1. CALL to ORDER
The meeting was called to order at 2:30 pm.

MOTION: It was moved and seconded that APPC approve the 2016 10 19 agenda as presented. CARRIED
2.2. Minutes – 2016 09 21
Some minor editorial changes were made.
MOTION: It was moved and seconded that APPC approve the 2016 09 21 minutes as amended. CARRIED
3. BUSINESS
3.1. Provost’s Report
• UFV was in Academica Group’s ‘Today’s Top Ten’ for offering new programming in Peace &Conflict Studies and Theatre.
• In 2015 UFV participated in the Canadian University Survey Consortium (CUSC) whichsurveys graduates from degree programs. There were 1,085 UFV graduates surveyed with aresponse rate of 40%. Eric shared some highlights from the results.
• Joint UFV and FSA training for members on the University Review Committee (URC) and theDivisional Review Committees (DRC) will be held on November 14, 2016 (two identicalsessions). The training will be facilitated by Neil Gold from CAUBO/FBS and Brian Brownfrom OCUFA/NUCAUT. Members should contact Nicole Hitchens by October 31 to confirmtheir attendance.
• The Fund for Innovative Teaching deadline has been extended to November 30, 2016.

• Possible Worlds is Theatre’s first production of the year and runs from October 20 – 30. It isa student-directed production and all were encouraged to attend.
• Eric gave a brief report on the Education Advisory Board Provost’s Forum he attended inOctober noting that many universities are expanding the Continuing Education offerings toaddress student needs.
• The Chronicle of Higher Education recently posted results of a student survey that foundthat ¾ of those surveyed felt further education was needed to advance in their career. Ofthat group, 68% said they would be taking a program do address this.
3.2. Bachelor of Environmental Studies
The committee reviewed the documents provided for the new Bachelor of Environmental Studies and Bachelor of Environmental Studies (Natural Sciences).
MOTION: It was moved and seconded that APPC recommend to Senate the approval of the new Bachelor of Environmental Studies and Bachelor of Environmental Studies (Natural Sciences). CARRIED
3.3. Discontinuance of Extended Studies certificates (College of Arts)
With the changes to the Subsequent and concurrent Degrees policy (98), there is no longer a need for Extended Studies Certificates. The committee reviewed the documents for the discontinuance of all Extended Studies certificates in the College of Arts.
MOTION: It was moved and seconded that APPC recommend to Senate the discontinuance of the Extended Studies certificates in the College of Arts. CARRIED
3.4. Role of the Registrar and University Secretary with respect to Senate
The Secretariat and Registrar are now separate positions. Senate has asked it’s subcommittees to review their membership and send a recommendation of position(s) should be included (Secretariat and/or Registrar).
MOTION: It was moved and seconded that APPC recommend to Senate the membership of the Academic Planning and Priorities Committee include the University Secretary as an ex-officio, non-voting member. CARRIED
3.5. Operationalizing the Education Plan for APPC
The committee reviewed the Education Plan documents and discussed ways to incorporate the 5 goals in the Education Plan 2016 – 2020 into the discussions and decisions made at APPC.

Program Discontinuance - Adventure Tourism Training certificate (Kinesiology)
The Kinesiology program certificate in Adventure Tourism Training (ATT) has been unavailable since 2011-12. This fall , the department of Kinesiology and the Health Sciences Faculty Council voted unanimously to discontinue the ATT certificate. The rationale for discontinuing the certificate include available expertise of faculty, current interests of students, and lack of resources to sustain the delivery of courses within the certificate.

The A TT certificate is not being replaced with a new credential. The general rationale for discontinuing the certificate includes available expertise of faculty, current interests of students, and lack of resources to sustain the delivery of courses within the certificate.

Kinesiology has been reviewing curriculum and considering changes over the past 18 months. The program certificate in ATT is not supported for continuation, and in fact has been unavailable for almost 10 years. Both the Department of Kinesiology and the Health Sciences' Faculty Council voted unanimously to discontinue the A TI certificate at their respective meeting on November 18th. Meeting Minutes are attached.

