Immediately, a lot of questions popped up from folks in the know, including: "How can the Chargers negotiate the terms of construction for a project they do not, and will not own?" "How can anyone mandate a PLA on a City Owned project, after voters overwhelmingly approved Proposition A - Fair and Open Competition, which outlawed that practice?" The short answer to both is - they can't. After questions at the press conference, even Tom Lemmon from the Building Trades Council had to walk back the pronouncement of a signed agreement, admitting to nothing more than a handshake deal. I get why the informal coalition makes sense - they need help on a difficult campaign. Polling earlier this year by the Union-Tribune/News10 showed 60% of adults (including 51% of Chargers Fans) opposed a proposal to use $350 million of public financing to build a stadium. The Chargers proposal includes that same level of public financing, plus a tax increase. To get this initiative qualified and over the 2/3rds vote threshold, the help of organized labors' resources is a big boost to the measure's chance of success. However, by claiming to have a PLA, Labor's support comes at a bigger cost. Despite some absurd talking points from Tom Lemmon on Friday, mandatory PLA's are controversial and divisive. By claiming to have an agreement in place, the Chargers risk further alienating the 58% of voters that voted in favor of a ban just four years ago. Plus, any Union organizational support gained through a PLA promise will likely be offset by new opposition from business and taxpayers' groups. So, while the Building Trades are fighting to get marginally more work, there is a good chance their short-sighted scheming could sink the entire stadium effort! support to Fair and Open Competition for the voters of San Diego - it is goingto take everyone rowing in the same direction to get voter approval of a Cityfinanced and owned stadium. AGC represents Contractors that are both union and non-union and has a firmlegislative position opposing mandated PLAs (partial text):

AGC supports fair and open competition.AGC opposes government-mandated, or coerced, Project LaborAgreements and believes they discourage competition, are unfair tonon-union contractors and subcontractors, cause construction costs toincrease, and undermine the collective bargaining process betweenemployers and trade unions.

The AGC Board of Directors will consider the merits of the Chargers Stadiuminitiative during the upcoming May 5th Policy Retreat.

Expenditure Plan on November BallotBy Brad Barnum, Executive Vice President With public polls showing that San Diego County voters want to "repair criticalroads, and decaying infrastructure, relieve traffic congestion, improve publictransportation, fix local bridges, improve water quality, and improve fire safetyby managing open space, and attract matching funds," the San DiegoAssociation of Government's (SANDAG) Board of Directors is poised to placea ½ cent county-wide sales tax on the ballot that will generate $18 billion overthe next 40 years. If placed on the ballot, at least two out of every three voterswill have to vote "yes" in order for the measure to pass. Flash back to 2004, when voters barely reached that two-thirds threshold(67%) by just 3,000+ votes (out over a million votes cast) to pass an extensionof a 40 year ½ cent sales that was first approved in 1987. Without thisextension, many of the major highway projects, local streets and roads, andtransit project would not have been completed. SANDAG promised thecompletion of these projects, and they have kept that promise. Click here forvideo and map of the accomplishments. Nearly 250 other projects totaling $4.6billion are currently under construction. The time has come once again to look at the broader picture on how tocontinue to invest in transportation infrastructure that will provide morechoices, strengthen the economy, promote a healthy environment, and supportthriving communities. SANDAG's 2050 Regional Plan serves as the blueprint,and this proposed funding measure is intended to make the Regional Plan areality. Let's take a look at some of its key provisions - you will see that 30%will be dedicated to local infrastructure; 41.7% to transit capital projects andoperations; 14.2% to highways, managed lances, and HOV lanes/connectors;and 11.1% to open space. On Friday, SANDAG's Board of Directors will consider a final expenditure planfor this tax measure and may vote on whether or not to put it on the Novemberballot. Make no mistake, there are many supporters, but there are opponentsas well, and there isn't a consensus on the 21 member SANDAG Board. AGC will be in attendance at the Friday Board meeting, and we will addressthe importance of investing in the region's infrastructure. Although we don'thave a position on any measure at this time, you can expect AGC to beengaged throughout the campaign if one is placed on the ballot.

this challenging project, C.W. Driver mobilized and installed 38 temporaryclassrooms and five temporary administration buildings on campus. The entirestudent body has been relocated to the south side of the campus while workon the main building is being completed. The aggressive schedule allows foronly one school year to perform the entire scope of the project. AGC San Diego CLC encourages a higher level of involvement in the industry,creates and promotes industry innovations, fosters face-to-face collaborationamong early-to-mid-career professionals, addresses important industry issues,and provides crucial feedback to the AGC San Diego leadership. CLCmembers gain exposure to construction professionals and opportunities toenhance their industry knowledge through relevant programs, developingstrong leaders.
