The 96,000 sq. ft. (8,918 sq m) building won’t be completed until mid-2016, but is already getting plenty of attention. “The city, staff and students are very excited to get a new high school of this nature in a small town like Citronelle,” said Huey Belaire, the director of construction/planning of the Mobile County Public School System. “|It will be a huge boost to the city, as it will attract new business.” A groundbreaking ceremony was held in January 2015 to mark the start of construction, which some may consider long overdue. “Citronelle High has been in a very old building for many years,” Belaire said. “One of the existing three-story build- ings was built in the early 1920’s.” So far, work appears to be on schedule for the two-story structure, which has been described as a high school for the 21st-century. “All plumbing and electrical has been roughed into slab. About 40 percent of the first floor slab is poured. Block walls are going up. Structural steel is being erected and out- side utilities are being installed,” Belaire said. Various contractors are needed to complete electrical, plumbing, masonry, steel, utilities, asphalt paving, technolo- gy, roofing, mechanical and installation of furniture. As for the biggest challenges on the project, Belaire pointed out, “Completion during the time frame is very important. We have to complete the new school and move in so we can then renovate the existing buildings. We had soil issues to begin with, but all is going well now.” As part of the survey process, the testing company per- formed borings and analyzed soils. The unsuitable soils dis- covered would have required structural pilings to be installed at a very high cost. That prompted a search for a different location for the high school. The property where the new construction is taking place had been the site of a mini mall, practice football field and athletic building. “We purchased the mini mall property along Hwy 45, and demolished that, as well as the existing athletic building,” said Belaire. Heavy machinery being used on the project includes bull- dozers, track hoes, bobcat, excavators, cranes, dump trucks and a concrete pump truck. Some of the main materials required include brick mortar block concrete steel, plumb- ing, electrical, drainage, asphalt and roofing. The auditorium will be concrete footer, concrete slab tapered toward the stage, heavy steel structure and masonry walls with large HVAC equipment. The educational space consists of classrooms on both floors. The kitchen/cafeteria/auditorium will be on the first floor. There are regular classrooms, computer labs, chem- istry, biology and science labs, a band rooms, choral rooms, administrative space and nurse’s aid rooms. The new school will also feature a large media room with adjoining comput- er lab and smart boards. Also at the new campus, there will be new drainage, which will include a large storm water retention pond. The current Citronelle High School facility will become a comprehensive career technical program facility. The stand- alone cafeteria also will be renovated. In addition, there will be a new football practice field, a band practice field, a new girls' athletic facility and a new boys' athletic facility, along with a completely renovated gymnasium and dressing facil- ity. There are several buildings getting makeovers, includ- ing the gymnasium, culinary, consumer science, agriculture and engineering classrooms. “Weather is always a huge factor in con-struction, especially in Mobile. We get lotsof rain. Weather affects all trades until thebuilding is dried in.”

Belaire also remarked that reaction to theconstruction so far has been extremely sup-portive, as work continues on the new build-ing.

“We have received lots of feedback fromthe community and parents. All has beenpositive.”

Hoar Program Management is serving asconstruction manager.

According to Hoar Program Managementproject manager Matt Denaburg, progress onthe construction of the new building is wellunderway.

“The contractor is making great strides,completing scheduled activities on time andmaking valiant efforts in preparation forwork ahead. Ensuring a quality project for

our client within the approved budget andschedule remains our top priority.

“The new Citronelle High School projectis the first of several stepping stones ofprogress for the Mobile County PublicSchools System, as well as the City ofCitronelle. Along with the new construction,approximately 73,500 square feet of theexisting facility will be renovated to bring itup to current standards,” said Denaburg.

According to Denaburg, one of the great-est challenges was to identify a suitable loca-tion, which would utilize the existing highschool’s facilities.

“Prior to design completion, soil condi-tions for the initial building site were foundto be unacceptable and required swift andprecise planning to locate available land.Our team undertook an enormous effort tofind acceptable land to purchase and keep

the new construction project on track for aspring 2016 completion. We considered thissetback an opportunity to provide value toour client and share sound solutions to over-come this obstacle.”

White-Spunner Construction Inc. ofMobile is serving as the general contractor.The Architects Group (TAG), also headquar-tered in the Port City, designed the new highschool.

“TAG wanted to design a new highschool that would have an identity all itsown,” said Robert Krchak, principal anddirector of project management at TAG.“The design needed to meet all of the pro-gramming specifications of the MobileCounty Public School System and the needsof the students, faculty and community. Thearchitect wanted to design the high school toreflect a learning environment, but at thesame time distinguish Citronelle HighSchool from any other high school or educa-tional facility.

Krchak also cited the inappropriate soilconditions early in the creative process.

“TAG was able to adapt the design tomeet the specifications and enhance ameni-ties of the adjacent property,” said Krchak.“Another challenge has been working with-in a bustling part of the center of town andmaking sure all flows without interruption.”

While Citronelle High School is not purs-ing LEED certification, it will incorporategreen features such as energy efficient sys-tems, automatic lighting controls and lowwater usage fixtures.

As part of the design, the new CitronelleHigh School features administrative areas,classrooms, a 300-seat cafeteria with kitchenand a 500-seat auditorium with stage. It is atraditional design with brick veneer andcolumns. The project also includes the reno-vation of the existing one-story, 58,480-square foot building to provide upgrades and

Makeover to Benefit Countless Students for Years to Comeadditional seating in the gymnasium,upgraded varsity locker rooms, and to pro-vide for business education, health sciences,agriculture, ROTC, engineering and manu-facturing classrooms.

“The architectural style is generally whatwould be considered traditional,” Krchaksaid. “This is in keeping with the generaldesign philosophy of the Mobile CountySchool System and the city of Citronelle.Certainly within that general design framework, the very special functional needs of amodern educational environment are provid-ed.”

Exterior construction is load bearing con-crete masonry units with brick veneer, steelframed concrete second floor, steel framingand bar joist roof with metal deck , insulatedsheathing and asphalt shingle roofing.Exterior glazing is impact-resistant insulat-ing glass in aluminum storefront and cur-tainwall. Interior is generally load-bearingand non-load bearing concrete masonryunits, acoustical ceilings in metal grid, VCT,quarry tile and carpet flooring, hollow metaldoor frames and wood doors.

Citronelle High School serves the largestgeographical attendance zone in the MobileCounty Public Schools, from I-65 in Creola,

north to the Washington County line, west tothe Mississippi line, south to Chunchula andTurnerville and over to Creola. Other com-munities served include Mount Vernon,Calcedeaver, Browntown, Gulfcrest,Georgetown, Axis, Bucks, Chastang andCalvert.

The new high school is being built on a13-acre site, which is bordered by LebaronAvenue, Highway 45 and Centre Street.The project is one of several included in theMobile County Public School System's planto complete $100 million in school construc-tion over the next two years.

Denaburg said in addition to the newbuilding, the makeover of the existing spacewill benefit countless students for years tocome.

“The renovation of the existing highschool facilities will further the opportunitiesfor the students of Citronelle High and theMobile County Public School System.Hoar Program Management is honored tohelp them realize a legacy project such asthis,” said Denaburg.
