ACFI�EXTERNAL�MEETINGS
Newly elected ACFI Board members had an introductory meeting with Dr. Renu Singh Parmar,
Senior Advisor, Ministry of Civil Aviation on 6th Sept, 2016 at Rajiv Gandhi Bhawan, Safdarjung
Airport, New Delhi.
The Board Members present in the meeting were Mr. Tushar Jani the President and Mr. Yashpal
Sharma the Honorary Secretary ACFI. Mr. K. S. Kunwar the Director General ACFI were also
present in the said meeting. After the formal introduction the members discussed the Short Listed
Customs Related ten (10) issues with Dr. Parmar related to Air Cargo Logistics Trade finalized by
the members of the Air Cargo Industry Associations in a meeting held on 23rd May' 2016 and
agreed for taking up in the proposed meeting with Revenue Secretary Ministry of Finance. A PPT
on the following 10 issues was also handed over to Dr. Renu Singh Parmar for an early meeting
with Revenue Secretary;-
I) Customs EDI System (ICES) Related Problems (Failure, Breakdown, Slowdown)
ii) Implementation of Customs Single Window System
iii) Implementation of EDI for Paperless Transaction, Centralized Processing of AD Code.
iv) Airline EGM & IGM Issue & Online Inward Entry of Import Flight
v) Part shipment Amendment to be Online
vi) Nationalized Bond for TP Cargo without BG & Ramp Transfer of TP Cargo
vii) The Need of Customs Permission for Outsourcing each activities of Courier Operator under
Courier Regulation
viii) Customs Cost Recovery Policy becoming disadvantageous to Custodian
ix) Service Tax on Purchase & Sale of Cargo Space
x) Enabling Regulation for enhancing the Export of e-Commerce & Low Value Commercial
Shipment via Express
Introductory Meeting with Ministry of Civil Aviation (MoCA)
Impact of GST in Civil Aviation Sector
Ministry of Civil Aviation (MoCA) called a meeting on 14th Sept, 2016 at Rajiv Gandhi Bhawan,
Safdarjung Airport, New Delhi to discuss the Impact of Goods and Service Tax (GST) on Civil
Aviation Sector including on the Cargo trade which was attended by ACFI team comprising Mr.
Tushar Jani President ACFI and Mr. K. S. Kunwar, Director General ACFI. The meeting was
convened in the presence of Minister of Civil Aviation, Secretary Civil Aviation, Sr. Economic
Adviser and other senior government officers and the representatives of all other stakeholders
in the Civil Aviation Sector & associations. M/S Pricewaterhouse Coopers Pvt. Ltd. (PWC)
presented the brief impact of the Implementation of GST on the Civil Aviation Sector. It was
directed by the Secretary Civil Aviation that the trade should give further inputs required by
PWC in regard to highlight the real impact on value term to each stakeholders and give their
recommendations for taking up with Ministry of Finance.

Service Level Standard and Advance Cargo Information (ACI) System
Ministry of Civil Aviation (MoCA) called a meeting on 26th Sept, 2016 at Rajiv Gandhi Bhawan,
Safdarjung Airport, New Delhi of all the trade/ associations to discuss on the issue relating to
Service Level Standard for Export and Advance Cargo Information (ACI) System. This meeting
was attended by ACFI team comprising Mr. Cyrus Katgara, Vice President ACFI & Mr. K. S. Kunwar
DG ACFI. The meeting was chaired by Dr. Renu Singh Parmar, Senior Advisor, Ministry of Civil
Aviation. After deliberation with all the trade/ associations, MoCA has requested all the
stakeholders to furnish their valuable recommendations on Export SLS and assigned a task of
preparing a paper on Advance Cargo Information (ACI) System to ACFI.
ACFI Skill Development Meeting with Ministry of Civil Aviation
ACFI Sub-committee on Skill Development represented by Mr. Yashpal Sharma, Hon. Secretary
and Mr. Venugopal Bangera, Chairman of the ACFI Skill development Sub-committee had a
meeting with Dr. Renu Singh Parmar, Sr. Advisor, Ministry of Civil Aviation on 30th September,
2016 at Rajiv Gandhi Bhawan, Safdarjung Airport, New Delhi to discuss & appraise Dr. Parmar
about the progresses made by ACFI & its future plans on Skill Development Training Program.
The ACFI members appraised that after running successful “Basic Cargo Awareness Program”
(BCAP) at PAN India basis, has prepared material for Advance Training Program module for
“Cargo Terminal Operations (CTO)” and presented the training material prepared for this
training module for approval of Ministry. They also appraised Dr. Parmar that another modules
like Freight Forwarders and Customs Brokers Level-I training materials are under preparation by
Air Cargo Forum India. MOCA was requested to convey its approval for the said training
programs so as to introduce the same at PAN India basis.
It was decided that Hon'ble Minister of Civil Aviation's consent would be taken to launch the
inaugural advance training program on “Cargo Terminal Operations” with date and time
convenient to him.

