City Council Discussion Only AGENDA ITEM REPORT To: George Lahanas Subject: Review of Downtown Parking Meeting: City Council Discussion Only - 14 Jan 2020 Department: Planning, Building, and Development Staff Contact: Thomas Fehrenbach, Director of Planning, Building and Development BACKGROUND INFORMATION: Staff has been asked to provide an overview of the parking system downtown for Council review and discussion. It should be noted that the Parking Task Force was re-established and held their first meeting on January 9, 2020. The main charge of the Task Force is to analyze the Parking system budget, identify problem areas, and recommend short and long-term solutions to budget challenges. They have organized into three sub-committees to focus on these items related to the Parking Division: Finance Marketing Parking Master Plan Update (Fiscal Year 2021-2026) The sub-committees are expected to meet monthly, with quarterly meetings of the full task force to begin in March. As a result of their meetings, the task force is expected to provide important recommendations to the Council and staff on the budget and other policy and operations issues. Some of the issues they have placed on their work list include, but are not limited to: on-street parking, permit issuance/ availability, pricing, staffing, marketing promotions, mobility, and an update to the Master Plan for the next 5 years. Staff has set up a website where important information, documents, and meeting information will be made available: https://www.cityofeastlansing.com/2052/Parking-Task-Force In the short term, the Council has expressed an interest in discussing the potential to increase the "grace period", the period of time which someone can enter and exit a garage or surface lot without payment, from 5 minutes to 15 minutes free. Staff estimates that the exposure to the parking fund in making such a change would be approximately $70,000. If the Council desires to make the change, staff recommends reaching out to the DMB, DDA, and others to gauge interest in participation in offsetting a portion of this cost. We further recommend that any desires of the Council be included in the FY 2021 budget request. Staff is preparing a presentation for the discussion only meeting on January 14, 2020 and looks forward to the discussion with Council.