Proposal for Program Discontinuance - Adventure Tourism Training (A TT) certificate
Section Ill Rationale:
A. Demand
There is no current demand for the ATT certificate. The last term in which multiple students enrolled was January, 2007 when 8 students registered in the certificate program. The last enrolment in the program was in May, 2008 when one student registered. In total, 29 students have graduated with the ATT certificate. The last student to graduate was in May, 2008. Members of Kinesiology unofficially suspended the program around 2010. The courses in the ATT certificate are not required for another program. Employment for graduates in the area of ATT require significant qualifications beyond the scope of what was designed here, such as credentials awarded in conjunction with the Association of Canadian Mountain Guides, Rescue Canada, Association of Canadian Sea Kayaking Guides, etc. Community demand is being met by an extensive array of programming offered at Thompson Rivers University.
B. Capacity:
To be viable, the ATT Certificate program would need as much as a dedicated fulltime faculty member. This is currently impossible due to other higher priority areas of the Kinesiology curriculum. Further, the capital equipment required of the program is significant. The program requires diverse, expensive equipment that must be regularly updated. Not only the purchase but also the storage of such equipment is a major expense. The unsustainable costs of equipment and storage were reasons that the program was (unofficially) suspended. The course offerings were typically first year Kinesiology courses. At present, there is very little room in our program to run such courses (assuming they would take the place of other needed course offerings).
C. Output:
As indicated above, no student has graduated with the ATT certificate from UFV since 2008. The goals and strategic mandate of the university are being served by the current Kinesiology offerings.
D. Financial Viability:
This is a significant issue in the program. Storage of equipment was an expensive component of the KIN budget. Running of courses took up space (both in terms of faculty workload and in terms of B.KIN. courses) that is unavailable. The program is not financially viable under the previous operational model (as a component of the

Kinesiology program and within the KIN budget) . Updating of equipment would be a substantial budgetary concern.
E. Reputational Considerations:
We believe that the original equipment was purchased by the office of the VicePresident Academic and thus the program did not rely upon donor revenues. We are unaware of any commitment within the community to offer the program, which is supported by the inattention it has received since it was last offered in 2008.
Section IV Transition Plan:
There are no students in the existing program and none registered since 2008. Therefore, no student will be affected by the certificate discontinuation, and no student transition plan is required.
Any remaining program resources include equipment. We will seek clarification on the value of such equipment. If viable, it could be sold and the revenues used to augment current Kinesiology lab equipment.

THAT Faculty Council approve the discontinuance or suspension of the Adventure Tourism Training certificate program pending the decision of the Kinesiology department at their meeting this afternoon (November 18, 2016 ).

For the reasons outlined in the attached memo, I have approved the suspension of intake for
the 1-year Aviation Diploma offered through the Faculty of Professional Studies, effective
November 2016.
As per the Discontinuance Policy (222) guidelines on program suspension, the 1-year Aviation
Diploma program will be suspended for a maximum of two academic years.

Re: Requesting suspension of the 1-year Aviation Diploma
UFV offers two Aviation Diploma programs; a one-year and a two-year diploma. The one-year program requires the completion of ten appropriate university-level courses with a minimum C average.
Historically, UFV has not tracked enrolment for the two programs separately. First in 2015/16 UFV started to track the one-year and two-year programs separately. In that year two applicants are recorded of whom non was admitted.
Coastal Pacific Aviation (CPA) and the School of Business have experienced for many years that the one-year Aviation Diploma program is not popular and it has always had extremely low enrolment numbers. Furthermore, students in the one-year program only take two non-aviation electives at UFV.
Both CPA and the School of Business would like to eventually discontinue the program. In consultation with CPA, the intake for 2017 has already been closed and we formally request that the program be suspended for two years as a next step.
As they are currently no students registered in the one-year aviation diploma, no current student is effected by the suspension.