ACFI - Skill Development Sub-Committee
1st September 2016
ACFI Skill Development core team comprising of Mr. Yashpal Sharma, Hon. Secretary - ACFI, Mr.
Venugopal Bangera, Chief Executive Officer, Delhi Cargo Service Center Pvt. Ltd., Mr. K. S. Kunwar,
Director General – ACFI, Mr. D. R. Juyal, Director - ACFI and Mr. Brijesh Kumar Sharma, Office Assistant –
ACFI had a meeting in the office of M/s. Delhi Cargo Service Center on 1st Sept, 2016 in which the
Advance Air Cargo Handling Program for Cargo Terminal Operations Module was finalized for
submission to Ministry of Civil Aviation (MoCA) and also to prepare another training modules for Freight
Forwarders

ACFI Sub-group team comprising of Mr. Yashpal Sharma, Hon. Secretary – ACFI and Director – Skyways Air
Services Pvt. Ltd., Mr. Rajiv Khanna, M/s. Jeena & Company, Mr. Rohit Sehgal and Ms. Neha Sachar,
Skyways Air Services Pvt. Ltd., Ms. Varsha Gupta, Delhi Cargo Service Center Pvt. Ltd., Mr. D. R. Juyal and
Mr. Brijesh Kumar Sharma from ACFI Secretariat held a meeting on 16th Sept 2016 at Meeting Room, M/s.
Skyways Air Services Pvt. Ltd., Mahipalpur, New Delhi to prepare Skill Development Training Module for
Freight Forwarder & Customs Brokers. This meeting was chaired by Mr. Yashpal Sharma. Members decided
to consolidate their inputs & send it to ACFI Secretariat for onward submission to ministry of Civil
Aviation (MoCA) in the next meeting with Dr. Renu Singh Parmar, Senior Advisor, MoCA.
ACFI�INTERNAL�MEETINGS...
Recommendations of ACFI on Goods and Services Tax (GST)
ACFI Board Office Bearers Meeting was held on 15th Sept 2016 at DCSC Office, Cargo Terminal-2, IGI
Airport, New Delhi and discussed on the various follow up issues and other new important issues. Members
deliberated on various key issues as per the agenda of the meeting.
This meeting was chaired by Mr. Tushar Jani, President – ACFI and Chairman – Cargo Service Center India
and Other Office Bearers members attended the meeting namely; Mr. Cyrus Katgara, Vice President ACFI
and Partner Jeena & Company, Mr. Yashpal Sharma, Hon. Secretary ACFI and Director – Skyways Air
Services, Mr. KS Kunwar, Director General, Mr. DR Juyal, Director and Mr. Brijesh Kumar Sharma, Office
Assistant from ACFI.
ACFI Ofce Bearers Meeting
ACFI core team under the chairmanship of Mr. Tushar Jani President ACFI, comprising of Mr. Rajiv Khanna,
M/s. Jeena & Company, Mr. Himanshu Chhabra, M/s. Skyways Air Services Pvt. Ltd., Mr. K. S. Kunwar, and Mr.
D. R. Juyal from ACFI Secretariat held a meeting on 13th Sep' 2016 at DCSC Board Room, Cargo Terminal
2,IGIA. To prepare the recommendations of ACFI on Goods and Services Tax (GST). The core team
prepared a 7 points valuable recommendation which was sent to MoCA for consideration.

