The 2 nd Annual General Meeting (AGM) of Air Cargo Forum India The 2nd Annual General Meeting (AGM) of Air Cargo Forum India – ACFI was held on 09.07.2014 at 10:00 a.m. under the Chairmanship of Mr. Pradeep Panicker, President, at the Auditorium, Delhi International Airport (P) Limited, , New Udaan Bhawan, Ground Floor, Opposite Terminal -3, I.G.I. Airport, New Delhi – 110037. The following agenda points were adopted and approved by the house. Agenda No. 1 : The Standard Anti-Trust Statement was read by the President and recorded as under: “It is my duty to make you aware of your responsibilities in connection with competition/anti-trust Law. In particular I would like to remind you that no market agreements have been or will be decided at Annual General Meeting of ACFI whether they involve prices, amounts or areas. I would also like to make you aware that such behaviour also outside of meetings is prohibited; otherwise you could cause immense damage to your Association and/or company. Should it be apparent that at a meeting there is an attempt to make or discuss an open or hidden agreement regarding price, amount or area, I am obligated to intervene and if necessary to break off the meeting. Should doubt exist whether an activity of ACFI, to be discussed or decided upon, is admissible according to anti-trust law, I shall have the responsibility to terminate discussion as the President of the Forum.” Agenda No. 2 : President ACFI’s address to Members; Mr. Pradeep Panicker President ACFI welcomed all the members present and thanked for their attending the meeting in spite of their busy schedule. He informed members that the strength of ACFI during last year has risen from 31 to 55 including Federation of Freight Forwarders Association of India (FFFAI) and Express Industry Council of India (EICI) against the targeted list of 100 agencies for membership. The 2nd Annual General Meeting (AGM) of Air Cargo Forum India

In particular I would like to remind you that no market agreements have been or will be decided at Annual General Meeting of ACFI whether they involve prices, amounts or areas. I would also like to make you aware that such behaviour also outside of meetings is prohibited; otherwise you could cause immense damage to your Association and/or company. Should it be apparent that at a meeting there is an attempt to make or discuss an open or hidden agreement regarding price, amount or area, I am obligated to intervene and if necessary to break off the meeting. The main achievements of ACFI 1st was the implementation of uniform clearance procedures for Pharma product at par with Mumbai implemented at IGIA w.e.f. April, 2013, 2nd 24X7, clearance of all export goods by Customs w.e.f. 1st July, 2013. 3rd acceptance of Export Cargo through paperless System at IGIA w.e.f. 22.07.2013, through online transmission of LEO and location slip (Acceptance) messages by the CTOs to Airlines and Freight Forwarders. Apart from above, number of quality meetings was organized for across the table discussions on cargo issues, with senior officers of various ministries like the Controller of Certifying Authority Ministry of Communication and IT, DGHS, NEGP, Member (Customs), Chairperson, CBEC, Ministry of Civil Aviation, Ministry of Commerce, Ministry of Finance and Ministry of Textile etc. The President informed the house that that first time important event a symposium on the theme of ''Progressing Air Cargo – Challenges & Opportunities'' was jointly organized by ACFI and ACAAI on 26th March' 2014 at Shangri- La's Eros Hotel, New Delhi which was well appreciated by the trade and industry. He further stated that some of the major tasks which will be taken up by the next newly elected ACFI Governing Board would be;

i. Release of ACFI Year Book on the occasion of ACFI 2nd Anniversary. ii. ACFI regional chapters at Hyderabad, Bangalore and Mumbai Airports are already under process.

Mr. Pradeep Panicker conveyed his appreciation and sincere thanks to all the Board Members, Members of all the Sub-committees and ACFI Secretariat for their whole hearted support and cooperation extended during the last two years. He also thanked members present and their participation in the excellent discussions during 2nd AGM and expressing their views/opinions which has made the general meeting a great success. Thereafter, ACFI Membership Certificates were presented to all ACFI members present by Mr. Pradeep Panicker, President ACFI. Agenda No.3 : Confirmation of the Minutes of the 1st AGM held on 14.05.2013. The members unanimously confirmed the Minutes of the 1st AGM held on 14.05.2013.

The President also covered in his address the formation of industry specific 11 Sub-Committees by ACFI Board, to study, identify bottlenecks and suggest workable solutions before ACFI Board for taking up with the concerned agencies including the government. Out of various important issues taken up with Ministry of Finance and the Air Cargo Logistics Promotion Board (ACLPB) of Ministry of Civil Aviation, 24x7 Customs clearance of Import & Export cargo, Paperless Processing of EXIM trade with Digitally Signed documents, e-Record Maintenance, Part-shipment clearance of Import Cargo, Dispensation of Customs Gate Officer at Import delivery Gates of cargo terminals were the main highlights of ACFI initiatives.

