That's why last Thursday's annual San Diego County Taxpayers' Association "Golden Watchdog Award" dinner was such a depressing disappointment... The 2017 dinner reflected politics of today - smaller and meaner. Attendees couldn't help but notice the shrunken event, and underwhelming awards program. The hosts were again Jamie Fox (not that Jamie Fox) who is the Chief of Staff for City of San Diego Council Member Barbara Bry, and Matt Awbrey, the Deputy Chief of Staff for Mayor Kevin Faulconer. These two are always hilarious, but this year's program leaned heavily on them for extended (aka dragged out) sketches, instead of the two filling the time between high production, hilarious videos of the past - I assume this is due to a shrinking budget at the Taxpayers Association. The "Golden Watchdog" award at the end of the night really sealed it for anyone paying close attention - the SDCTA has gone off the rails.... The 72 year-old taxpayers group gave not one, but TWO, "Watchdog Awards" to the Voice of San Diego for their reporting on artificial Turf Fields and SANDAG revenue estimates. It's true that these are important stories to cover, but are they even close to the biggest stories this year here in San Diego? Are they in the Top Five? Do they qualify for the overused definition of "scandal?" We have covered here in the fine pages of MMQB many real scandals that VOSD whiffed on completely: http://www.agcsd.org/MondayMorningQuarterback/pdf/2017/03-06-2017.pdf I have their batting average hovering around .150 - good enough to lead off for the Padres, but not good enough for a credible "investigative journalism" outfit. The truth of the matter is, these "journalists" aren't whiffing on the stories at all - they are actively ignoring major stories that don't fit their worldview. Is it any surprise that the "investigative journalist" that supports environmentally-friendly higher density planning is doggedly going after SANDAG and "Measure A" which, according to some critics, is too focused on freeways? At a time of crisis in San Diego and America, it is important that civic Associations and the "fourthestate," what we used to know as journalism, keep pressure on those in power to do the rightthing. That's why last Thursday's annual San Diego County Taxpayers' Association "GoldenWatchdog Award" dinner was such a depressing disappointment...

The 2017 dinner reflected politics of today - smaller and meaner. Attendees couldn't help butnotice the shrunken event, and underwhelming awards program. violation of the Brown Act - the emails are there - go find them!

Finally, the one reporter who does ask hard questions of these union-backed school boardmembers getting "nudged" out of education reporting after ...

I wonder who he angered!? Now, imagine for a moment, that a well-financed Charter Schoolgroup came in, spent millions and took over the San Diego Unified School District Board. At thefirst closed hearing, the new board voted to move all schools to a Charter model, with theirfinancial backers being granted a monopoly... Do you think they would back off of their coverageof that story? Do you think the VOSD folks might file a few Public Records Act requests? Thatwould be a few more than was filed during the PLA scandals...

I know - I am "spitting into the wind" by wanting honest reporting. Journalism has been dead forsome time, so I shouldn't be surprised by their bias. In fact, if VOSD gets any more one-sided,they will have to give up their non-profit status and file as a political opposition research firm (thenthey would have to end out FOUR emails a day begging for contributions instead of theircustomary TWO). So, why bring it up? Because I was not the only one in the room shocked bythe Taxpayers' group drinking the VOSD kool-aid.

To paraphrase Sam Rothstein in the movie "Casino" - "If you didn't know you were beingscammed, you're too dumb to keep this job, if you did know, you were in on it. Either way, YOU'REOUT!" VOSD shouldn't be handed a Taxpayers' award for catching a pick-pocket, while robberswalk out of the vault behind them with bags of cash...

So what's going on with the San Diego County Taxpayers' Association? Are they falling on hardtimes after losing sight of their mission, or losing sight of their mission after falling on hard times? They didn't even have the will in recent years to challenge the legality of the phony Union-Backed"Taxpayers" groups that displaced SDCTA on oversight committees through-out San DiegoCounty. Could it be that the same special interests that are receiving a pass from VOSD scrutinyare now undermining the once prominent SDCTA?

Those are big questions to be answered - and fast. After Thursday's debacle, the question I heardrepeatedly from attendees and sponsors was - do we need to give the Taxpayers' Association a lotmore money, or a lot less?

Speaking of the Taxpayers Association...There is a Move to Take AwayFair and Open Competition Language Required for Endorsement ofSchool BondsBy Brad Barnum, Executive Vice President

It's been nearly two years since the Board of the San Diego County Taxpayers Association(SDCTA) voted to require a local school district to "adopt within its ballot resolution and/or boardpolicy a provision stating the district will promote fair and open competition for all districtconstruction projects." This requirement, among others, is necessary for school districts toreceive an endorsement from SDCTA for school construction bond measures.

Numerous school districts have adopted sample language and passed ballot measures since therequirement was put into place. Of course, we know what happened at Grossmont CuyamacaCommunity College! In 2012, the Governing Board adopted similar "competitive bidding"language prior to the successful passage of Proposition V, then in 2015 turned around and votedfor a PLA on those projects. Last year, they telegraphed their intention to put a PLA on anotherbond, which led to a voter backlash and the defeat of Measure X in November.

Now, there appears to be a move by 1-2 SDCTA Board members (there are 43 members) to getrid of the fair and open competition requirement, which will set the stage for more union-only PLAsto be approved. They would like to replace the language with some sort of criteria that wouldsignal when a PLA would be appropriate and not appropriate.

We know government-mandated PLAs aren't appropriate, and we don't believe criteria is neededwhen the results of current school PLAs are crystal clear:

10-15% increase in costs (as shown by contractors on PLA projects)Fewer bidders; out of town contractors getting much of the workUnnecessary and costly program managementMissed local hire goalsWasted employee benefitsShutting out of hard working apprentices

The outcomes above are not pretty, and when one reads SDCTA's Mission Statement, it becomesquite clear that the fair and open competition endorsement requirement should not be touched: The San Diego County Taxpayers Association is a non-profit, non-partisan organization, dedicatedto promoting accountable, cost-effective and efficient government and opposing unnecessarytaxes and fees.

An SDCTA subcommittee to review the overall bond support criteria has been meeting over thelast few months. Another meeting is set for tomorrow, and AGC and ABC will there to protectagainst any changes to the current fair and open competition language that is required for SDCTAendorsement. Adding unnecessary criteria is not the answer!

For many California employers, 2017 is a retraining year to maintain compliance(Sexual Harassment Prevention Training).

Remember also, that all supervisors who have been newly hired or promoted from within mustreceive this training within six (6) months of hire or promotion.