ACFI Sub-Committee Meeting on Innovation & Development
The ACFI Sub-committee on Innovation & Development held its 11th meeting on 9th Sept 2016
at Conference Room “Charles Lindbergh”, Project Office, New Udaan Bhawan, Opposite T3, IGI
Airport, New Delhi. This meeting was chaired by Mr. Arun Kumar, Managing Director, M/s.
Insynergy Supply Chain Solutions Pvt. Ltd. the Chairman of the sub-committee. Other members
attended the meeting namely; Mr. Cyrus Katgara, M/s. Jeena & Company, Mr. Manoj Kumar, TNT
India Pvt. Ltd., Mr. Mukesh Kumar Gupta, M/s. Delhi International Airport (P) Ltd., Mr. K.S. Kunwar,
Mr. D.R. Juyal and Mr. Brijesh Kumar Sharma from ACFI Secretariat. While deliberating various
innovative ideas to bring ease of doing business in the processing of EXIM trade in India
members found interesting when Mr Arun Kumar brought a unique idea of centralized
processing of import/export documents by Customs as being done by the IT Department for
processing Income Tax form their centralized server at Bangalore. This will enable processing of
EXIM trade uniformly across all the gateway airports of the country. Mr. Arun Kumar expressed
his willingness to submit a detailed proposal on this issue.

ACFI Sub-Committee Meeting on Express & E-Commerce
The 5th ACFI Sub-committee meeting on Express & e-Commerce was held on 21st Sept, 2016 at
Conference Room “Wright Brothers”, Project Office, New Udaan Bhawan, Opposite T3, IGI
Airport, New Delhi. This meeting was chaired by Mr. Dinkar Singh, M/s. DHL Express India Pvt. Ltd.
Other members attended the meeting namely; Mr. Manoj Kumar, M/s. TNT India Pvt. Ltd., Mr. Vinay
Sharma, M/s. Celebi Delhi Cargo Terminal Management India Pvt. Ltd., Mr. O. P. Sharma, M/s. Delhi
International Airport (P) Ltd., Mr. Vikrant Kapoor and Mr. Vineet Tiwari M/s. Delhi Cargo Service
Center Pvt. Ltd., Mr. Nikhil Saini, M/s. Express Industry Council of India (EICI), Mr. K. S. Kunwar, Mr. D.
R. Juyal and Mr. Brijesh Kumar Sharma from Air Cargo Forum India (ACFI). Members deliberated
on the following main issues :
i) Interstate Tax Issue levied by various state governments on express cargo
ii) Shortage of Customs Officers at Bangalore
iii) Requirement of uniform implementation of Customs procedures of TP Cargo at all the
airports

ACFI Sub-Committee Meeting on Domestic & Transshipment Air Cargo
The 10th ACFI Sub-committee meeting on Domestic & Transshipment Air Cargo was held on 27th
Sept 2016 at Meeting Room, 1st Floor, M/s. Delhi Cargo Service Center Pvt. Ltd., Cargo
Terminal – 2, IGI Airport, New Delhi. This meeting was chaired by Mr. J.M. Nair, M/s. Blue Dart
Aviation Pvt. Ltd. Other members attended the meeting namely; Mr. Yashpal Taneja, FedEx, Mr.
Vikrant Kapoor and Mr. Sanjiv Mansukhani, Delhi Cargo Service Center Pvt. Ltd., Mr. O. P. Sharma,
Delhi International Airport (P) Ltd, Mr. Ravijeet Sehrawat, Domestic Air Cargo Agents Association
of India (DACAAI), Mr. Sunil Bhardwaj, Jet Airways (India) Pvt. Ltd., Mr. Sunil Kumar V, IndiGo
Cargo, Mr. K. S. Kunwar, Director General, Mr. D. R. Juyal, Director and Mr. Brijesh Kumar Sharma,
Office Assistant form Air Cargo Forum India.
Members deliberated mainly on the document prepared by ACFI on the standardization of
Domestic cargo handling & processing, domestic cargo community system at all the Indian
Airports based upon the deliberations of past meetings and SOPs on Inward & Outward cargo.

The 2nd ACFI Bengaluru Chapter Meeting was held on 6th Sept, 2016 at
Conference Hall, M/s. Menzies Aviation Bobba (Bangalore), Kempegowda
International Airport, Bengaluru, and was chaired by Mr. K. Venkata Reddy,
Chairman of the Bengaluru Chapter. The meeting was attended by 14 ACFI
Members/ EXIM Trade Members of Bangalore trade fraternity. Mr. Cyrus
Katgara Vice President ACFI and Mr. Arun Kumar ACFI Board Member
attended this meeting witnessing the proceedings of the meeting &
appraised members about the activities being undertaken by ACFI Board at
Delhi for the benefit of the air cargo logistics trade.
The following were the key points deliberated at the meeting:
I) Reduction of paper at the cargo terminal in Bengaluru ,
ii) Digital Signature,
iii) Single Window Clearance,
iv) Dwell Time,
v) Goods and Services Tax (GST).
In addition, members present were invited for an open discussion session on
the issues concerning the trade of Bengaluru.