Mr. Cyrus N. Katgara, Secretary while welcoming all the members presented the report on the activities undertaken by ACFI during F.Y. 2013-14 and the various achievements of ACFI through a power point presentation. The main highlight points of the said report were as under; 4.1. ACFI Membership Out of more than 100 valuable air logistic trade & industry stakeholders serving at various part of the country including the national trade bodies and associations, invited by ACFI Board for membership, 55 agencies have become the members of ACFI till the closure of FY 2013-14.

The event organised by ACFI on the theme of “Air Cargo Supply Chain Security – Future Outlook” at Hotel Radisson, Blue Plaza, New Delhi on 27th Sep’2013 with the objective to give focus on the overall security scenario in the aviation industry particularly on security related issues and challenges in Air Cargo Supply Chain for the benefit of entire Air Cargo Logistics trade and Industry stakeholders.

Air Cargo Forum India (ACFI) and Air Cargo Agent Association of India (ACAAI) jointly organised a Symposium on “Progressing Air Cargo - Challenges and Opportunities”.

The two premier associations ACFI & ACAAI jointly organized a symposium with the theme on “Progressing Air Cargo – Challenges & Opportunities” on 26th March'2014 at Shangri- La's Eros Hotel, New Delhi which was conducted successfully. The event had participation by key decision makers from the Government, from Airlines, Freight Forwarders, Cargo Terminal Operators, Airport Operators, Customs House Agents, Express Operators and etc. with more than 200 delegates from across the country to participate in the deliberations. The business sessions were so designed to ensure that this symposium will be highly beneficial to all the stakeholders of Air Cargo Logistics trade and to prepare itself to convert the challenges into opportunities for growth.

4.5. Major Achievements of ACFI during last two years;

� 28 logistics industry specific issues have been taken up with various government authorities (Secy. Revenue Mo Fin, Chairman CBEC, Member Customs, DG System, BCAS, and ACLPB) and continuously pursued with them for consideration.

� 13 internal issues pertaining to members of the logistics industry have already been resolved internally with the assistance of members Cargo Terminal Operators (CTOs).

� ACFI had also forwarded 44 recommendations related to Air Cargo Logistics Industry, to Chairman CBEC on the policy changes in the existing Customs Act-1962 for consideration.

� ACFI an apex body of entire members of air cargo logistics trade and industry has been invited to be a part of the regular meetings of the Air Cargo Logistic Promotion Board (ACLPB) constituted by Ministry of Civil Aviation under the Chairmanship of Secretary, Civil Aviation. ACFI has taken up 15 issues pertaining to air cargo logistics industry in the ACLPB meetings and all these points have been discussed and deliberated.

� ACFI among few other trade bodies can claim a share in the successful implementation of 24x7 clearances of all export goods by Customs implemented w.e.f. 1st July’2013 as this was one of the 28 issues raised by ACFI at various levels of government departments and forums.

� Standardization of Export clearance procedure for Pharmaceutical Goods uniformly at all the airports in India has been accepted by DGHS based on ACFI representation to DGHS at ACLPB, and implemented at IGIA w.e.f. Apr’2013 thus saving 3-4 hours waiting time of the Pharma shipments at the cargo terminal.

� First time in the country a Paperless Export Cargo Acceptance System (PECAS) has been introduced for acceptance of Export Cargo and successfully implemented at IGIA through online transmission of LEO and Location Slip (Acceptance) messages by the CTOs to Airlines and freight forwarders w.e.f. 22.07.2013. This paperless process also saves 2-3 hours of process time of export cargo at the cargo terminal.

4.6. ACFI Sub-committees: 4.6.1. Scope of Subcommittee;- In order to give special focus on each specific issues of logistics industry and their timely solutions, ACFI has established following 10 Sub Committees headed by its specialists members, with a specific objectives given to each subcommittees.

4.6.2. Action Plan - Case studies prepared by the respective Sub-committees are put up to ACFI Board for approval and further taking up with the concern agencies and authorities for solution. With the efforts of above subcommittees, more than 28 issues pertaining to air logistics industry and trade have been taken up by ACFI Board with the concern government authorities.

4.7. Other Activities: 4.7.1. Release of E-News Letters: ACFI has released following three (03) E-News Letters through its website www.acfi.in and mail during the year under report, covering important events and achievements of ACFI for the information and knowledge of all air cargo logistics trade and industry members. � April, 2013 Issue – 3: Covering the first Event of ACFI on the theme of “Air Cargo Today to Tomorrow”

which was held on 5th March, 2013 at Westin Hotel, Gurgaon, aiming at better future of air cargo in spite of number of challenges at present.

