal.
When I ponder the current state of Oregon’s budget, my mind conjures up images of an 18 year-old that just got their first credit card but never considered how much more they would pay in the long run if they only made the minimum payment. So here we are trying to figure out how to make ends meet with too many obligations and not enough income, which means that most of the discussion during this legislative session
wil l center on cost cutting and taxation.
Take time to evaluate the bills being proposed and how they will affect your business. Now is the time to make your voice heard by engaging y o u r l o c a l representatives and the Albany Area Chamber to advocate for tax policy that considers and minimizes the impact on business; the cornerstone of a strong economy. Contact the Chamber if you would like more information on a particular piece of legislation or would like to make your viewpoint known, we are here to ensure the voice of business is heard.

I grew up on a farm in Washington county near Cornelius. We raised a variety of crops and had a small dairy, as well as sold locker beef. At an early age I decided I was not going to milk cows for a living. I did develop that hard work ethic from the farm and turned it into a medical degree. Goodbye cows!
I did a residency program in Colorado for three years and returned to Albany to man the emergency department. In my youth the neighbors had hazelnuts, so I thought I that was something I could raise while working as a doctor. Over four years, I planted 42 acres. That was 36 years ago and now they are dying, so I’m starting over on that project. I loved bird hunting as a youth, especially the dog work, but did not big game hunt till I was about 30, when a friend took me rifle hunting for elk. I was hooked. In 1992 I started hunting with a wooden bow and I have traveled to five continents pursuing my passion for adventure.

March Membership Forum Guest Speaker: Shawn Conway
Loren, a native Oregonian, began his career in banking 38 years ago. He joined Citizens Bank 21 years ago and has held a variety of positions including commercial lending and branch management. Loren is involved in the community as a member of the Chamber’s Ag Breakfast committee, boards of trustees for Samaritan Health Services, Inc. and Samaritan Lebanon Community Hospital.

After graduating from the College of Engineering at Virginia Tech, Shawn moved to Baltimore to attend graduate school at Johns Hopkins University. While in Baltimore, he met his wife, Susanne, and they started their family, while Shawn was also starting his career with W.R. Grace.
In his first ten years with Grace, Shawn focused on the development and scale-up of novel technologies and new products for the company. At the end of 2011, he was granted the opportunity to come lead the recently acquired site in Albany (former Synthetech). For five years, he has managed the Grace Albany site, and has recently moved into a role focusing on technology and productivity to accelerate the growth of the site and its businesses. Outside of work, Shawn’s time is largely consumed with the activities of his three daughters, but whatever free time may remain is spent tending his backyard flock of chickens or salmon/steelhead fishing.

Background: As a native Oregonian, there is nowhere else that I would rather call home. After graduating from the University of Oregon, I spent a decade working in the Oregon state legislature and running political campaigns for local, state, and federal candidates. Prior to joining NW Natural, I worked in government relations. As the Community Affairs Manager for NW Natural, I cover the Southern Willamette Valley including Linn, Benton and Lane counties. In my spare time, I enjoy hunting, and fishing, and have coached youth wrestling. Before relocating to Eugene, I served as a volunteer firefighter for the Aurora Fire District. I am happily married and am a doting father to an eight-month-old baby girl.
Business Marketing Niche: It’s our mission to provide safe, reliable and affordable energy—in an environmentally responsible way—to our customers. We are publicly held (NYSE: NWN) and have been in business for 157 years. We are also one of the state’s larger employers, with approximately 1,100 employees throughout our territory. NW Natural has one of the most modern pipeline systems in the country. We are one of the first gas utilities in the U.S. to replace our cast iron and bare steel pipes with polyethylene pipes and cathodically protected and coated steel pipes.
Biggest Issue: We believe earthquake preparedness is essential – as no one can accurately predict what to expect in an earthquake of great magnitude. NW Natural has been participating with other organizations and agencies on earthquake preparedness as part of a state-wide effort. As part of the effort the American Red Cross and NW Natural will partner to host eight Get Ready preparedness events across Oregon and Southwest Washington. The 2017 Lane County event will be held in Eugene this year, but has been held in Albany several times in past years.
Chamber Involvement: I am proud to serve on the Albany Chamber’s Governmental Affairs Committee and Good Government Council. I am also a Board member of the Albany Millersburg Economic Development Corporation.

Linn-Benton community college hosted its second annual career and Technical education (cTe) Signing day on February 16th. The event, one of many going on around the country, was held to promote cTe programs and student participation. The event gave high school seniors the opportunity to save their spot for Fall 2017, and to connect with future employers as they commit to attending LBcc.
National Career & Technical Education Signing Day was held on February 16th at Linn-Benton Community College
Expanding a partnership between industry and education intended to create a pipeline between high school and local living wage jobs to four additional Linn County school districts is part of a new project being financially supported by businesses, schools and a $440,000 Grant from The Ford Family Foundation. Lebanon, Sweet Home, Scio and Central Linn will join Greater Albany and Corvallis as participating School Districts. The expansion also includes the Greater Santiam Boys and Girls Club, which serves youth in Sweet Home and Lebanon. The purpose of this joint effort is to provide a clearer pathway to family wage jobs in the region so that young people can remain in and contribute to the economic and social vitality of their communities. The Pipeline program, which is sponsored by local industry and education in Linn and Benton counties, and coordinated through the Albany Area Chamber of Commerce, began in 2014 as a way to create better connections with young people and the high wage jobs available in the two counties. In addition to grant funds, businesses and schools contribute resources. Three other initiatives are part of the new project, including: creation of a “Common Technical Manufacturing Core” program at Linn-Benton Community college, a 10-week program that prepares students for successful employment in Pipeline participating companies. Development of learning communities for school district faculty that will help teachers and students reinforce employment skills and expectations learned through Pipeline experience in various grade levels at all districts. Support for the Boys and Girls Club Training Teens for Tomorrow program, an after-school learning program to enhance employment skills and career development. Goals include raising high school completion rates in all participating districts to the state average, increased enrollment from the schools in health care and manufacturing fields, and completion and placement rates for students from the program that are equal to or higher than the average for all LBCC students.
