AGCOM
AGCOM is the Italian National Regulatory Authority (NRA) of telecommunications and postal servicesIn the area of telecommunications, media and post, AGCOM ensures

• promotion of telecommunications services in public institutions

AGCOM is a BEREC member and cooperates with EC

EU Broadband Mapping (project SMART 2014/0016)
Aims• Aggregate measurements of quality of service (QoS)
and quality of experience (QoE) connectivity• Facilitate information exchange and benchmarking
between Member States. The portal will be complementary to the mapping activities of EUMS and EEA (Ministries, NRAs, regional agencies, users and consumers organisations etc.) and will also gather private crowdsourcing QoS/QoE actions
• A Technical Review Panel made up of representatives from various data providers and international experts assists the European Commission. It includes representatives from MS (IT, IE, FR), from NRAs (AGCOM, ANCOM,UKE) and from BEREC Working Group on Network Neutrality (Ofcom, BNetzA) BEREC Mobile Coverage WG (ARCEP)

Methodology
• Maps designed to show the available speed in local addresses• Due to the significant variability of the spatial distribution of the
broadband connection in a fixed network, the construction of the map entailed the analysis, evaluation and publication of approximately 37 million positions corresponding to the potential end-points of the fixed networks
• For each point, through predictive models that take into account the technology and the system configuration, the speed of Internet access and the indicators on the degree of coverage are estimated
• Summaries calculated by aggregating the precise information with respect to pre-established areas (regional, municipal, provincial administrative boundaries or INSPIRE-derived network references with a 100m or 1Km pitch)
• Crowdsourcing model: users can contribute reporting any inaccuracies. More than 500 reports have been received contributed to the development of the platform consolidating its reliability

Broadband Map near the Colosseum and Imperial Fora
• This picture shows the broadband connectivity status near the Colosseum and Imperial Fora.
• The map is widely used in Italy by telco users as it provides a complete and up to date picture of broadband availability.
• All Italian wonders or small villages might well be selected, since the entire national territory can be browsed throughthe tool.
BBmap Dashboard
• The dashboard’s gauges and graphs support the study of the BB status.
• The Dashboard helps the Government identify areas suitable for developing incentive policies.
• Additionally, the dashboard explains the progress of national plans with regards to the targets defined by the European Digital Agenda

• BBmap is a live project and is increasingly used by Italian citizens and Institutions.
• With regards to AGOL elements with public accessibility produced in Italy, BBmap maps and applications are top rated in terms of number of views. From the start of the project in June 2017, BBmap has been counting about 400.000 views (sum of AGOL and Enterprise accesses).

• The Map communicates immediately the theoretical network performance of existing infrastructures (QoS)
Setting aside technical aspects that are still high profile (large number of managed features, extensive use of spatial analysis, web accessibility, use of advanced base-maps and viewers, integration of AGOL and Enterprise services, interaction with GeoNet community, customization of widgets, extensive use of desktop and server GIS technologies, etc.), AGCOM Broadbandmap can be included among the most representative applications of the “Science of Where” due to its capacity to show territorial specificities and give evidence to any relevant discontinuity.
In relation to the substantial variability of the spatial distribution of the phenomenon considered, AGCOM project shows how the GIS methodologies are the only viable way for the study and effective representation of the broadband services available on the territory.