� September, 2013 Issue – 4: Establishment of eight Industry Specific sub-committees by ACFI to resolve

issues, bring improvements related to Air Logistics Trade and Industry and achievements of ACFI. � December, 2013 Issue – 5: Covering the features of the maiden event organised by ACFI on the theme

of “Air Cargo Supply Chain Security – Future Outlook” at Hotel Radisson, Blue Plaza, New Delhi on 27th Sep’2013 with the objective to give focus on the overall security scenario in the aviation industry particularly on security related issues and challenges in Air Cargo Supply Chain for the benefit of entire Air Cargo Logistics trade and Industry stakeholders.

4.7.2. Points of Special Mention:

The support of Delhi International Airport (P) Limited (DIAL) to ACFI Secretariat is commendable. ACFI Secretariat which is functioning from its registered office at Room No. 19, Ground Floor, Project Office, New Udaan Bhawan, Opposite T-3, IGI Airport, New Delhi-110037 has been provided by (DIAL) free of cost, right from the inception of ACFI comprising one room and one work station with all office equipment, furniture, one HP Printer, Two Telephone, one laptop, two Elmira etc.

Apart from above, DIAL conference rooms and auditoriums are also being used by ACFI regularly for its Board Meetings, Subcommittee Meetings and AGMs. ACFI Governing Board placed its appreciation and gratitude on record in various ACFI Board meetings with regard to the above valuable support extended by DIAL to ACFI.

4.7.3. Action Plans for F.Y. 2014-15

� Celebration of ACFI Annual Day and release of the first ACFI Year Book � Establishment of ACFI Regional Branches at Bangalore (Southern Chapter) and Mumbai (Western Chapter). � February, 2015: ACFI Conference on Perishable cargo including Pharma, Exhibition and Networking Dinner. � Air Cargo Fraternity Interaction with Industry Leaders/ Senior Government Officials March’ 2015.

The members expressed their happiness and appreciated the sincere efforts made by ACFI under the leadership of the ACFI Board members. Finally, Secretary expressed his thanks to ACFI Sub-committee Members who offered their valuable services/assistances with their respective specialization/ knowledge. He further thanked everyone present in the meeting. He also expressed his thanks to ACFI Secretariat for various accomplishments and timely secretarial supports to ACFI Board and all the Sub-committees.

8.2. Following points came up for discussion from the members.

Mr. Ravinder Katyal, M/S. UT Worldwide India Pvt. Ltd. opined that all the efforts may be made to enhance the membership of ACFI up to 100 no’s during existing year. He also suggested that the exiting ACFI Members having its branches all over India should also be considered as members of ACFI. The suggestion will be put up to ACFI Board for consideration. Mr. Vikas Maini, M/S. IRC Supply Chain solution Ltd suggested that while considering action points by various Sub-committees, only one specific point at a time be taken up based on solid grounds after through study and the same may be got approved by ACFI Board for taking up with the authorities. The suggestion was well appreciated by the members.

Members expressed that ACFI communication about its actions and successes may be projected aggressively through social media as well ACFI Website. ACFI secretariat to see for necessary action. The members raised the issue relating to ban on the import of Indian Mango to EU Countries during 2014 and the resultant loss to Indian economy as well as to Indian logistics industry. In response to which, Mr. D. Murali M/S Air India suggested ACFI to take up this issue with the concern government authorities suggesting them to take up this issue at international level through World Bank and WTO, The newly elected ACFI Board to consider this proposal.

8.3. ACFI Members under the category of Customs Brokers received the prestigious AEO (Authorised Economic Operator) Certificate from the AEO Centre of Central Board of Excise and Custom.

It was a proud moment for ACFI that two of its member under the category of Customs Brokers, received the Authorised Economic Operators certificate from CBEC recently;- i. M/S. R. K. Clearing Pvt Ltd the first Customs Broker in India to receive the AEO Certificate from the AEO

Centre of Central Board of Excise and Customs (CBEC), on 13.05.2014. M/S R K Clearing was also the first CHA to get the ISO 9001 Certification in the year 1998 and are now an AEO and an ISO Entity.

ii. M/S. P. S. Atree & Company (P) Ltd one of the leading Customs Broker in North India, also received the AEO

Certificate from AEO Centre of Central Board of Excise and Customs (CBEC) on 20th Jun’2014.

Indian Custom AEO Programme has covered various players in the international supply chain. The AEO programme certifies a Custom Broker as a secure and reliable trading partner which possesses compliance and sound knowledge of customs and its allied laws , sound financial health and maintains a high level of safety and security standards within the facility to operate and provide quality services to EXIM Trade.
